Following the wettest winter on record, I recently announced an extra £140 million for urgent repairs to local roads, bringing the total fund to more than £170 million. Today, I am announcing the individual allocations of that funding among local authorities. Some £47 million will be allocated to councils in the south-west that were particularly badly affected. I expect councils to spend the money wisely and quickly, and councils that do so will be particularly well placed to bid for additional funds for road repairs in the next financial year from the £200 million pot announced by my right hon. Friend the Chancellor in yesterday’s excellent Budget.
Thirteen months ago, the Public Accounts Committee told the Secretary of State that serious fundamental errors in the franchising process for the west coast main line had led to more than £55 million of public money being flushed down the drain. What action has he taken to make sure that that Tory franchising fiasco never happens again?
I announced a number of follow-ups that I took as a result of that particular franchising problem—I was incredibly open with the House about it—through both the Laidlaw inquiry and the Brown inquiry. I do not recognise the £55 million figure that the hon. Gentleman talks about.

Commons ChamberT2. In the past few years, rail fares have been rising almost three time as fast as wages, and are among the most expensive anywhere in Europe. What will the cap be on regulated rail fares by franchised rail operators in the 2015-16 financial year?
With the help of my right hon. Friend the Chancellor, we have capped the overall increase in regulated fares to RPI plus 1. I am very aware of the pressure of rail fare increases that passengers face, and so are the Government.

Commons ChamberI imagine that I would need to check out the timetable that the hon. Gentleman has just alluded to, because it is not unknown for Opposition Members to look on the past through rose-tinted glasses. Part of the problem might be that more people are now using the railways so there are more stops, which means that his journey is perhaps taking a little longer than it used to. However, I am very much minded to ensure that his region, like every other region in the north of the country, can benefit from the proposals I have brought forward today.
The Secretary of State will be aware of the strength of support in the Scottish Chambers of Commerce and in Glasgow and Edinburgh city councils for the extension of high-speed track right up into Scotland’s two major cities. Would it hasten the evaluation of the economic case for that if the Minister were to commit to legislating, in this Parliament, in a single Bill covering the entirety of the route between London, Manchester and Leeds?

Commons ChamberI do not mind my hon. Friend reminding me of that, and I know that he will do so on many occasions when he gets the opportunity. I look forward to having discussions and conversations with him about how we can possibly improve the situation in which his constituents find themselves, but I hope that he welcomes the fact that the line has come part of the way to his constituency, if not yet all the way.
The west coast main line is of huge importance to the Scottish economy, as it carries half a million passengers a year along its whole length for business and tourism purposes. What assurances has the Secretary of State received this morning from Virgin trains about whether the 248 workers who are employed by the company in Scotland will have security in their jobs for the future?
I am not responsible for the personnel decisions of Virgin trains, but I am sure that the hon. Gentleman will make representations to the company. I hope he welcomes the fact that I have announced today the completion of 106 new Pendolinos and the hourly service to Glasgow, which are substantial improvements in this service for people in Scotland.

Commons ChamberThe west coast main line matters hugely to the Glasgow and Scottish economies, but so does value for money for the taxpayer. Can the Secretary of State identify any previous franchising process that was not subject to external audit, and is it not the case that a decision made by his Department to save hundreds of thousands of pounds has ended up costing the taxpayer tens of millions of pounds?
The hon. Gentleman is seeking to prejudge the two inquiries I have set up, which is something I am not prepared to do.
