I welcome the Secretary of State’s statement. In 2008, the previous Labour Government commissioned a report from Sir Michael Marmot on the state of society and health, and he found that there was health inequality, particularly in deprived areas. Ten years on, his second report found that health inequality had become even worse against the backdrop of an underfunded NHS. Does that not demonstrate the urgency of the need to invest in those communities under this Government? What can my right hon. Friend do to direct resources into the most deprived communities in order to turn around those health inequalities?
My hon. Friend is absolutely right that our country has stark health inequalities. It is not right that people who live in different parts of the country have such different chances of living well. A girl born in Blackpool can expect to live healthily until she is 54, whereas a girl born in Winchester can expect to live healthily until she is 66. That is why, with the Prime Minister’s mission-driven approach, we will not just get our NHS back on its feet and make sure it is fit for the future; we will also reduce the cost and burden of demand on our national health service by attacking the social determinants of ill health.

The sheer brass neck of the Conservatives to turn up on the very day that Transparency International UK published its report showing that £15 billion of contracts were red-flagged during the covid epidemic—[Interruption.] I am not reading. Those contracts have been red-flagged and are worthy of further investigation, and £500 million of them were given to companies that had not even lasted 100 days. Should the Conservatives not have taken that into consideration before coming here with this urgent question?
I wholeheartedly agree with my hon. Friend. Frankly, every single contribution from the Opposition Dispatch Box should begin with a grovelling apology for the way they conducted themselves in government, but they will not apologise: they have learnt nothing and they show no humility. To my hon. Friend’s point, when it comes to covid corruption and crony contracts, the message from the Chancellor is clear. We want our money back and the covid commissioner is coming to get it.

I was about to quote the great political philosopher, Jonn Elledge, who, in response to what the Secretary of State said, commented on Twitter that we are
“all as ants before the might of the all powerful shadow health secretary”.
When is the Health Secretary going to wake up to the fact that he is in government, he has responsibilities, he is discharging the greatest crisis in the history of the NHS and he is doing nothing about it? Instead of lecturing the Opposition, when is he going to show some leadership and get on with governing?
The “Panorama” programme also exposed the fact that GP practices are being hoovered up by the private sector. Operose Health now owns 70 practices, with more than 600,000 patients. That exposes the fact that there is now a value to GP patients lists and that they are being sold on. They are collected by GPs, free of charge and then, as they are amassed in great number, they are sold to the private sector. Is my hon. Friend, like me, concerned about that practice?
I wholeheartedly agree with the point my hon. Friend makes. It is simply not good enough for the Minister to keep on talking about what the last Labour Government did. If she does not agree with the situation described by my hon. Friend, which is happening on her watch, why does she not legislate? If she is incapable of governing, she should make way for people who can govern.

Commons ChamberThe hon. Gentleman has called repeatedly from a sedentary position that I do not know the science, but I have said nothing of any sort to contradict the points he has just made.
With respect to Conservative Members, particularly those who oppose these measures, what they are missing is that it is indisputable that the booster does provide greater protection than the first and second jabs, that vaccination—full stop—provides better protection, and that if we are talking about NHS pressures and workforce pressures, the biggest danger is that the virus sweeps through the health and social care workforce, knocks a load of people out in the middle of the busiest period for the NHS, and then the system topples over. I do not know why it has to be explained again and again to Conservative Members that the objective is to protect the NHS and to stop it toppling over at a critical time. The points about the severity of the virus and the efficacy of the vaccine in preventing transmission or serious illness are largely secondary. We know that the virus is spreading, and doing so rapidly, and we know that if it rips through the health and social care workforce, that is the biggest risk to the NHS—that is what will topple it over. Conservative Members’ constituents will not thank them one bit if they allow that to happen.
My hon. Friend is making an excellent speech and putting his case very forcefully. On the issue of coercion versus persuasion and involving trade unions and the royal colleges in NHS managers taking the staff with them, what was not respected by the Secretary of State when he was asked about redundancies is that this is a retrospective change in people’s terms and conditions, and even people who are vaccinated will be resistant to the change being imposed upon them. We have to go forward carefully and take the staff with us. Will my hon. Friend urge the Government to work with the royal colleges and trade unions to take this forward?
My hon. Friend makes such an important point. Going back to the staff surveys, particularly given that the overwhelming majority of staff are vaccinated, it is not that they do not want their colleagues to be vaccinated, but that they have concerns about the way in which the Government are going about this. We accepted from the Government and from NHS England a very clear view that omicron has raised the stakes in this regard, which has had a big bearing on our position. It is very difficult for me and my colleagues on the Labour Benches to put ourselves in a position that is on the other side of the argument from the NHS and from the public, but the point about engagement is really important. The Government must work with and take the workforce with them. It is not good enough for us to just clap for the NHS, or clap for carers; we must work in partnership with them and respect that these are people who have given their lives to public service and caring for others. They do care. They will instinctively be on the right side, but they just need some persuasion, some patience and genuine engagement and that is where the Government have gone slightly wrong.

Commons ChamberI am grateful to my hon. Friend for making that powerful point. The Mayor of London and my right hon. Friends the Members for Tottenham (Mr Lammy) and for Hackney North and Stoke Newington (Ms Abbott) are among the many people in public life who are targeted because of racism—racism, pure and simple. It has a gendered aspect and a religious aspect, and it has to be recognised and tackled. Social media companies tell us they have the tools in place, but they are clearly not using them, and that is partly because they do not understand the prejudice that is as plain as the nose on their face.
I pay tribute to my hon. Friend for the work he has done on this issue. Does he agree that we need clarity? The definition is essential. We cannot have different degrees of racism; something is either racist or not. If we start to question the fine detail of a clear, concise definition of Islamophobia, we open the door for companies like the social media platforms to question what is and is not Islamophobic, and the Government need to be much clearer and firmer on this.
Precisely. Let me make some progress on that point.
We toured the length and breadth of the country, engaging in extensive consultation with Muslim communities, academics, lawyers, police officers, public services, civil society leaders and politicians. That is why our definition already has widespread backing from more than 750 British Muslim organisations—including the Muslim Council of Britain, the Muslim Women’s Network and British Muslims for Secular Democracy—and from the First Minister of Scotland, the Mayor of London, local authorities across the country and the chair of the Government’s own working group on anti-Muslim hatred.
It is particularly disappointing to hear a noisy chorus of vocal opposition from many of the usual suspects, who are making arguments in bad faith that accuse us of trying to use the term “Islamophobia” to shut down criticism of Islam and introduce blasphemy laws by the back door. In fact, our report makes it crystal clear that our definition does not preclude criticism of Islam or Islamic theology. I am not Muslim. I do not believe that the Holy Koran is the received word of God or that the Prophet Mohammed was the seal of the prophets who I recognise from my Bible, who Jews would recognise from their Torah or who many people would fail to recognise at all because they think religious books belong in the fiction section of the local library. God, if we believe in such a thing, does not need protection from criticism. Ideas must always be subjected to debate and challenge.
The motivations of some of our critics are particularly exposed when they accuse us of pushing a definition written for us by others, including Muslim Engagement and Development and Cage—two organisations that have pointedly refused to support our definition. I would have thought it obvious by now that the right hon. Member for Broxtowe and I do not take kindly to being told what to do by anyone, let alone organisations with which we have serious disagreements.
Let me turn to some of the other concerns that have been expressed in good faith and reply in kind. Our definition does not cover sectarianism, which extends from the abuse levelled at our Home Secretary on social media by other Muslims calling him a “coconut”, through to the treatment of the Ahmadiyya community, which whom we are proud to engage through the work of our APPG. We recognise that sectarianism is a serious problem that extends beyond one religion and is worthy of separate consideration and action, just as the persecution of so-called non-believers or ex-believers is something we must consider further and separately.
Our definition does not prevent security and law enforcement agencies from recognising and fighting the threat posed to this country and other democracies by those with a warped view of Islam who carry out acts of violence and terrorism. Our definition does not prevent academics from pointing out the religious motivation behind, say, the sieges on Constantinople or the caliphate’s imposition of discriminatory taxes on Jews and Christians, just as we would discuss the role of Christianity in the crusades. Our definition does not prevent critical discussion about the conflict that can arise between conservative religious teaching and more liberal attitudes to issues such as human sexuality, the role of women, food laws, abortion and assisted dying.
While our definition cannot prevent false-flag accusations of Islamophobia to shut down reasonable debate and discussion, it does not enable such accusations. In fact, it makes it easier to deal with such behaviour. Context is everything. Our definition provides a framework for helping organisations to assess, understand and tackle real hatred, prejudice and discrimination.
