Commons ChamberUK participation in Horizon 2020 has held up remarkably well since June 2016. We remain one of the strongest performers across the EU system. As the hon. Lady will have seen, last Friday’s joint report between the Commission and the UK Government painted a very positive outlook for our continued participation in this valuable programme.

I thank the hon. Gentleman for acknowledging the good work that the SLC does—it is important that we all recognise that. The sale of the student loan book is a policy that the previous Labour Government made possible following the passage of the Sale of Student Loans Act 2008, so there is considerable cross-party recognition of the importance of ensuring the sustainability of our public finances. The sale of the student loan book, which was made possible by the previous Labour Government, is something that this Government are quite prepared to continue.
When we talk about student loans and access to university, we often quite rightly talk about disadvantaged students. Does my hon. Friend recognise that the current system has created opportunities for such students?
My hon. Friend is right that the income-contingent student loan repayment system has made a huge expansion of access to higher education possible. I have referred to this statistic several times while speaking at the Dispatch Box: young people from disadvantaged backgrounds are 43% more likely to go to university or other higher education today than they were in 2009-10, which is a direct result of successive Governments deciding to share the cost of higher education equitably between students and the general taxpayer.

Commons ChamberWe are investing in a world-class technical education system, growing apprenticeships and introducing T-levels from 2020 for 16 to 19-year-olds, backed by a further £500 million per year. We are also investing £170 million to create institutes of technology across all regions and £80 million for specialist national colleges to deliver higher-level technical education.

Commons ChamberWe are determined to secure good value for money for students and taxpayers who are investing in the system. That has been at the heart of our reforms. As the hon. Gentleman knows from being a dedicated member of Committees that have scrutinised our reforms in various ways, we are securing the value for money that will ensure that students and taxpayers feel the system is delivering for them and for their needs.
The sector has made it clear that an inflation-linked fee cap is essential for our universities to maintain and improve on their current high standards and to prosper in the long term. Gordon McKenzie, the chief executive of GuildHE, made that clear recently when he said that
“fees had to rise by inflation at some point and it was fairer for students if those rises were linked to an assessment of quality.”
The Government’s policy is that fee caps should be linked to the quality of teaching, as we are doing in these regulations, and it is counter to Government policy for fee caps to rise in any other circumstances.
As the Minister will be aware, the OECD has said that the UK is
“one of the very few countries that has figured out a sustainable approach to higher education financing”.
Does he agree that Labour’s approach risks undermining that sustainability?
Yes, I certainly do. To see that, we only need see what the OECD said yesterday in its latest report on global education systems. Andreas Schleicher, its eminent director, once again gave a ringing endorsement of the sustainability of our higher education system and pointed out that the way we have been successful in sharing the costs of funding the system between individual students and the general taxpayer has enabled us to meet rising demand for higher education and to lift the student number controls, which have been holding back young people from disadvantaged backgrounds for so long.
