Commons ChamberI totally understand the hon. Gentleman’s passion about this—he and I were on the same side—but my reading of the history of this is different. The Good Friday agreement, based on the principle of consent, was that the United Kingdom would continue and Northern Ireland would be part of that United Kingdom. This is a sovereign decision for the United Kingdom. Now, the job of the United Kingdom Government, in full collaboration with the First and Deputy First Ministers in Northern Ireland, is to try to get the best possible negotiation in terms of Britain’s place, and therefore Northern Ireland’s place, so that relations north-south can be as strong as they can.
Lord Hill, Britain’s European Commissioner, has decided to step down from the European Commission. Has the Prime Minister any plans to appoint somebody else, if only on an interim basis?
Yes, I think we should appoint a new Commissioner. We are a full member of this organisation. We pay our dues in full. We should have a UK Commissioner. I discussed this yesterday with the President of the Commission, and we hope to come forward with a nominee shortly.

Commons ChamberThat is absolutely key to our negotiating aims, and a country that is a member of the single market but not of the single currency should not suffer disadvantage. As I said, a number of occasions—whether calls to bail-out eurozone countries, or the location policy that euro-clearing houses can be put only in eurozone countries—have shown just how important this issue is, and that is why it is so vital to the renegotiation.
Being part of the single European market is obviously vital to the British economy. Will the Prime Minister therefore prepare and publish a report before the referendum to show the impact on the British economy if we were to withdraw from the European Union?
I certainly believe that documents need to be published, and I think that the other place insisted in some amendments on what sorts of document need to be published. Within those documents they will set out what the renegotiation has accomplished and what are the benefits and disbenefits. I will be careful what I say to the hon. Gentleman because this is what was decided in the other place and I think accepted by us, so perhaps I can drop him a line about it.

Commons ChamberWe will be able to introduce something that the last Government never did, which is to say that it should be illegal to sell alcohol below the price of duty plus VAT. That is something, with all the binge-drinking problems we had under Labour, that they never managed to do.
Q2. In February I asked the Prime Minister if he thought it was fair that Mr and Mrs Goodwin, both of whom are registered blind, should pay the bedroom tax. He promised to look into the case. Mr and Mrs Goodwin’s family wrote to the Prime Minister but did not receive a reply. Why does he not keep his word?
I will look urgently at this case, because I reply to hon. Members’ correspondence right across the House, and I always will. We have put in place very fair rules on the spare room subsidy, whereby it does not affect pensioners and does not affect people who need to have that spare room. Perhaps when I do write back there is one question I will not be able to answer, which is that we still do not know whether Labour is going to replace this, because they will not give us an answer.

Commons ChamberMy hon. Friend is absolutely right to raise that issue. I am sure that there will be support throughout the House of Commons for all who took part in the Arctic convoys and all who served in Bomber Command.
It is not enough for us to have the excellent memorial to those who served in Bomber Command, in Green Park. It is right for us to have the medal for those who served in the Arctic convoys, and the clasp for those who served in Bomber Command. I have been stressing to Government colleagues how important it is for us to get on with handing out those medals and clasps as quickly as possible, because, tragically, we are losing more and more of the people who served all those years ago. They deserve their medals and their clasps, and I am proud that, under this Government, they will get them.
Q4. Mr and Mrs Goodwin live in the Caerphilly borough. They are both registered blind, and rely heavily on their guide dogs, family and neighbours. Life is not easy for them, but from 1 April it will become even more difficult, because they will have to pay the Government’s bedroom tax on the home in which they have lived for 26 years. What justification can there be for that?
I will look at any individual case, and the Department for Work and Pensions will look at any individual case, but may I first make the point that this is not a tax? A tax is when someone earns money, it is their money, and the Government take some of it away. Frankly, the Opposition have got to engage with the fact that housing benefit now accounts for £23 billion of Government spending. That is a 50% increase over the last decade. We also have to address the fact that we have 250,000 families in overcrowded accommodation and we have 1.8 million people waiting for a council house.

Commons ChamberI thank my hon. Friend for what she says. Two things are happening. First, there is a growing sense right across Europe, not just in the UK, that we must have proper control of EU spending, and that if we are tightening our belt at home, we should not be spending more through the EU. That had strong support.
Secondly, countries are seeing that as the euro requires a further tightening of parts of the European Union, proper arrangements need to be put in place for non-euro countries. The banking union agreement was a really good example of that, and I hope that it is the precursor to more such arrangements, which would be helpful for non-euro countries like Britain.
Quite a few Members on both sides of the House have been generous to the Prime Minister this afternoon. Will he reciprocate and congratulate his Back Benchers and the Opposition on giving him such a strong negotiating mandate?
I thank everyone who had this incredible foresight. I would like to argue today that it was all part of a careful plan. Perhaps on a day like this I will just leave it at that.

Commons ChamberMy hon. Friend makes an important point. What I have spotted over the past seven European Councils is that although to begin with, I was the lone voice always going on about the integrity of the single market—I have a bit of a reputation, dare I say it, for boring on about it in European Councils—a number of other European leaders, including Mario Monti, now see the importance of talking at all stages about safeguarding the integrity of the market.
Does the Prime Minister plan any tantrums or walk-outs from European Council meetings in the near future? Or will he give a commitment to be there at all times, ensuring that he upholds the British national interest?
I am always there upholding the national interest. I have never walked out of a room, but I have on occasion said no and I think that is sometimes the purpose of a Prime Minister.

Commons ChamberOn completing the single European market in energy and digitalisation, there has been no change. Is that what the Prime Minister considers progress?
I think the hon. Gentleman is wrong, in that for the first time there is a series of actions and dates that have to be completed by a specific time. If he reads the growth pact, it is all set out in huge detail. In previous Council conclusions, there have just been warm words, rather than the dates and the actions, and that will make a difference.

Commons ChamberMy hon. Friend makes an important point. The Chancellor will be going into more detail on this issue. We need to ensure that the regulators and the SFO have all the powers they need. People will not understand why crimes on the high street are punished in one way but crimes in the banks and elsewhere are punished in another way. That absolutely needs to be cleared up, and I am sure that this Government will do so.
Given the Prime Minister’s support—in theory, at least—for a referendum on Europe, what is his position now with regard to a referendum on Lords reform?
We have set out in the House of Lords Reform Bill a very clear pathway for the House of Lords. House of Lords reform was in the hon. Gentleman’s party’s manifesto, it was in our manifesto, and it was in the Liberal Democrat manifesto, so I do not think a referendum is really necessary.

Commons ChamberI have to say that this was about the only interesting point in the Leader of the Opposition’s speech. When he is asked very clearly whether he supports a benefit cap and whether he thinks it is right that people can get more than £26,000 a year on benefits, his answer is that it is just fine—carry on claiming. That is Labour’s message to the hard-working people of this country.
As the Leader of the Opposition covered so little of the detail, for the benefit of the House I want to run through some of the Bills in the Queen’s Speech and the steps we are taking. One thing we are doing is helping the most vulnerable of all in our society—children who do not have a family, who are stuck in the care system and who, in too many cases, have been left there for too long. That is why we are legislating on adoption, as set out in this Gracious Speech. We are going to publish detailed information on how councils perform, setting clear time limits for cases to get through the courts and making it illegal to turn down an adoptive family on the basis of race. We say it is time to end the patronising, politically correct prejudice that says that black parents cannot bring up white children and that white parents cannot bring up black children. It is time to make the system colour blind.
Given the recent scandals that have engulfed the Government, why is a lobbying Bill not included in the Queen’s Speech?
The hon. Gentleman’s party had 13 years to produce a register of lobbyists. We have now published our proposals for a register of lobbyists and we will legislate for a register of lobbyists. [Interruption.] I hate to add to hon. Members’ misery, but we have a Queen’s Speech for the 2012-13 Session that is packed with great Bills and we will have one for the 2013-14 Session that is packed with great Bills. We will also have one for the 2014-15 Session that is packed with great Bills, and when we have beaten the rabble in opposition at the next election, we will have another one all over again.

Commons ChamberI listened carefully to my hon. Friend’s question, and indeed I listened to him carefully when he made the same case on the radio this morning, I do not read the IAEA report in the same way as he does, and I do not altogether trust Iran’s motives in this area, but the easiest way for Iran to settle the issue is to open up and show everyone just what it is doing. If it is only pursuing nuclear power and is not pursuing nuclear weaponry, the world will be able to move on, but until those assurances are given, the world will not be able to move on. That is the reason for the tough action that we are taking, which shows that there are alternatives to military force. We want to ensure that we maximise the use of all those options before considering anything else.
Will the Prime Minister explain the difference between a veto and an opt-out?
There is a very important difference. Let us consider what happened with Maastricht, for instance. There was a European Union treaty to which Britain was a full signatory. We opted out of certain parts of it, but we were still subject to a huge amount of additional EU law. That is why there were so many agonised debates in the House about whether it was a good thing or a bad thing. The same can be said of all EU treaties. The difference in this case is that there is no EU treaty. We are not going to put something in front of the House, and nothing will be voted on, so it will not affect the UK.

The point is that the Deputy Prime Minister and I agreed the negotiating strategy for the European Council, and that is important because it was the whole Government who were doing it at the Council.

Commons ChamberThe Prime Minister has said that the action plan for growth and jobs includes many of the things that Britain is already doing. I can assume only that it is a very thin document. How many minutes were spent talking about job creation at the summit?
A great deal of the first day was spent talking about the condition of the world economy, and particularly the fact that economies in the developed world are obviously seeing very low rates of growth. I also had a meeting, I am pleased to report, with the leader of the TUC and other international trade unionists, to discuss specifically growth and jobs, and how we can try to prevent youth unemployment from rising in western European countries. I do not know whether all my predecessors always found time for such meetings at the G20, but I was delighted to have one.

Commons ChamberThe key point about the European Union Act 2011 and the referendum lock that we put in place is that any passage of powers from Britain to Brussels results in a referendum. That is the key thing that we have delivered, which means that never again can we have a situation where, as with Maastricht or Lisbon, a treaty is passed that transfers powers from this House to somewhere else without the British people being asked first. I sometimes think that we have lost the ability to make clear what a significant change that is. That is the key thing that the referendum lock delivers, and I think everyone on this side of the House can be very proud of it.
Following on from the last question, just a few months ago this House spent 42 and a half hours debating the European Union Bill, the purpose of which is to allow for referendums on the EU. Is there any chance of seeing a referendum in the near future on the EU at all?
The point is that if a Government propose to pass powers from this House to Brussels, they should ask the British people first. That is the simple principle that we have put into law. It is important that we try to establish clear rules for the use of referendums in a parliamentary democracy, and I absolutely believe that rule 1, line 1 is: “If you’re giving up powers that belong to the British people, you should ask them first.”

“One former editor said Coulson talked freely”
with colleagues about phone hacking. Given that the Prime Minister has read the article, how can he say he had no new evidence of a link between Coulson and hacking?
I discussed these allegations at the time and there was no proper foundation for them. That is not just my view, but the view of many people who followed the issue. Of course, there is an investigation under way. I could not have been franker. If it turns out that Andy Coulson knew about hacking, it will not just be a matter of profound regret and of profound apology—an apology that I have given today. It will also be an issue for criminal prosecution.

Commons ChamberI think my hon. Friend is entirely right. The Governor of the Bank of England spoke powerfully about this and has set out what the liabilities of British banks are in terms of Greece. We need the stress tests to be transparent, and we then need them to be acted on by making sure that those banks that need to build up their reserves do so. One of the things I wanted to secure at the European Council was to ensure that the conclusions were very tough on this, because at the same time as they are operating these stress tests and arguing for more capital to go into the banks, some European powers are trying to water down the Basel requirements. It seems to me to be completely illogical to try, on the one hand, to strengthen a banking system to withstand pressure in the eurozone, and then to start weakening it on the other. I am thankful that the conclusions are pretty clear on that point.
I welcome what the Prime Minister said about Croatia coming closer to the European union, but was there any reference to Turkey?
In terms of future membership of the EU, I think I am right in saying that the conclusions referred only to Croatia, which is completing its negotiations. There was a reference to Serbia’s European perspective, because with the arrest of Ratko Mladic I think that it has taken another step towards European membership. There was no specific mention of Turkey, but as the hon. Gentleman knows, I strongly support Turkey’s membership of the European Union.

Commons ChamberI happily confirm all those things. I believe that if we are really serious about rebalancing our economy and ensuring that we get growth across the country, and not just in the south-east, the time for high-speed rail has come. That is why it has my strong support.
Q12. The Secretary of State for Wales has said that she is prepared to be sacked because of her opposition to Government policy on high-speed rail. Will the Prime Minister take her up on that very kind offer?
I prefer to focus on the fact that in one year as Welsh Secretary, she has secured something that 13 years of Labour Welsh Secretaries never achieved, which is the electrification of the line between Paddington and Cardiff.

Commons ChamberIn its history the CBI has not always supported action to tackle deficits and to get on top of bad public finances, but on this occasion it is four-square behind the action that the Government have taken. When asked what would have happened if we had followed the ideas of the Labour party, the CBI said:
“The economy would be weaker because of the impact of a loss of confidence in the markets.
If we did not have a clear programme to reduce the deficit over this parliament we would have seen a significant rise in our interest rates, and growth would have been eroded rather more than it has been”.
That is the view of the CBI—the experts at the heart of British industry, who say that one cannot trust Labour with the economy.
Last week we had an excellent result in Wales for the Labour party. Given the Prime Minister’s general election manifesto commitment, and the commitment of the Liberal Democrats, what progress has he made so far on reforming the Barnett formula as it applies to Wales?
We will look closely at a Calman-like approach for Wales. If those results are the hon. Gentleman’s definition of success, I suppose he will be a happy man. He should spend a little time studying what his colleague, the hon. Member for Glasgow South (Mr Harris), said about Labour’s performance in Scotland:
“Labour deserved to lose. We insulted the intelligence of our voters by peddling a myth”.
That is what happened. I know the hon. Member for Caerphilly (Mr David) does not want to hear about Scotland, but he ought to think about it.
