I can assure my right hon. Friend that we are in talks with Turkey and our G7 allies about all the assistance we can give and all the UK resources that we can deploy, both for the sea route and, as he mentions, the rail routes. There is more that we can do to increase the capacity on those rail routes to get grain out faster, but ultimately to get the full harvest out, we need to use the sea routes as well, and that is why we are in talks with the Turks, and with our G7 allies.

I welcome much of the statement, but can I press the Foreign Secretary a little on the application for Sweden and Finland to join NATO, because it is simply not on for Turkey to threaten to delay the application for a year? Will she make forceful representations to Turkey to make it clear that what it is proposing is simply not on?

At the NATO Foreign Ministers meeting, I raised my concerns directly with the Turkish Foreign Minister. I am due to be in touch with him again next week. The Prime Minister has spoken to President Erdoğan as well. We are clear that it is vital that Sweden and Finland join NATO—it will help to strengthen the alliance—and that the Turkish Government need to agree to make that happen.

Like other hon. Members, I am truly delighted at the release of Anoosheh and Nazanin. I pay tribute to Richard, who has been a tower of strength in this whole unfortunate saga. I congratulate the Foreign Secretary on her role, and I congratulate her creative civil servants who found a way to repay this historical loan.

As we often say, where there is a will there is a way. That has certainly proved to be the case, but may I ask about the role of the Government of Oman? I understand from the Foreign Secretary that the Government of Oman played a very positive role, but has the role been such that the money was transferred to Iran via Oman’s central bank?

Our Omani friends have been extremely helpful in working with us to help transport the detainees between Tehran and the United Kingdom, and in working with us on some of the practical arrangements. We have, of course, also had direct contact with the Iranian Government, but the partnership with Oman has been truly successful in helping this to happen.

I completely agree with my hon. Friend. A number of farmers are facing cash-flow issues, which is why we are putting as much resource as possible into the RPA. We are now up to 77%, and we have paid out £1 billion. The cases that we are now dealing with are the more complicated ones, including those involving common land and cross-border land, which take extra time. As I have pointed out, we are dealing with a very complicated cap. One of my main efforts is to try to simplify that cap and enable farmers to make claims online this year so that the system will be faster next year.

We have been very clear in our manifesto. We retain our commitment to a free vote on this issue, with a Government Bill in Government time.
