Commons ChamberI know that many supermarkets are supporting food banks within their local areas, and the UK Government have certainly supported those with the least by making sure that pensions, benefits and the minimum wage all go up in line with inflation, and making extra payments on top to pensioners, those on benefits and households where there is disability. However, if the hon. Lady is truly concerned about cost of living pressures in Wales, perhaps she ought to ask her colleagues in the Welsh Labour Government why, on this very day, Welsh Labour Ministers are supporting a plan to create dozens of extra Senedd Members at a cost of £120 million—all money that could be far better spent on supporting those with the least.
Is the Secretary of State aware of a study by Citizens Advice Cymru indicating that more than half a million people in Wales are struggling to make ends meet? If he is aware, what is he doing about it?
I have already outlined the extra payments that are being made to pensioners and those on benefits and disability, and the fact that pensions, benefits and the minimum wage have all gone up in line with inflation. On top of that, the UK Government have delivered five towns funds, four growth deals, three rounds of levelling-up funding, two investment zones, two freeports, an electric arc furnace in south Wales and an electrified rail line in north Wales—and what are we getting from the Welsh Labour Government? We are getting £120 million spent on extra Senedd Members. While we level up the economy, they want to level up the number of politicians in Cardiff Bay.

Commons ChamberThe UK Government fully recognise the challenges posed by cost of living pressures that have come about as a result of the covid pandemic and the invasion of Ukraine. That is why they are providing £104 billion over 2022 to 2025 to support households and individuals across the UK—an average of £3,700 per household.
The UK Government fully recognise the importance of supporting pensioners. That is why we have committed to the triple lock and made sure that, even through the difficult crises we have faced over the past few years, pensions have risen in line with inflation. On top of that, there has been an extra payment of £300 for pensioners, and the UK Government’s policy of bringing down inflation is going to help everyone in Wales and the UK, including all pensioners. I hope the hon. Lady will agree that that is a much better focus than, for example, bringing in road user charging, which is going to hit pensioners who want to drive cars in Wales.
Citizens Advice Cymru has stated that during 2023, it referred over 21,000 people to food banks in Wales, almost double the number for 2021. What does that say about the impact of the Government’s policies on ordinary people in Wales?

Commons ChamberI am sure that my Treasury colleagues will be able to help with that, but there is one thing that the hon. Gentleman could do as well if he wants to support people on the cost of living challenges in Wales: persuade his Plaid Cymru colleagues to vote against Welsh Labour’s proposals to revalue council tax bands in Wales, which are going to be catastrophic for the finances of hundreds of thousands of people across Wales.
The four Welsh police forces are adequately funded and will receive combined funding of up to £826.7 million in 2022-23, an increase of up to £45.1 million on the previous financial year. Gwent’s funding will be up to £159.1 million, an increase of £9.1 million on the previous financial year.
South Wales police’s area contains Cardiff, the capital city of Wales, yet it gets no extra resources for the extra responsibilities that comes with that. Will the Secretary of State make representations to his Government colleagues to address this anomaly?
South Wales police’s funding will be up to £352.5 in 2022-23, an increase of £19 million on the previous financial year. If the hon. Gentleman wants to do something to support police forces in Wales, may I suggest that he talks to the Welsh Labour Government about their failure to hand over the apprenticeship levy, which is being held back by them and should be passed on to police forces so that—[Interruption.]

Commons ChamberMy right hon. Friend the Secretary of State has regular discussions with the First Minister and Welsh Ministers on a range of issues, including the UK shared prosperity fund. The Government will continue to engage with the Welsh Government as we develop the fund’s investment framework for publication.
The figures will show that on average Wales is receiving £375 million a year. What the hon. Gentleman may be referring to is the fact that over a number of years to follow there will still be some money coming to Wales from the European Union. Of course, it is absolutely right that that money should be counted towards the £375 million total, and the Government will guarantee to ensure that the amount of money to be spent in Wales in future will be exactly the same, or higher, than the amount that was spent previously.
Britain has left the European Union. The transition period has come to an end. There is no new money coming from the structural funds. Given that the Government announced the shared prosperity fund back in 2017, can the Minister at least tell us the timetable for the introduction of the new fund?
We have already made it very clear and demonstrated that the amount of money that is going to be spent in Wales when the SPF comes in will be identical to or higher than the amount of money that was spent in Wales that came from the European Union. There has been absolutely no secrecy about that. The way in which the fund will be managed is subject to discussions at this very moment, and I would expect full details to be publicised over the next few months.

Commons ChamberYes, I will get back to the hon. Gentleman on that point. On the general issue of rail services, as he will know, we are spending £1.4 billion on rail infrastructure over the next control period. We could do even better for connectivity if we could persuade colleagues in the Welsh Government to support the M4 relief road, and to accept the borrowing that is being offered to them to build that much-needed road.
I congratulate the right hon. Member for Dwyfor Meirionnydd (Liz Saville Roberts), my hon. Friend the Member for Delyn (Rob Roberts) and the hon. Member for Cynon Valley, who all had in common an attempt to see who could use the most Welsh in the Chamber. Dydw i ddim yn siwr pwy sydd wedi ennill y wobr. I will not push my luck. I was on the Welsh Affairs Committee when we changed the rules to allow Welsh to be used at all times. It was right that we should do that. We now allow Welsh to be used, of course, in the Welsh Grand Committee, and it is quite right that we should do that as well. There is more to be done in the Chamber and around the House of Commons. I would be perfectly amenable to supporting further changes and reforms to allow Welsh to be used even more widely in the House.
Can the hon. Gentleman tell us when the next Welsh Grand Committee will be held?
I am told by the Secretary of State that I cannot at the moment, but I am sure that it will be coming soon.
I suspect that I may have left out some hon. Members. If I did, I apologise. I say to the hon. Member for Gordon (Richard Thomson) that like me, he remembered the referendum, but I was on the opposing side at the time. There may be those, as the right hon. Member for Dwyfor Meirionnydd said, who now oppose devolution in Wales, but I am certainly not one of them. I recognise that the people of Wales have spoken not once, but twice on this, and they have made their views very clear. We have a Welsh Assembly, and it has the support of the people of Wales. It would be utterly wrong for anyone, in my opinion, to try to undermine the Welsh Assembly. That is not something that I or the Secretary of State for Wales will do. I am pleased to put on record our support for the principle of having a Welsh Assembly, and of course we will do what we can to ensure that the Government of the Welsh Assembly change.
As we leave the European Union, we stand on the brink of a new chapter—a potentially glorious chapter—in the history of Wales. As we regain control in the United Kingdom of our laws, our borders and our taxpayers’ money, there will be enormous opportunities to ensure that Wales prospers and develops. I very much look forward to being a part of that. I wish everyone a very happy Dydd Gŵyl Dewi Sant. Diolch yn fawr iawn.

Thank you very much for calling me to speak, Mr Hollobone.
I thank the hon. Member for Wrexham (Ian C. Lucas) for introducing the debate and add to his call for the Government to ensure that Wales continues to receive the same amount of money. We will certainly have that when we leave the European Union—we will have a lot more money to spend. I differ from him on one important point, though, because I think he was arguing for a system where we simply hand over money to the Welsh Government and allow them to get on with it. We know that at the moment the European Union has some control over how that money is spent in two ways: first, it sets the rules of the game on state aid or anything else and, secondly, it has the powers to investigate when money has been misspent. It is vital that we maintain some form of central control, and here I must be a little critical.
The Welsh Assembly Government have failed on numerous occasions properly to monitor how money that has been spent in grant funding has been used. We have seen some quite scandalous decisions taking place. Some might be down to monumental incompetence; others, I fear, are due to out-and-out corruption. I will run through a couple of them and I challenge anyone to suggest that this sort of thing is right.
There is the Lisvane land deal. The Welsh Government had £20 million-worth of land—if it were good just for agriculture—that was sold at agricultural value to an organisation based in the Channel Islands. Within a matter of months, it received planning permission for housing, meaning that the Welsh taxpayer lost out on tens of millions of pounds.
There is the decision by Welsh Assembly Ministers to go into the film business, which began, as the auditor’s report shows, with the decision to buy a premises down near Newport, in Wentloog. Approximately £40 million was spent making films, and the auditor’s report says rather coyly that not much money has been recouped. About £4 million has come back. The rest of the films have either not been made or have not been seen by anyone. One of the excuses for its failure was that the Welsh Government had decided to get involved in another film studio elsewhere in south Wales. They handed over a couple of million pounds in the form of a grant, much of which appears to have been paid to the directors. There is a string of these decisions going on.
I will, but I am going to have my four minutes. I am coming to one of the more scandalous examples, but if the hon. Gentleman wants to intervene, he should feel free.
I recognise that the hon. Gentleman is using parliamentary privilege to the full here. Will he clarify how much of this is European money?
I have not used parliamentary privilege to the full yet, but I might be about to. Some of the money certainly has been European money.
I do not know the exact amount, because we are dealing with many millions of pounds here. What I do know is that if we are going to allow the Welsh Government to have a large amount of money to spend on giving out grants or putting it into infrastructure, we need to be absolutely certain that some central authority can monitor how that money is spent.
With all due respect, perhaps the hon. Member for Caerphilly (Wayne David) would like to cast his mind back to the disgraceful situation with Circuit of Wales, where £9 million was handed over to the director of a company—a director who had been making donations to the Labour party. Some of that money was then taken and given to another company, which that same director was also the director of. There was no proper tendering procedure. If anyone has any doubts about this, the whole thing is written up in the Welsh auditor’s report. What we saw happening was that £1 million went over, in the form of an untendered amount of money, to a company that was owned by the person who had received the grant in the first place. There were no proper checks and balances. The same person was able to go and buy a motorcycle company based in Buckinghamshire.

Commons ChamberThere is a solution. It is one that we all need to think about, and I hate to say this, but it comes from the Liberal Democrats. It takes the form of a fully federal system. The only way to stop this march towards ever greater powers going to the Welsh Assembly and to Scotland is to draw a line in the sand and say, “Okay, we’re going to give certain powers to Wales, Scotland and Northern Ireland, and maybe to London and other regions of England, but we will not go beyond that line. There will be a federal Parliament in London with fully laid-out powers and a constitutional court to deal with any issues over who has what.” That is the only way of stopping this process. If we do not stop it, I can guarantee that we will wake up in 20 or 30 years’ time to find that the whole of the United Kingdom will have fallen apart. At least Scotland is getting a vote on this. It is having a fully fledged debate on the pros and cons of independence. We are not having that in Wales. Instead, the Welsh Assembly is being given a little bit more power every couple of years, and there is no way of getting any of that power back.
The hon. Gentleman has been called early in the debate, so would he be kind enough to clarify whether he is speaking as an individual Back Bencher or as Chair of the Welsh Affairs Committee?
Obviously, I am speaking as an individual Back Bencher; it was hard to get any agreement on certain of these issues from the Welsh Affairs Committee. Let me make it clear that I am not speaking for anyone in the Conservative party either—I am entirely on my own on this one, and probably always will be.
I would like to see one improvement that can be made to this Bill. If we consider the powers the Welsh Assembly has already been given, we can see that it has not done terribly well. We have had the sight of the Welsh Minister for Education and Skills apologising, on Boxing day, I believe it was, for the lamentable state of education. As someone who has been through the state school system there, and who has three children in that system, I feel that very strongly. Nor have we seen a good performance from our national health service. Large numbers of people in cross-border areas such as Monmouthshire are desperate to be treated by the coalition Government-run NHS in England. We have even had the spectacle of a Labour Member of Parliament being banned from going before the Health and Social Care Committee in the Welsh Assembly because she was likely to tell a few home truths that members of that Committee did not want to hear. There has thus been a failure even to carry out the proper scrutiny role.
What I would like to see from this Bill is the opportunity not to take powers away from the Welsh Assembly, but to recognise that where there are problems, individuals ought to be given the choice. Somebody in Wales who is ill and wishes to be treated in England should have the right to access the NHS in England, with the cost of treatment being deducted from the block grant. Similarly, if someone in England was happy to wait twice as long as they needed to and be treated in Wales, they could be treated in Wales, with the cost of their treatment being added to the block grant. That would be an excellent way for us to maintain the commitment to devolution while allowing everyone to enjoy the benefits of a national health service.

Commons ChamberI suspect that there may be something in what the right hon. Gentleman says. The referendum on powers in the north-east took place quite early in the process, and there is now a much wider understanding of the implications of devolution throughout the United Kingdom. Nevertheless, there is still a problem.
We devolved powers to Wales, Scotland and Northern Ireland on the basis of their historical roles as nations within the United Kingdom. I do not see how we can just come along and artificially create nations within England where nations have not previously existed. I also suspect that this is not a debate that any of us here should be having. It must ultimately be for English MPs to decide for themselves whether they are content to remain representatives in England or would prefer to be representatives in the regions thereof. Let us not forget that there are 6 million people in Scotland, 3 million in Wales and 1.5 million in Northern Ireland. We have not so far devolved powers on the basis of the numbers of people in the countries concerned, and we therefore have no real right to say that because there are 50 million or 55 million people in England, they do not have the right to have a Parliament based on their own historic nation.
Does the hon. Gentleman not accept that until now the primary motivation for devolution has been not a recognition of nationhood, but the need to enhance democracy? That is what devolution is ultimately all about. It is not about placating nationalism; it is about enhancing democracy.
There have been several motives for devolution. Nationalists saw it as a stepping stone towards independence—I imagine that they would be fairly honest about that—while others, some of whom are now on the Opposition Benches, were afraid of nationalism, and saw devolution as a way of preventing the nationalist genie from getting out of the bottle. I think that they were mistaken. I fear that some may have taken the narrow political view that Wales would always be dominated by Labour whereas Britain would not necessarily be, and that therefore it would not be a bad idea to carve out little corners of the United Kingdom where Labour could always have an inbuilt majority and a left-wing Government could rule. I dread to think that that is the case, but, being a bit cynical, I suspect that there may be some grounds for believing that it is.
