13. What recent assessment he has made of the adequacy of (a) careers information and (b) guidance on apprenticeships for young people.

All schools and colleges must provide careers information, advice and guidance to 12 to 18-year-olds. Since January 2018, schools have been required, under what is commonly known as the Baker clause, to invite providers of technical education and apprenticeships to talk to pupils, in order to give them the full picture of their options. A third of technical education and apprenticeship providers say that the situation has improved since that requirement came in, but we know that there is more to do.

Employers have told me that they work in a constantly evolving environment, and that if we are to avoid falling behind the rest of the world, we need a workforce that is able to cope with digital change. What is the Minister doing to ensure that engineering apprenticeships include training in digital skills, so that no young person is left behind in the modern digital economy?

The hon. Gentleman is quite right to say that it is increasingly important for young people to have those digital skills. I refer him to the Institute for Apprenticeships and Technical Education’s website, where he will be able to see the 400 apprenticeship standards that have been developed, many of which involve digital skills. From 2020, we are introducing the first T-levels, the first of which will be a digital T-level.

18. What steps he is taking to improve social mobility in post-16 education.

We published a plan last year for improving social mobility through education, which set out the actions we are taking to increase social mobility. A crucial part of that is a career strategy, which I launched last year. Legislation came into force this year, including a requirement to allow further education technical and apprenticeship providers to have the opportunity to talk to young people. At the heart of the career strategy are those Gatsby benchmarks, which will make sure that young people get good careers advice.

In a country with world-leading education, why is there such a significant attainment gap for those with English as a second language?

This is absolutely crucial. Obviously, someone who cannot speak English will be at a disadvantage. We have done a great deal more to improve the roll-out of ESOL. On the work we are doing in primary schools, the proportion of six-year-olds meeting expected standards in the phonics screening check has risen dramatically.

12. What progress her Department has made on meeting its 2020 target for quality apprenticeship starts.

We are determined to reach 3 million apprenticeship starts in England by 2020. There have been 1.1 million new apprenticeship starts since 2015, but quality is also important. I am pleased that there were 24,600 starts on new employer-designed apprenticeship standards in 2016-17. That is a huge increase from 4,300 the year before.

If he talks to employers, the hon. Gentleman will find that it is only because of the reforms we have introduced, which have allowed employers to be at the very heart of the process, that we have made the progress we have. Numerous Governments have attempted to do something about apprenticeships, but it is only now that we are seeing real change.

According to a new Sutton Trust report, “Better Apprenticeships”, two thirds of apprenticeships are the result of merely rebadging existing employee training as apprenticeships. What steps is the Minister taking to ensure that existing employees are participating in substantial training to develop new skills, and not just being accredited for their existing competence?

This is critical. I have talked to apprentices and employers about apprenticeships, and there is no doubt that we have a skills shortage. Employers are absolutely determined to make sure that they have the workforce they need to deliver the skills they will need for their businesses in future.

Sorry, Mr Sharma. I will put it back in my handbag. I do not go on marches as a point of principle, but I will be interested in the feedback of the hon. Member for Dewsbury from that event. I do not feel under political pressure, because although we may argue about welfare benefits and poverty—we obviously do—and the route out of those things, we do not disagree on periods and sex education. It should be noted that the Department for Education does not issue specific guidance to schools on the provision of sanitary protection, but it is without doubt the case, and always has been the case, that the school office will have supplies for children who are caught short.
