Does the Minister acknowledge that one unintended consequence of extending permitted development rights to commercial and industrial property is that a significant amount of housing is now being generated that is below accepted space and safety standards? What action is he taking to correct that?

I do not accept that, but I will say that we are looking at PDRs more generally. I hope that the right hon. Gentleman would, like me, celebrate the fact that this one policy alone has provided in excess of 40,000 houses for people to move into. We universally acknowledge, across this House, that we have a housing crisis and we need to build more homes, so I would have thought he welcomed that.

I am aware that the Scottish National party has said that it will renationalise the Scottish bits of Royal Mail if it gets independence. It has not explained how it will pay for that, nor has it explained how it will pay for the extra cost of the universal service obligation in an independent Scotland.

Did my right hon. Friend receive any representations from the advisers on the IPO price in relation to the damaging industrial action that was proposed by the trade unions to coincide with the privatisation?

Certainly, one of the significant factors hanging over the privatisation was the threat of industrial action. There was no point in postponing it, because the industrial action would have been rolled over. It certainly had a depressive effect on the market.

I thank my right hon. Friend for that answer. I congratulate Ministers on the fantastic apprenticeship numbers that were announced today. With that and the rebalancing of our economy in mind, and given that in Rossendale and Darwen we have a manufacturing economy, can the Secretary of State tell the House how we are going to make it easier for employers in my constituency to take on new apprentices?

The hon. Gentleman is right to acknowledge the big increase in apprenticeships, and it is not simply quantity; it is also about quality. Some of the rapid growth that is taking place is in advanced apprenticeships, including in manufacturing, and we welcome that, but we do not accept that the status quo is adequate. We want to strip away some of the bureaucratic barriers that hinder companies, particularly small companies, and my colleagues are working on that.

I can indeed explain the allocation of responsibilities. The responsibility for competition and policy relating to media broadcasting, digital and telecoms lies with the Secretary of State for Culture, Olympics, Media and Sport. Our two Departments have worked together very closely in the past and will continue to do so. The precise allocation of responsibilities will be set out in a written ministerial statement very soon.

Will the Minister update the House on what steps his Department is taking to encourage investment in industrial small and medium-sized enterprises in east Lancashire, which are so vital to job growth in my Rossendale and Darwen constituency?
