I spent 20 years as a human rights lawyer, and for much of that time I represented the Prison Service. I remember when I was young and keen and thought I was at the cutting edge of human rights law. With hindsight, cases came and went and not a lot changed. Human rights law has not of itself reformed prisons, although it did produce a lot of work for lawyers.

What has changed is the spotlight shone on prisons by the leadership shown by the Prime Minister in his speech in February—incidentally, the first speech by a Prime Minister on prisons in my working lifetime—the reforming zeal of the Secretary of State, the family-centred focus of the prisons Minister, my hon. Friend the Member for South West Bedfordshire (Andrew Selous), and the determination of the Under-Secretary of State for Women and Equalities and Family Justice that women prisoners and their children should not be left behind. The Department is showing bravery in getting rid of barriers both physical, in the form of old prisons, and structural, such as the surely now outdated idea of categorisation. The vision is a compassionate one, but it is founded on sound Conservative principles. Prisoners are our neighbours. It is to our communities that they return on release and in which about half of them reoffend during their first year out of prison. It is in all of our interests that we deal with this issue. It is too expensive, both financially and emotionally, to throw away the key.

Is this the moment for those of us who care about prison reform to break out the hooch? Sadly not. There is no doubt that prisons are more dangerous places today than they have been for many years. The Justice Committee, on which I am honoured to serve, recently published a report that makes clear the extent of the problem: assaults are up by 20%; suicides and murders are up substantially; and the number of arson attacks—think how frightening a fire is in prison—is up by 57%.

The Secretary of State’s response to our report was characteristically robust: he acknowledges the extent of the problem and has found extra money to deal with aspects of it. He will ensure that, in future, the figures we really need to measure progress—such as the number of hours spent out of a cell during the day—are made available to us.

There are two major obstacles to reform. First, as identified by my right hon. and learned Friend the Member for Rushcliffe (Mr Clarke), the numbers of those imprisoned are impeding progress. Too many inmates and too few staff mean that limited time can be given to supervision, and even delivering a prisoner to a classroom door is often too difficult. Prisoners are put in cells with people who have the same extremist views or who are from the same gang, which might make their management easier but does nothing for their rehabilitation.

Having more prison officers will help, but they will have to be good ones. The Ministry of Justice is doing its best, and there has been a net increase of 530 officers since the last recruitment push. Experienced staff take years of training, however, and greater efforts must be made to retain them.

What would really help is a push on diversion from prison. The sad, rather than the merely bad, and the vast majority of women and young adults coming up for sentence should never go through the prison gates. A judicial working group is looking at models of problem-solving courts, where contact between a judge and those they sentence is regular, and multiple organisations work together on rehabilitation. Trials of those courts must go ahead as soon as possible. The Justice Committee saw some excellent examples when we visited the States recently. They are not easy options for offenders; it is much harder to give up substance abuse or a pattern of behaviour than to spend time in a cell. Restorative justice may have a role to play, and release on temporary licence certainly does.

The second major obstacle to reform is the exponential increase in the use of new psychoactive substances, which make an already difficult cohort of prisoners almost impossible to manage. This stuff should not be confused with cannabis. I was recently told about an incident where a prisoner had been smoking spice. He became violent and four officers went into the cell to help. All four of them had to be hospitalised because of secondary inhalation. These drugs are dangerous and addictive and they induce psychosis. They have, sadly, become the currency of choice in prisons. The criminalisation of their possession, which comes into force this week, will help, but real resources need to be put into using our world-leading testing techniques and searching everyone often, if we are serious about holding back the tidal wave of these drugs.

In summary, the Government’s reforming policies are brave and desperately needed.

It is a pleasure to follow so many interesting and wide-ranging speeches and to take part in this debate secured by my hon. and learned Friend the Member for Sleaford and North Hykeham (Stephen Phillips), who ranged widely both geographically and over the issues in central and east Africa. I look forward to other opportunities for him to tell us about the countries he was not able to reach in his speech this evening.

Westminster Group, a British-based but internationally focused security group, has its headquarters in my constituency. The company is active in many parts of east Africa in providing security and safety services and solutions: its aim is to protect people, assets and infrastructure. It tells me that east Africa is a paradox. It is a region that has experienced impressive economic growth over the past decade, and yet one of the most high-conflict areas in the world. There is fighting across the region, with no-go areas for travellers, particularly westerners, in large areas of Sudan, South Sudan, Somalia, Eritrea, and Ethiopia. Piracy is a major worry in the Gulf of Aden and the Indian ocean. Widespread corruption and poor governance hold these countries and their people in a state of poverty, and, as we have heard, this fuels insurgency.

I would like, if I may, to focus on just one country in the region that nobody has yet touched on—South Sudan. It is a country with which Britain has old connections, but is also one of the very newest countries on our maps. It faces some of the oldest problems that have afflicted Africa. Since independence from Sudan, which it was given on 9 July 2011, South Sudan has struggled with enormous developmental challenges. Decades of war have left a legacy of chronic poverty, inequality, and limited capacity in infrastructure.

The first part of 2013 saw some initial progress, but this was soon reversed by the outbreak of yet more conflict. Since the start of the violence, thousands of people have been killed. Over 1 million have fled their homes, including to neighbouring countries. Despite the signing of a ceasefire, fighting has continued, and by April 2014, 4.9 million people were in urgent need of humanitarian aid. Despite the internationally mediated peace deal signed by President Salva Kiir in August last year, under which another rebel leader was returned as his vice-president, there have been continued delays in the formation of the transitional Government of national unity. My predecessor as Member for Banbury, who knows the area very well, spoke at length about this almost two years ago. It is very sad that so little progress has been made in the intervening period. There continue to be breaches of the ceasefire in the states of Unity and Upper Nile.

Just before I came into the Chamber to speak, I was told that the Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Rochford and Southend East (James Duddridge), has today landed in Juba where, we hope, he will assist in the production of a new peace deal. I am sure that all Members of this House join me in wishing him and the people he is working with all the best in the next few days. [Hon. Members: “Hear, hear.”]

One issue for humanitarian relief is that access is poor in many areas of South Sudan. As a result, almost 4 million people are facing severe food shortages—an 80% increase on this time last year. South Sudan is one area of the world where, because of instability, food production has actually fallen in the past 50 years. Starvation is endemic across the country, especially in the beleaguered Unity state. Like many Members, I am proud that the United Kingdom is playing a leading role in the humanitarian response to the current instability in South Sudan. We are the second largest bilateral donor. In 2014, we were one of the largest donors to the UN humanitarian appeal, which helped to avert famine and ensured that 3.5 million of the South Sudanese people were reached with life-saving assistance. We are obviously determined to do our bit to meet the challenge, but limited access for humanitarian workers, particularly in Unity state, has increased the problem of famine.

I hope that despite these challenges the Department for International Development, along with other parts of Government, will continue to look for ways in which we can help this area. If we do not, I fear that radicalisation and terrorism will grow, increasing the threat to the entire region and ultimately to us all. To secure long-term stability, it is important that South Sudan develops its infrastructure. Last year, the Prime Minister offered military engineering expertise to the South Sudanese Government to help with building bridges, roads and other key pieces of infrastructure.

This is also an opportunity for British businesses to link trade to aid to help stabilise the country. I would welcome assurances from the Minister that he will encourage UK Trade & Investment, our trade Ministers and our diplomatic teams to pay a great deal of attention to South Sudan. I wonder whether there might be some benefit to liaising closely with Africa House in London to see how British employers can better do business in the region. My hon. Friend the Member for Tewkesbury (Mr Robertson) runs Westminster Africa Business Group, which looks at how closer links could be forged. Let us hope that the new chapter in the history of South Sudan is a more productive one.

I am grateful to my hon. Friend for organising a meeting in December with his constituent, Mr Foroughi’s son. We certainly share the family’s concerns for Mr Foroughi’s health. The case was raised most recently on 22 December by our chargé d’affaires with the deputy secretary-general of the Iranian High Council for Human Rights. I hope to visit the country soon. The Foreign Secretary and I will continue to make the case for clemency, but also for consular access.

4. What diplomatic support the Government are providing to the countries surrounding Syria to help displaced people.

The UK has provided £559 million to help the 4.6 million Syrian refugees in neighbouring countries. I will visit Turkey later this week, and my right hon. Friend the Secretary of State for International Development will visit Jordan and Lebanon, in both cases to discuss the conference on supporting Syria and the region that we will co-host with Kuwait, Germany, Norway and the United Nations in London early next month. The purpose of that conference is to secure significantly greater international support for Syria and for the refugee host countries.

Does my right hon. Friend agree that the UK can be proud of the response to the UN appeal for aid for those suffering in Syria? That includes, if I may say so with you in the Chair, Mr Speaker, the response of many Members of this House, including you, to my own Singing for Syrians initiative—

Yes, and I very much welcome my hon. Friend’s Singing for Syrians initiative. That and initiatives like it show an extraordinary solidarity with the Syrian refugees. Yes, other countries should do more. The UK is the second largest donor to the Syrian humanitarian crisis, after the United States. We can be incredibly proud of that record. I am also proud that the Syrian conference we will hold on 4 February will not just ask people to pledge additional money. We will go to the conference with innovative ideas, worked out with the Governments of Jordan and Turkey, to allow refugees proper access to the workplace in their host countries and to healthcare and education in a way that provides holistic support for those refugees, not just a UN handout.
