Commons ChamberI cannot comment on the specific case to which the right hon. Member for East Ham (Stephen Timms) referred. All I would say is that there is variation from case to case, and we can all give examples. In my experience, these changes to PIP have, overwhelmingly, been better for people with mental illness in my constituency.
I also have a number of local residents concerned about those with mental health issues having access to the higher rate mobility allowance. I think that it has had the unintended consequence—this is where I seek my hon. Friend’s advice—of young people, post-transition, not necessarily being able to still have access to their blue badge or disability or mobility access.
That is for the Minister to answer.
The Disability Confident fair brought together employers in Weaver Vale and those with disabilities and mental health issues and I encourage Members to consider doing something similar. I learned a lot about the challenges facing my constituents and the fair helped to bring employers and those with disabilities together. This Government have done a lot more to ensure that our welfare system is a strong safety net for those who need it. PIP is a more modern, dynamic and fair benefit than its predecessor, DLA, focusing vital support on those in our constituencies who need it the most.

Commons ChamberLet me point out that only 3% of those decisions are overturned. The vast majority of the assessments are good. The hon. Lady should let me know if she has examples of where that is not the case. One thing I have done to ensure that we get more timely information about where things are going wrong and where standards are not being maintained is to establish a claimant user rep panel, which will go live in the next few weeks. It will be rolled out on a very large scale across the country. In the meantime, she should keep on flagging up the issues that she finds.
Perhaps the Minister could talk a little more about the ESA assessments for those with mental health conditions, with particular regard to regulations 29 and 35 of the Employment and Support Allowance Regulations 2008, as they are causing much distress to disabled people.
We are looking at the assessment process. A huge amount has already been done to ensure that assessors and those in our Jobcentre Plus networks have been trained to recognise the needs of people with a mental health condition and to ensure that what they are doing is fit for purpose. The Green Paper on work and health will provide us with the opportunity to re-evaluate entirely those assessment processes primarily for ESA, but it will also reveal some opportunities for PIP.

Friend will bear with me for 30 seconds while I make one further point, I will then deal with precisely the point she raises, as I absolutely recognise it as an issue for many of these women. I should point out that the current average age of exit from the labour market for women is 63.1, which is well above the state pension age of 60 that the SNP proposal would take us back to. The number of older women aged 50 to 64 in work in 2016 stands at more than 4 million, which is a record high. That is one reason why the Government have extended the right to request flexible working and why job search requirements for those who are not in employment are adjusted to take account of individual circumstances. One purpose of the Green Paper on work and health that we have just produced is precisely to look at much better ways to join up the health, welfare and employment systems, so that we can deal with health conditions or disabilities that may be particularly prevalent in older women who want to work. We need to make the system much better than it has been in the past at removing those barriers, so that people can work.
Will the Secretary of State, or a member of his team, personally examine some of the individual cases so that the women affected can prove that they are suffering hardship?
Absolutely. We are always willing to look at individual cases. My hon. Friend the Under-Secretary of State for Pensions has already done so. More widely, we introduced older claimant champions last year specifically to support older claimants. They work in jobcentres with work coaches and employers to raise the profile of this group and highlight the benefits of employing older jobseekers.

Indeed, I do agree with that—my hon. Friend is absolutely right—and it need not be onerous. It can be as simple as asking role models to explain to young people what they do and why a young person might want to aspire to do the same. I am sure Members will now allow me to make a little more progress in setting out my argument.
It is worth putting the national figures into context and looking at our European neighbours. It is a matter for celebration that Britain has more young people in work than the nations around us in Europe. Across Europe, one in five young people are out of work. In Spain and Greece, one in two young people are lacking work. We also see the countries leading the field, Germany and Austria, with rates of 7% and 10% respectively.
One young jobseeker in last night’s digital debate made the point that young jobseekers are people, not statistics, so, in Britain, what do all the large numbers mean in terms of real people? They mean that 3.92 million 16 to 24-year-old people are in work, including some 900,000 full-time students with part-time jobs. There are, in contrast, 683,000 unemployed young people, including about 200,000 full-time students looking for part-time work. I am including the student figures not to begin a debate about the classification of the figures— I suspect that would take more than an hour—but because I want to draw out the key figure of 683,000: between 600,000 and 700,000 young people are looking for a chance in Britain today. If that is the problem, the question is, how best can we help them find that opportunity?
I absolutely concur with my hon. Friend. On that point, do you believe that jobcentres, which do good work in my constituency and others, should be encouraged to promote apprenticeships as a way of tackling the issues and figures that you have raised?
The hon. Member for Norwich North (Chloe Smith) has raised them; I have not.

In London, we have created 220,000 apprenticeships since 2010, which have introduced people into a world of work. Perhaps in due course the Minister will comment on apprenticeships.
I am grateful to my hon. Friend for giving that example. Apprenticeships provide many opportunities for young people.
This was the subject of the debate last night. One young person, whom I will faithfully report, said the rate paid is too low. Perhaps that is a topic for a long debate another day. None the less, there are many opportunities out there for earning while learning, and that package can be very attractive to young people who are looking to take their first steps and find their first opportunities.
