The hon. Lady is absolutely right to say that Sri Lanka is a great friend of the UK. Indeed, our Prime Minister spoke to his Sri Lankan counterpart on 30 May and has underlined the UK’s continuing support for the people of Sri Lanka during their economic difficulties. He has offered UK support through multilateral organisations such as the World Bank and IMF, and international forums such as the Paris Club. We have a very significant voice on international debt forums and we are working closely with Paris Club members and multilateral organisations to find solutions to the debt crisis.

My hon. and gallant Friend is absolutely right. We owe a huge debt of gratitude to the 150,000 people who served in Afghanistan and, in particular, to the 457 who so sadly lost their lives and the many others who had life-changing injuries. For 20 years they denied terrorists a safe haven from which to launch attacks against the UK, and enabled development that improved the lives of many millions of people in Afghanistan. I remind him that the UK funding going in at the moment is helping to feed more than 4 million people. It is a very tragic situation but that funding is going through, and we are working with others and pressing to unlock the funds at the World Bank and the support of the donor conference.

Do the Government recognise that this catastrophe will continue to unfold before our eyes unless the Afghan banking system starts working again? In particular, do the Government support the release of frozen Afghan central bank reserves to restore inter-bank lending? On donor funds, whether they are held by the World Bank or being asked for from donors around the world, do the Minister and all those involved understand that we need speed? It may be complex, but people starving or having to sell their children are not interested in complexity; they want help now. A meeting later this month or next month is, frankly, too late.

As I have said, we are closely monitoring the economic situation, especially the lack of liquidity, and we are working urgently with partners to seek solutions, including calling for that money to be released from the World Bank.

I am sure that all Members of the House have been watching these stories very closely. Let me just say that the UK does want to have a mature, positive relationship with China based on mutual respect, but we will not sacrifice our values or our security.

Let me be very clear: the Russian Government’s intent is to destabilise Ukraine. Beyond that, we cannot speculate, but we are monitoring the situation closely. We are deeply concerned, but it is critical that we avoid miscalculations. We call on the Russian Government to abide by their international commitments—the commitments to which they have signed up. Any military incursion would be a strategic mistake by the Russian Government and they should expect massive strategic consequences, including severe economic sanctions.

Experience shows that President Putin respects only strength of purpose and resolve. Many Members have raised the issue of the SWIFT system. I am not asking the Minister whether that is a sanction that the Government are proposing to take, but I would like to know how that decision would be reached. When Iran was excluded from the SWIFT system in 2012, it required an EU regulation to make SWIFT do that, because SWIFT is incorporated under Belgian law. Would such a regulation be required this time if the UK Government and other Governments decided to proceed with excluding Russia from the SWIFT payment system?

I cannot comment on hypotheticals. Let me just say again that any military excursion would be a terrible miscalculation and the Russian Government should expect massive strategic consequences, including severe economic sanctions.

My hon. Friend has a true passion for freedom of religion or belief, and I absolutely share that passion. As I said, the acts of the military today have been an unacceptable betrayal of all the people of Sudan who have stood up for that freedom and democracy. It is vital that Sudanese people should be able to meet to protest and to pray without fear of violence. That is another reason why we are so concerned about the actions today, and why we say that the actions of the military today are wholly unacceptable.

I welcome the Minister’s response to the urgent question. I am sure that the Government, along with others, will make it quite clear to those in control that we expect no harm to come to the Prime Minister and others who have been arrested. Further to the point raised by the right hon. Member for New Forest East (Dr Lewis) a moment ago, I am sure that the Minister will be aware that it has been reported that Sudan’s Islamist political movements have, in fact, been calling for such a coup against the civilian members of the transitional Government for several weeks now. In the light of that and the point made by the Chair of the Foreign Affairs Committee, I wonder what effect the Minister thinks these events are going to have on the wider political situation in the region.

I absolutely agree, not only that no harm should happen to those who have been arrested today, but, furthermore, that they should be immediately released. As I said earlier, we will continue to work with all Sudan’s international friends and with the African Union to continue to reapply pressure on the military to return Sudan to that path to democracy. That is incredibly important not only for the people of Sudan, but for stability and democracy across the whole area.

I absolutely agree with my right hon. Friend, and I was just coming to that point. There are two other tasks that we now have to face. One is that we will have to apply for an extension of article 50, because if either of those two courses of action is pursued by the Government, or by the House in the absence of Government leadership, we will require more time.

Secondly, we must address, as the very first thing, the point my right hon. Friend has just raised, which is to make it clear that we will not leave the European Union without an agreement, because the Government say it would be chaotic and damaging. I do not believe that any Government would be so irresponsible as to take us out of the EU without an agreement, and I do not think Parliament would allow it to happen, so why should we carry on pretending that it might happen? The sooner we take it off the table, the better it will be, above all, for businesses that watch this mess and say, “We would just like to get on with selling things, making things and exporting things. Can you please give us some clarity and certainty about what is going to happen?”

The right hon. Gentleman is making a passionate plea to buy more time for negotiations. Does he not agree that there is a huge risk, because the European elections mean that everybody on the other side of the negotiating table is likely to change in the European Parliament and the European Commission? It is therefore important to finalise these negotiations before the European Parliament breaks for its elections.

I do understand the risks that the hon. Lady raises, but the Government should have thought much earlier about what they were doing. She knows, and she cannot deny the fact, that for two years Ministers have bickered and argued, which is part of the reason we are running out of time. It was not until July 2018 that the Government finally came forward and said what they wanted to ask of the European Union after two years. We cannot undo that, and I am trying to focus on the future and on what we will have to do next.

There are those in this House who will object to either of those courses of action because they believe that we should leave without a deal, but they need to make up their mind. I am not sure whether they want a Canada-style Brexit, as the Chancellor of the Duchy of Lancaster and Minister for the Cabinet Office said. Is it an orderly WTO Brexit? But he drew attention to the damage that would do, such as to our manufacturing industry and our car industry. What kind of side deals? How will the Government agree them? Or is it the rush out, slam the door and shout over our shoulder as we depart, “You can forget about the money!” kind of Brexit that we have heard advocated by certain Conservative Members?

My final point is that we are running out of time. That is why the Prime Minister needs to come back here next week and give us a chance to vote on her deal, because the sooner the House can pass judgment on it—and if it is defeated—the sooner we can get on to the task we will then face. Only when we have done that can we face up to the hard choices. As I have told the House before, all of us in this Chamber will have to compromise if we are to find a way through the mess that our country is now in.

I will be delighted to answer the hon. Gentleman’s question when we have a deal—[Interruption.] We do not have a deal. We have a proposal. It is an opening bid. The time for the House of Commons to make that judgment, as the right hon. Member for Sutton Coldfield (Mr Mitchell) said, will be when the House takes the final decision. At that time, the hon. Member for East Renfrewshire (Paul Masterton) will see what stance each individual Member takes.

Does not the right hon. Gentleman agree that in order to move the negotiations along it would be helpful if those on the other side of the negotiating table understood whether Labour Members were prepared to vote for a deal along the lines of the White Paper? By not answering the question posed by my hon. Friend the Member for East Renfrewshire (Paul Masterton), the right hon. Gentleman creates greater uncertainty for the negotiators.

I will not allow the hon. Lady to get away with putting the responsibility for the difficulties that the Government and the governing party are in, which are of their own making, on those of us on the other side of the House.
