Commons ChamberThe Bill is a compromise brought about by the coalition agreement and it contains two different parts: the AV part, which I wholeheartedly support; and the part about reducing the number of MPs and imposing the 5% straitjacket. I am perfectly supportive of reducing the number of MPs, but I have difficulties with the 5% straitjacket.
Will the hon. Gentleman explain the rationale behind the choice of 600 Members, given that the Liberal Democrat manifesto proposed 500 and the Tory manifesto proposed 585? What was the thinking process involved in getting to 600?
