Commons ChamberAt the moment I am both the Member of Parliament for west Oxfordshire and I am the Prime Minister. To be honest, I do do constituency work every day, but I would mislead the House if I said that I spent more time on my constituency work than being Prime Minister. That is worth while reflecting on.
Q14. It being so successful, I wonder if—for the convenience of the House and particularly for Opposition Members—my right hon. Friend could set out the details of our long-term economic plan.
I am grateful to my right hon. Friend. The plan is about skills, infrastructure, jobs and cutting taxes, but above all it is about people’s livelihoods—securing jobs and livelihoods for people across our country. The fact that Labour Members cannot talk about the economy any week when they come to this House is because we have created a thousand jobs every day this Government have been in office. They are keen to talk about second jobs because they do not want to talk about the jobs revolution in our country. They do not want to talk about the apprenticeships. They do not want to talk about business creation, and they do not want to talk about the OECD and the fact that our economy grew faster last year than any other major economy in the west. They cannot talk about the economy because they have got nothing to say about it.

Commons ChamberObviously the hon. Gentleman has not been studying either the documents he gets sent by his own party or the figures. Today, actually, there are new figures out on the NHS, and I am delighted to give him the new figures. We were saying that there were 2,000 extra nurses under this Government. That was wrong: there are 3,000 more nurses under this Government. We were saying until very recently that there were 7,000 more doctors under this Government. I am ashamed to say that was wrong, too: the figure is 8,000 more doctors under this Government. The NHS is performing well because we have put the money in and made the reforms.
Q9. May I commend to my right hon. Friend some advice from Karl Marx, who, as European correspondent of the New-York Tribune, observed that there were“vital interests which should render Great Britain the earnest and unyielding opponent of the Russian projects of annexation and aggrandisement.”He went on to say that in“the arrest of the Russian scheme of annexation…the interests of…Democracy and of England go hand in hand.”Does my right hon. Friend agree that for the United Kingdom, Europe, the west and indeed the whole world, one of our most important foreign policy priorities for 2015 should be to see that Russia behaves, as one would expect a member of the Security Council to behave, in the interests of international law?
I very much agree with my right hon. Friend. I have not spent as much time studying Karl Marx as he has, or perhaps even as the Leader of the Opposition has—I do not know what goes on in Camden these days.
In this respect, Karl Marx was right that the interests of the United Kingdom and democracy go together. We should stand up very firmly against the Russian aggression that has taken place, and we led the way in Europe in making sure that there were sanctions. What the combination of the lower oil price and the sanctions is showing is that it is not possible for Russia to be part of the international financial system but try to opt out of the rules-based international legal system. That is what is being demonstrated, and we should keep up the pressure.

Commons ChamberThe hon. Gentleman asks the key question. We are both updating—we did that over the summer—and applying our legislation on the basis that we believe that what matters is whether companies provide services in this country, not where they are based. On that basis, companies should comply with warrants and requests. Therefore, we are progressing that, but at the same time we are trying to deal with one of the sources of the problem, which is the interaction between UK law and American law, specifically the US Wiretap Act. Sir Nigel Sheinwald is holding conversations with America-based companies and the American Government to try to find a way through so we get higher levels of co-operation. However, the levels of co-operation have increased, not least because of the important legislation that this House passed in the summer.
Further to the last question, does not the Intelligence and Security Committee report indicate that social media companies need to do more to put in place systems to spot terrorist groups that are using their services to plan attacks?
My right hon. Friend is right. The companies have to do two things. They have to have systems in place to spot key words, key phrases and other key things that could be part of terrorist plotting. They also need to have a system in place, in our view and as my right hon. and learned Friend the Member for Kensington (Sir Malcolm Rifkind) said, to report that to the authorities. This is linked to the point that I made in response to my hon. Friend the Member for South Dorset (Richard Drax). Because we have such a robust system of safeguards in this country, I do not think that it should be a problem for any of these companies to do just that.

Commons ChamberI am glad the hon. Gentleman raises the point about the lunchtime news programmes, because not all of them have been accurate. One made the assertion that these numbers were discussed at the October ECOFIN, but that is simply not the case. As I said, the key meeting was an officials’ meeting in Brussels on the Friday before the European Council—that was the first time the numbers were seen—and the Treasury drew up a memorandum on the Tuesday. One would expect the Treasury to look at such estimates and work out an action plan to deal with them, and then the Prime Minister is told. That is how things work. I do not know why Opposition Members are looking for a mystery here; it is very straightforward.
Is not the fact that EU Commission officials can describe a demand for €2 billion as “an adjustment” an indication of just how far they have lost touch with ordinary voters, not just in Britain, but throughout the whole EU? This is an accountability issue. In challenging these payments, is my right hon. Friend standing up not just for the citizens of Britain, but for citizens throughout the whole EU who want the EU to succeed, but want it to be more accountable?

Commons ChamberI would like to say a particular thank you to the police. The Gwent force did a brilliant job, but police had to be called in from all over the country to deal with, I think, 54 Prime Ministers and Presidents, and the heads of a number of important international organisations. That is more Heads of Government or State than have ever come to a conference in Britain’s history. We were asking a lot of Newport, and Newport, the local police and all those involved responded magnificently.
Does my right hon. Friend agree that the response to ISIL must be global, with the ambition of securing peace in the long term, and that it must include religious leaders, because it is not to exaggerate the facts to say that the traditional Christian communities of the Levant are more threatened with extinction than at any time in more than 1,000 years?
My right hon. Friend is right to talk about the threats to minority communities in the area, including Christian communities. We should be standing up for them. He is also right to draw attention to the role of religious leaders and religious communities. It has been heartening to see how many Muslim and Islamic leaders have come out to condemn ISIL and to say that those people are not in any way acting in their name. They have even gone viral burning the ISIL flag. It is thoroughly worth while for people right across different religious communities to condemn ISIL.

Commons ChamberIt is right that these claims and points are properly investigated. The reason for not voting for the specific motion was that it was unbalanced, and that was the view that many other countries took. With regard to arms exports, the Government have reviewed all existing export licences to Israel. The vast majority were not for items that could in any way be used by Israeli forces in operations in Gaza. Twelve licences were identified for components that could be part of equipment used by the Israeli defence force in Gaza, and no new licences for military equipment were issued for use by the Israeli defence force during that review period. That is the approach that we have taken, which has been sensible and balanced.
Donald Tusk has indicated that he is ready to support my right hon. Friend’s plans to introduce new limits on welfare payments to migrant workers from other EU states, and has made it clear that the European Union needs to find solutions to meet the UK’s legitimate concerns about EU membership. Does not that demonstrate that it is possible for the UK, under my right hon. Friend’s leadership, to negotiate real and positive changes in our relationship with the EU?
I very much agree with my right hon. Friend. May I say, in respect of his announcement today that he will not be standing at the next election, how much his wise counsel will be missed in the House and in our party?
Donald Tusk said:
“The European Union and I personally will surely respond to concerns signalled by Great Britain…I talked about it to David Cameron and I also understand many of his attempts and proposals of reforms and I think that they can be accepted by sensible politicians in Europe…also regarding the search for a compromise aiming to eliminate abuses in the free flow of labour.”
This is a positive statement, and as I said, I am looking forward to working with him in the future.

Commons ChamberWhere I would agree with the hon. Gentleman is on the need for greater transparency in the work of letting agents in terms of fees. There is a need for alternative options, which we have put forward, for longer-term tenancies, but in the end we must allow customers to choose what they want. Where I part company with him is on the idea of introducing full-on rent controls. Every time they have been tried, wherever they have been tried in the world, they have failed. That is not just my view; it is also the view of Labour’s own shadow housing Minister, who is on the record as saying that she does not think rent controls will work in practice. Perhaps he might want to have a word with her before coming to me.
Q9. In the ’83 general election, a 13-year-old boy delivered leaflets around my constituency pledging that Michael Foot would take Labour out of the European Union. Does my right hon. Friend find it strange that that same boy, now leader of the Labour party, is not willing either to support the renegotiation of Britain’s terms of membership of the European Union or to pledge to trust the people of Britain in a referendum on our membership of the European Union?
I have always thought it terribly unfair to hold against people things they might have done in their youth. If that was the right hon. Gentleman’s idea of fun as a 14-year-old, then, obviously, we have to make room for everybody. The point is this: it is in the interests of the British people to have a renegotiation. [Interruption.] What is my idea of fun? It is not hanging out with the shadow Chancellor—that is no idea of fun. I feel sorry for the Leader of the Opposition, because he has to hang out with him all the time. What a miserable existence it must be to have sitting next to you the person who wrecked the British economy, and to have to listen to him, day after day, as he says to the British people, “We’re the people who crashed the car, give us the keys back.”

My right hon. Friend is entirely right. The socialist grouping first, followed by the EPP and others, decided to take that approach, which I do not believe is in line with the European treaties.

Commons ChamberWe are very clear that our obligations relate to other members of the NATO alliance. Of course, that includes the Baltic states and Poland. I will apologise to nobody for sending additional British help to those countries for things such as air defence to reassure them at this time, because they contribute to the NATO alliance, they have Russian minorities, they are extremely worried by what they have seen happening in Ukraine and they want to know that NATO means something. I am happy to say that it does.
On Europe, does my right hon. Friend agree that the agenda for the work programme on growth, jobs and reform has to come before the choice of which candidate will be European Commission President? The agreed agenda needs to be clear about the imperative for reform in the EU, because there is a broad consensus that what we need is real change in Europe, not simply more of the same.
My right hon. Friend is absolutely right. Angela Merkel and I have been working very closely on that, because we should be using this moment, when Europe is considering who should be the next Commission President, to be very clear about what we want the Commission to do. If the European Council lays out a work programme that includes things such as trade deals, deregulation and reform and dealing with the abuse of freedom of movement, it will be much easier to say to whoever runs the Commission in the future, “This is the platform that we agreed on. Will you please stop interfering so much in the affairs of nation states and concentrate on the things that need to be fixed?”

Commons ChamberFirst, let me reassure the hon. Lady that Speedo makes shorts as well as Speedos, so I hope I can clear that picture out of her mind. Hon. Members rightly raise a series of issues that we need properly to tackle to make sure that we help everyone in our country benefit from economic recovery. The minimum wage was declining when I became Prime Minister, but it is now increasing. Nothing was done under the last Government on zero-hours contracts, but now we have legislation to get rid of exclusivity. Nothing was done about payday lending in the last 13 years, but now it is being properly regulated, with a cap on payday lending. We have also made sure that the penalties for not paying the minimum wage have been quadrupled under this Government. I am absolutely determined to make sure that everyone who wants to work hard and do the right thing can benefit from the economic recovery now under way.
Q11. The Prime Minister must know that every Member of this House shares a total and collective repugnance that a young woman has been sentenced to 100 lashes and the death penalty for simply wanting to practise her faith. Will my right hon. Friend request that the UK delegation to the UN Human Rights Council press the case that the concept of apostasy is in direct and total conflict with article 18 of the United Nations Convention on Human Rights, and will he reassure the House that the Sudanese Government will be left in no doubt of the abhorrence with which this sentence is held?
My right hon. Friend speaks for the whole House on that issue. I completely share his abhorrence at the way in which this case has been treated; it has been absolutely barbaric, and it has no place in this world. I can confirm that we will be raising this case at the forthcoming UN Human Rights Council. Sudan is firmly on the agenda at that council, and we should bring the full weight of everything that Britain can do to make it clear to that country that the way this woman is being treated is totally unacceptable.

Commons ChamberWhat we are doing in north-west London is ensuring that the NHS gets more money. It will be getting £2.4 billion this year—£74 million more than the year before. Let us remember that his own party’s policy was to cut the NHS, as is happening now in Wales. The changes that are being made in north-west London are backed by clinicians and local people. We want to see our NHS improve, as it is under this Government.
Does my right hon. Friend agree that the policies of the UK Independence party are based on fear—fear of the world and fear of foreigners? As a great trading nation, we should embrace the world. If anyone comes to my constituency and goes to the hospital, the nursing homes, the farms or the building sites, they will see the great contribution that is being made to our communities and to the growth of our economy by fellow EU citizens.
My right hon. Friend is absolutely right that Britain has benefited from being an economy that is open to investment and open to people coming who want to contribute and work hard here. I agree with what he says about UKIP: so much of its view seems to be that we do not have a bright future in this country. I absolutely believe that we do. If we get our deficit down and our economy growing and we invest in apprenticeships, we will show that we can be one of the success stories of the 21st century. We are making progress and that is the way to challenge its world view.

Commons ChamberWe strongly supported the work that the Foreign Secretaries of Poland, Germany and France did. They had the strong support of the UK Foreign Secretary, who was in Brazil at the time of that meeting. That meeting was important, but if anyone wants to say that Britain has somehow not played a leading role in bringing together international action on the crisis, they would have quite a hard argument to make. The Foreign Secretary was the first leading politician to get to Kiev and listen to the politicians themselves after the events. We helped to co-ordinate that important EU statement, and we are helping to bring the United States and the EU together on a concerted set of actions. I commend all the work my Foreign Secretary has done.
I refer to the answer to our right hon. Friend the Member for Wokingham (Mr Redwood). Does the Prime Minister agree that recent events demonstrate the need for the UK to be as energy self-sufficient as possible, to maximise the returns from North sea oil and gas, and to utilise fully the potential of UK fracking to help ensure that the UK can be as energy self-sufficient as possible?
My right hon. Friend makes a strong argument. Britain has a diverse source of energy supplies—we have North sea oil and gas, we have long-term supply contracts with countries such as Qatar, we have our nuclear industry which we are now reinvigorating, and a large investment in renewables. One of the arguments that colleagues were making at the European Council was that we should encourage the US to start exporting some of its gas. That would be hugely beneficial and something that we should support, but in my view it raised the question why the European Union is not doing more to support and promote recovering unconventional gas. We should be doing that ourselves in order to enhance our energy security, and that goes for all the countries of the European Union.

Commons ChamberAs the Chancellor announced at the time, what is out of the benefit cap is the basic state pension. I think that is important. On all other welfare spending, we need to ensure that we are distributing properly the different sorts of welfare.
Q11. Three hundred and thirty new jobs were created in my constituency in the past three months alone and I expect many more to be created over the next few months, particularly as housing and construction projects accelerate. Does my right hon. Friend agree that it is important that young people are not left behind and that abolishing the jobs tax on young people aged under 21 shows that the Government are serious about tackling youth unemployment?
I am grateful to my hon. Friend for what he says. As the economy recovers, it is vital that it is a recovery for all—that it is a recovery for north and south, for young and old. There is always a danger in an economy that young people who are not in the work force will be locked out of it, and that is why the change that the Chancellor announced about abolishing the jobs tax on those young people to make it cheaper for employers to take them on can have a real impact on ensuring that young people participate in our growing economy.

Commons ChamberFirst, let me agree with what the right hon. Gentleman has said, which is that the words of the Northern Ireland Attorney-General are very much his own words and not made at the behest of anybody else. I can reassure the right hon. Gentleman that the Government have no plans to legislate for an amnesty for crimes that were committed during the troubles. As he knows, Richard Haass is currently consulting all the Northern Ireland parties on issues from the past as well as parades and flags, and I think that is the right forum in which to discuss these issues.
Q3. General Synod is meeting today and hopefully will find a way to enable women as soon as possible to be consecrated as bishops in the Church of England. If this is successful, will my right hon. Friend and the Government support amendments to the Bishops Act to ensure that women bishops can be admitted to the House of Lords as soon as possible rather than new women bishops having to queue up behind every existing diocesan bishop before we can see women bishops in Parliament?
My hon. Friend follows these matters closely and asks an extremely important question. I strongly support women bishops and hope the Church of England takes this key step to ensure its place as a modern Church in touch with our society. On the problem he raises—there is, of course, a seniority rule for bishops entering the House of Lords—the Government are ready to work with the Church to see how we can get women bishops into the House of Lords as soon as possible.

Commons ChamberI think this is going to be very hard pounding for a very long period of time, but what the Sri Lankan Government need to understand, and I think understand more today than perhaps they did a week ago, is that the issue is not going to go away, and if they do not hold an independent inquiry, the pressure for an international inquiry will grow and grow. Using the UN human rights machinery is the right way to do that.
The UN Special Court for Sierra Leone has been sitting in The Hague for some time now. It demonstrates that there is plenty of precedent showing that if the United Nations Security Council has the will, it is perfectly possible to devise mechanisms for independent judicial inquiries into crimes against humanity by UN member states.
My hon. Friend brings considerable expertise and experience to this area. I would argue that the Commonwealth, like the United Nations, is of course an imperfect organisation, but even with the Commonwealth, it is possible to point to examples where it has stood up for human rights and for democracy —perhaps particularly recently in the case of Fiji. We have to use these organisations to get the results that are right, in terms of human rights and these sorts of issues.

Commons ChamberThere was a very robust discussion at the G20 dinner of the Syrian situation, and many people raised atrocities carried out by the opposition. Let me put on the record that an atrocity is an atrocity. It is as serious if carried out by one side or the other side. As I said in the debate, if the opposition was responsible for such large scale chemical weapon use, I would be condemning it from the Dispatch Box and urging others to take action. This was discussed, but we should be focused on the millions of Syrians who want a free and democratic future, so we should support those parts of the opposition, and the Syrian National Council does support those people—those people who speak up for them.
My right hon. Friend has rightly taken a lead in calling for unfettered humanitarian access to Syria. When does he anticipate it will be possible for the United Nations to agree a resolution to give effect to unfettered humanitarian access, and can he think of any justifiable reason why any country, either at the General Assembly or on the Security Council, could possibly oppose a motion to give effect to unfettered humanitarian access to Syria?
I would very much hope that countries would not oppose such a motion. Baroness Amos gave an extremely clear message when she visited the region recently. She set out the specific things that needed to change for proper access to take place. Let us see how the authorities in Syria or on the borders respond to her very clear message, and if there is no success we will have to look at the next action, which, as I said, could conceivably be a Security Council resolution.

Commons ChamberMy hon. Friend makes a good point, and let us be clear that no decision about military action has been taken. It would require another vote of this House. However, if we wanted to see action that was purely about deterring and degrading future chemical weapons use by Syria—that is the only basis on which I would support any action—we would need countries that have the capabilities to take that action, of which the United States and the United Kingdom are two. There are very few other countries that would be able to do that.
On the matter of international law, did not the world leaders and the UN sign up unanimously in 2005 to the doctrine of the responsibility to protect, which means that if countries default on their responsibility to defend their own citizens, the international community as a whole has a responsibility to do so? Syria has defaulted on its responsibility to protect its own citizens, so surely now the international community and we have a responsibility to undertake what we agreed to do as recently as 2005.
My hon. Friend makes a very important point that relates to what happened in Kosovo and elsewhere, but let me be clear about what we are talking about today: yes it is about that doctrine, but it is also about chemical weapons. It is about a treaty the whole world agreed to almost 100 years ago, after the horrors of the first world war. The question before us is this: is Britain a country that wants to uphold that international taboo against the use of chemical weapons? My argument is that yes, it should be that sort of country.

Commons ChamberWhat the hon. Gentleman cannot hide from is the fact that the legal advice is absolutely clear—clear from the Government and clear from the European Commission. Of course, his party said it had legal advice, yet it had absolutely none, but the legal advice is clear. If Scotland votes to become independent it will have to queue up behind Serbia, behind Macedonia and behind Kosovo in order to get back into the European Union. That is the truth, inconvenient though it may be for the hon. Gentleman.
Does my right hon. Friend agree that the country will not understand if Members of Parliament fail to engage in this Friday’s debate on the need for us to renegotiate our membership of the EU and to let the people decide in a referendum whether they want our membership of Europe on that renegotiated basis? This is not an issue that Parliament and Members of Parliament can run away from.
My hon. Friend, who has a long track record of support for the EU, makes a very sensible point, which is that when it comes to this Bill on Friday, and when it comes to the issue of a referendum, people can either be in favour of holding an in/out referendum or they can be against holding an in/out referendum, but surely they must have an opinion. My hon. Friends and I will be voting for that Bill; we will be voting in the Lobby on Friday. What is Labour going to do? Is it simply going to decide it does not want to talk about this issue? I think the whole country will find that completely feeble.

Commons ChamberThe right hon. Gentleman makes an important point. That is why we asked the Law Commission, as I said in my statement, to consider sweeping away the council’s current rules and putting proper rules in their place.
Is there not always a role for concerned community oversight? Will my right hon. Friend confirm that members of local health and wellbeing boards, members of HealthWatch and constituency members of Parliament should always be welcome visitors at their local hospitals?
My hon. Friend makes an important point. Members of scrutiny councils or any of the other bodies he mentioned should be able to walk the wards and have a look around, and that is vital. It is worth looking in detail at the report’s findings on scrutiny committees and the rest of it. It has some pretty good recommendations on how they need on occasion to sharpen their act.

Commons ChamberI can certainly give the hon. Gentleman that assurance. The Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for North East Bedfordshire (Alistair Burt), has spoken to Kenny MacAskill on several occasions and I spoke to the Scottish First Minister yesterday. It is important that we work together closely on this matter and we will try to keep the hon. Gentleman updated on all the information.
This terrorist atrocity was obviously some time in the planning. The terrorists needed to acquire weapons, quartermasters and so on. Does that not emphasise the need for us to work collaboratively with our friends in Europe, the United States and elsewhere to share intelligence to try to ensure that such groups have the greatest possible difficulty in accessing weaponry and that, as far as is possible, they are denied access to the international banking system? The international community is quite rightly imposing sanctions on countries such as Iran, but we also need to do everything we can, through the intelligence services and otherwise, to frustrate such non-state actors in trying to perpetrate acts of hostility against us and others.
My hon. Friend makes a very important point. We have to do everything we can with our partners, through security and intelligence co-operation, to provide as little space as possible for terrorist organisations, whether in the banking system or in the availability of safe havens. That is what is so concerning about what has happened in west Africa, where parts of Mali have become a safe haven for these terrorists. He is absolutely right in what he says.

Commons ChamberThe hon. Lady asks an important question, but I think the timing is relatively helpful. It is sensible for Britain to have a balance of competences review, given how long we have been a member of this organisation. Let us go through the areas of competence—those inside and those outside the European Union—and ask in each case whether we benefit, what the problems are, and what the potential opportunities are, and reach a proper view about them. That will inform the decisions we make as the EU develops. As I have just argued, I think the real changes in the EU will not come in the next year. As the Leader of the Opposition said in his response, the time-bound road map still has quite a long way to run, and such road maps have a habit of not entirely sticking to the time set.
Does my right hon. Friend agree that the explicit protection for the single market agreed at the European Council makes it easier for those countries that want to have closer integration to integrate and those that want a looser relationship with Europe to have one?
My hon. Friend makes an important point. What I have spotted over the past seven European Councils is that although to begin with, I was the lone voice always going on about the integrity of the single market—I have a bit of a reputation, dare I say it, for boring on about it in European Councils—a number of other European leaders, including Mario Monti, now see the importance of talking at all stages about safeguarding the integrity of the market.

Commons ChamberThe right hon. Gentleman makes an important point. Making sure that others in Northern Ireland can find justice is, I think, the work of the Historical Enquiries Team. As I said, it should continue with its work. As to what the right hon. Gentleman says specifically about wrongdoing by the IRA, the report could not be clearer that it bears an enormous responsibility, as I read out in my statement, for an extremely bloodthirsty campaign and for a huge amount of the suffering caused. Sir Desmond de Silva could not be more frank about that, but that does not mean that we should not do what a proper democratic state under the rule of law does, which is to explain what went wrong and how we learn lessons from it.
Will my right hon. Friend confirm that Sir Desmond in his report finds that successive Governments failed to put in place proper guidelines for agents and their handlers, which resulted in agents participating in serious crime without adequate control by their handlers? Will he reassure the House that there are now proper guidelines and adequate controls?
My hon. Friend makes a very important point. This is one of the report’s key findings for government: successive Governments, one after another, did not crack the problem of putting in place a legal basis for the security services and agent handling, or indeed provide guidance and processes. In my experience as Prime Minister for the last two and a half years, I believe that does now exist. We have the regulation of investigatory powers; we have intelligence commissioners and intercept commissioners; we have annual reports by the heads of the services; we have the Intelligence and Security Committee, which has given an enormous amount of access and information; and we have ministerial oversight by the Foreign Secretary and the Home Secretary of the two principal services. I think the situation is transformed. Even since I have been Prime Minister we have issued quite a lot of guidance—at the time of the Guantanamo detainees issue—to try to make sure that we deal with this problem properly. I am always open to further suggestions, but the situation has been transformed over the past 20 years.

Commons ChamberObviously this is an issue for the Mayor as well as for the Government, but I will look closely at what the hon. Lady has said. Hon. Members must recognise that the most important thing is the time it takes the emergency services to get to an incident. As constituency MPs, we are naturally focused on the bricks and mortar items—whether ambulance or fire stations, or other facilities—but what really matters for our constituents is how quickly the emergency services get to them and how good the service is when they do so.
Q11. Does my right hon. Friend share my deep disappointment, and that of many hon. Members on both sides of the House, that the Church of England yesterday failed to make proper provision for women bishops? It was a sad day for our national Church and our national character, particularly given that 42 of 44 dioceses voted overwhelmingly in support of women bishops. Is the dangerous consequence of that vote not the disestablishment of the Church of England but simply disinterest?
My hon. Friend speaks with great expertise and knowledge. On a personal basis, I am a strong supporter of women bishops and am very sad about how the vote went yesterday. I am particularly sad for the Archbishop of Canterbury, Rowan Williams, because he saw this as a major campaign that he wanted to achieve at the end of his excellent tenure of that office. It is important for the Church of England to be a modern Church that is in touch with society as it is today. This was a key step it needed to take.

Commons ChamberMy view is that it is inevitable that the eurozone countries will have to integrate further. As a country that is not a member of the eurozone, we must recognise that if those countries are to have a working single currency, they will have to make some changes. I therefore do not think that it would be right to stand in the way of everything that they need to do to build a currency that works. However, as that goes ahead, it is important that we safeguard our interests as a member of the European Union and, as I have said, seek a better settlement for the future.
Has my right hon. Friend had the opportunity to see today’s edition of Le Figaro? Its front page declares that punitive taxation has killed the little attractiveness that remained for Paris as a financial centre against the City of London. Will my right hon. Friend continue to be a champion for London?
I have not seen that front page, but given all the other front pages that there have been recently, I think that I should go away and read it at once. It is important that Britain remains attractive for investment, business, enterprise and start-ups. We are in a global race—a competition—and that gives us a head start.

Commons ChamberQ15. Does my right hon. Friend agree that there was no structural deficit at the top of the boom, as claimed by the shadow Chancellor?
My hon. Friend makes an important point, which is this. The IMF report out this week shows that the structural deficit in 2007, at the height of the boom, was 5% of our GDP, or £73 billion. The shadow Chancellor said there was no structural deficit. I think this really demonstrates just how little Labour has learnt. We have talked about our plans for the British economy—how we are going to help it compete and succeed. We know Labour’s plans for this weekend: to go on a giant march with its trade union paymasters. That is how the Leader of the Opposition is going to be spending his weekend—on the most lucrative sponsored walk in history.

Commons ChamberAs the right hon. Gentleman knows, the two issues are separate, in that there is the Council of Europe, and the European Union. There is, of course, the attempt to make the European Union a signatory to the European convention on human rights, which I have considerable difficulties with, but as things stand, the two things are separate.
Britain is a trading nation. Does my right hon. Friend agree that, as a trading nation, it needs unfettered access to Europe’s single market, and also a clear voice and say in the rules of that market?
My hon. Friend is absolutely right. That is at the heart of the case for remaining in the European Union. We export a large share of our gross domestic product; we need Europe’s markets to be open. I would not want to swap the status that we have, of having both access to the single market and a say over the rules of the single market, for the status of a country that only has access. It is very important, though, that as the eurozone develops and integrates, we make sure that there are safeguards to prevent caucusing at the eurozone level that could disadvantage us in the single market. There is a whole series of steps that we have to take, some of which are about safeguarding what we have, some of which are about making the most of the future, and all of which are achievable if we play our cards right in the years ahead.

Q3. The children of Somalia should be able to expect a life before death. Does not tomorrow’s London conference provide an opportunity to signal to the terrorists, pirates and corrupt of Somalia that we are all determined to do whatever we can to ensure stability and good governance in Somalia? Will the Prime Minister welcome the participation in the conference of the President of Somaliland, given its experience of peace-building in the region?
I am grateful to my hon. Friend for raising this issue. We will be welcoming the President of Somaliland to the conference. Somaliland has taken an important step forward in showing that better governance and better economic progress are possible. In many ways, it is an example that others can follow. But the conference is not about recognising Somaliland; it is about trying to put in place the building blocks, among the international community but above all among the Somalis themselves, for a stronger and safer Somalia. That means taking action on piracy and hostages, supporting the African Union Mission in Somalia and increasing its funding and role in Mogadishu, and working with all the parts of Somalia to try to give that country, which has been more blighted by famine, disease, terrorism and violence than almost any other in the world, a second chance.

Commons ChamberLet me explain: there are uses of the EU institutions set out in previous treaties—mostly put through this House by the Labour Government—but this treaty outside the EU goes further than that, and that raises legal issues. We have said very clearly, including in the EU Council last night, that if that were to encroach on the single market and threaten this country’s national interest, we could take action, including legal action.
The UK is fortunate in having many excellent professional bodies—engineers, architects, surveyors, lawyers and so forth—but often they find it difficult to practise within the European Union because of a host of national barriers to professional practice. In the context of the single market, improving competitiveness and creating jobs, has the Council taken steps to remove some of those national barriers to professions being able to practise throughout the EU?
My hon. Friend is entirely right to raise that big gap in the single market. We passed the Single European Act all those years ago—more than 20 years ago—yet the professions and services have still not been properly opened up. The action we are taking is for all Governments to agree to open up those professions, and on this occasion the European Court of Justice may actually be helpful in that the Commission is taking infraction proceedings against a number of member states—Germany included, I think—to make sure that they genuinely open up their professions and complete the single market.

Commons ChamberOf course there has to be a rebalancing of public sector and private sector jobs in our economy, and of course there are difficult circumstances faced by different parts of the country, but in the north-east we have seen the expansion of the Nissan plant, and we have the new Hitachi train plant going into the north-east as well. What we need to do as a country is to become more competitive—to start manufacturing and making things again, which will benefit all the regions of our country.
Would not France, among other countries, do rather more to help developing countries if it met its own UN target for international development, as we are doing, rather than exhorting those of us who are meeting our UN targets to sign up to a financial transactions tax?
My hon. Friend puts his finger on it. Some other countries are using the cover of a financial transactions tax to get off the fact that they have not met their targets for overseas development assistance. In all the figures that we bandy around about the financial transactions tax, it is worth bearing in mind the fact that around 80% of it would be raised from businesses in the United Kingdom. I am sometimes tempted to ask the French whether they would like a cheese tax.

Commons ChamberI have not for one minute underestimated the scale of the crisis that we face in Europe and across the world economy. Sadly, that crisis has been made worse by the vast overspending that took place under the Government whom the hon. Gentleman supported.
Will the Prime Minister confirm that, at the last general election, the Conservative manifesto committed us to seeking to return powers from Europe on economic and social policy, but that nowhere did it contain a commitment to seek an in/out referendum or to seek to renegotiate our terms of membership of the European Union?
My hon. Friend makes an important point. We did have a commitment to seek the return of important powers from the European Union, such as the social and employment legislation. Obviously, we are in a coalition, but as Conservative leader, I remain committed to achieving that, because it is in the British national interest to do so. My hon. Friend makes the important point, however, that it was not part of our manifesto or our policy to seek a referendum that included an in/out option. I completely respect the fact that there are Members, not only on this side of the House but on the Labour side as well, who have long wanted an in/out referendum, not least because some of them would like us to get out of the European Union altogether. But that is not our policy, and that is the reason we having the debate on this on a Monday, on a proper motion, in the proper way. This is not some side issue; it is an important issue. As I said before, I believe in the sovereignty of Parliament. To me, all decisions of Parliament matter, and the idea that we could sweep this off into a debate on a Thursday and that no one would notice is wrong. What Parliament decides matters, and that is why the Government are taking the motion seriously.

Commons ChamberThe problem we face is that we have a set of rules concerning competition policy, plurality and “fit and proper” tests that are all laid down in the law and have to be carried out by Ofcom, the competition authorities and, indeed, the Secretary of State. He has to obey the law—and these laws were, largely, put in place by the previous Government. The Competition Commission will look at this; it will take its time, but it cannot take for ever in making its recommendation. Then there will be a decision for the Secretary of State. We cannot do anything but obey the law, but what we are doing today—what the leaders of the Labour party and the Liberal Democrats and I are all doing—is making a clear statement about our opinion by saying to this business, “You can’t go on pursuing a merger when you ought to be dealing with the mess you’ve got in your own business”, and I think that is the best thing to do.
Is blagging already a criminal offence, and if it is not, will it be made a criminal offence?
Unlike my hon. Friend, I am not a lawyer, but I believe it is a criminal offence, because someone who obtains information falsely is breaking the law. This is another aspect that I am sure the inquiry can look at, however.

Commons ChamberFurther to the question of the Chairman of the Select Committee on Home Affairs, the right hon. Member for Leicester East (Keith Vaz), will my right hon. Friend confirm that it is important that we retain the Dublin regulation so that we do not simply have asylum shopping all over the European Union?
I think that my hon. Friend is entirely right. The Dublin regulation has been effective at allowing us to return people who seek asylum in this country but who have come from another European country. One of the reasons it was suggested that the Dublin regulation had to change was because of repeated court cases against the Greeks regarding their asylum policy. It seems to me that the answer is for the Greeks to sort out their asylum arrangements rather than for the rest of Europe to have to give up the Dublin regulation.

Commons ChamberIt is very kind of the right hon. Gentleman to give me that opportunity. We are clear that we must target groups that promote extremism, not just violent extremism. We have proscribed one or two groups. I would like to see action taken against Hizb ut-Tahrir, and that review is under way.
Q4. What estimate has my right hon. Friend made of the comments this week by the director general of the CBI on the Government’s deficit reduction plan?
In its history the CBI has not always supported action to tackle deficits and to get on top of bad public finances, but on this occasion it is four-square behind the action that the Government have taken. When asked what would have happened if we had followed the ideas of the Labour party, the CBI said:
“The economy would be weaker because of the impact of a loss of confidence in the markets.
If we did not have a clear programme to reduce the deficit over this parliament we would have seen a significant rise in our interest rates, and growth would have been eroded rather more than it has been”.
That is the view of the CBI—the experts at the heart of British industry, who say that one cannot trust Labour with the economy.

While we are at it, we promised that we would keep the winter fuel payments and we have kept the winter fuel payments. We said that we would keep the bus passes and the TV licences—we did all those things. Yes, he did mislead his electors at the election.

Commons ChamberThe right hon. Gentleman makes an extremely good point. It is clear that there have been widespread civilian casualties, and I quoted some figures in my statement. It is also clear that if Gaddafi goes into Benghazi the situation could get radically worse, which is why, as I have said, the clock is ticking—the time for action is now. In terms of reconstruction and humanitarian aid, my right hon. Friend the International Development Secretary will be leading a cross-government group to make sure we do everything we can to bring all our resources to bear—we have considerable resources in this area—working with others to make sure that we get humanitarian aid to every part of that country and that we plan for the future.
One of the factors that caused Gaddafi to abandon his programme of weapons of mass destruction in the 1990s was that he knew he was on the verge of being indicted for war crimes by the UN Special Court for Sierra Leone, so he well understands both the power and the reach of international criminal law. Will my right hon. Friend try to ensure that the International Criminal Court makes it very clear that it is not only Gaddafi who stands at risk of being indicted by the ICC, but all those around him who are most responsible for war crimes and crimes against humanity?
My hon. Friend makes an extremely good point, and we are making sure not only that Gaddafi and his immediate colleagues know they are in danger of going in front of the ICC, but that all those who choose to back the regime and carry out war crimes know that they are also in that danger. In addition, anyone who thinks of being a mercenary, of organising mercenaries or of organising arms shipments to that regime are covered in the same way. Communicating that message in all the ways that we can is vitally important work.

Commons ChamberThe hon. Gentleman makes a good point. I am sure that the head of the nuclear inspectorate, who is doing this report for us, will look at this issue. As I understand it, it was a legitimate issue in Japan, where the combination of the earthquake and the tsunami meant that the systems were so severely tested. We have to stress test all our arrangements—although obviously in different circumstances on the ground—as toughly as we can.
Will my right hon. Friend confirm that the Government intend that sooner or later Gaddafi and those closest to him who are most responsible for attacks on civilians and crimes against humanity will be held to account by the International Criminal Court?
Yes, I can certainly make that point. It is a very strong point. We talk about pressurising the regime, but we also want to isolate it. Anyone around or thinking of supporting Gaddafi should be thinking about the long arm of the law, its long reach and its long memory, and I think that the International Criminal Court is very helpful in that regard.

If we look at the whole terms of the deal done in the desert, we need to ask ourselves some serious questions about how widely it went and what sort of equipment was involved. Frankly, I am pleased that we have put in place the revocation of these licences, but there are lessons to learn about what was intended by what was agreed several years ago.
Does my right hon. Friend agree that the unanimous decision by the Security Council to refer Gaddafi to the International Criminal Court is of great importance because it demonstrates incontrovertibly for the first time that if Heads of State and Heads of Government commit human rights offences, they will be liable to prosecution?
My hon. Friend makes an extremely good point. When Britain—and it was Britain—drafted the text of this resolution, the advice I was given suggested that it would take days or possibly weeks to get through the UN Security Council. It is remarkable that the Security Council has adopted this resolution unanimously with no votes against and that all countries—without naming them—backed it. It is a very positive sign, which I hope means that when we come forward with fresh Security Council resolutions to tighten further the screw on this dreadful regime, we will gain similar support.

Commons ChamberI go a long way with the hon. Gentleman, who I think made the right judgment about the release of Megrahi. The problem, and this comes out in the report, is that memos submitted to Ministers in the Foreign Office included things like,
“Facilitating direct contact between the Libyans and the Scottish Executive is a key part of our game plan on Megrahi”,
and that submission was subsequently agreed by the Minister. That is the point. The language about facilitating contacts that was put into memos was subsequently agreed by Ministers, including the former Foreign Secretary, and we were not told about that in the House of Commons. That is an issue that needs to be addressed.
One fifth—20%—of the Egyptian population are Christians, mostly Copts and some Catholics. Does my right hon. Friend agree that pluralism and human rights need to be at the centre of any dialogue on the future of Egypt and that the litmus test for whether Egypt is going forward into the 21st century or backwards will be the treatment of minorities, such as Christians, in the weeks and months ahead?
My hon. Friend makes an extremely good point. When you consider how much money the EU has put into a country such as Egypt—something like €500 million over the last three years—those are exactly the sorts of things that we should be insisting on, which I think are tests of a civilised society.

Members: “No.”] I will get back to the right hon. Lady if that is not correct, but we will do everything we can to try to support and help into work people who are disabled. The security situation in Northern Ireland is a very difficult and sensitive one at the moment and the Government are giving it a huge amount of time and attention to try to help the devolved authorities in everything they are doing to combat the terrorist threat, but in terms of the specific question she asks perhaps I can write to her and give her a considered response.
Q11. My right hon. Friend will be aware that there have been some pretty disgraceful delaying and filibustering tactics at the other end of the corridor in an attempt to delay the introduction of the Parliamentary Voting System and Constituencies Bill. Will he assure the House that the Government will make no concessions to those who filibuster?
My hon. Friend is entirely right: we should not make concessions to a bunch, mainly of former MPs, who are supposed to be supporting the right hon. Member for Doncaster North (Edward Miliband), who wants the AV referendum to take place. I have to ask him how, if he is so in favour of the referendum and thinks it so important and so wants to stand on a platform, he has lost control of his party?

Commons ChamberThe point is that the Taliban have suffered huge reverses in Helmand and southern Afghanistan, particularly over the past year, and a serious attrition in their numbers. As for what I have said, I have not been talking about 2010, as my predecessor did, or about 2011; I have been talking about 2015.
I think the Taliban know that they are losing militarily and suffering huge attrition in their numbers. They should also know that, as well as the military hammer that is hitting them, there is the option of a political process allowing them to reintegrate at a low level, and that, with the Afghan Government, there are opportunities for reconciliation at a higher level. If we look across the world at the way in which counter-insurgencies have ended, we see that they have normally ended through a combination of military might and a political process, and I believe that the same applies in this instance.
Turkey has always been important to the defence of NATO’s southern flank, and, given the ongoing concerns about Iran’s intentions, it will continue to be so. Does that not confirm that it is in all our interests for the United Kingdom to be the best possible friend to Turkey in Europe?
My hon. Friend is entirely right. I think it important for us to send a message to the Turks that, as far as we are concerned, they should be sitting in the tent as well as guarding the camp, and I therefore believe that, as well as being good NATO members, they should be encouraged into the European Union. They are a key ally—a key NATO ally. Given our relations with Iran, it is important for them to be staunch in terms of sanctions and trade with Iran, because that will send the clearest possible message to their neighbour.

Commons ChamberThe point here is straightforward. We all know we have to keep short sentences for some purposes; I have said that, and the Lord Chancellor has said that. Of course we need to have that in some circumstances, but do we benefit from lots and lots of very short sentences? I think it would be better if we could improve community sentences so that they were tough. One of the problems of the appalling inheritance that we have from the past 10 years is that no one has any faith in the community sentences that ought to be a good alternative to prison.
Q10. May I urge my right hon. Friend to ignore Simon Heffer when, in The Daily Telegraph today, he advocates the complete abolition of the Department for International Development on the basis that charity begins at home? Will he take this opportunity to tell those sections of the Poujadiste press that keep on having a crack at the Government’s commitment to international development that our national interest, security stability and sense of humanity very often begin overseas?
My hon. Friend is entirely right, and he has a record as a Minister for Africa and a Development Minister in a previous Government. The fact is that we have made a commitment, both nationally and internationally, to increase our aid spending, and I think Britain should be a country that sticks to its word. I have to say, even to those who take a more hard-headed approach to these things, that overseas aid is in our domestic interest. When we think of the problems that world poverty causes, we see that it is in our interest and that of our national security to deliver that aid. Above all, Britain sticking to its word, as I found at the G8 and G20, gives us the opportunity to have some moral authority and moral leadership on this vital issue.

Commons ChamberI discussed that with the IMF over the weekend. Dominique Strauss-Kahn’s own interventions in the debate at the G20 were very strongly in favour of fiscal consolidation, particularly for the countries—such as Britain—with the largest budget deficits. I looked around that table at the G20. According to the IMF’s figures, our budget deficit, at over 11 per cent., is the biggest. The answer to the question “Do they mean us when they are talking about excessive deficits?” is “Yes, they do.”
The key point made by Dominique Strauss-Kahn and others is that this is a package. If we are to maximise world growth, which will bring more jobs and livelihoods, we need a combination of fiscal consolidation in the countries that require it and measures to deal both with the imbalances in the developing world and with the structural problems in the developed economies such as Germany’s. That is what needs to be done. Dominique Strauss-Kahn is recommending exactly the sort of action that we are taking here in this country.
In the context of international development, the publication of the accountability report is very welcome, as is the specific commitment on maternal and child health. However, does my right hon. Friend agree that a commitment by the international community to a robust and specific process will be necessary in New York in September if we are to have any hope of achieving the millennium development goals by 2015?
My hon. Friend is absolutely right. We need a process of continual checking up on the progress being made towards the MDGs. Now, in 2010, we are two thirds of the way towards the final point, and we should be doing better. We chose maternal and child health at the G8 because those are two of the goals that we are furthest from meeting.
I, too, welcome the document to which my hon. Friend has referred, and I encourage my colleagues to read it. While it is not perfect, it sets out pretty clearly on pages 15, 16 and 17 what countries promised to do and what they have done. That is progress. We have all sat here and heard reports of the great things achieved at G8 summits, but this document holds countries’ feet to the fire and asks, “Did you do what you promised to do? If you did not, you must think again.”
