I personally pay huge tribute to my friend the hon. Member for Rhondda (Chris Bryant), whose work on the Committee in recent years has been so important, and I agree with him totally. We came up with the idea of a very lateral system, as we have been calling it: a system in which the enabling element, the bureaucratic element, if you like, of the UK is the strength that brings people together. I agree with him entirely that there is a huge opportunity for us to co-ordinate and cohere with other countries.
I commend my hon. Friend on his statement and the quality of his report. Were the Government to accept his recommendation to tilt to the Indo-Pacific and to deploy atrocity prevention capabilities, how much of the Government’s Foreign Office efforts does he think would be taken up with China?
It is quite clear that a lot of our effort will be taken up with China over coming years, no matter what we do. However, the tilt to the Pacific should be seen not just as a tilt towards China, but a tilt towards the countries that we also have as friends in the region—Japan, South Korea, Indonesia, and I could go on—and the effort we could make there not just to balance against some of the nefarious aspects of China, but to help China grow into the integrated global system that we think will enable future prosperity for all of us, including the Chinese people.

Commons ChamberThe hon. Gentleman is absolutely right. Although we did not look specifically at FIFA’s awarding procedures for these games, we know that they are mired in controversy. We hope very much that this tournament and the Qatar award will be the end of a process that has left a stain on an international organisation that should have our full support.
The hon. Gentleman is of course right that FIFA does not stand alone on this. The International Olympic Committee, the FIA and many other international sporting bodies are set apart from the international order, in the sense that they do not really answer to any national Government. Indeed, when they arrive in a country, they often stipulate legal changes that have an impact on the host community. It is therefore even more important for host nations to be responsible nations and to recognise that civil rights are human rights that must apply universally.
That is why I repeat my deep concern at the report of the arrest of Peter Tatchell, a man who has campaigned for human rights and civil rights for many years. In a recent interview on Nick Robinson’s podcast, he said that his political motivation was one of love—love of his fellow man—and surely that should be reflected at international sporting occasions such as the World cup.
I congratulate my hon. Friend on his statement and commend his Committee for its report. The report makes clear that the Government think that 10,000 British fans will travel to Russia for the World cup. My understanding is that some 1,300 travel bans have been issued to known football hooligans from this country, 11 of whom are from Northamptonshire. The report states on page 5 that the Russian authorities have published a list of only 450 Russian fans who are banned from attending official sports competitions. Given the relative populations of Russia and the United Kingdom, does he share my concern that the Russian authorities do not have the same grip on potential hooliganism that we do in this country?
I thank my hon. Friend for his question. He is absolutely right. As usual, in his assiduous reading of Committee reports, he has put his finger on the heart of the problem. In reality, we have very little confidence that the Russian authorities wish to either deter hooliganism or stop others from encouraging it, as we have seen politicians do. This is a matter of great concern, because as we have seen time and again, Russia’s form of justice is not one that we recognise in this country. The potential harm to fans travelling from the UK or anywhere else in the world is very real, and the willingness to deter it seems to be very low.

Commons ChamberI very much welcome the NATO Parliamentary Assembly’s work, and the hon. Gentleman is right that that is an excellent forum for discussion. However, I should say that the Turkish Government have not only the right, but the duty to protect their population against terrorist attacks and, if they feel threatened, it is incumbent on them to take action. I would much rather see both parties separating, so that we do not see conflict and the peace process can begin, with different groups not engaged in immediate battles.
I praise my hon. Friend for his statement and commend his Committee for its report. He is setting a very good example to other Chairs of Select Committees, who really ought to come to the House on Thursdays to present their reports. Is not the truth about the Kurds that British foreign policy towards them has been wrong for about 100 years? They were abandoned by us in 1918; we ignored them in the treaty of Versailles; and the problem has persisted ever since. Is it not true that, without the Kurds, ISIS would not have been defeated? We now face the extraordinary scenario where the Assad regime is backing the Kurds against the Turks in northern Syria. Given the fact that Turkey has an enormous border with Syria, will this not be an enormous problem for the international community to solve?
I am extremely grateful for my hon. Friend’s kind words. I have been clear since the time that I was elected to chair the Committee that I answer to the whole House, not just the Committee. I therefore feel that it is my responsibility and not a choice—it is simply a duty—to respond to the House and to be available to respond on anything that we have covered.
My hon. Friend is absolutely right: Britain’s history has not been good. We must not forget the air policing, as it was then called. The then Colonial Secretary, one Winston Churchill, was the first person to use chemical weapons against the Kurds. Indeed, it was the RAF that dropped them. One reason that the RAF still exists is that it cut the cost of colonial policing by reducing the number of battalions required. I am afraid that that is true—we do not always have a glorious history.
The truth is that our role today is as a peacemaker and as an engaged friend of the whole region. In that, we should recognise that the Kurdish people have the right to self-determination, and we do recognise that, but we should encourage them to stay as part of the Republic of Iraq in the areas where they are within Iraq. Many witnesses we spoke to said that, although the referendum had called for independence, they were looking for greater autonomy within the Republic of Iraq, so there is more tension within the Kurdish position than appears immediately obvious. It is, of course, a tragedy that Syria remains governed by such a barbarous dictator and it is a great shame that he is being supported by so many around the world. The fact that he is now supporting Kurds to take on another NATO ally does not make us any happier.

Commons ChamberI absolutely share my hon. Friend’s concerns. He will be aware that the recent sale of an embassy in Thailand, which admittedly raised an awful lot of money to address some of the holes in the capital spending of the Foreign Office, will inherently have diminished our presence in some way. These symbolic buildings, these iconic places, are essential to getting people through the door—and, of course, what is the purpose of a diplomatic mission but to get people in to talk to us? Although these palaces may look glorious, and none more so than our embassy in Paris, the work that our ambassador, the right hon. Lord Llewellyn, is putting into that building—not into the bricks and mortar, but into it as a living body, as an embodiment of Britain in Paris—is essential to ensuring that our network is increased, that our reach is augmented, and indeed that our economy is promoted. That is only possible when we resource it correctly, which is why I absolutely agree with my hon. Friend that we do need to increase the resources available for the Foreign Office in order to promote the United Kingdom and to get better return for this country on the investment that we are making.
On page 26, my hon. Friend’s Committee looks at the issue of NATO and the new EU defence pillar. He encourages participation in some EU defence integration measures. On behalf of my constituents in Kettering, may I caution his Committee against that as a slippery slope, because NATO is the main pillar of western defence and will always remain as such? The EU is in great danger of undermining that, and we should not go down that slippery slope, because it would not be in our national interest.
I pay tribute to my right hon. Friend. As is being evidenced this morning, it is a pleasure to chair this Committee, with such experts and intelligent and supportive friends serving on it. My right hon. Friend is of course right that an essential part of the Government’s duty now is to make sure access is possible. I welcome the efforts of my right hon. Friend the Minister in seeking that when he has been working with the Association of Southeast Asian Nations and other regional organisations. I also welcome the support he has given to the United Nations, and we of course discussed in Committee making sure the UN had that access.
I visited the Kutupalong Rohingya refugee camp near Cox’s Bazar last month. It is now equivalent in size to the city of Bristol, but it has no hospital and has inadequate roads and very few schools. It was described by the United Nations High Commissioner for Refugees as the most congested camp it had experienced anywhere in the world in the past 15 years. Page 32 of my hon. Friend’s report highlights the fact that ethnic cleansing has not been recognised as an independent crime under international law. Is he, like me, surprised and disappointed by that? Will he encourage Her Majesty’s Government to change that situation?
My hon. Friend makes an excellent point. I welcome his call for ethnic cleansing to be defined as a separate crime. The approximately 550,000 people in Kutupalong demonstrate that this is not only a crime of the past, but that it is very much having an effect in the present. I welcome his efforts and personal courage in going there, which has enabled him to report back to the House.
