7. What steps his Department is taking to increase devolution in England.

We have made significant progress in our mission to extend English devolution. In the past year, we have announced five mayoral devolution deals, which will bring devolution to over half of the English population. Most recently, I was delighted when the wonderful new leader of East Riding council, Anne Handley, signalled her ambitions for greater devolution.

Last week, I attended an evidence session for the all-party parliamentary group on the east midlands’ inquiry into investment in the region, which has been historically underfunded. Business leaders told me that the east midlands combined authority needs to be headed by someone with sharp elbows to get things done in the region. I know there is a man in Mansfield who meets that description, but can my right hon. Friend commit to giving that combined authority the powers to effect meaningful change, including considering west midlands-style powers?

My hon. Friend makes a very good point: there is a man from Mansfield who would be an absolutely outstanding metro Mayor for the east midlands, and we need to give him all the power he needs. He has not only sharp elbows but a keen intellect, and he has the interests of the east midlands at heart. What Andy Street has done for the west midlands, Mr Ben Bradley can do for the east midlands.

9. What steps he is taking to reform the national planning policy framework.

The consultation on our new national planning policy framework closed on 2 March. We received more than 26,000 responses. We are giving them consideration at the moment, and we will publish a response in due course.

My understanding is that the framework currently states that housing developers only have to ensure that drainage is in place for a building site once the last house is completed. For residents in Orchard Close in Burton Joyce in my constituency, that was too little, too late, because heavy rain and insufficient drainage from a building site at the top of the hill caused their road to flood, damaging the street and property. I am looking into a similar situation at a building site in Hamilton Close in Arnold. I understand Gedling Borough Council is looking at introducing a supplementary planning document to require developers to install drainage first. Will the Government consider introducing such a requirement nationally, so that others do not have to go through what some of my Gedling residents have gone through?

As well as being a brilliant constituency Member of Parliament, my hon. Friend makes an important point that will resonate with many Members across this House. I hope that we will be able to see more about sustainable drainage systems in the NPPF.

Yesterday, Emma McClarkin, the chief executive of the British Beer and Pub Association, told the Public Administration and Constitutional Affairs Committee of the frustration in her industry at not being privy to data or being involved in the drafting of guidance related to restrictions on hospitality. Seventy million pints were lost in the first lockdown. As brewers and publicans try to understand changing and complex data, will my right hon. Friend consider ways to involve the industry at as early a stage as possible and share as much data as possible so that clear guidance can be issued and the industry can plan ahead?

I am grateful to the hon. Gentleman for drawing an appropriate distinction between the border operating model between GB and the EU and the Northern Ireland protocol, and it is the case that more detail will be published later this month. Indeed, the Specialised Committee is meeting later this week in order to refine that.

At the weekend, the shadow Chancellor of the Duchy of Lancaster said that these measures were “too little, too late”, but would we not have left the EU earlier and with less uncertainty had it not been for the attempts of Opposition Members to dither and delay and postpone our exit from the European Union, denying the will of the people of Gedling and the British people?

My hon. Friend makes a very fair point. I exempt the hon. Member for Leeds West (Rachel Reeves) from any criticism, but it is the case that, while she might have wanted more spending on infrastructure, one of the things that her party was committed to right up until the general election was staying in the customs union and the single market. It was Labour policy then not to spend this money at all and not to implement this programme at all but, as I have said, I exempt the hon. Lady from any particular criticism, because I know that she is committed, like I am, to doing the best for British business.
