The hon. Gentleman keeps chuntering from a sedentary position, but the fact is that we take appropriate cohort-related decisions. The message must be very clear that people should not be coming to the United Kingdom via perilous journeys on small boats. That is not an acceptable position to be advocating. We will not advocate that position, and will continue to take steps to address it. The message should go out very clearly to anyone thinking of getting in a small boat: don’t do it.
Many in Northern Ireland will want to understand the practical implications of this court case. If, as some expect, it means that Northern Ireland has become a more attractive place for someone who has arrived in Britain on a small boat, what are the Government doing to investigate, plan for and manage that, and to ensure that it does not have cost implications for the Northern Ireland Executive or local authorities in Northern Ireland?
What I can say to my right hon. Friend, who, of course, takes a real interest in all matters Northern Ireland, is that we are operationalising the Rwanda policy on a UK-wide basis. The legal foundation for that is the Nationality and Borders Act. As I said earlier, there is no benefit to anybody who thinks that going to Northern Ireland will lead to their not being in scope for relocation to Rwanda. That is not the case. The position is clear, and we are getting on and operationalising the policy using the legal footing that is already available to us.

Commons ChamberWe have made available a diversity of assessment channels to people, but the key point is that anybody who wants to have a face-to-face appointment is able to have one. They can request one and that will be facilitated, and I think that is important. Jobcentres will be at the leading edge of delivering on our new supported employment programme—universal support—and we have WorkWell coming on stream as well. We do not want to write anybody off. Where people want to work or to try to work, we should be supporting that wherever we can, and that is precisely what we are all about.

Commons ChamberOur recent White Paper sets out our ambitions to create a better experience for disabled people when applying for, and receiving, health and disability benefits. Our proposals will transform support, so more disabled people can start, stay and succeed in work.
A disabled constituent who came to my advice surgery recently described the many hurdles she had to go through to get welfare support. She felt stigmatised by the whole process and was subjected to really frustrating delays, so I am keen to hear from the Minister what the Government are doing to reform assessments and improve the way the benefits system works to help disabled people get the support they need without it feeling like a battle.
I really appreciate my right hon. Friend highlighting the concerns raised with her by her constituent. I know she supports the fundamental change we are determined to bring about, whereby we will focus more on what people can do. We will remove what is a structural barrier to work: the impediment that means people feel prevented from trying work because of the fear that if it does not work out they will lose their entitlement and have to go back through a re-application and reassessment processes. I hope she will welcome the steps we are taking, for example to link expert assessors with particular conditions to help us to get decisions right first time, as well as the commitment we have made to reduce the assessment burden more generally.

The response sets out plans to legislate to ensure consistency between local authorities, which is vital to ensuring that we raise recycling rates, and to people having a consistent picture and a better understanding of the most effective ways to recycle.

Commons ChamberIt is certainly true that dissident republican terrorist groupings have the aspiration to attack in Great Britain. Their main focus remains Northern Ireland, but they do have that capability and lethal intent. Every effort is being made to counter their activities, including their activities south of the border, through the co-operation that now exists between the police services and other security organisations in the north and the south.
6. What discussions she has had with the Irish Government on cross-border efforts to stop organised crime and terrorism.
In December, as part of the implementation of the “Fresh Start” agreement, I attended a meeting with the Irish Government and Northern Ireland Executive at which we agreed on new measures to enhance co-operation on cross-border organised crime.
I strongly welcome the arrangements that have been agreed as part of the “Fresh Start” agreement, but does the Secretary of State agree that there must be both strategic and operational co-operation to dismantle gangs and their activities?
I would agree, and that is exactly what is happening. The new joint agency taskforce established as a result of the “Fresh Start” agreement enables exactly that kind of operational co-operation on cross-border crimes such as fuel laundering, human trafficking and drug smuggling, and I welcome the progress that has been made on that.

Commons ChamberWe have already heard about the proposed cross-border taskforce. A key aspect is to build on the work of the organised crime taskforce in Northern Ireland and the cross-border work that is going on—for example, in relation to fuel smuggling—in order to bring fresh impetus and capacity to that in providing support for things such as forensic accounting to pursue the proceeds of crime. A crucial step forward is for the PSNI and the Garda Siochana to be able to share more equipment and facilities. That will enhance their effectiveness and their ability to co-operate, and policing resources can go further when they are shared, in part, between the two police services.

I, too, pay tribute to the Secretary of State for all her efforts in securing this agreement, and for keeping this House updated as matters have progressed. Cross-border policing is a challenge, and that has been alluded to. What more work can be done to make sure that forces across England, Wales and Scotland work with forces in Northern Ireland and southern Ireland to help solve this problem and to help feed intelligence up the chain to try to tackle these crimes where they happen?
There are extensive co-operation agreements that ensure that police services in Great Britain can share information with the PSNI, and I am sure there is always scope to build on those.
I thank my hon. Friend for his kind comments. It has certainly been a long 10 weeks with very many meetings—a pretty gruelling process—but I am very conscious that while I have been engaged in cross-party talks for only a couple of years, there are many fine men and women in Northern Ireland who have been engaged in this kind of process for about 25 years. We need to pay tribute to their determination and all that they have achieved in transforming life in Northern Ireland. They are rightly an example held up throughout the world of how bitter division can be overcome, and how people who were once bitter enemies can find a way to work together for the good of the whole community.

Commons ChamberI assure the hon. Gentleman that the Prime Minister remains constantly engaged in these matters. He is updated all the time, and he has played a hugely positive role in delivering many things in Northern Ireland recently, not least the legislation on devolving corporation tax, which he championed for many months. We should bear in mind that it is important to scrutinise the new leadership of the Opposition. The track record of the attitude of the right hon. Member for Islington North (Jeremy Corbyn) and the shadow Chancellor on IRA violence is very worrying, and I make no apologies for challenging them in the House on such matters.
In the absence of elected ministerial leadership, what decision-making or interim processes will be put in place in individual Northern Ireland Departments?
Such matters will clearly have to be discussed in the talks, but whatever process is ultimately set up, we must take into account the point that my hon. Friend has made.

Commons ChamberI commend the Secretary of State for her statement. Will additional police resources be made available, should they be required, to ensure that the criminal matters to which she refers can be properly investigated?
The allocation of resources between different operations will be a matter for the PSNI; it is not a matter for me to interfere with. I emphasise, however, that the Government provide additional resources to the PSNI to counter the terrorist threat, and the fact of those resources’ presence means that the PSNI can release resources to pursue other activities, including this case.
