Commons ChamberSue Wathen, one of my constituents, is experiencing terrible difficulties in trying to access treatment for a condition caused by contaminated blood. I know that Members on both sides of the House have constituents who are facing similar difficulties, so may we have a debate in Government time on this tragedy? We need action.
I know that this issue concerns Members on both sides of the House and is a matter of concern to the Secretary of State, so I am worried to hear that my hon. Friend’s constituent is having those difficulties. If my hon. Friend wants to contact me after questions, I will ensure that his concerns are passed on to the Secretary of State. These things are probably subject to local decision making, but we should all be concerned if people who have been through a terrible experience are not getting the support they need.

Commons ChamberThe Scottish National party was complaining earlier that the recess was lying ahead and there was not enough focus on important work during that time. SNP Members have three weeks to read the Bill, give it due consideration and bring forward the amendments that they want to table after the recess. I would therefore hope that they could use that time wisely and fruitfully.
The Government’s road investment strategy was firmly welcomed by residents in east Northamptonshire. It committed not only to improve the Chowns Mill roundabout, but to dual the A45 between Stanwick and Thrapston. May we have a statement from a Transport Minister setting out the progress against that strategy at this point in time?
I know how important these investments are to the area my hon. Friend represents, and I will certainly ask the Transport Secretary to give him an update. I congratulate my hon. Friend on being so effective in representing Corby, but of course these improvements could have happened only as a result of this Government’s policy of getting our economy back on to the straight and narrow. Corby is seeing the benefits of that.

Commons ChamberOf course, the Chancellor will be here for Treasury questions next week and I would simply suggest to the hon. Lady that she puts that question to him. The enterprise zone programme is part of our plan to shift the focus in this country—in our deprived areas and our challenged areas and in towns that need support and development and economic growth—away from excessive welfare dependency and on to a focus on better conditions for people in the workplace through the national living wage and better support for business. It is a shame that the hon. Lady appears to oppose the measures that we shall bring before the House on Monday, because they would help her town and others like it.
Corby is under threat from plans for a gasification plant. Local people are united in opposing the plans, and I am standing shoulder to shoulder with them in fighting against them—Corby really does say no. May we have a statement from a Minister setting out the protections that are in place for communities that are under the threat of gasification plants being built?
I will make sure that my hon. Friend’s concerns are passed on to the relevant Ministers. He is already proving a powerful advocate for Corby. I know that this is an issue of concern to local residents, and I will make sure he gets a proper response.

Commons ChamberI am going to make a bit of progress; I will give way later, but I am only on page 2 of my speech. [Interruption.] It might get longer if hon. Gentlemen provoke me.
Labour Members consider that this issue should have been properly dealt with as part of a much wider process involving a constitutional convention to examine a range of issues in a more holistic way. A genuine attempt should have been made to come to a cross-party agreement between the parties represented in this place, and with wider civil society. Proceeding in this consensual way, rather than in the blatantly partisan way the Government have chosen, would have hugely increased their chances of introducing a successful and sustainable change. No such attempt has been made. The Leader of the House has already attempted to suggest that it has, but I do not mean a cobbled-together Cabinet Sub-Committee established months before a general election that failed to come to any consensus even between the governing coalition parties; I mean a genuine attempt to reach cross-party consensus, in which all points of view are heard and properly tested and a mutually agreed way forward is pursued.
I thank the right hon. and learned Gentleman for accepting my goodwill, at least. We are in a more complex position than we needed to be in because of the way in which the Government have chosen to proceed on this difficult issue. In my view, cross-party consensus leads to more sustainable and long-lasting solutions.
No; let me finish the point I am making.
I would also say in passing that the Union has always been asymmetrical and there have always been anomalies. The issue of English votes for English laws came to the fore when Harold Wilson was Prime Minister and the nationalisation of the steel industry was scuppered by Northern Irish MPs voting against nationalisation, even though there were no steel plants in Northern Ireland. That is what first led to Harold Wilson worrying about the issue. A certain amount of asymmetrical anomaly will be inherent in any Union when 85% of it is English. We must bear that in mind constantly.
There is great merit in my hon. Friend’s arguments. I might be able to consider doing that after the deputy leadership contest is over and I have a bit more spare time. The argument in favour of a constitutional convention, whether convened by the Government or not, becomes greater by the day.
What we have witnessed here is an unseemly headlong dash by the Government to try to rush these complex and partisan changes through the House before the summer recess. Their aim has now, thankfully, been foiled by a mixture of outrage on both sides of the House and a brewing rebellion on the Government’s Back Benches. Last week’s emergency Standing Order No. 24 debate demonstrated that the unease at the Government’s behaviour was widespread. Indeed, they ended up in the absurd position of having to abstain on a vote supporting their own chosen process. The Leader of the House himself beat a hasty retreat, fleeing the Chamber before his Whips abandoned any pretence of trying to win the vote.
So, thankfully, today’s debate has turned into a general one, and we have been issued with new draft changes to the Standing Orders to consider. Even they were late arriving, however. They were not published on Monday, as the Leader of the House promised at business questions last week; they were actually made available at lunchtime on Tuesday. I can assume only that the delay was caused by Government disarray, because the changes that have been made are minimal, and they certainly do not address the points about accounting appropriately for Barnett consequentials that were worrying some Conservative Members. Nor do the Government appear to have considered changing or reconsidering any part of their plans in the face of reasonable doubts and questions. Instead, they have turned up the volume by provoking a huge row over their proposals to wreck the Hunting Act 2004, which the Leader of the House so extraordinarily withdrew by means of a point of order yesterday.
The Leader of the House was in such a shambolic state yesterday that he could not work out whether the Government’s proposals on hunting were anything to do with EVEL. Let me help him with that. The Government have a small majority, and their attempt to change the Hunting Act failed yesterday because some Tory Back Benchers agreed with us and the public that the killing of animals for pleasure had no place in a civilised society.
I note what the hon. Lady said about red rags and bulls. In that spirit, does she agree that it might not have been the best idea to use terms such as “semi-secretive”? That was not exactly constructive talk, by any measure.
I found out about the nature of the Government’s proposals at quarter past six the night before the Leader of the House made his statement to the House. That was three and a half hours after I was originally meant to see him to be confronted with the proposals. If there had been a real attempt to reach cross-party consensus and to move forward on the basis of agreement, we would not be where we are now.

Commons ChamberThe Labour party has a substantial allocation of Opposition days. If it wants a debate on rail in the north, it can choose to have one. I simply repeat what I said earlier: in 13 years of Labour Government our rail network essentially stood still. It is only this Government that are trying to take it forward.
My hon. Friend the Member for Kettering (Mr Hollobone) made a mistake earlier when he said that the highlight of the women’s tour was in Kettering; it was in fact the stage in rural east Northamptonshire. Those villages are affected by rural crime, which is a problem that crosses the border between Northamptonshire and Lincolnshire. May we have a debate on rural crime and the important cross-border policing that has to take place to tackle it?
My hon. Friend is absolutely right. It is important that police forces do not simply concentrate on the urban areas. They need to remember the impact of crime on villages, and especially on rural businesses. One thing I sought to do as Justice Secretary was to ensure that the voice of business was more clearly heard in our justice system by allowing businesses to make clear statements in court about the impact of what might seem to be trivial crimes on their businesses, but which can in fact be hugely disruptive. My hon. Friend might look to the Backbench Business Committee for an opportunity to have such a debate, because this is a matter that affects MPs on both sides of the House.

Commons ChamberWhat the right hon. and learned Gentleman has said in his rather lengthy intervention is partly right. What we have in this House, and what we have in this nation, is an issue and a difficulty. It is called “asymmetric UK”, although Members may prefer to call it “asymmetric Britain”, and what it has led to is our own unhappiness. We agreed to—we voted for—a particular dynamic or trajectory of Scottish politics. We wanted to see further powers for our Parliament. That has been turned down by English Members, so we are unhappy. I sense that my Welsh colleagues are unhappy as well. In a debate last week, I heard them raise some of the cross-border aspects of what is being suggested. I know, because we are hearing it non-stop, that English Members are unhappy, and they are probably right to be unhappy. I know that they are furious about Scottish Members. How dare we come down and vote on their precious public services? However, there is a solution: it is called federalism, and it is what we thought we were voting for last year. What we were promised was as close as possible to federalism, or to home rule.
No, I will not.
We could do our own thing and decide what we want, English Members could decide what they want in their own Parliament, and Welsh Members could decide what they want. I see that the hon. Member for Nottingham North (Mr Allen) agrees with all that I am saying. What is wrong with it? We could then come together in the House to decide on important matters such as foreign affairs, defence, international relationships, the monarchy and the currency. That would resolve all the outstanding issues, and would deal with some of the unhappiness on these Benches, on the Government Benches, and on the Benches to my right. Why can we not do it? I will tell the House why we cannot. It is because English Members do not want to pursue a logical solution to a question that is deeply hard to answer.
That is exactly the point that I was coming to. There are ways of dealing with it. I suggested a solution in the form of federalism, but I did not sense any warmth towards that proposal from Government Members, so let us try another way. The right hon. Gentleman is right: we do not vote on English-only legislation. What we do is this. Every time a Bill is introduced, we scour it for the Scottish interest. We look for the Barnett consequential issues, and we establish whether it will have an impact on Scotland. If it will not have that impact, we leave it alone. We stay well away: of course we do. With all due respect to my English friends, I have better things to do than scour legislation about policing arrangements in Plymouth when I am looking after the people of Perth and North Perthshire.
As the right hon. Gentleman says, if there is no Scottish interest, we take no interest ourselves. How about building on that? How about saying. “This is a voluntary arrangement that seems to work reasonably well; why do we not continue to pursue it?” There may be issues on which the Leader of the House and I do not entirely agree, but surely we could try to resolve them by means of a voluntary arrangement, without creating two classes of Member of Parliament in the House of Commons. Why should that not be a solution?
I will give way to the hon. Gentleman, because he seems very keen.
I thank the hon. Gentleman. Does he agree that one of the problems—my constituents raise it with me regularly—is that Labour set up asymmetric devolution? My constituents watched Scottish Labour Ministers troop through the Lobbies to vote on education and health issues that simply did not affect their constituents, and that, to me, was unacceptable.
It was not so much Labour as the demand from Scotland that set up asymmetric devolution, but the hon. Gentleman is right to say that it must be addressed. I am suggesting a way of doing that: I am trying to be helpful to Members.

Commons ChamberWell, nobody is afraid of hearing Scotland’s voice. As I have said before, I welcome all the new SNP Members; they have added value to the debate in this House. The hon. Lady has just made the point that the vast majority of tax decisions will remain in this House. Those Members will continue to vote in a United Kingdom vote, without an English dimension, on all tax measures that fit within that category. We are talking about when a tax has been devolved. If there is a Scottish rate of income tax, and an English counterpart to that rate of income tax, it will be voted on in the Scottish Parliament and English MPs will have the right to say, “Well, it actually only applies to them, and they will accept it or not accept it.”
Does the Leader of the House agree that it is simply unpalatable for those living in English constituencies to see us devolve more powers to Scotland and yet not address the West Lothian question? Much is made of future threats to the Union, and does he agree that not dealing with this issue is one of them?
Absolutely, and my hon. Friend represents a large number of Scottish constituents, and he is a powerful advocate for them. It is important that he is able to take decisions on matters that affect them. It is also right and proper that, when a matter exclusively affects English constituencies, he and his English colleagues should be able to say no if it is something that their constituents do not want.

Prior to the election, my constituents heard that a new enterprise zone would be established in Corby. Given that other areas have had the same pledge, may we have a statement setting out the next steps, because we really need these new jobs and this new investment?
I hear what my hon. Friend says. I will make sure that the relevant Treasury Ministers, who I believe are taking the lead on enterprise zones, respond to him in the light of his comments. I commend him for the work he is doing—he has already proved to be an excellent champion for Corby—and I am sure that he will continue that work and succeed in his objectives.

Commons ChamberI, too, have received a number of emails on the matter, as I suspect have many Members. I deprecate the death penalty wherever it is in place around the world. I have always opposed it and I oppose it in this case. This is clearly a worrying case. I will certainly pass on the concerns to the Foreign Office, so that it is aware how many Members have had constituents raise these concerns with them.
Steel production is a crucial employer in Corby. As vice-chairman of the all-party parliamentary group for steel and metal related industries, I know that Members from all parts of the House want to come together to secure the future of the industry. May we have a debate in Government time on carbon taxation and the steel industry, with a Treasury Minister at the Dispatch Box?

Commons ChamberI am aware of this issue because a constituent of mine is similarly affected. It is a difficult set of circumstances, and these are matters for the pension funds, the trustees and British Airways. I know that the hon. Lady and other Members feel strongly about this, so I suggest she raise the issue at Work and Pensions questions or seek to requisition a debate on the subject either on an end-of-the-day Adjournment or in Westminster Hall.
I am actively supporting the excellent local campaign to save the playing fields at Oundle primary school. May we have a statement from an Education Minister on the state of play with the sale of these important open spaces?
Fortuitously, Education questions are on Monday, so my hon. Friend will have an opportunity to raise a topical question there. My view is that we have to be immensely careful before developing any playing fields. We are going to see increased need for housing in future, but increased need for housing means increased need for recreation. We must make sure we have adequate supporting facilities to support the development of housing.
