My hon. Friend asks whether we have sufficient powers. It is right that we keep our powers under review at all times. If we feel that things need to change, and if that change can be brought about, we would bring it to the House, as we did very recently with the Counter-Terrorism and Border Security Act 2019.
It is worth saying that no matter what powers we have, any prosecution would require sufficient evidence because of our absolute commitment to due process. That is incredibly difficult when people have gone abroad, joined terrorist organisations and carried out the most horrific attacks. It can be incredibly difficult to achieve justice by obtaining evidence that we can present in a court of law under whatever power we have. That is why, as Home Secretary, I must look carefully at all the powers at my disposal. In some cases—and only in some cases—when it is deemed that the best way to keep this country safe is through deprivation of citizenship for someone who has more than one nationality, that should be taken as a serious option.
May I bring the Home Secretary back to the answer he gave to the hon. Member for Stretford and Urmston (Kate Green), who is no longer in her place? He referred to the Prevent programme. It clearly does very valuable work, but, as far as I am aware, it is a UK-based programme, so the question remains: in what way can he find out why or how a young woman was radicalised when she was a child if she is in a camp in Syria? What assessment has he made of the risks of a large number of people remaining in a camp in Syria and developing networks there that provide us with a risk here at home?
The right hon. Gentleman rightly brings to the attention of the House the fact that these are tough decisions that have to be made after weighing a number of factors. I will not refer to an individual case, but he talks about people in camps abroad who are members of terrorist organisations. We might have limited evidence of what they have done as members of those organisations, but we know that they have joined. I hope he accepts that there are risks of their staying in the region and of returning to the UK—there are risks both ways, which is why each case should be looked at individually and judged on its own facts. I do not pretend for a second that these are easy decisions. Any Home Secretary must take all factors into account and everything should be balanced out, but ultimately it is my responsibility to keep our citizens safe. That must be paramount in my mind when making decisions.

Commons ChamberI can absolutely give my hon. Friend that assurance. He will understand that although this incident has a leading line of inquiry—the connection with the previous incident—we do not want to jump to conclusions. If it is established that the Russian state is entirely responsible for this incident as well, of course we will consider what further action we can take.
Russia is receiving lots of positive coverage at the moment because of the World cup. Therefore, tackling the disinformation issue is that much more important. Has the Home Secretary or anyone else called in the Russian ambassador to hold him to account for this incident and to say that the level of disinformation that Russia is propagating is completely unacceptable and will be challenged?
At this point, we have not called in the Russian ambassador. We will want to consider what further action we can take as this investigation develops, and that may well include speaking to the Russian ambassador.
The initial response was to provide emergency accommodation and to ensure that people were offered temporary accommodation within three weeks, and that certainly happened. More than 200 units of temporary accommodation, all of which were of high quality and fully furnished, were identified in the local area. As I have mentioned, some families have taken up the offer. Others wish to move straight to permanent accommodation, and others say that they are not ready. We will respect their wishes. This is one of the biggest jobs for Kensington and Chelsea and for the Government, who are working together to ensure that all the families affected have accommodation available that is of high quality and, importantly, on the same terms as that which they had before. That is certainly what we are pursuing.
Electrical safety is of paramount importance in rented accommodation, particularly when it is high rise, and it appears as though the Grenfell Tower incident was caused by a fire in a fridge freezer. Will the Secretary of State commit to introducing mandatory electrical safety checks in rented properties, bearing in mind the fact that the Department for Communities and Local Government working group that was looking at the matter has concluded?
My right hon. Friend the Business Secretary is looking at product electrical safety, including product recall, and I will ensure that he knows about the right hon. Gentleman’s concerns.

Commons ChamberHelping with adult social care is about resources, which is why I know the hon. Gentleman would have welcomed the announcement a few weeks ago of an additional £900 million over the next two years. I am sure he will agree that it is also about reform, and that he will have noticed the big difference in delayed transfers of care between one authority and another.
The Government have listened to calls from local government and to representations from right hon. and hon. Members across the House. New changes outlined in the provisional local government finance settlement in December provide access to an additional £900 million over the next two years.
The social care precept in Sutton would raise about £2.5 million, but Sutton is losing £8 million in revenue support grant. A one-off social care grant will give Sutton about £750,000, but Sutton is losing £1.5 million from the new homes bonus changes, which are paying for the one-off grant, resulting in a loss of £800,000. Does the Secretary of State agree that, as long as the Government are robbing Peter to pay Paul, we will see cancer operations cancelled and patients left in distress because of bed-blocking?
As a result of the spending review announcement of £3.5 billion extra to be paid into adult social care by 2020—£3.5 billion a year—and the announcement that I made a few weeks ago of £900 million over the next two years, all councils, including Sutton, will have more resources to deal with adult social care challenges.

I can absolutely assure my hon. Friend that I will not duck the issues and the Government will not duck them. As I said at the start of the urgent question, they have been ignored by too many politicians for far too long, and that is not going to happen.
The Secretary of State will know about concerns that Prevent is undermining efforts to integrate the Muslim community. Will he set out what support the Department is giving to community-led initiatives to identify and prevent radicalisation?
The Prevent programme plays a valuable role. That is accepted by not only the Government, the police, the Crown Prosecution Service and others, but many local authorities and community leaders. However, I recognise that certain people have a confidence problem with Prevent. We need always to look to see what more we can do to turn that around. Having more people involved in the community locally is one way to do that.

Commons ChamberDoes my hon. Friend agree that successive Governments have followed a misguided policy of multiculturalism? Rather than helping to bring people of different cultures together, the policy has acted to divide them. Our approach should be to learn from that. We should emphasise the things that people who are settling in our country have in common with the people who are already here.
I agree with some of what my hon. Friend says. I went to an international school in France from the age of eight to 18. All lessons apart from English language, history and literature were conducted in French. Other languages were used in other sections of the school for children from other countries around the world. The school ensured that all students were fully committed to French society and to learning about French history and culture, but at the same time, students could retain a stake in their countries of origin and study their history, language and literature. If the hon. Gentleman means that immigrants should integrate and absorb the basic principles of being British, I agree with him, but I hope that he can see the real value in those immigrants retaining their own culture and language, because that allows them to make a contribution to British society. I hope we agree on those points.
We need an immigration policy that is beneficial to the UK, and various organisations have raised questions about our policy. I am sure that the Minister has been on the receiving end of the briefing from Universities UK and the Association of Medical Research Charities, and that he is ready to respond positively to their concerns. The briefing concentrates quite heavily on controls that could stop researchers who could make a substantial contribution to medicine if they come to the UK under tier 1. They are worried about past salary being one of the principal considerations. Often, academics and researchers have not previously received salaries commensurate with those in the finance sector or law and so on. Therefore, some regard must be given to ensuring that people who will make a contribution will not be disallowed from coming in. We know that people make such contributions, and some have won Nobel prizes following their contributions to research. In addition, research developments very often lead to economic or business applications.
Universities UK and the Association of Medical Charities are also concerned about tier 2. Academics and researchers are not listed as shortage occupations, but they are often in specialised, niche markets, in which very few people have the same skills either in the UK or beyond.
The Minister will have seen the briefing from the British Chambers of Commerce, which is similarly concerned about tier 1. A point was made earlier about people who come to the UK under tier 1 and subsequently ended up working as pizza delivery drivers. Clearly, if that happens, something has gone dramatically wrong with the system. We need to ensure that we allow entrepreneurs, who we know will make a substantial contribution to the economy, to come to the UK, but at the same time we want to ensure that people with skills and flair come here to do the work that we expect them to do under tier 1. Ensuring that the system operates in that way is one of the challenges that the Government face.
In conclusion, the coalition agrees on the need to tackle the issues before us. Clearly, on some issues, businesses have lobbied all Members heavily with their concerns, and I know that the Government have listened carefully and will address them in their response.
