Commons ChamberWe have a proud record as a nation, reducing carbon emissions faster than any other G7 country since 2000. We have done that with a combination of spending measures and market mechanisms.
The Liberal Democrats were the first major political party to call for a zero-carbon Britain. We believe that target must be met by 2045. What assessment have the Government made of the climate change mitigation costs that would be incurred by 2045, of the support that would be needed for businesses to help them achieve a zero-carbon Britain by 2045, and of the health and environmental benefits?
We are currently assessing the report of the Climate Change Committee on this subject. No doubt the right hon. Gentleman is a regular reader of the Treasury Green Book on the way we assess investments. Last year, in the new Green Book, we specifically included looking at natural capital as a way of making that assessment. That is one of the lenses through which we shall be looking at the spending review.

Commons ChamberFE spending is a priority, and we have protected the base rate of funding between 2015 and 2020. I was grateful to receive that letter from colleagues and have organised a meeting on 19 March. I am not sure whether we will be able to fit 164 people in a room, but I hope my hon. Friend will be able to attend.

Yes, we are looking at that. We are looking across the board at the value for money of Government investment, which is significant in the education system, but also at the impact on individual students.
The Chief Secretary to the Treasury has confirmed that this makes no change to the national debt, so can she confirm that the ONS decision will not lead to a new round of spending cuts?
I have been extremely clear that this is fundamentally an accounting decision. It is not about the reality of the fact that Government debt is being brought back over time, one of our key fiscal targets. The amount the ONS is estimating is, in fact, under our other fiscal target for the deficit. We will do the right thing by students in the Augar review.

Commons ChamberMy hon. Friend makes a very good point. I have regular meetings with the Scottish Finance Secretary, and of course the Scottish Government have the opportunity in their budget tomorrow to match the business rate cuts we have made in England.

I fear that my right hon. Friend is over-optimistic if he thinks we can stop Opposition Members from being miserable. We tried that over four days of Budget debate, but we have been unsuccessful so far. He is absolutely right to talk about the benefits of free trade for the British economy—I completely agree with him. We are seeking a good deal that benefits the UK in the long term.
At least £45 billion, higher inflation and debt, an extra year of cuts, and less influence in the world are the price that the Government are willing to pay for a deluded vision of Great Britain post Brexit. Is there any level of damage that the economy, jobs and families in the UK would have to sustain that would cause the Government to rethink and give the people a vote on the deal? That would be supported by the Liberal Democrats and Sadiq Khan, the London Mayor—and, as I understand it now, the shadow Home Secretary.
I see, regrettably, that the misery has spread to the Liberal Democrats; there seems to be a contagion on the Opposition Benches. I invite the right hon. Gentleman to welcome the fact that this country has the lowest unemployment in 40 years. We also have the third highest number of start-ups in the world—a record number for this country—and the other positive benefits that we are seeing due to the actions of this Conservative Government.

Commons ChamberMy hon. Friend is absolutely right. Mountain Rescue has been a fantastic support, particularly in some of the remoter villagers across the north of England, especially in Cumbria. I pay tribute to it for its round-the-clock work. It has been absolutely fantastic.
I agree with my hon. Friend about rural tourism, which is already worth £10 billion to the economy. It is really important to get things up and running again, which is why I am working with my colleagues the Transport Secretary and the Energy Secretary to make sure we get transport and power up and running, not only so that residents can enjoy the area, but so that people can visit it.
I echo both the condolences expressed by the Secretary of State and her commendations of the emergency services and the volunteers for the invaluable work they are doing. Thousands of people across the north of England and Wales have been affected, including the leader of my party, my hon. Friend the Member for Westmorland and Lonsdale (Tim Farron). He has suffered the relatively minor inconvenience, compared with what other people have experienced, of having his car written off as a result of the floods. He cannot be in the Chamber today.
The Secretary of State is clearly focusing on the emergency. After the emergency, however, does she intend to apply to the EU solidarity fund to help rebuild the communities devastated by floods once the immediate emergency has been dealt with?
My understanding is that there is quite a high threshold to obtain that funding, but we will of course look at all potential sources of funding. As I have mentioned, my right hon. Friend the Communities Secretary will open the Bellwin fund, and we are also looking at specific schemes.

Commons ChamberIn a situation where funding is going to be withdrawn from organisations, it is not surprising that their response is that they do not favour it. The Government need to monitor very carefully some of the concerns that have been raised about the impact of withdrawing legal aid, and we have already had assurances that that will be the case.
Will my right hon. Friend give way?
Does my right hon. Friend agree that some of those organisations have an interest in pushing up the legal aid bill because they are its main recipients?
The hon. Lady makes a point that is worth considering. Clearly, certain organisations are financial beneficiaries of some of the funding, but I do not want to throw out all the concerns that have been raised because, equally, there are legitimate concerns that the Government need to monitor very carefully.
I turn to new clause 17. I had hoped that during the debate on Monday we would reach the group of amendments on social welfare in which my amendment 149 on complex welfare benefits was listed. Also in the group was amendment 131, which sought to ensure that advice on housing repossessions was available sooner. I regret that we did not reach that group, as, I am sure, does my hon. Friend the Member for Eastbourne (Stephen Lloyd), who is chairman of the all-party group on Citizens Advice. However, new clause 17 touches on many aspects of what was included in amendment 149. I welcome the fact that the hon. Member for Makerfield has put the matter up for debate today because it provides an opportunity to discuss some of the points that would have been raised on amendment 149. Her definition in trying to ensure that legal aid is extended to complex cases is
“that the individual has complex, interconnected needs”
and that
“not all of those…legal services would otherwise be available to the individual”.
It is reasonable to speculate that many, or most, individuals with complex and interconnected needs will also have welfare benefit issues that will often also be complex. Under the Government’s proposals, welfare benefit cases, complex or otherwise, are excluded from the scope of legal aid.
I acknowledge that the scope of the hon. Lady’s new clause is slightly different from what was proposed in amendment 149. However, if it had been restricted to individuals with complex and interconnected needs who require legal help with complex welfare benefit issues, I suspect that we would have been discussing exactly the same area of legal aid, because virtually every individual who has a benefit advice problem involving issues of legal complexity, significant evidential hurdles or daunting adjudication processes will have complex and interconnected needs. According to Citizens Advice, that more targeted approach would help to achieve a compromise position whereby more complex cases can be covered by the legal help system. When we asked Citizens Advice what it would identify as a single priority as regards what the Government should change, that is what it proposed.
Citizens Advice has calculated the cost impact of its proposal. It says that the current welfare benefits advice spend is £25 million on just under 140,000 cases, and that restricting it to complex welfare benefit cases covering only reviews and appeals, which applies to two thirds of the current welfare benefit cases, would cost £16.5 million and help around 100,000 people. The cost could fall further if, as the Government and all hon. Members intend in practice, decision making first time round is improved and becomes much more effective. The CAB calculation is that if we were to improve first-time decision making by 30%, the costs of that provision could fall to £12 million.
