I had the privilege of meeting Madam Savchenko in Warsaw on Saturday, when she attended with the President of Ukraine and the Ukrainian Defence Minister. Although Ukraine is not a member of NATO, a number of NATO allies are working extremely hard to try to reinforce Ukraine’s ability to defend itself. We are co-ordinating our training effort, and doing what we can to stand behind the territorial integrity of Ukraine, not least through the sanctions that the European Union continues to apply.

May I also welcome Unite’s decision to reconfirm the position that dates back to Ernest Bevin—the former general secretary of what was then the Transport and General Workers Union and today is Unite? Will the Secretary of State say more about the situation post-Brexit? Programmes such as that for the F-35 cost around $100 million per aircraft before the referendum. Will there be a rescheduling of the assessment of those programmes, as well as others in the strategic defence and security review?

On the nuclear deterrent, I hope that we will get as large a majority as possible, and that Members across the House will join us in recommitting this country to the nuclear deterrent that has served us so well. We must send a further signal to the rest of the world that Britain is prepared to continue to play its part in the defence of NATO as well as of our own country. On the specific question about the cost of F-35, it is a little too early to be sure exactly where the sterling-dollar exchange rate will end up. Like any large commercial organisation, we take precautions against fluctuations in the currency, but it is too early to say whether that current level is likely to be sustained.

I am not currently engaged in any discussions with my Russian counterpart. The illegal annexation of Crimea in 2014 and Russia’s continuing support to separatists in eastern Ukraine do not allow a return to normal engagement. However, in the interests of air and maritime safety, I have authorised MOD officials to undertake limited military-to-military engagement with the Russians to ensure that our own airspace is properly protected.

Dalzell plate mill, Clydebridge quenching mill, the heavy sections at Scunthorpe and also Sheffield Forgemasters—the Secretary of State rightly said that the Government’s position is to maintain an independent nuclear deterrent, but will it be using British steel?

It is encouraging that the one-in, two-out rule, or the one-in, one-out rule, is increasingly being adopted by other member states, including France and Spain. I shall visit Brussels next month to urge the Commission to redouble its efforts to remove unnecessary directives, and to make sure that where new directives are proposed, they fully take account of the needs of small businesses, which are most likely to create the jobs we need in Europe.

T5. More than a third of winning bidders in the regional growth fund’s first round have now withdrawn, while others have waited about two years to receive any money at all. Is this all part of the Government’s long-term economic plan?

It certainly is not. There are many reasons why some RGF bidders withdraw—because they do not get the planning permission they were anticipating, their main board does not give final approval for the plant, or they are not prepared to put in private sector money alongside the regional growth fund grant. Any money that is not used is of course put into future rounds of the fund. It is important that we carry out the necessary due diligence and check before taxpayer money is handed over.

Carbon price floor compensation is something that we are still pursuing with the Commission in Brussels. I am hopeful that that will be agreed soon. The state aid clearance procedures are lengthy in these cases. Obviously, we are continuing to press the case for backdating.

The carbon price floor tax introduced by this Government makes it four times harder for UK industry to compete with EU competitors. How many companies have received compensation for the carbon price floor tax? Is it more than one or fewer than one?

We have introduced compensation for the EU emissions trading system, as I have said. We have already paid out compensation to more than 50 companies in the steel, paper and chemical industries. Some of the major industries concerned have welcomed the further proposals that the Chancellor announced in the Budget, including Tata Steel, which said that the measures that were announced in the Budget
“will make an important difference to Tata Steel in the UK.”

It will of course be UK-headquartered. It will have multiple owners after privatisation. Those who are located in the UK are able to apply for shares on the issue. We are not restricting the issue to UK citizens or UK nationals. Anybody located here can invest in the business through the retail offer. Having a multiple ownership is the best possible protection for the company. I repeat that we deliberately decided not to sell the company to a single owner or single private equity company.

TNT, one of Royal Mail’s competitors, provides the core service in Holland on a similar basis to the Royal Mail, with VAT exemptions. However, the universal service obligation in Holland and across much of the EU is very different from the UK USO—it is on a five-day basis. The Minister knows that his Government’s Postal Services Act 2011 allows him to go upstairs and, through a statutory instrument, change the USO from six days to five days. Will he do that in the future?

No, it is not possible to change the six-day service through a statutory instrument. That can only be changed by this House. As I have said, we have absolutely no plans to change that obligation.
