I will resist the temptation to reopen the Brexit debate again, but the right hon. Gentleman is right to raise concerns about future confirmation of what is happening to our sovereign bases in Cyprus—I could add Gibraltar to that, as well. I served in both localities and I assure the right hon. Gentleman that all the necessary details have been addressed to make sure that they are not affected by any outcome of Brexit.

I note the Minister’s statement that the programme will allow the MOD to maximise the amount of land that could be used to build more homes and help more people on to the housing ladder. As the Minister is aware, the REEMA sites in Carterton already provide land for hundreds of homes.

I also note the Minister’s comment that in some areas local authorities are the block to development; that is certainly not the case in West Oxfordshire, where planning permission for these sites was given some 10 years ago. What is awaited is the money for the MOD to redevelop those sites. Can the Minister tell me whether West Oxfordshire, Carterton and the Royal Air Force can look forward to some of the proceeds from this announcement being invested in the REEMA sites in Carterton or whether there is a blockage elsewhere in the system that I need to explore?

First, I pay tribute to the work that my hon. Friend has done in liaising with the local authorities and in representing Brize Norton, one of the most significant RAF garrisons across the country and dealing with the heavy lift. He is absolutely right to point out various plans to build extra housing. That has been delayed—not because of the MOD, but because the money was taken away from us, given changes to the private finance initiative. That is why I was surreptitiously hinting that I hoped that in the spending review another solution would be provided that allows any PFI project that has been removed to be put back in place, so that we can build the houses that my hon. Friend wants.

First, let me join the hon. Gentleman in paying tribute to Armed Forces Day, which is growing in status. It is important that we strengthen the bond between society and the armed forces, as it is from society that we recruit. The challenge we face is in recruiting people—we need to recruit 18, 19 and 20-year-olds who are fit and able then to meet the criteria.

The quality of service housing and the cost of private sector housing around RAF Brize Norton in west Oxfordshire are major factors affecting retention. What are Ministers doing to address those two factors?

I have visited Brize Norton—I was trying to weave that into the end of my answer to the hon. Member for Easington (Grahame Morris)—and with the future accommodation model, we are trying to provide greater opportunity for those who want to live on the base, rent accommodation or, indeed, live outside and get on the housing ladder. I hope that that will lead to greater retention and recruitment.

The hon. Gentleman makes reference to the armed forces covenant. It is probably the single biggest change in support and recognises that no member of the armed forces or veteran should be somehow disadvantaged because of their service. He is right to pay tribute to that, and I encourage all hon. Members to visit their local authorities and ask what is being done to ensure that they are living up to the requirements of the armed forces covenant.

One of the most important things for deployed servicemen is to know that their families back home are in safe, secure and high-quality accommodation. The need for the redevelopment of the REEMA sites in Carterton, outside RAF Brize Norton in my constituency, is now acute. Will the Minister please tell me what hope the future accommodation will provide to those servicemen living in my constituency?

Will the Minister confirm that the UK remains fully committed to diplomatic efforts to find a peaceful solution to the conflict in Yemen?

That is at the heart of what we now need to achieve. As I have mentioned, the quad met on 19 December 2016. I pay tribute to John Kerry for the work he did in forming the quad. We are now in discussions, and we will speak to the UN envoy about the quad meeting at the very earliest opportunity, so that we can get the parties back around the table in Kuwait and put in place a cessation of hostilities agreement.

T7. Will the Minister please tell me what Britain is doing to ensure that the lessons of the past are learnt, and that proper stabilisation and reconstruction planning is in place for Mosul once that city is liberated?

My hon. Friend is absolutely right. We did not learn the lessons, or the lessons were not learnt, in 2013 when there was a failure to listen to the moderate Sunni voices. That is what allowed Daesh to develop. Extremism is flourishing across north-east Africa and, indeed, the middle east, and will do so unless we engage with those moderates to ensure that they are brought to the table. That is why planning in places such as Mosul and Aleppo needs to be done at once, before the guns fall silent.
