Commons ChamberI welcome the Lord Chancellor’s statement today, and I congratulate him on clearly being on top of a difficult brief, and on confirming today that those serious and violent criminals are being locked up for longer. Could he expand on the reoffending rates of those on short sentences versus community sentences? Does he believe that the general public—and victims, potentially—might support them, because those convicted are seen as doing good when they complete their community service in public?
I thank my right hon. Friend for getting absolutely to the heart of it. Those who are sentenced to short custodial sentences—under 12 months—statistically go on to reoffend 55% of the time. Yet for those who have suspended sentence orders with conditions—such as unpaid work or to address mental health issues or whatever—22% commit further offences. There is a massive reduction. We want to ensure that once people have served their sentences and atoned for the crime they have committed, they can go on to become law-abiding, contributing members of society.

Commons ChamberAs somebody who is passionate about UK security and Britain’s place in the world, I could not hide my deep disappointment yesterday when the new integrated review spelled out a deteriorating global threat picture, but offered no new investment in our conventional forces. We are back here today, however, and I welcome this landmark announcement of ever greater collaboration between three trusted allies. Our political relationship with Washington experienced a bumpy patch post Brexit—I say that as a US-UK dual national—so it is good to see it back where it should be. Indeed, landing AUKUS, the Paris agreement and the Windsor framework shows that statecraft has returned to No. 10.
The procurement programme is for the long term and the first subs will not arrive for another couple of decades, yet the threat picture is deteriorating rapidly. If we are to commit to the Indo-Pacific tilt, does the Minister recognise the urgent need to increase the surface fleet, so that we can meet our responsibilities there?
I am grateful to my right hon. Friend, who is assiduous in his attention to the issue of the deterrent and the nuclear submarine capability in general. His point about the surface fleet is absolutely right. As a relatively new Minister coming into the Department, it has been encouraging to see the approach taken on Type 31—in other words, the choice of a platform that is deliverable, affordable and configurable to a mission. We have to move beyond a situation where exquisite and highly expensive capabilities are not necessarily operating on a particular mission to their full specification, so Type 31s can be reconfigured for anti-piracy missions, war-fighting missions or humanitarian missions. The British people want to see British warships and frigates acting in the national interest abroad in a sustainable and affordable way, and that is the approach we are taking.

Commons ChamberI very much welcome this update and the detail that the Minister has provided. It is not often one can say this in the House, but Britain and our allies are now mobilising in earnest for war. After so much international hesitancy, we are finally, nudged on by the UK, beginning to muster the serious hardware that can make a material difference on the battlefield. But we must move from talking about tactics to strategy. Does he agree that this war is no longer about just Ukraine—it is about a widening threat to the west? Does he agree that Putin is now the single most destabilising force in Europe and that the conflict has entered a more complex and dangerous chapter, with major security implications for our own defence posture, particularly the poor state of our land forces? It is unacceptable that our tank numbers have dropped from 900 two decades ago to just 148 today—that must be reviewed.
I welcome my right hon. Friend’s important contribution. Of course we accept that Putin represents a threat; we said that in the IR. In the actions Putin took in February last year, he made it crystal clear that the rhetoric he had been developing prior to that period had been put into action. It is clear to us that unless we address this threat now, through the support for Ukraine, which is fighting a just war of defence, it is likely that that threat will only grow. On land forces, my right hon. Friend is extremely well acquainted with the future soldier programme to rebuild those armed forces. On a matter of detail, the tank number is not 148—it is 227.

Commons ChamberI am grateful for that clarification, Mr Speaker; it was not in any way a complaint, but a confirmation. I am delighted that we are able to address this matter today. As I was saying, we have the most professional armed forces in the world, but I am afraid that accommodation plays second fiddle to the equipment and the training that we provide them. I ask the Minister what is going to happen in the integrated review, which is due for an update shortly. Will it identify funding to be put in place to make sure we can improve the accommodation? This problem did not happen in the last few days. Reports of heating and boilers not working, let alone the mould that he speaks about, need to be addressed, or the soldiers, sailors and air personnel will vote with their feet and depart the already overstretched armed forces.
The right hon. Gentleman is absolutely right that this is an issue about ensuring retention in the armed forces. He asks about money going in: one positive thing, as I indicated, is the £350 million going in over two years, over and above the budget. However, I do not want to let the contractors off the hook. He is right that there is a backlog of work that needs to take place, and I have talked about the £350 million for that, but one of the most shocking things about this to me, as a new Minister coming in, is that it appears to have come as a surprise to Pinnacle, Amey and VIVO that their IT systems were not properly married up. Service personnel would pick up the phone to report a complaint to Pinnacle, but by the time it got VIVO or Amey, it was not necessarily the right contractor who turned up. That is an IT failure. They are grown-ups entering into a contract—caveat emptor and all that—and they should have known what the situation was and have made arrangements accordingly. As I said before, this is not any old contract. It is a contract to provide accommodation. People need to be sure of their ground before they take on one of these deals, and clearly they were not.

It is a pleasure and honour to respond to this important debate, and I congratulate the hon. Member for Glasgow North East (Mr Sweeney) on securing it. I also thank him for his service. In this country we do not pay tribute often enough to those who put on the uniform and serve their country—perhaps we are shy compared with the Americans—so I am grateful for that. The hon. Gentleman brings a level of expertise and understanding to this debate, which is very welcome.
As the Prime Minister did today during Prime Minister’s questions, I wish to pay tribute to Guardsman Mathew Talbot, who was sadly killed on duty in the Liwonde national park in Malawi, where he had an important role in the counter-poaching efforts in which we are involved. His work was a reflection of the symbiotic relationship that we have with so many Commonwealth countries with which we work, not just on security aspects but on the other detailed challenges that we face, including poaching. This is a very sad moment, and our thoughts and prayers are very much with Mathew’s friends and family. It is a reflection of the bond that we have with nations of the Commonwealth when dealing with modern-day problems.
The hon. Member for Glasgow North East spoke of the history of the Commonwealth countries, and of the bonds that go back to before the East India Company and have matured into something very important that goes beyond trade; it is the strength of trust that we have. It is a relationship that we value very much, to the point that we invite them to work with us—to be in the trenches, on the factory floors and in the diplomatic corridors—and serve together for the greater good, and to stand up to ill across the world.
I look back on my own service. The first sergeant who I came across in the Royal Green Jackets, Sergeant Morrell, was a big, burly character from Fiji. He could do things with a Northern Ireland glove that kept discipline in line in our platoon. It would probably not be allowed nowadays, but it was nevertheless a fantastic introduction to the contribution that the Commonwealth made. Another person in my platoon was from St. Lucia. He was a wonderful character of the same size as Dwayne Johnson, also known as The Rock, who is a big, burly actor in all the movies at the moment. My colleague was his own deterrent: whenever he stood behind me when I had a disagreement, things were somehow resolved very quickly.
It is important that we begin this debate by paying tribute and giving thanks to our Commonwealth friends for what they bring to this country, which is all the more reason why we need to get this particular issue absolutely right. I will answer some of the general questions that were asked and then dive into the detailed matter, if I may.
The hon. Member for Glasgow North East touched on the mental aspect, which is something that is quite important to me. I hope he acknowledges the advancement that we have made on stoicism and the difficulties we have in the armed forces environment of talking about mental health. Our new strategy is about recognising that it is all right to put one’s hand up and say there might be something wrong with one’s mind, as one does if there is something wrong physically; greater prevention in the resilience that we build up in preparing people for the battlefields and theatres of operations in which they might be involved; and better detection, so that we can treat people and get them back to the frontline without their fearing that putting their hand up might affect their career prospects. Although the hon. Gentleman raises this matter, I hope that we have made progress. More work needs to be done, and we look forward to sharing some of the work we have done with the arrival of Mental Health Awareness Week next week.
The hon. Gentleman also spoke of friends and family, which perhaps goes to the heart of this matter. Individuals from the Commonwealth come here with the anticipation that perhaps one day they might wish to bring their families. Questions then arise, because financial challenges are suddenly imposed. I know that one of the reasons people choose to depart the armed forces is the eventual pressures on the family unit, including children at school and spouses. We are working to ensure that the welfare support we provide to people in uniform extends to the wider family support unit, which is so critical.
Hon. Members touched on matters that are not the purview of the Ministry of Defence, which I think is recognised—for example, the Home Office has responded to Windrush. I hope he recognises that I cannot respond to such questions. I will do my best to answer some of them in the time we have. If I cannot, I commit to writing to hon. Members with the details, should that be helpful.
I do not understand why my hon. Friend the Member for Gloucester (Richard Graham) is still on the Back Benches, because the knowledge that he brings to debates is phenomenal, which I hope is recognised. He spoke about his background in Kenya, and I know he also spent a bit of time in the far east—he is a real internationalist. Every time he adds value to these debates, people listen. He made the most important point: this is not just about our armed forces, but applies to anybody who wants to come and work in our NHS or for the police. The very same challenges exist in those arenas. We have to recognise that other Departments will be queuing up to say, “I’ll have some of that too, please, if you don’t mind.” That is the wider context of this debate, so I was very pleased that he raised that point.
The Minister is giving a powerful response, as I would expect. He is right to say that there is a risk of a floodgates argument. Does he agree that people who put their lives on the line in the service of this country are in a special category, which ought to be reflected in the way their visa applications are dealt with?

I would need more detail even to respond to that very broad statement. The analysis done in the MOD, and the analysis that has been done by the Treasury and the Cabinet, says exactly the opposite. As always, I am happy to discuss the hon. Gentleman’s concerns for Devonport; he did not mention Plymouth this time.
Can the Minister provide some assurances about fair terms towards subcontractors? BST Electrical in my constituency fell victim to the Carillion scandal because of Carillion’s obscene 120-day payment terms. Will the Minister assure me that that sort of invidious practice will not continue under Capita?
My hon. Friend’s question gives me licence to confirm that the shadow of Carillion hangs heavy over all Government Departments, if we are fair. Any new contract—with Capita or anyone else—needs to be sufficiently robust that we do not fall foul of some of the problems that Carillion experienced, including through its relationship with small and medium-sized enterprises, which my hon. Friend mentions.

There are 3,000 staff who are paid the national minimum wage, and I will certainly look into the details regarding the cleaners, because there seems to be a discrepancy in the answers she has been given. I will resolve to sort that out for her.
Cyber-security experts at GCHQ in my constituency are at the frontline of our nation’s defences as never before, and although they did not join up for the money, their skills are much in demand in the private sector. Does my right hon. Friend agree that paying our cyber-experts fairly has never been more important to national security?
My hon. Friend raises an important point, which we are looking at in case we require transferable skills from other units. There are two approaches: we can either grow the skill set from the start, or we can outsource and look to working with other companies. When it comes to cyber-security, it is important that we have the talent to allow us to ensure that our cyber offensive and our cyber defensive are very strong. To that end, we need to ensure that we pay people the correct salaries.
