Commons ChamberMy constituents are up in arms about the felling of trees and vegetation to make way for HS2 during the nesting season. Will my hon. Friend confirm the Government’s commitment to biodiversity net gain for new developments?
That is absolutely the case. My right hon. Friend spoke to me this morning about this issue. I will follow up on it, because when major infrastructure projects go ahead, it is important that people should have confidence, and while some vegetation might need to be removed, HS2 is supposed to be planting at least 5 million trees. We will make sure that it does so.

Commons ChamberSheffield City Council could start by stopping cutting down trees, which is not good for the environment and costs money. However, it is making good progress with its plan, and it is considering introducing a charging clean air zone—of course, it has had the power to do that since 2000. It is being funded by DEFRA to make sure it gets on with its plan—it will be able to bid for further funding, but it is being given the funding it needs to do that.
The Government are rightly tackling air pollution, but the proposed diesel ban is having the unintended consequence that people are hanging on to their older, more polluting diesel vehicles rather than investing in the new, cleaner generation of Euro 6 standard models. Will the Minister commend cities such as Birmingham for proposing a distinction between the newer and older models in their low emissions zones, and will she urge London to do the same?
My right hon. Friend is right. It has been a pleasure to work with Birmingham City Council, which is making reasonable progress on producing its plan. There is no doubt that “dieselgate” had a massive impact on people’s willingness to do what the Government were recommending, so it has not had the intended consequences. We will continue to work with car manufacturers, and the Chancellor has changed vehicle excise duty to ensure that people are incentivised to buy the cleanest possible vehicles.

Commons ChamberMy right hon. Friend the Secretary of State is exceptionally passionate about trees; I think the hon. Gentleman will find that the Secretary of State’s constituency has the highest concentration of trees in the country. This issue is not always straightforward. I was at the planting of the first Lowther park estate, where 230,000 trees are due to be planted, and there is more happening up on Doddington moor. Through things such as the woodland creation grant and the creation unit, we will continue to work to get more parts of the country planting quickly.
Mr Speaker, I am sure that in your constituency and mine there will be a lot of tree planting to replace the trees that have to be felled for the construction of High Speed 2. I welcome the Minister back to her role. Will she give serious consideration to the proposal for a new national park at the heart of the west midlands conurbation, so that the biodiversity lost can be offset at scale?
The Department for Transport has already issued a grant so that tree planting can start, so that is already under way. Julian Glover is undertaking a review of national parks and we want to understand the future perspective. I am sure that my right hon. Friend’s application will be considered carefully.

Commons ChamberLet us be clear: the people who drop litter are litter louts. I reiterate my phrase, “Don’t be a tosser!” because it does not help society to drop litter anywhere and everywhere. Let us get real about how we need to tackle that. I commend the work that Keep Britain Tidy does in encouraging litter collections. However, the hon. Lady is right: we need to sort this issue out in the first place. That is why DRS is being considered very carefully as part of our resources waste strategy.
On International Women’s Day, I would like to be a bit more consensual and ask the Minister to applaud the campaign by our female colleagues to give up plastics for Lent and the Church of England’s initiative on practical suggestions for something that we can do on every one of the 40 days. Has the Minister given up something plastic for Lent? Will she join us in writing to manufacturers for whom there is no alternative to plastic to encourage them to find a sustainable solution?

Commons ChamberI represent a car-manufacturing constituency. Will the Minister acknowledge that the UK car industry has made significant contributions through its investment in low emission cars, which is a key part of the strategy to improve air quality?
My right hon. Friend is absolutely right that we have been investing in improving and cleaning up transport infrastructure. We have introduced legislation to require the deployment of far more electric charging points. I am pleased that the money we are investing is helping to clean up buses, which is key to improving air quality, particularly in urban centres.

Commons ChamberThis matter is devolved in Northern Ireland. We are issuing new guidance with the Department for Communities and Local Government to try to clarify what councils should and should not be charging when people want to use the recycling centre. I know that councils want to do the right thing. Some £800 million is spent every year on tackling litter and fly-tipping, which is why we want to work with councils and the Environment Agency to make improvements.
The Warwickshire NFU convened a roundtable on this matter last month after a terrible spate of fly-tipping. It has two asks of the Minister: can we provide more briefing for magistrates so that fines are proportionate to the crime; and can we extend fixed penalty notices to the statutory duty of care for the disposal of waste on households?

Commons ChamberAs I outlined to my hon. Friend the Member for Mid Derbyshire (Pauline Latham) earlier, we are working carefully on the proposals and we hope to publish a consultation in due course.
Further to the question from my hon. Friend the Member for Aldridge-Brownhills (Wendy Morton), we in the west midlands are seeing a terrible spate of fly-tipping on a commercial scale, including of hospital waste and household waste. May I ask the Minister seriously to help the farmers with the costs of deterring these serious criminals from dumping such hazards on their land?
I thank my right hon. Friend for that question. We know that fly-tipping is a particular problem at the moment, which is why the Environment Agency is working with councils and with farmers to try to prevent waste from being dumped in the first place. We will continue to pursue waste crime as an urgent priority. People who despoil our countryside and our streets deserve to be sentenced to the full, but we need the evidence to do that, which is why sometimes these things can take time to develop.

Commons ChamberWe recognise the important role that forestry plays in the United Kingdom as a carbon sink. In 2015, forestry contributed an annual emissions reduction of 17.5 million tonnes of carbon dioxide to our carbon reduction targets.
During last week’s Storm Doris, many trees were felled by the force of nature, and we could see that many of them were diseased. What is the Department doing to ensure that threats to tree health are factored into the carbon reduction strategy?
The Government take tree health extremely seriously. That is why we promote biosecurity internationally, at UK borders and inland to ensure that pest and disease risks are effectively managed, so that we can continue to actively manage our woodlands and forests and contribute to the carbon reduction targets.

Commons ChamberThe hon. Gentleman will be aware that his own council carried out an environmental impact assessment, which it considered when looking at that particular planning application. As he will also be aware, my right hon. Friend the Minister of State, Department for Transport, is committed to looking further at what can be done, and I am sure that he is making progress with that.
Does the Minister agree that British businesses have made great strides in recent years in producing technologies that enable us to improve air quality, such as the taxis that now run in Birmingham on liquefied petroleum gas and the adaptation of buses that have significantly cleaned up the air in Oxford Street?
I agree with my right hon. Friend. Her vast experience in this area is added to by her local knowledge of the city of Birmingham and the support going on there. This Government made a substantial transport settlement with the previous Mayor of London, my right hon. Friend the Member for Uxbridge and South Ruislip (Boris Johnson), and I know that air pollution has improved on Oxford Street over the past year, which is thanks specifically to the grants that were provided.

It is an interesting idea. The hon. Lady will probably realise that I am not into legislating for every outcome, although I recognise that that might be her approach. However, the idea could be established as good practice. As we know, companies recognise that they miss out on talent when they do not provide those kinds of initiatives. If the businesses that are, dare I say it, more forward-thinking have not heard that idea before, I am sure it will ring out from the Chamber today. I am also sure that it will be mentioned to Mars when she next visits that company. It is a good idea.
In compiling our report, we looked at child care policy. I do not have children, so I do not pretend to have the same experience as others, but when I was working in the private sector I managed a team of 24 people at one stage. I think I am right in saying that 16 of those were women working part time and balancing other responsibilities. I often found that people who worked part time were the most diligent employees, partly because they valued the fact that they had a reasonably well-paid job that was part time and partly because they were very organised. I will not pretend that we came to a unanimous view on child care, but we encouraged the Government to bring forward the tax-free child care policy. The Budget is on 19 March. I will be astonished if the policy makes an early entry, but nevertheless we can say with confidence that next year we will have a new policy that will be very welcome indeed.
As for other aspects of our report, we wanted to extend the work of Lord Davies to include public sector and professional services. I thank my noble friend Viscount Younger—my hon. Friend the Member for Brentford and Isleworth and I were fortunate to go to present some recommendations from our report to the Professional Business Services Council, and I am conscious that Viscount Younger is keen to do something about this issue with the professional services.
More young women than young men are currently entering the legal profession—I think that these data are widely known publicly—but at the moment a man is nine times more likely to become a partner than a woman. I am sure that that will change naturally anyway—I would not expect people who have joined a law firm in the past few years to be partners by now, as that takes time—but I would like to raise the consciousness of the professional services on that, as something needs to be done. In accountancy firms it is about three times more likely at the moment that a man will become a partner than a woman. There is work to be done there.
Lord Davies has also focused significantly on non-executive directors. I know that the Government are looking at what more they can do on that issue. Although I am confident that we will reach the 25% target for board directors by next year, we need to continue working on the percentage of executives.
Another key aspect that we asked the Government to focus on was improving careers advice for girls, particularly in science, technology, engineering and mathematics, or STEM. I was pleased to see that 40% of STEM ambassadors are women. I note the comments of my right hon. Friend the Member for Meriden about maths being a key enabling subject for engineering. Interestingly, I have had quite a debate with the Minister for Universities and Science, my right hon. Friend the Member for Havant (Mr Willetts), on that matter. I am astonished that people can get on to engineering degrees without A-level physics. But my discussion with him on the issue was enlightening, and I recognise that quite a lot of young women who do triple science A-level tend to take biology, chemistry and maths, and do not focus on physics.
Last week we saw the Chancellor of Germany, Angela Merkel, during her visit here. She has a PhD in physics. She is an experienced politician and a clever lady, who did the hard sciences, as Mr Speaker pointed out. I recognise there is an issue with women taking physics, but I believe that people who can achieve grade A at maths, chemistry and biology are probably just as capable of achieving at physics. If there is some way in which we can do a physics catch-up course to get more women into engineering who might not have been successful at getting on to their first choice degree course, that will be welcome. After my initial reservations, I encouraged my right hon. Friend the Minister for Universities and Sciences to progress those kinds of schemes.
My hon. Friend might find it interesting to learn that a lot of university engineering courses require maths and further maths. That combination is putting off quite a lot of aspirant engineers. They might well have physics but perhaps do not have the double maths A-level. It is important to put that on the record.
I thank my right hon. Friend for making that point—I was not aware of that. I could spend another 20 minutes talking about what has happened to A-levels. Sadly, almost all worthy undergraduate degrees in science and engineering have stretched to four years now, partly because the curriculum covered at A-level is not as broad as it used to be. I am not saying, by the way, that that is necessarily a bad thing, but so far those four-year courses are how universities seem to have reacted to the fact that now such breadth of knowledge is not covered by the time people are 18.
I acknowledge what my right hon. Friend has said and I hope that my hon. Friend the Minister will pass on to my right hon. Friend the Minister for Universities and Sciences those thoughts on that barrier to becoming an engineer. Unless it is specifically connected to a curriculum issue, it seems a bit arbitrary.
I have skipped forward in my speech somewhat. I appreciate I have been talking for some time, Mr Robertson, but I would like to cover a few more issues. When I have discussed some of them in the past, I have been accused of being a bit nutty and thinking people are sexist. One thing we talk about in the report is implementing training about unconscious bias. That is simply a way of challenging people about their instinctive bias. We all have it, by the way: nobody can say that they are not biased at all. Training on unconscious bias is a sense check for people, so that when they are recruiting or promoting, or are discussing talent, they are not simply looking for people who are like themselves. It stops the mini-me syndrome that is evident.
I will in one moment. One of the most interesting witnesses we talked to was from British Aerospace. That company has taken unconscious bias training to quite a new level. All managers are trained in it. When it has talent reviews, it makes sure that women are represented. Indeed, with recruitment and promotion it ensures that there is at least one woman on the panel of interviewers and one on the panel of interviewees. British Aerospace has seen a significant change in its recruitment and promotion and believes that its business is better as a consequence. I pay tribute to British Aerospace for that approach.
My hon. Friend is being generous in taking a further intervention. Does she agree that we ought to lead by example? Parliamentarians should have unconscious bias training, and perhaps a good time to do that is during the induction programme for new MPs. In particular, new male MPs who come from a male-dominated profession would benefit hugely from unconscious bias training.

Commons ChamberFirst, we ought to record with gratitude the effort that the public make to help with recycling rates. I am sure that the hon. Gentleman would accept that it is not right to take a one-size-fits-all approach and that it is up to local authorities to decide the best collection service for their area. I fully support the scheme being introduced by my right hon. Friend the Secretary of State for Communities and Local Government because it is conditional on environmental benefits as well as giving increased value for money for the taxpayer.
3. What steps she is taking to encourage young people to take up learning and vocational training opportunities in the countryside and farming sector.
I am delighted that so many colleagues are keen to ask about this important issue. Improving skills and creating learning opportunities is an essential part of delivering growth in farming, rural areas and food businesses. To that end, earlier in the summer, my right hon. Friend the Minister of State, Department for Environment, Food and Rural Affairs, announced 50,000 new apprenticeships, mainly associated with agriculture and the food industry. In addition, we are working closely with colleagues at the Departments for Education and for Business, Innovation and Skills to make sure that rural areas benefit from the additional £250 million that the Government are investing in adult apprenticeships.
I thank my right hon. Friend for that answer. Will she encourage her Ministers to work with people such as those at the Suffolk Agricultural Association, who hold annual school days for children, to ensure that they are involved in encouraging the take-up of apprenticeships when people leave school?
I have absolutely no hesitation in endorsing that scheme in Suffolk. Obviously, we would like to see that example of best practice replicated elsewhere.

Commons ChamberAs I have said before, what came over very strongly at the G20 from the Agriculture Ministers of the world’s richest nations was the responsibility we have not only to grow more food sustainably but to aid developing countries to grow more food sustainably themselves. We have good relationships with all our stakeholders and key non-governmental organisations—I would count Oxfam as one of them—and with our DFID colleagues in order to make sure we play our part.

The Minister has already given a response on the inshore fishing consultation, but will he give my under-10-metres fishermen the assurance that all the responses will be carefully considered, including concerns about the suggested structure and the fact that there will still be people with quotas who no longer fish and have not done so for many years?

There were perverse incentives in the regime in place under the previous Government. As I have mentioned, LATS actually deterred the collection and recycling of business waste, so their abolition, which was a coalition agreement commitment, will re-incentivise councils to collect and recycle more business waste. We want to help to make it easier for small and medium-sized enterprises, in particular, to benefit.
In contrast to Cumbria’s recycling rate of 37%, Suffolk’s is more than 60%, no doubt helped by regular weekly food waste collections. We are also giving planning permission for anaerobic digestion. Will the Secretary of State work with me to ensure that the Department of Energy and Climate Change gets through those issues so that more such facilities are available across the country?
It is right to applaud householders and the way they have actively become involved in trying to increase recycling rates. That is what people want to do, and the Government’s job is to make it easier for them, including through food waste collections if that is what local people want. I have already said that we will support authorities that do that and I will work with DECC to make that easier.

Commons ChamberAs I said clearly, the representation on the independent panel will be broad, with as wide a range of views as possible of those who have an interest in our forests and woodlands.
My right hon. Friend is aware that I have three forests in my constituency—Rendlesham, Dunwich and Tunstall—and I held a public meeting last Friday. People there will welcome the announcement that she has made today, particularly those who are concerned about access. I am encouraging those people to join bodies such as the Suffolk Wildlife Trust and Friends of Sandlings Forest, but a particular point came up about access. Horse riders, carriage drivers and cyclists are slightly concerned that some of the organisations that my right hon. Friend mentions are closing access now, supposedly to protect biodiversity, wildlife and so on. Will she bring that to the attention of the panel when it meets?
I would be delighted to bring those concerns to the panel. I know that my hon. Friend has met large numbers of people in her constituency and approached the whole issue with great diligence. I think she would therefore acknowledge that there are some important questions to resolve, and tensions between different access groups. This is precisely one of the aspects that I will ask the independent panel to look at.

There is also a pesticides inspectorate, but whether the Environment Agency or some other DEFRA agency is the appropriate body, I will take up his specific question.
