The House may not know that only 7% of schoolchildren in Northern Ireland can be said to be attending an integrated school, which we would like to see change. The period over which Fresh Start funding was released would have ended at the end of March 2025, so we have repurposed £150 million of that funding to provide additional flexibility to the Northern Ireland Executive in respect of that funding stream and schools.
We are determined to see more parents given the opportunity to choose integrated education for their children as a vital part of the process of reconciliation. I, for one, am especially committed to it as someone who proudly attends a Baptist church, where for many years I worshipped with a Roman Catholic lady and had no idea. We should help Northern Ireland move to a point where denomination is a small matter and where people move forward together.

An important item in the in-tray of the newly re-formed Executive is early years education and childcare. Thanks to the actions of this Government, we now have more generous entitlement to free childcare in England and Northern Ireland. Will he discuss with the Executive how Northern Ireland might be levelled up on childcare, including by using revenue-raising measures?

My right hon. Friend is absolutely right to raise this issue and I am grateful to her for putting it on the agenda. Certainly we will engage with the Executive on this point. She is right to mention revenue raising. It is a fact that the Executive need to both transform public services and improve revenue raising, so that everything in Northern Ireland can be delivered on a sustainable basis.

Mr Speaker, I could give a lengthy answer to the hon. Lady’s question, which would try your patience, so I will just return to her final question on what is being done for public sector workers. We are absolutely seized, as we have said previously, of the need to ensure that public sector workers have a pay rise. That is why a very substantial sum is in the package on the table for the parties. None the less, we are absolutely clear that, on this issue, as across a wide field of others about which I am sure we will hear in the course of these questions, Northern Ireland needs devolved Government to take the relevant decisions in Northern Ireland, and on that there is consensus across the House.

The Government’s package to support people with the cost of living amounts to about £94 billion over two years. It is one of the most comprehensive in Europe. Can my right hon. Friend assure the House that people in Northern Ireland, as an integral part of our United Kingdom, have had full access to those cost of living support measures?

My right hon. Friend is absolutely right. The extent of Government support for Northern Ireland households was unprecedented. It included the energy price guarantee on electricity and gas bills; £600 in payments comprising £400 for energy bill support scheme payments, plus £200 to recognise the widespread use of home heating oil; and targeted support for the most vulnerable households, some of which I have already touched on. She is right that we are determined to ensure that Northern Ireland feels the benefits of being in the Union of this United Kingdom.

As keen as I am to keep abreast of the hon. Gentleman’s thoughts, I was not aware of his particular insights on that occasion. Of course, we continue to work with the universities and the Northern Ireland civil service, and I am keen to work with him on the success of those universities. What we need above all, of course, is for an Executive to return so that we can work through some of the issues before us.

Staff and students at Queen’s University Belfast are doing some incredibly impressive work on cyber-security. What can Ministers do to ensure that that expertise is deployed to make us a more cyber-resilient nation?

I am most grateful to my right hon. Friend. I had the pleasure of visiting the national Centre for Secure Information Technologies, and I had a particularly interesting time testing some of its systems—I do not think I should comment any further on that particular experience. We are always keen to promote its work, and I am grateful to her for giving me the opportunity to say on the record that it does a fantastic job. Together with the National Cyber Security Centre, I am sure it will continue to promote cyber-security in the UK and, indeed, abroad.

The hon. Gentleman has presented me with information about which I was not aware beforehand. I am certainly happy to look at what has been said, but what I would say to him is that my right hon. Friend the Prime Minister did the deal that no one said could be done. That has transformed the relationship with the European Union, and I am therefore confident that we will be able to deliver a deal on veterinary medicines. As we sometimes say, I do not recognise the information that the hon. Gentleman has presented. It is new to me, and I shall be glad to look at it, but we will certainly have to deliver a deal.

The Ulster Farmers Union estimates that 1,700 veterinary medicines could be withdrawn from the market in Northern Ireland unless the Windsor framework is fixed. I urge the Minister to do that.

Certainly. My right hon. Friend makes her point with great clarity. Of course, having made it on an occasion such as this, it has been heard by a wide range of Ministers, and I am confident that we will be able to redouble our efforts to deliver what we need on veterinary medicines.

On the proposal for dual regulation, that was not what constituent businesses in Northern Ireland wanted. At some point, even unrelenting figures such as myself do need to compromise and give the voters what they want. I recognise that compromise is extremely difficult. We are in a position where we have an opportunity to move forward together. The right hon. Gentleman knows, as I do, that the manufacturing of most of the kinds of goods to which he is referring is done to international standards. So given all the circumstances, this is a reasonable compromise for Northern Ireland.

The Northern Ireland economy has the ingredients required for economic success: exceptional talent, creativity, innovation and a healthy spirit of private sector entrepreneurship. Last week, the Secretary of State was delighted to visit the United States, and next week I will be visiting the USA and Canada to promote the excellent investment opportunities in Northern Ireland. We are, of course, also planning an investment summit.

One way to attract foreign direct investment is by creating the right regulatory climate. The Minister has been a strong advocate for post-Brexit regulatory reform to make our rules more competitive, targeted, agile and modern. So when does he think we will get to the position where we can do that in Northern Ireland, in the same way that Brexit allows us to do it in Great Britain?

My right hon. Friend and I have walked a long way in these various battles together and she knows very well what she asks me. On goods, we have to make sure that we can keep open an infrastructure-free north-south border, but the unique position of Northern Ireland is that on services regulation it will be subject to UK law and UK trade agreements. So where we have comparative advantage, particularly in Northern Ireland on issues such as fintech, we will be subject to UK law and UK regulation and have access to global markets through the kind of trade agreements and services that it is in all of our interests to strike, in order to serve the comparative advantage of the whole UK. This is the unique opportunity now facing Northern Ireland, and I want us all to seize it in every way we can.

I am delighted to hear the right hon. Gentleman confirm that the Lib Dems will continue to take a bipartisan approach. He makes fair points about a potential new IMC. This is an urgent matter for Northern Ireland’s political parties to consider, but I agree that the input and thoughts of the Irish Government and contacts in Washington could also be helpful.

I join other Members who have welcomed the remarks of the hon. Member for Gedling (Vernon Coaker), particularly because I remember the necessity, as a young officer, of checking under my car for explosives every time I used it. Will the Secretary of State join me in regarding with the utmost horror the now well-known comments made by the shadow Chancellor, which in particular endorsed armed struggle, bombs and bullets?

I condemn those comments and hope the shadow Chancellor has changed his views. I have no doubt he will be questioned on that in days to come.

Wycombe air park will be subject to various security requirements in connection with the Olympics. I learned this week that those arrangements will threaten the survival of Booker gliding club. Will the Minister meet me to try to find a way forward for that valued resource?

I am happy to meet my hon. Friend to discuss this important issue. We are very much aware of concerns about the imposition of airspace restrictions in relation to the Olympics. We believe that restrictions are essential to maintain security for such an important event, but we are always prepared to consider refinements to see whether we can respond to concerns expressed.
