It is important to note that, as a result of increased diagnosis and testing, we have been able to establish with greater certainty the number of prisoners who are symptomatic or asymptomatic. We were not able to do that in the first wave, so the true numbers of covid sufferers were probably not clear to us; they are much clearer now. With regard to vaccination, it is important that we prioritise those who are the most vulnerable and at risk of death or serious illness. That is why, as with the rest of the population, we will be inoculating the older part of the population and those who are vulnerable. That will inevitably include staff, on whom I place a very high premium, and some prisoners. We will continue to work with Public Health England and Public Health Wales to ensure that we bear down on covid in our prisons.

Some very impressive work is done by the charitable sector in supporting ex-offenders to deal with addiction problems. Will the Lord Chancellor ensure that his Department takes very seriously the importance of rehabilitation of offenders by enabling them to leave the substance abuse problems behind them, in the past?

I am grateful to the hon. Gentleman. He knows that there is already an agreement between my Department and Greater Manchester to devolve more powers and to work on a commissioning basis, to allow the authority to commission the sort of services that he and his residents want to see. I am extremely driven towards that model, and I am working with PCCs across the country to help deliver that flexibility.

It is deeply worrying that young men from the black community are disproportionately likely to end up in the criminal justice system. Will the Secretary of State encourage the probation service to engage intensively with that cohort so that we can ensure that all offenders have the chance to move on from their past mistakes and make a success of their lives, whatever their background?

My right hon. Friend raises an important point. She will be glad to know that a lot of work is being done to improve the training of probation officers, particularly as regards the preparation of pre-sentence reports, which are vital documents for judges and magistrates to make decisions—in other words, to be more informed about black and minority ethnic issues, the services that might be available and the alternative ways of dealing with matters for members of that community. I would also make the point that, when it comes to the delivery of services, we are extremely privileged to have higher than average BAME representation among the probation workforce, which is a really good example to the rest of our community. However, it is about more than just getting people; it is about getting that ethos right and making sure people understand the alternatives that are available.

I pay tribute to the hon. Lady for the work that she has done on this issue in the past. She is absolutely right to talk about the input of the Department for Education. I was delighted that the House overwhelmingly passed the new regulations on personal, social, health and economic education, because they deal with relationships properly, and will help young people to understand at an early age what that means and what their responsibilities are. I will continue to have conversations with colleagues in the DFE, and also, importantly, to ensure that the myth-busting that is already being delivered by judges and prosecutors in Crown court trials continues, so that jurors—along with everyone else who is involved in the system—do not have outdated misconceptions about these appalling crimes.

12. Millions of people in this country carry smartphones, which collect a huge amount of information on their activities. Will the Government take urgent action to ensure that the criminal justice system gets better at analysing that information? Otherwise, we will see many more collapses of trials.

My right hon. Friend is right to raise this issue. She will be glad to know that, as part of the work that my right hon. and learned Friend the Attorney General and I have done to publish a new report on disclosure, I will be chairing a tech summit in June to deal precisely with how we can make artificial intelligence work to help with the huge challenge of trawling through that sort of data.

This Government do not support amnesties for terrorists, and we oppose the legislation put forward by the previous Government which would have amounted to an effective amnesty.

On the prevention and detection of crime, does my right hon. Friend share the shock of many of us that the Executive seem to have interfered in the Downey case and others and in the actions of the police and the prosecution? Will she assure me that it will not be the policy of this Government to blur the lines between the Executive and the judicial process in an unacceptable way?

Quite an ingenious effort, but I would remind the Secretary of State that the question is about the National Crime Agency.

I am grateful to my hon. Friend for his question. He and many of his colleagues in the House have fought a hard campaign for redoubling, and I am delighted that the coalition can deliver that. In addition, the introduction of intercity express programme trains should lead to reductions in journey times and to frequent services, which will benefit the economy in his constituency and surrounding areas.

My right hon. Friend will know that local businesses, local MPs—including me—and the local authority in Swindon would like to see the development of a branch station on the Kemble line at Sparcells. What advice and encouragement can she give to me and to local agencies on the development of that station?

My hon. Friend has also fought a hard campaign to improve rail services in his area. My advice in respect of that project would be to continue to engage closely with the local authority, which has the leading role in taking forward and funding such projects, and to engage closely with Network Rail and the train operator to see what might be logistically feasible to consider in the future.

T5. Can the Minister give us a likely date for the decision on electrification of the Great Western line to Swindon and beyond?

[Mrs Villiers]

My hon. Friend is a staunch campaigner for further electrification. We have already announced electrification of the lines to Oxford, Newbury and Didcot, and we will shortly announce what further electrification of the Great Western line can be achieved in co-ordination with the linked inter-city express programme.
