Commons ChamberThe Government’s position on this is clear, and we are united in delivering our long-term economic plan to ensure that we deliver economic stability for Northern Ireland. I hope that the hon. Gentleman will welcome confirmation in the Assembly only this week that 80,000 people are working in manufacturing in Northern Ireland—more than at any point since Labour crashed the economy in 2008.
Just this morning the Northern Ireland Affairs Committee began an inquiry into the energy sector, in particular the electricity sector, in Northern Ireland, and high energy costs are a problem for the manufacturing sector. No doubt we will speak to the Secretary of State, or perhaps a Minister, about that issue, but does she have any initial thoughts on that problem?
I gather that my hon. Friend has been having lively discussions in his Committee on these matters, including on issues relating to the super-connector. It is important that those issues are resolved, so that everything possible can be done to keep energy costs low in Northern Ireland. The UK Government have taken action to support high-energy industries, saving them around £400 million over this Parliament, including exemptions from certain EU obligations.

Commons ChamberI agree with the hon. Gentleman that a skilled workforce is crucial for attracting inward investment. Northern Ireland has an excellent workforce, with many highly-skilled individuals, but there is always more that can be done. The UK Government have invested significantly in apprenticeships, which is reflected in Barnett consequentials to the block grant. I know that apprenticeships are also something the Northern Ireland Executive take very seriously, and they are delivering many of them.
Does the Secretary of State agree that airport connectivity is a vital tool in attracting inward investment? Given that Dublin has announced that it will be increasing its airport capacity by 2020, is it not time Her Majesty’s Government took a decision on airport capacity in the south-east of England?
Yes, the Government will be making a decision on the expansion of airport capacity in the south-east in due course. We are clear that new capacity is needed and that a decision will be made shortly.

Commons ChamberThe NCA takes its duty to seize criminal assets very seriously. In that work, it will be assisted by the new joint agency taskforce on cross-jurisdictional crime, which will be established from April. It will consist not only of the NCA, Border Force, the immigration service and HMRC, but of the Irish Revenue Commissioners and the Criminal Assets Bureau. That will significantly enhance the excellent efforts already being made in Northern Ireland on these matters under the Organised Crime Task Force.
Fuel laundering and smuggling is part of organised crime. What recent assessment has my right hon. Friend made of the fuel marker that has recently been introduced, and is she convinced that it will be effective enough?
The fuel marker Accutrace was introduced in April 2015. A six-month report on its use was deposited in the Library of the House in November. The review suggests that the new marker is having a very positive effect. It is too early to say whether the reductions are sustained and to establish causality, but the results are positive so far.

Commons ChamberThe Conservative party is a strong supporter of devolution. Previous agreements with the Northern Ireland Executive make it clear that we are open to considering the devolution of further tax powers, but the Executive’s highest priority is the devolution of corporation tax, which we hope to press ahead with as soon as the Stormont House agreement conditions on financial sustainability are met.
The petition of concern advice in the fresh start agreement is not compulsory or binding on all parties, but does the Secretary of State agree that adherence to it will be important in enabling the Assembly to function properly and set a budget in a timely manner next year?
My hon. Friend puts his points well. I agree that it is important that petitions of concern are focused on those matters for which they were devised—where individual parts of the community need to be protected on equalities issues—and I believe that the protocol agreed under the fresh start agreement will help to focus them on matters for which they were always intended.

Obviously, he has also had considerable time during this discussion to make a number of useful points.

Commons ChamberExperience leads me to agree with the hon. Gentleman that implementation is key, and that reaching an agreement is just the start of a broader process. However, I warmly thank him for his support for this agreement and the Stormont House agreement. I also agree with him that a strategy to end paramilitarism in Northern Ireland must include programmes for young people to ensure that they are not drawn into activity of this kind. We had some constructive discussions about that during the talks, and I am sure that it will form part of the strategy foreseen in the agreement.
The hon. Gentleman asked about the task force, the surge in criminal activity, and the cross-border work. That work will be based on structures that already exist, but it will involve renewed vigour and activity, and there will be £25 million of additional funding to support action against paramilitarism. The UK Government are determined to do all that we can to work with the devolved bodies, the Minister of Justice and, of course, the Irish Government and the relevant agencies there. The PSNI and the Garda are working together, which is crucial. They do tremendously effective work now, and I am sure that the existing levels of co-operation will rise still further in the future. I agree with the hon. Gentleman that progress on matters relating to flags and parades is urgently needed. One of the aspects of the agreement that I welcome most is the fact that it allows that progress to be made.
I share the hon. Gentleman’s disappointment that we were unable to reach a conclusion on the legacy issue. However, we did make progress on, for example, the role of the implementation and reconciliation group and its relationship with the other legacy bodies, and on a number of aspects relating to how the Historical Investigations Unit will work and the devolution of responsibility between the HIU and its director. I think that we made significant improvements to how proposed draft clauses might work by clarifying the role of the Department of Justice. We had many discussions on national security. We did not manage to find a solution to that to which everyone could sign up, but I am sure that the shadow Secretary of State will agree it is crucial that we ensure that we do nothing to jeopardise national security.
I agree that an important way forward from now on is to meet victims groups, and I will be doing that soon. I also hope that I will be able to meet the victims commissioner soon to discuss the best way forward because we need to find a way to get these bodies set up.
I welcome the shadow Secretary of State’s indication that he will not be opposing welfare reform. He is right to state that it is crucial that we do all we can to promote jobs and prosperity in Northern Ireland. A crucial way to do that is to ensure that the Executive have sound public finances. There have been many illustrations in recent years of the hugely negative effects Governments face if they cannot make their budgets add up, so getting the Executive’s budget on a sustainable basis and ensuring that it is delivering effective government for Northern Ireland is a crucial way to deliver the prosperity agenda, which is so important for Northern Ireland’s successful future.
I congratulate the Secretary of State on her achievement in bringing the parties to an agreement. I know that she has put an enormous amount of time, effort and indeed patience into the negotiations. In her statement, she referred to the importance of ensuring that young people do not get drawn into paramilitary activity. Does she agree that one way in which we can try to help with that is through improving and increasing integrated education? I understand that some funds were made available in the Stormont House agreement for those purposes and that there are projects waiting to start. Does she think that, with this agreement, that funding will now be available for those projects?
I thank my hon. Friend for his kind words. He is right that integrated education is a crucial means to address sectarian division in Northern Ireland, as is shared education. There are funds available in the £2 billion Stormont House agreement package, which will now be released. We are contributing to a £60 million programme to promote confidence-building measures to see the interface barriers, or so-called peace walls, taken down. That is another way to bring communities together, which is a key part of ensuring that paramilitary groups disband once and for all and are no longer part of Northern Ireland’s present day.

Commons ChamberI agree with the shadow Secretary of State that trust between political parties is crucial in making progress in Northern Ireland and crucial to the effective functioning of devolved government. I wholeheartedly agree that belief in the rule of law and support for that concept is crucial in Northern Ireland, just as it is everywhere else in our country. Like the hon. Gentleman, I believe that the PSNI does a hugely important job in tackling not just the terrorism of the dissident republicans, but the criminality from the groupings about which I have been speaking today.
In relation to the case of Kevin McGuigan, the assessment confirms that the view of the two organisations, the PSNI and MI5, which compiled the report, is that the Chief Constable’s statement in August remains valid, so the situation in relation to the Kevin McGuigan case continues to be as set out by the PSNI in August.
On the question of access by the panel to classified and sensitive intelligence, yes, members of the panel were shown classified material and they had access to individuals from MI5 and the PSNI to challenge them on the process by which the assessment and the report had been compiled.
The shadow Secretary of State asked whether I believe the assessment can provide a basis to move forward. Yes, I do. As I said in my statement, I do not for a moment say that it answers all the questions in relation to paramilitary organisations. There is now a pressing need in the talks for the parties together to establish what is the best way to grapple with the continuing problems associated with the existence of paramilitary organisations, but I hope the publication of the assessment will inform the decisions that will need to be made in the coming days by the leaders of Northern Ireland.
In response to the question about my discussions on these matters, I have had extensive discussions with the five main parties in Northern Ireland and with the Irish Government as part of the talks process and beyond that. On the hon. Gentleman’s question about the establishment of the Loyalist Community Council, I welcome initiatives designed to move groups away from criminality, but this initiative must be judged on its results.
I echo the shadow Secretary of State. It is correct to highlight the conclusion in the assessment that none of the groups under consideration is planning terrorist attacks. He referred to the role these groups might have played in the transition of their members from a violent past to a peaceful future. I acknowledge that the picture is mixed, but there are some aspects of the assessment that are not completely negative.
That covers most of the hon. Gentleman’s questions. I close by saying that I agree with him that it is unacceptable for individuals, whether they are in paramilitary organisations or not, to be involved in disgraceful activity such as the fuel laundering and smuggling that I outlined today.
The report makes for depressing reading in some ways. Has the Secretary of State had the chance to assess whether any of the money from the fuel smuggling, extortion and so forth finds its way into the political process? Does she agree that the work of these criminals is no reason to bring the institutions down, provided that the police and the other agencies have sufficient resources to track these people down and stamp out their poisonous activities? Are sufficient resources going to these agencies so that they can do exactly that?
Yes, in some ways the assessment makes for depressing reading but, as I said to the hon. Member for Gedling (Vernon Coaker), the assessment is that the statement of the Chief Constable remains valid. He emphasised in that statement that the criminality appears to be by members for personal gain and to pursue personal agendas, so there is no evidence of funds being diverted for political purposes. On police resources, it is important that the police have the resources they need to tackle criminality and terrorism. That is one of the reasons why the UK Government have provided additional security funding, and it is why we need to resolve the budget questions around the Northern Ireland Executive and implement welfare reform so that it has resources for its priorities, such as policing.

Commons ChamberIt is important for us to recognise the reasons why we have got to where we are on this. I do recognise that Sinn Féin’s change of mind on welfare reform has played an important part in destabilising relations between parties. One cannot have a coalition that works effectively if it is incapable of delivering a workable budget.
In answer to the right hon. Gentleman’s last questions, of course I will continue to engage with his party and others to discuss how we ensure that we have an effective talks process in which all parties can engage with enthusiasm and determination.
The Secretary of State said that she was very reluctant to reintroduce direct rule, and rightly so. I speak as somebody who led for the Conservative party for a number of years when major decisions on Northern Ireland were taken upstairs in a small room with very few Members of Parliament present, even fewer Members from Northern Ireland present, and nobody from the Assembly able to influence the affairs of Northern Ireland. Has she been able to put it to those taking part in the talks that the very stark choice is that either we make the institutions work or we go back to that very unsatisfactory way of governing Northern Ireland?
I firmly believe that no one wants to wind back the clock and go back to direct rule. As I have said, there are difficulties and frustrations with power-sharing and inclusive government, but it is hugely preferable to direct rule. That is one of the reasons why the Government are determined to work as hard as we possibly can with Northern Ireland’s leaders to find a way through to ensure that the Executive and the institutions can continue to work effectively to deliver on their priorities for the people of Northern Ireland.

Commons ChamberI thank the shadow Minister for his support. Let me deal with his questions.
In relation to the existence of the provisional IRA, my assessment is the same as that of the Chief Constable, and the assessment that I have been given by security advisers during my time as Secretary of State is broadly in line with the summary given by the Chief Constable that I outlined earlier: the continued existence of some organisational structures, with no involvement in paramilitarism or terrorism, but with individual members pursuing criminality for personal gain to pursue personal agendas.
As for the IMC, it is an important issue to consider, and I think that we would want to consider it as part of the talks. It may well be the case that if an IMC-type body were set up, we would want to ask it different questions from those that were asked by the IMC; but it is, of course, a model that we should consider when proceeding with the important process of dealing with the issues related to continuing and wholly unacceptable paramilitary activities.
The hon. Gentleman asked at what point the Northern Ireland Executive would become unsustainable. I am afraid that it is already unsustainable. There are already Ministers who feel that they cannot sign off projects because of the uncertainty surrounding the future availability of funds. I think that those matters are very urgent.
I am conscious that the issue of suspension is very sensitive. I have received representations on it from the Democratic Unionist party. I understand the DUP’s concerns, but the Government do not feel that it would be right to suspend the institutions at this stage and in these circumstances. If the circumstances were to change in the future, we would of course need to look at all our options.
As for the welfare reform matters, I said that we would be prepared to legislate as a last resort, but we are not at that stage yet. My priority will be working with the parties to find a way to ensure that the welfare package in the Stormont House resolution is implemented, because it is a good deal for Northern Ireland. The voluntary redundancy scheme is expected to start its operation with the first participants leaving their roles at the end of this month.
One of the worrying aspects of this whole situation is the lack of respect and lack of confidence that people in Northern Ireland now have for the institutions, and that makes it very important that we move those institutions towards becoming efficient decision-making bodies so they can enjoy some successes. Does the Secretary of State agree that that evolution is best carried out with the institutions up and running, rather than attempting to do it from a standing start?

Commons ChamberThe best way to take forward reform of parades adjudication is, of course, through the Stormont House agreement. I understand that the Office of the Legislative Counsel has been preparing the options for which it was tasked, under the agreement, for reform of parades legislation. I hope that they will be published soon. Alongside others, I will take part in the debate about what a reformed system of parading would look like and how it would work. In the meantime, it is crucial for us all to work together to encourage a peaceful parading season, where determinations are obeyed and any protests and parades are both peaceful and lawful.
With regard to setting the budget and many other decisions that need to be taken, is not the fundamental problem that the Assembly and the Executive were designed for the very good reason of bringing people together, but that that does not make for an efficient decision-making body? What thought has the Secretary of State given to how we might move forward to a position in which the Assembly and the Executive can take decisions on a day-to-day basis?
These difficult decisions on living within one’s means are more challenging in a situation in which there is a broad coalition and multiple vetoes. Where there is the political will, however, it is perfectly possible for the Northern Ireland Executive to pass a sustainable budget and implement the Stormont House agreement. That is why it is very important for the two nationalist parties, Sinn Féin and the SDLP to live up to the undertakings they made. The Stormont House agreement was a good deal for Northern Ireland. It was rightly praised by Sinn Fein when it was agreed, and now it needs to get on and implement it.

As is clear from the conclusions of the Hallett report, this letter should not have been issued; it was issued in error. For a number of reasons I do not think it would be appropriate to make public the names of the individuals who received letters under the scheme, not the least of which is that doing so could prejudice a future prosecution and make it more difficult to secure a conviction.
In relation to the number of errors, Lady Justice Hallett identified in her report two errors in addition to the one made in the case of Mr John Downey. She also identified a further 36 cases considered by Operation Rapid where she believed there was a risk that the wrong test had been applied. She did not conclude that there were actually errors in these cases, but she proposed that they should be a priority for further investigation because the risk of error in those cases was higher than in others.
In relation to legislation, as I briefed the House in September, it is clear to me that the most effective means to guard against future collapses of trials and future abuse of processes defence is to issue a clear statement indicating to anyone who received a letter under the scheme that it is not safe to rely on those letters—that they should not be relied on—and that is what I did. The option of legislating on these matters was carefully considered, but the conclusion is that legislation would not be as effective as a clear statement at the Dispatch Box that the scheme is at an end and these letters should not be relied on, not least because of a risk that errors have been made in other cases.
I thank the Secretary of State for the response to the urgent question. She will be aware that as well as the 36 cases identified by Hallett as being perhaps the most worrying, we were told by the then assistant chief constable, now the deputy chief constable, of the PSNI that 95 people who received letters are connected through intelligence to almost 300 murders. That is a very serious situation indeed. Will the Government ensure that the PSNI has the full resources to look into all those cases not in the period of as long as nine years that the PSNI estimates it may take it, but very quickly so that the Government can decide whether there is a need for legislation to make it absolutely clear that nobody can rely on these letters to protect them from prosecution?
I am grateful to the Chairman of the Select Committee on Northern Ireland Affairs for his question. It is of course important that the PSNI has appropriate resources for its investigations under Operation Red Field relating to OTRs, as is the case for all other matters for which it has responsibility. I welcome the fact that the agreement on a final budget for the Northern Ireland Executive for 2015-16 allocated an additional £20 million to the PSNI. There is also the Stormont House agreement, which commits the Government to contributing £150 million to aid Northern Ireland in its treatment of legacy cases. I will look carefully at how that money should be appropriately deployed in the coming weeks.
On the question of legislation, I do not think I can really add to my previous answer. Having considered this carefully, the most effective means to ensure that we do everything we can to remove barriers to justice is a clear statement indicating that this scheme is at an end and these letters should not be relied on. That is what I have done. Legislation would not take us further and, I believe, would not be the right option in this instance.

Commons ChamberI thank the hon. Gentleman for his expression of support for much of what is in the agreement, and for his kind comments about the work in which I and Minister Flanagan took part. As ever, I refute his allegation of a period of disengagement. At no stage have this Government been disengaged from Northern Ireland. We have actively worked throughout our time in office, not least in agreeing an economic pact that saw us working more closely with the devolved Executive in Northern Ireland than ever before, in addition to bringing the world’s media to Northern Ireland for the tremendously successful G8 conference.
I welcome the hon. Gentleman’s comments about progress on budget matters. Those on both Front Benches are united on the point that there will be no blank cheques, and the Government have put forward a significant and important financial package, reflecting Northern Ireland’s specific circumstances. I was disappointed to hear his comments on corporation tax devolution, because I think that change could have a significantly transformative effect on Northern Ireland’s economy. Northern Ireland is in a unique position in the United Kingdom, because it shares a land border with a jurisdiction that has a much lower rate of corporation tax. I urge the hon. Gentleman to urge the shadow Chancellor to allow Labour to support that change, which I believe is good for Northern Ireland.
The hon. Gentleman asked about the implications for the block grant. The Azores criteria mean that any future reduction in corporation tax in Northern Ireland needs to be funded from the block grant. Various estimates have been made of what that might look like, but at this stage it is impossible to be certain, not least because no final decision has been made on what the rate would be reduced to.
On the criteria for calculating welfare shortfall payments, the £114 million due in financial year 2015-16 is dependent on progress on implementing welfare reform. The quicker welfare reform is introduced and is up and running, the lower the shortfall payment will be. The time scale on the past is a key point, and the Government are keen to start working with the Northern Ireland Executive on the work needed for those institutions. They will certainly need Assembly legislation and in all likelihood they will also need Westminster legislation, and we are getting on with those matters.
The agreement sets out provision for a commission on flags to be established by June, and it is important that we press ahead with that. There is clearly more work to be done on that issue and on parades, and the agreement provides for further work by the Office of the Legislative Counsel of the Executive, bringing forth options that can then be consulted on for reform of the parading system. The process for monitoring will start with its first meeting between the Executive and the Government by the end of January. The final paragraphs of the main part of the agreement set out a system for monitoring implementation, and that will be taken seriously by the Government. It will, of course, involve the Irish Government, where appropriate and consistent with a three-stranded approach, and we look forward to getting down to work with the Executive on those matters.
I thank the Secretary of State for providing an advance copy of her statement. What discussions has she had with the parties in Northern Ireland about moving the Assembly and the Executive towards becoming a more efficient decision-making body?
My hon. Friend will find a section in the agreement on that. There is a commitment to draft a protocol on the use of the petition of concern, and to set out more clearly the sorts of issues on which it should be deployed. There are important changes to the way the Executive work, so that Ministers from the smaller parties can get business on to the agenda. There are proposals for reform of the MLA expenses system, and a commitment to a future reduction in the number of MLAs. I am sure that more could be done in terms of institutional change, but the agreement is a real step forward. In particular, I draw the House’s attention to the provision for an official Opposition for the first time in the history of the devolved institutions.

I can provide the right hon. Gentleman with reassurance that the Prime Minister has not walked away; he continues to follow these matters with the greatest of attention, because he cares about Northern Ireland and wishes to see a successful conclusion to this process. The reality is that both he and the Taoiseach made a realistic assessment on Friday morning that the parties were still far apart on a number of issues, and there was an indication that on some key issues some parties were simply not prepared to move. In particular, it was very difficult to see that Sinn Fein was prepared to move on matters relating to welfare reform.
Is not one of the deeper and wider problems in Northern Ireland the fact that the Assembly and the Executive were set up in the way they were, although for the very laudable reason of bringing about peace and bringing people together? Does the Secretary of State agree that that model is not a good one for effective and efficient decision making? Is she discussing with the parties of Northern Ireland ways in which changes might be proposed by them that might move us towards a more efficient system?
I have had those discussions at great length, including discussions about how to amend the petition of concern process. The Chairman of the Select Committee is right to acknowledge that the institutions set up to secure a peace settlement can often find it difficult to take difficult decisions, but they are capable of it; adaptations can be made. However, improving the way the institutions work will be an important part of an overall agreement.

Commons ChamberIt is very important that political parties in Northern Ireland find a way to agree a fresh approach to the past, and that is one reason why cross-party talks have been convened. We need to listen to the needs of victims, and we must also understand the increasing pressure on the PSNI and the criminal justice system. I believe it is important that we find a way forward on that, not least to relieve pressure on the PSNI so that it can concentrate on the important policing needs of today.
Will the Secretary of State confirm that she will be having discussions with the Executive about Operation Red Field?
I have regular discussions with the PSNI on the question of on-the-runs and Operation Red Field, and I will do so again. It is crucial that the Executive parties reach an agreement on the budget for next year, and that they take into account the crucial importance of appropriate resourcing for the PSNI, and of course the cost of policing the past.

Commons ChamberI welcome the right hon. Gentleman’s praise for the report. As I have said, I think that there are concerns about the disclosure relating to the scheme; I think that it would have been far better if I, and my predecessors, had been more transparent about the way in which it operated. However, I agree with the right hon. Gentleman that it is important for us to revive the all-party talks, and for the parties to get round the table again to discuss the crucial issues of flags, parading and the past. We need to learn from the report.
I can, of course, give the right hon. Gentleman a complete assurance that the United Kingdom Government remain committed to doing all that they can to support the Northern Ireland parties in their efforts on these matters, and that we are working closely with our colleagues in Dublin, who share our determination to do everything possible to facilitate and support an agreement on the past.
I thank the Secretary of State for giving me early sight of the report. When we look below the headlines, we see that it is very critical of what went on. Lady Justice Hallett refers to evidence given to the Select Committee by Assistant Chief Constable Drew Harris, who said that “95 of these individuals”—those who had received letters—
“are linked in some way or other to 200 murder investigations.”
He later corrected that figure to 295. He added:
“But that linkage may only be intelligence.”
Given the possibility that that intelligence could turn into evidence relating to any of those people, it is rather worrying that Lady Justice Hallett says:
“It is not clear to me…what would happen if fresh evidence should come to light. It is arguable…that this does not sufficiently provide for a change in circumstances.”
Have not this scheme and the way in which it has been run created a very worrying situation in Northern Ireland in respect of bringing people to justice and bringing closure to the victims whom we rightly remember today?
The Chairman of the Select Committee is absolutely right. The report makes some very serious criticisms of the way in which the scheme was operated, and those will have difficult consequences that will need to be dealt with. However, I assure the House that the Government are determined that they will be dealt with. Lady Justice Hallett concluded that the errors could be corrected, and we will do everything in our power to ensure that they are corrected, acting on the basis of advice from lawyers, prosecutors and police.
My hon. Friend has drawn attention to concern about the terms of the caveats that were placed in the letters. Lady Justice Hallett is very clear about the fact that insufficient consideration was given to them. In some cases, they were left out altogether. My colleagues and I will be looking into that carefully to establish what, if anything, needs to be done to ensure that the errors that my hon. Friend has highlighted are corrected.

Commons ChamberIt is an independent report so I do not know what it will contain, but given the concerns raised about the use of the royal prerogative of mercy, I expect that aspects of that issue will be covered in Lady Justice Hallett’s report. I emphasise that this Government have not used the RPM in Northern Ireland, and it was used by the previous Government on only 18 occasions. Sixteen of those involved terrorism, but in all cases it was used to shorten sentences, not to cancel the offence.
The Northern Ireland Affairs Committee has spent two days in Belfast taking evidence for our on-the-runs inquiry, including from victims and relatives of victims who gave the most harrowing accounts of what had happened to their loved ones. Does the Secretary of State agree that whenever we decide about writing letters to suspects or issuing royal pardons, the views and needs of victims should be at the heart of those considerations? Does she further agree that that has not always been the case?
I agree on both those points. I know that many victims of terrorism would have been deeply hurt by the OTR issue, which is why I apologise to them on behalf of the Government. Future reports and investigations on such matters should put victims at their centre, as should any broader solution looking at the legacy of Northern Ireland’s past.

Commons ChamberI wholeheartedly condemn the disgraceful scenes that have been witnessed in Larne over recent days. Such thuggish behaviour is absolutely unacceptable, and I know that the PSNI is taking very seriously the need to bring those responsible to justice. As we have discussed during previous sessions of Northern Ireland questions, there is an ongoing debate about police funding for the year 2015-16. The Government have provided additional funds, but it remains to be seen exactly how much the Department of Finance and Personnel will contribute. Discussions continue, and I strongly support the efforts made by the Chief Constable to resolve this important matter with the DFP.
Given that the security situation in Northern Ireland is still difficult, is my right hon. Friend confident that the police will still be able to recruit enough officers immediately to replace those who are retiring from the force?

Commons ChamberThe PSNI is actually receiving additional funds from the Government—£200 million over the current spending review period and about £30 million in 2015-16—and as I have said, discussions continue between the PSNI and the Northern Ireland Executive over whether further funding can be added from the Executive in 2015-16.
Patten recommended that in a peaceful situation, the PSNI should have a minimum of 7,500 officers. Given that Northern Ireland is not exactly in that peaceful situation, owing to paramilitary activity, is the Secretary of State concerned about the PSNI’s ability to recruit sufficient officers?
I am grateful to the Chairman of the Northern Ireland Select Committee for his question and his important work on this issue. The current number of officers in the PSNI is 6,795. The Chief Constable recently told the Policing Board that the minimum number he needed to perform effectively was 6,963. It is important that consideration be given to how the shortfall can be dealt with, and as I have said, I remain optimistic about the ongoing discussions between the Department of Finance and Personnel and the Department of Justice about resolving that budgetary shortfall.

Commons ChamberI echo and thank the shadow Secretary of State for his words on Paul Goggins. Paul’s example is one with which to counter the cynicism about MPs and about politicians, because he illustrated such a strong commitment to decency, integrity and public service. I also strongly echo the shadow Secretary of State’s point that Paul retained a genuine affection for Northern Ireland. He cared deeply about it, I am sure, when he was a Minister, and it was clear that he still did so in his discussions with me as Secretary of State some time after he had ceased to be a Minister. He had strong values, which I am sure were a great support to him in his work in this House and in Northern Ireland.
The shadow Secretary of State’s remarks illustrate that there is a lot of common ground between Front Benchers on a way forward. I agree that getting the parties together and back around the table in a working group to try to resolve the differences between them is the right way forward. That is what I have been urging the political parties to do. I also agree that an eventual solution needs to respect the sensitivities of the different traditions, but that it must also involve compromise on all sides.
It is important to recognise the progress made on the past, which is a particularly difficult issue for all of us, including, in some ways, the UK Government. I believe, like the shadow Secretary of State, that the voice of victims and survivors played a very positive role in taking things forward and that any eventual solution must place victims and survivors at its heart.
The shadow Secretary of State asked about the dialogue between me and the First and Deputy First Ministers. I have spoken to both of them in recent days to urge that a way forward be found and that the working group commence.
The legislation to implement what would be needed from the Haass proposals would come primarily through the Assembly and the Executive. The part this House would play would be, potentially, the devolution of parading. The mechanics of setting up the new bodies would be a matter for the Assembly and the Executive.
I have kept in close touch with Eamon Gilmore and the Irish Government—both before and after the talks broke up—on matters relating to the past and all the other issues under discussion in this process, including a discussion on finances. It is very clear that the UK Government face a significant deficit, which means that we have to take care with public spending. We expect the primary resource for the new mechanisms to be found from within the block grant to Northern Ireland, but we will, of course, always consider further applications for funding from the Northern Ireland Executive if they wish to press ahead with the measures. We will, however, be constrained in what we can offer by the need to tackle the deficit we inherited.
On reducing the number of commissioners, I strongly believe that we have a strong new Parades Commission that will do important work in the months to come. I am sure we all hope that a reformed system will take over in the devolved space if the agreements are eventually signed off by all the parties, but in the meantime I am sure the current Parades Commission will do an excellent job.
I wholly refute the perception of disengagement by the UK Government. The UK Government are strongly engaged with the Haass process and with Northern Ireland. We brought the G8 to Northern Ireland—one of the most successful events ever for Northern Ireland—and we followed it up with a strong investment conference. We signed an economic pact that sees us working more closely than ever with the devolved Government, including the commitment to meet the £18 billion of capital spending, and we are determined to press ahead with supporting the Executive in their moves on a shared future. We have responded when the Executive have asked us—for example, to devolve air passenger duty for long-haul flights. We stepped in to assist in the grave situation we inherited from Labour with the Presbyterian Mutual Society. We are continuing to work on the devolution of corporation tax. There is a whole range of ways in which this Government are working closely with the Northern Ireland Executive for the benefit of the people of Northern Ireland.
On welfare reform, we will continue our discussions with the Northern Ireland parties, but we believe that the compromises agreed with Minister McCausland are appropriate and will help adapt the welfare reform system to the particular needs of Northern Ireland.
As Chairman of the Northern Ireland Affairs Committee, may I join the Secretary of State, the Prime Minister and others in expressing our deepest sympathies to the family of Paul Goggins, who has so shockingly passed away? He was a thoroughly decent and honourable man. When he was a Minister, I had the pleasure of shadowing him for about three years, and I have to tell the House that he was a very competent Minister. I say without any fear of contradiction that without his contribution I do not think we would be here today at this advanced stage of the Northern Ireland peace process, so highly do I value his work.
The Secretary of State is, of course, right in saying that it was the Northern Ireland parties that initiated the Haass process. I think Dr Haass was given a rather impossible task of finding quick solutions to problems that have existed for a long time. Is it not important now that those discussions between the parties in Northern Ireland and, furthermore, with community leaders in Northern Ireland continue, because such engagement is as important as any solutions that may come from those discussions?

Commons ChamberWhat assessment has the Secretary of State made of whether all paramilitary organisations are observing ceasefires? Does she agree that if any are not doing so, they are betraying rather than serving the people they purport to represent?
I completely agree, and I think that my hon. Friend puts it very well when he says that paramilitary groups that come off their ceasefire are betraying the communities they purport to represent. My understanding is that, at the moment, no paramilitary organisations have come off their ceasefire, although I am, of course, well aware of the concerns felt about individual members of the Ulster Volunteer Force who are involved in criminality in east Belfast. The police are taking action to counter that.

Commons ChamberWe are concerned on both sides of the House about cost of living pressures. That is why the Government have taken steps to cut income tax for more than 600,000 people in Northern Ireland, have taken 75,000 people there out of income tax altogether, have halved the income tax bills of those on the minimum wage and are freezing fuel duty. Above all, our deficit reduction strategy is keeping mortgage rates low, which is crucial for the cost of living in Northern Ireland and elsewhere.
The Secretary of State will be aware that the Republic of Ireland has announced the scrapping of its equivalent of air passenger duty. What assessment has the Secretary of State made of the impact that could have on airports in Northern Ireland? Will she reconsider the Northern Ireland Affairs Committee’s proposals that attention should be given to removing the tax on flights to and from Northern Ireland?
I know that the Northern Ireland Affairs Committee has a strong view on air passenger duty. I understand the concerns about competitiveness and the recent announcements by the Irish Government. The Government have not had a request from the Northern Ireland Executive to devolve short-haul APD. We would consider such a request seriously, but it would be an expensive change to make.

Commons ChamberI very much welcome the comments of the shadow Secretary of State and particularly his joining me in condemning the violence. He is right to identify some of the attacks as deliberate attempts to murder police officers, which is utterly unacceptable and shocking. I will run through his long list of questions.
On the gravity of the injuries, the last update that I received was that overall, the injuries were not serious, although some police officers have been hospitalised. All those who were hospitalised as a result of the riots on 12 July were released from hospital fairly soon afterwards. I am not quite sure of the position on all the injuries that occurred last night, but my impression from my conversation with the Chief Constable this morning is that, thankfully, the injuries are again not of a serious nature. On the distribution of the injuries between mutual aid officers and PSNI officers, the figure for mutual aid officers over the weekend was two. Again, it is not clear whether any mutual aid officers were among those who were injured last night.
On the number of mutual aid officers, about 1,000 have been deployed over the past few days. Some will be going home and fresh mutual aid officers will be coming to Northern Ireland to provide assistance, so the numbers are relatively flexible. The Chief Constable is ensuring that he has the necessary resources.
The cost of the policing operation falls on the Department of Justice. Another damaging consequence of the events of recent days is that they put more pressure on police budgets.
The PSNI will naturally investigate what evidence there is of the involvement of the paramilitaries and assess who needs to be arrested. There has been a claim of responsibility from Oglaigh na hEireann in relation to the pipe bomb improvised explosive device that was thrown from the Ardoyne at police officers.
I agree that meaningful dialogue is the way forward. I have had a range of conversations on parading matters over recent months with residents’ groups, the Orange Order, the First and Deputy First Ministers, and other leading members of Northern Ireland’s political establishment. The Northern Ireland Office also sponsored a conference at Cardiff to promote dialogue and to keep people in touch with the police and one another in an attempt to defuse tensions in such situations.
I have had a number of conversations with the Tanaiste about the current situation and about a way forward, for example through the Richard Haass working group. I look forward to supporting the Executive in respect of the work of that group in whatever way they request.
I condemn the violence of the past few nights, for which, as the Secretary of State has said, there can be no excuse. I pay tribute to the brave men and women of the PSNI who risk their lives every day to try to keep the peace. I extend my best wishes to the right hon. Member for Belfast North (Mr Dodds), whom I saw on the morning of 12 July at the Ardoyne. He was doing his best to maintain peace and calm in that area when there was something of a difficult situation, seemingly caused by the determination of the Parades Commission.
I was at several other places in Belfast on Thursday night and on Friday. With the exception of the Ardoyne in the morning, among the thousands of people I saw celebrating, there was not a single problem. Does the Secretary of State agree that the trouble has been caused by a very few people who were determined to cause trouble from the outset? Does she agree that those people in no way represent the good and decent people of Northern Ireland?
I agree that we should in no way judge the people of Northern Ireland by the actions of the disgraceful minority who have brought violence to its streets. I acknowledge that many thousands of people on the streets on 12 July were there just to celebrate a cultural event. They caused no problems whatever and were not remotely involved in the violence that followed later in the evening.

Commons ChamberI can confirm, as I have said a number of times over recent months, that I have no plans to call a border poll. The conditions that require a border poll to take place, as set down in the Belfast agreement, are certainly not present; therefore, I simply do not think it would be a constructive thing to do. Indeed, I feel it would distract from the other big challenges for Northern Ireland, which we are discussing today.
Is my right hon. Friend aware that at a recent meeting of the British-Irish Parliamentary Assembly, which I co-chair, the Taoiseach, Enda Kenny, also said those very things?
There is a huge amount of common ground between the UK Government and the Irish Government in our strong support for the devolved settlement and the great progress that it has brought to Northern Ireland, so I am delighted to hear that the Taoiseach expressed similar views to those that I have just expressed on a border poll.
This Government strongly believe that we cannot stand still if all the promises and hopes of the agreements are to be properly fulfilled, so we need to address the three challenges that I have set out. Let me turn first to security. As the House will be aware, the threat level from terrorism in Northern Ireland is assessed as severe, meaning that an attack is highly likely. There are still terrorist groups that continue to defy the will of the overwhelming majority of people, north and south, who voted for Northern Ireland’s future to be determined by democracy and consent. As the hon. Member for Gedling said, the terrorists are small in number and have very little popular support, but they have capability and lethal intent, as we saw with the cowardly and horrific murder of prison officer David Black last year.
I, too, would like to thank the brave men and women of the Northern Ireland Prison Service and the Police Service of Northern Ireland for all the work they do to keep the whole community safe from harm. The PSNI is relentless in its efforts to stop terrorist attacks and put those responsible for them behind bars where they belong. Just one of a number of recent PSNI successes was the interception of a van carrying four mortar bombs bound for Londonderry. If it had got through, it could have led to an horrific attack. The levels of co-operation between the PSNI and the Garda Siochana are unprecedented. That co-operation is saving lives. I thank the Irish Government for making it possible.
For our part, on coming to power we endorsed an additional £45 million for the PSNI, to help to address the terrorist threat in Northern Ireland. Our 2010 national security strategy made tackling terrorism in Northern Ireland a tier 1 priority, progress on which is regularly discussed at the very highest levels of Government. In 2011, in response to a request from the Chief Constable, we provided an additional £200 million to tackle the terrorist threat. The shadow Secretary of State asked how the funding would be phased over the years. I think I can provide him with some reassurance on that. As a significant proportion of the funding was capital spend designed to provide much-needed equipment—not least the refresh of the PSNI Land Rover fleet—more will inevitably get spent towards the beginning of the period than at the end. From my regular discussions with the Chief Constable, I have no doubt that the extra resource has helped significantly, and I will continue to give the PSNI my fullest possible backing.
The hon. Member for Gedling rightly emphasised the crucial importance of the rule of law, now that we are back into another marching season. So far, the events have gone off well and largely peacefully, which is welcome, but it is always important to reiterate from the Dispatch Box—and indeed from both sides of the House—that Parades Commission decisions must be complied with. There are real dangers for Northern Ireland in any recurrence of the disorder that has too often marred the marching seasons in years past. Such disorder damages Northern Ireland’s image abroad, which makes it harder to build much-needed prosperity.

Commons ChamberI join the hon. Gentleman in paying tribute to the IFI. It has done tremendous work in the past, and continues to do that work. I shall be happy to meet IFI representatives to discuss how we can work together more closely to address youth unemployment issues. I am sure that they will engage with Northern Ireland politicians who will travel to the United States for the St Patrick’s day commemorations in a week or so.
The Secretary of State referred to corporation tax. Will she update the House on her discussions with the Treasury about the possibility of devolving to the Northern Ireland Assembly the power to set its own rate of corporation tax?
I have had a number of very useful discussions with the Prime Minister and Chancellor on this important matter. The Prime Minister will meet the First and Deputy First Ministers shortly to discuss it further, before deciding on possible next steps.

Commons ChamberAll Northern Ireland’s political parties must work together to find a political way forward. The violence is unacceptable. The protests need to stop, and be replaced by a political dialogue. I have been urging the parties to engage in such a process, and I welcome the hard work they are doing in trying to set it up. I believe that the constructive meeting that I had with the First Minister, the Deputy First Minister and the Irish Foreign Minister last week has provided an impetus for the political parties to continue their discussions on a political solution.
As we have heard, the violence in Belfast has had a bad impact on the employment prospects of people in that city. This morning the Northern Ireland Finance Minister announced that he intended to launch an advertising campaign to make people aware that, in spite of everything else, Belfast is a great place in which to work and do business. Is there any way in which the Secretary of State can support him in his quest?
I welcome my hon. Friend’s question, which gives me an opportunity to emphasise that there is much that is positive in Northern Ireland, and that 2013 still has the potential to be a fantastic year for it. There has been a very successful start for Derry/Londonderry as the UK city of culture, the G8 is coming to Northern Ireland, and the World Police and Fire Games, one of the biggest sporting events in the world, are to be held there as well. All that demonstrates the existence of a modern, forward-looking Northern Ireland that has resolved a great many of its problems.
The violence is counter-productive, and it is damaging Northern Ireland’s image abroad. I will strongly back efforts to bring people back to the centre of Belfast to support the economy there. I urge everyone to recognise that Northern Ireland is a great place for inward investment, a great place in which to set up a business, and a great place to visit as a tourist.

Commons ChamberIf you will forgive me, Mr Speaker, I will answer at some length, given the number of important matters that have been raised.
Like the shadow Secretary of State, I pay tribute to the courage and dignity of the hon. Member for Belfast East (Naomi Long). It is intolerable that she and so many other elected representatives from Northern Ireland have been subject to death threats and intimidation.
I welcome, once again, the constructive and bipartisan tone of the Opposition on the matters that we are discussing. I wholeheartedly agree with the shadow Secretary of State that such violence is not acceptable on the streets of the United Kingdom, whether in Edinburgh, London, Cardiff, Manchester or Belfast. It is intolerable and deeply damaging.
The shadow Secretary of State asked for assurances about contacts with the Prime Minister. The Prime Minister is being briefed every day and I have had three face-to-face meetings with him on this matter, including one this morning. I am keeping in regular touch with him. He retains a close personal interest in Northern Ireland because he knows what a great place it is and what huge opportunities it has. That is one reason why it was his personal decision to take the G8 to Northern Ireland later this year. He is keeping a very close eye on all that is going on. I should also mention that I have briefed the Irish Government on these serious matters.
Like the shadow Secretary of State I think that although the headlines focus on the disorder, we should never forget that the ongoing terrorist threat is very serious. One risk associated with such disorder is that police officers are brought into vulnerable situations where they might become targets for dissident republican attacks. I also agree with the shadow Secretary of State that democratic decisions cannot be changed by violence. The history of Northern Ireland over the past 50 years demonstrates that it is sitting round a table, talking, engaging in a dialogue, and considering compromises and an inclusive way to resolve issues that lead to progress, rather than resorting to violence and rioting.
The shadow Secretary of State mentioned the role of the UVF, which we have discussed on a number of occasions. I have also discussed the issue with the Chief Constable and other PSNI officers. It is of concern that individual loyalist paramilitaries are involved in these matters, and crucial that the police do all they can to ensure the full rigour of the law is brought to bear on anyone engaging in violent conflicts, whether or not they are members of paramilitary organisations. As I have said, the Chief Constable’s view is that the orchestration is not coming from the leadership of the UVF, and that is consistent with my view.
Whether these issues raise matters of national security is a point I discussed with the Chief Constable and Drew Harris yesterday afternoon. In essence, there is always an overlap at the border between matters of national security and other areas of policing, but I assure the House that the PSNI and its partner agencies such as the Security Service are doing all they can to combat that threat. They are certainly not letting the borderline between national security and other matters get in the way of an effective response. However these incidents are categorised or classified, it is vital that the police bring to bear every means available to combat these disgraceful scenes of violence. On PSNI resources, the Chief Constable is confident that he has the capacity to deal with the disorder, but having resources tied up dealing with these riots leaves fewer resources for the community policing that is so important for confidence building and protecting people from crime.
Like the shadow Secretary of State I welcome the positive initiatives under way in Northern Ireland to give young people hope, and I reassure him that all the Government’s economic policies are thoroughly tested for their impact on low-income and disadvantaged communities. The reality is that it becomes much more difficult to fix the kinds of problems that may concern those involved in these protests—educational under- achievement, health care, jobs—if there is rioting on the streets. It is counter-productive for protesters to engage in violence; they are doing no service to the causes they espouse but instead making it more difficult for the Northern Ireland Executive to deliver a safe and prosperous Northern Ireland.
Like the shadow Secretary of State I believe that a key part of the Belfast agreement is that both Britishness and Irishness are fully respected as different identities in Northern Ireland. The success of the past 20 years demonstrates that those who define themselves as British and those who define themselves as Irish can co-exist peacefully in Northern Ireland and work constructively together.
Finally, I welcome the opportunity to emphasise the positive about Northern Ireland, and whatever has happened over the past six weeks should not blind us to the fact that it is a great place in which to live and invest. It could be a fantastic year for Northern Ireland with Derry/Londonderry already taking its place as a successful UK city of culture, the G8, and the world police and fire games—one of the biggest international sporting events in the world. All those things are an opportunity to project a modern, forward-looking Northern Ireland. We need to get back to that because the protests are undermining what could be a fantastic year for Northern Ireland.
I thank the Secretary of State for early sight of her statement and for keeping me, as Chairman of the Northern Ireland Affairs Committee, informed about what has been going on in Northern Ireland. I also join her in paying tribute to the dedication and bravery of the PSNI which, along with its predecessor the Royal Ulster Constabulary, has saved Northern Ireland from sinking into even deeper problems over many years.
We have heard it said that certain people in Northern Ireland have not reaped the benefits of the peace process. Although I agree there is a lot of work to do in that respect, does the Secretary of State agree that the underperformance of the economy in Northern Ireland is largely a result of violence over many years, the likes of which we have again witnessed over the past few weeks? Is not the way forward, as she has said, for both communities to sit round the table and discuss these matters, rather than carrying out terrible acts such as the murder of prison officers and the attempted murder of police officers?
I very much agree with the Chairman of the Northern Ireland Affairs Committee. Many of the economic difficulties in Northern Ireland have their roots in the violence of the past. That is why it is so frustrating that rioting and violence today is undermining what have been incredibly successful efforts by the First and Deputy First Minister to attract inward investment. If any of the rioters are concerned about prosperity and jobs, going out on the streets and hurling bricks at police officers is the last thing that will improve that situation. Such behaviour is guaranteed to deter investors from coming and creating jobs.

Commons ChamberI thank the shadow Secretary of State for the measured tone of his response. Like him, I believe that violence of the sort we have seen over the past week is unacceptable in Northern Ireland, just as it would be unacceptable anywhere else in the United Kingdom. In particular, I fully agree with him that these attacks on the police are absolutely despicable and should not be tolerated.
The hon. Gentleman is right to highlight the arrests recently made in Londonderry in relation to an explosively formed projectile device. They were very significant arrests and Northern Ireland is a safer place as a result of their having taken place. He asked about my contacts with the Justice Minister. I believe I have spoken three times to the Justice Minister since these events started to unfold. I have also spoken to Deputy Chief Constable Judith Gillespie and spoken three times to the Chief Constable to make sure that I am fully aware of their concerns. I know that the Justice Minister continues to work extremely hard to ensure that the police have all the resources they need, and the UK Government are entirely supportive of him in his efforts to do that.
The shadow Secretary of State asked for an update on the general security situation. The threat level from dissident terrorism remains at “severe”, meaning that an attack is highly likely. The PSNI continues to focus strongly not only on these disturbances, but on all activities undertaken by paramilitaries and all terrorist activities in Northern Ireland. He particularly asked me about the investigation of loyalist paramilitary involvement in the disturbances, and I was discussing that with the Chief Constable this morning. It appears that some loyalist paramilitaries attended some of these events. There does not appear to be evidence of organised orchestration by paramilitary groups, but I am sure that the PSNI will be reviewing this carefully and will continue to investigate it as part of its wider investigation, which is extremely serious in relation not just to the disorder, but to the disgraceful threats received by elected representatives.
The shadow Secretary of State asked me whether I have discussed this matter with the Prime Minister. I have been keeping the Prime Minister fully informed on this; a copy of my statement was sent to him, I discussed this matter with his chief of staff this morning and he is following events very closely. The shadow Secretary of State also asked about my contact with Northern Ireland politicians. I spoke this morning to the First Minister about this situation specifically, and I have had a whole series of meetings; pretty much every discussion I have had with Northern Ireland politicians since being appointed Secretary of State for Northern Ireland has focused on building a shared future and dealing with sectarianism, because that is one of the crucial challenges we face as a nation, in the United Kingdom in general and in Northern Ireland in particular.
The shadow Secretary of State was right to focus on and express concern about frustration and anger. It is essential that that frustration is channelled only into legitimate protest and into the political process as well. The history of Northern Ireland shows what incredible progress can be made once people abandon violence and promote the peaceful and democratic resolution of differences across the community.
As a Unionist who believes that the Union flag should fly over every public building in the United Kingdom, may I join the Secretary of State in condemning the violence that we have seen in the Province? I join her also in paying tribute to the members of the PSNI and in sending our sympathies to those who have been injured. I pay great tribute to the hon. Member for Belfast East (Naomi Long), who has shown great courage and determination at this time. She is a very valuable member of the Select Committee—a Committee that is working hard to try to help improve the economy of Northern Ireland. Does the Secretary of State agree that nothing could do more to undermine those efforts than the violence that we are currently seeing on our television screens every day?
I thank my hon. Friend for giving me another opportunity to express my concern and sympathy for the hon. Member for Belfast East and all the others who have found themselves in a similar position, not least Sammy Brush, the DUP councillor.
I completely agree with my hon. Friend, the Chairman of the Northern Ireland Affairs Committee. This is absolutely the last thing Northern Ireland needs. At a time when so much effort is going into reviving the private sector in Northern Ireland and boosting its economy, to promote inward investment and to promote Northern Ireland as a great place to live, to work and to invest, it is hugely damaging to see scenes of riot and disorder on our TV screens. That is another reason why it is imperative that no matter how strongly people feel about flags, they express themselves only through democratic means and never by violence and disorder.

Commons ChamberI believe that it is important that Northern Ireland continues to be able to offer regional aid, given the history of its economy. I have met Arlene Foster to discuss how I can help the Northern Ireland Executive’s efforts to persuade the Commission, when it makes decisions on assisted area status, that the interests of Northern Ireland and its economy should be properly defended.
Has the Secretary of State had a chance to look at the Northern Ireland Affairs Committee report, published last week, which identified air passenger duty as a stumbling block on the road to economic recovery in Northern Ireland? Will she consider accepting our central recommendation and discussing with the Treasury and the Northern Ireland Assembly the prospects of reducing air passenger duty on flights to and from Northern Ireland from Great Britain, or, preferably, removing that tax altogether?
My hon. Friend’s report is strong and he is right to consider the importance of transport links. The Government moved swiftly when the Northern Ireland Executive requested devolution of long-haul air passenger duty. The possibility of reducing short-haul air passenger duty in future is made difficult, of course, by the record deficit that we inherited from Labour. However, the Chancellor is very much aware of the concerns about air passenger duty, and I have discussed the matter with Treasury Ministers on several occasions.

Commons ChamberThe Government recognise that redoubling the railway between Swindon and Kemble could generate important passenger benefits and improve resilience by providing a diversionary route for the Great Western main line to Wales. Unfortunately, the need to address the deficit means that we are not able to commit Government funding to this project at present, but it remains our aspiration to take it forward in the future.
I thank the Minister for that response, but my hon. Friend the Member for The Cotswolds (Geoffrey Clifton-Brown) and I have been campaigning on this issue and on the issue of improving the A417/419 road. The absence of either of those schemes impedes travel between Gloucestershire and London, and that is detrimental to Gloucestershire’s economy. Will she revisit both those schemes as soon as possible?
I am very much aware of the campaign that my hon. Friend has run, alongside my hon. Friend the Member for The Cotswolds and other local MPs, such as the hon. Member for Cheltenham (Martin Horwood). I have met a number of MPs to discuss this project and we recognise that it is a good scheme. Important work is being done through the Grip 4 study, which is due to conclude shortly. We hope that we will be able to fund this scheme, but at the moment the deficit—the significant crisis in the public finances—that we have inherited means that we cannot take forward all the good schemes that are on the table. There is no doubt, however, that this scheme will be a serious contender when we assess these schemes again in relation to the next railway control period.
