In addition to the economic measures I mentioned earlier, there has been a strong focus—by me, my predecessor and the Prime Minister—on working with the Northern Ireland Executive to deliver a shared future by healing divisions between different parts of the community in Northern Ireland. A huge amount was achieved with the Belfast agreement, but recent events demonstrate that there are still significant sectarian divisions, which it is now urgent to address.

Does the Secretary of State agree that the Westminster Government have a responsibility to provide whatever assistance is needed to the Police Service of Northern Ireland to deal with matters of national security? Does she view it in that light?

The impact of the recent disorder on resources is certainly a cause for concern. However, the United Kingdom Government are already giving the PSNI significant assistance through the £200 million of additional security funding that we allocated in 2011, and that money is helping the PSNI to deal with the current protests. Not only has it released resources for other forms of policing, but it has enabled the PSNI to purchase a new fleet of Land Rovers which are being deployed directly in policing the protests and combating the violence.

It is important for this House to send out a clear signal that there are a whole range of ways that people can get involved in the political process, whether they express their views by e-mailing their MP, using social media sites, or coming along to public meetings. That is the way to influence the outcome of important debates on the future of Northern Ireland—not by chucking bricks at police officers.

It is my understanding that when Scotland hosted the G8, additional policing resources were not provided. I think the Secretary of State said that they would be provided in Northern Ireland this year—can she confirm that point? Will she also confirm whether the Chief Constable has asked for additional resources to deal with the ongoing violence?

The Chief Constable has not asked for additional resources to deal with the ongoing violence, but he is making a careful assessment of the impact of the violence on his resources. The resources needed to police the G8 summit are under consideration, and we are working with colleagues in the Home Office and the PSNI to see what might be possible. It is also important to emphasise that the £200 million deployed by the Government to assist the security efforts in Northern Ireland have played an important part during the riots, not least because it has funded the vehicles that have come under attack—the capital renewal of the PSNI’s vehicle stock was partly funded by the extra £200 million.

We will certainly be working hard to get the consultation document out as quickly as possible. However, given that what is being contemplated is a relaxation of current road safety rules, I am sure that my right hon. Friend will agree that this is not something to be undertaken lightly. We must ensure that we take the time to consider all the relevant factors to ensure that it is safe to make the change.
