I will certainly take a look at the Manchester academic report the hon. Gentleman refers to. I know, through my work with His Majesty’s Courts and Tribunals Service and the senior judiciary, that they are very mindful of the issue he raises. It is important. Equally, we need to ensure that we are rigorous and colourblind to all crimes, and ensure that the rule of law applies across all communities. That is the best way to make sure we strengthen and reinforce public confidence in the justice system.

T8. Antisocial behaviour is a source of huge frustration, irritation and inconvenience for many of our constituents so I welcome Government action, but I have to say that we have heard announcements like this before. Will the Secretary of State ensure that the justice system’s response on antisocial behaviour becomes more effective, so that this week’s announcement can make a real difference to people’s lives?

My right hon. Friend is absolutely right and that is the focus of what the Home Secretary and the Prime Minister announced. For example, in the initial 10 police and crime commissioner areas, the ambition is for offenders to be doing reparatory work—for example, litter picking or cleaning up graffiti—in their communities within 48 hours of an offence. The powers to allow the police to drug test for a wider range of drugs, including methamphetamine, will give communities a sense of reassurance that action is being taken.

The Government are consulting on SLAPPs—strategic lawsuits against public participation. How will this ensure that action is taken against candidates who seek to use litigation and threats of it in an oppressive way to shut down debate during elections?

We issued a call for evidence on a suite of proposals, and we are gathering the responses and formulating proposals to ensure that those with deep pockets—oligarchs and the like—who try to silence the voices of transparency cannot do so in this jurisdiction. I will be seeking a legislative vehicle to implement those proposals.

May I gently say to the hon. Member that there is an issue around extraterritorial jurisdiction, where we will want to consult very carefully? Whether it is the deportation of foreign national offenders—and no, I am sorry, but we will keep talking about that; it is something that our constituents care about, and this is a reform that needs to happen—or whether it is parole reform, which I believe we also need to undertake, or separation centres in our most high-security prisons, these are all areas where the public, constituents of hon. Members in all parts of the House, will expect us to take a common-sense approach. That is exactly what our Bill of Rights will achieve.

T5. The criminal justice system has had a good spending review settlement, which is welcome and, frankly, a relief. Will Ministers ensure that that helps to put prolific offenders for crimes such as burglary behind bars?

My right hon. Friend is right that we have seen a 12% boost to the Department’s budget, which will see £11.5 billion invested by the end of the Parliament. That will help us build prison places and invest in tagging as well as the drugs, skills and work regimes for people in prison and on licence to cut reoffending and protect the public.

First of all, we at the Foreign, Commonwealth and Development Office try to give the best advice that we can as to how such cases—I have dealt with a number of these difficult cases over the years—can be raised most effectively. If it is viewed that there is political interference, it is often counterproductive. Of course, we will take another look at the case to see whether there is anything more that we can do. We give advice in good faith as to the best and most effective means to try to secure the outcome that the hon. Gentleman wants for his constituents.

The 2001 UN conference against racism in Durban degenerated into hatred, antisemitism and criticism of Israel that was excessive, disproportionate and unfair, so will the UK Government boycott Durban IV, which marks the 20th anniversary of that disgraceful 2001 conference?

We will obviously attend the UN General Assembly in September. In relation to the Durban declaration and its anniversary, let me reassure my right hon. Friend that—as we demonstrated at the Human Rights Council recently on the approach that we took to items 7 and 2—we will not support any partisan or political attacks on Israel. I reassure her that the Government are absolutely crystal clear in our condemnation of and opposition to any and all forms of antisemitism.

I thank and pay tribute to the hon. Gentleman for an exceptional endeavour. As we depart the EU and forge our way in the world, we ought to have stronger relationships with that part of the world. I would be very interested in receiving directly those proposals and ideas and would make sure that either I or the Minister for the region meets the hon. Gentleman and those involved.

The UN embargo on the sale of conventional weapons to Iran expires in October. Unless it is extended, Iran will no doubt have more access to weapons to use to oppress its own people and spread death and terror through proxies such as Hezbollah, so why did the UK abstain on a resolution to extend the embargo? What action is the Foreign Secretary going to take to make sure that it stays in place?

My right hon. Friend will know that the resolution that was tabled garnered only two votes in the UN Security Council. The UK’s position is clear: we want to see the continuation of the arms embargo. It has to get through the Security Council, as frustrating as that may be. We have offered our good offices; indeed, had time been allowed between the original tabling of the resolution and the vote, we had offered, with the E3, to work with all the permanent members of the Security Council to try to find a compromise. Ultimately, unless the resolution can pass, it has no impact in restraining Iran.

I thank the hon. Lady. It is very distressing, and as MPs we obviously want to do everything we can. I am very happy to look at that case, and I will ask the Minister for Europe to take a close look. We will, of course, continue to liaise with the Turkish authorities and with as many as possible of the airlines that go to Istanbul, or indeed to Ankara, to try to make sure that people do not find themselves in that vulnerable position.

A constituent of mine has been in touch about his grandparents, Alan and Beatrice. Beatrice is 86 and Alan is 89, and they are trapped on board the Silver Shadow cruise ship, which is quarantined off Recife in Brazil. May I appeal to the Foreign Secretary for his help to get Alan and Beatrice home?

We have been following the course of the Silver Shadow very carefully. I can tell my right hon. Friend that there are 300 passengers on board, of whom about 120 are British nationals—that goes to my earlier point about the need for an international team effort. Royal Caribbean, the parent company of the ship, has indicated that it will offer at least three charter flights to get passengers home—one to the UK, one to the US and one to Canada, and possibly also one to Australia. That gives my right hon. Friend a sense of not just the challenge we face, but how we are straining every sinew to deal with constituents such as her own.

Yes. The overseas territories will retain the status that they have. We are, of course, consulting with them and, indeed, with the devolved Administrations right the way through this process.

The Chequers agreement indicated that Parliament will have the right to reject future EU rules, but how will it ever exercise that power when the White Paper commits to an

“upfront choice to commit by treaty to ongoing harmonisation with the relevant EU rules”?

I thank my right hon. Friend. It will be done through the parliamentary lock, which means that this House ultimately can decide what goes into UK law, consistent with the outcome of the referendum. Of course, if we decide to renege on the commitment or to divert from the common rulebook, that will have consequences for the relationship that we strike with the EU. That is why there are review mechanisms and other mechanisms for resolving disputes, as and when they arise. In any international treaty that will provide a sustainable, enduring basis for the deep ties that we have with the EU on trade and security, we need to make sure that we have sensible proposals and mechanisms for ironing out creases in the relationship as they arise.
