Commons ChamberThe hon. Lady knows full well my response to the question about going back to the people. The people were given the choice as to whether we should stay in the European Union in the referendum in 2016. They voted, they gave their decision, and it is up to not just this Government but this House to respect the decision taken when we as a Parliament gave people that choice.
At a crucial time, may I take this opportunity to highlight the absolutely vital importance of supporting British Steel and in particular its world-leading special profiles division at Skinningrove in my constituency? It is a profitable business and a jewel in the crown of UK steel making. I urge my right hon. Friend to deliver a productive outcome to the ongoing talks as swiftly as possible.
My hon. Friend raises an important point about British Steel. Obviously, I cannot comment on the speculation about the future of Greybull Capital-owned British Steel. I realise this is a worrying time for those employed there and their families. As everybody across this House would expect, the Business Department is in regular contact with a wide range of sectors and companies. Of course, last month the Government entered into a commercial agreement with British Steel relating to its obligations under the EU emissions trading scheme, which has provided support to that company.

Commons ChamberObviously, the hon. Gentleman is right that, last night, Parliament voted to reject no deal. What Parliament also voted for last night was to say that it wanted to leave the European Union with a deal, and it identified what was necessary to change in the deal in order to enable that to happen and for the House to support a deal. That is where we should be focusing. We can only ensure that we avoid no deal by having a deal, by agreeing a deal and by this House supporting a deal and voting for a deal.
May I commend my right hon. Friend for her commitment yesterday to return to Brussels and reopen the text of the withdrawal agreement? That is the right thing to do. People in Middlesbrough South and East Cleveland will welcome it because they want to leave with a good deal for our country. I commend the excellent compromise proposed by my hon. Friend the Member for North West Hampshire (Kit Malthouse), which has every chance of success in uniting this Parliament and this country behind a good exit.
Obviously, there was a very clear message from the House last night as to what needs to happen in terms of returning to Brussels, but also we are engaging positively, as my hon. Friend said, with the proposals that my hon. Friend the Member for North West Hampshire and others have put forward in relation to dealing with the issue of the backstop.

Commons ChamberThis reference is exactly what I was thinking of when I responded to an earlier question in relation, for example, to pension payments that might take place once we have left the EU. As my hon. Friend will see from this, this matter is yet to be fully addressed within the future negotiations. Obviously, we will be looking at exactly the issues he has raised in doing so.
I pay tribute to the Prime Minister’s resilience in standing at the Dispatch Box for so long this afternoon—it has been a tour de force. The bitter truth is that more than half of Conservative Back Benchers have indicated that we will not be able to support the withdrawal agreement. There is no shame in proposing her deal to the House next month, but there would be in failing to ensure that, in parallel, comprehensive preparations for an exit on WTO terms are being made. Every day matters, and I do not believe the intensity that there should be has yet been seen to get us ready for that scenario. Will she please accelerate those preparations so that we can be ready for any eventuality?

Commons ChamberThe decision taken yesterday gives that certainty to business, which is why business has been welcoming the deal. Richard Walker of Iceland says:
“it delivers a clear path ahead that business so desperately needs”.
As I mentioned earlier, the FSB says it
“brings with it some certainty that our small businesses have craved.”
There are other quotes from business welcoming the fact that we have recognised the needs of manufacturing industry in putting forward our proposals for the future relationship.
I commend the Prime Minister for what she has said to Members on both sides of the House who have called for a politicians’ vote on a second referendum. It simply would not be appropriate at this time. However, it must be said that “no deal is better than a bad deal” are the words that govern my position today. I cannot support the deal. Does she appreciate that she has placed many of us in a simply impossible position, where our loyalty to her and to our party is set against our loyalty to our constituents?
I fully recognise that the issue we are dealing with raises some difficult decisions for individual Members of this House. The choices before Members of this House are not easy, and I absolutely recognise that. As I said, when the final deal is brought to the House, individual Members will want to look at the details, with the interests of their constituents and of this country as a whole at the forefront of their consideration. As I say, I recognise that this is not an easy decision for people to take. I believe that what we have negotiated is in the best interests of our country overall. We will fill in more detail before the matter comes before the House, and I hope hon. Members will look at the fuller detail and consider the various issues, but that is in no way to say that the choice will be an easy one, and I fully recognise that.

Commons ChamberIf the hon. Gentleman wants to see the details of the proposal that we put forward on the customs arrangement—[Interruption.] “Oh, we’ve heard that,” says the hon. Member for Kingston upon Hull West and Hessle (Emma Hardy). I think if she waits, she will hear a slightly different answer to the one she thinks I am about to give. If the hon. Member for Glasgow North East (Mr Sweeney) wants to see the arrangements for the UK-wide customs proposal that we put forward in response to the EU’s suggestion of a customs border down the Irish sea, he should look at the paper that we published in June.
So far today, my right hon. Friend has failed to reassure the House that we will definitely be able to leave the backstop by 31 December 2020. She continues to argue for a common rulebook that many of us on the Government Benches will not be able to support. Will she not pivot to a super-Canada policy and focus the remaining negotiating time on the technical solutions that have been set out? I urge her to do so, please, before it is too late.

Commons ChamberI have responded to the points that the hon. Lady has raised. I have been very clear, and I have said in the House, for example, that the action taken against child migrants was not unacceptable and is not something we would do here in the UK. We did not consider that acceptable. She wants me to challenge the President of the United States. What better way to challenge the President of the United States than to sit down and talk to him?
The intention behind this increase in the NHS budget is that we will see it directed to frontline and primary services. We need a long-term plan. The NHS is developing that long-term plan itself. The budget will have increased by 2023-24, with an extra £20 billion a year in real terms compared with today, and it is through the 10-year plan, which will be led by doctors, that we will make sure we are delivering world-class care for everyone and that every penny is well spent.

Commons ChamberI have said on many occasions that we will be leaving the customs union, but we will of course be putting in place customs arrangements with the European Union that will match the ambition of our trade relationship in the future.
My constituents were very clear on what they were voting for in 2016, and that would not be delivered by a Norway-style agreement. Can the Prime Minister guarantee that, whatever our future arrangement with the EU is, it will not circumscribe our ability to strike free trade deals or to end free movement?
As my hon. Friend makes absolutely clear, the future relationship must enable us to strike those trade deals and have an independent trade policy, and also to bring an end to free movement.

Commons ChamberThe hon. Gentleman has set out several ideas there. I can assure him that we are considering ways to increase the ability to deal with this issue of plastics, including working with industry to ensure that the plastics it produces are all recyclable. That is what we want. Working with industry and creating opportunities for new developments are also an important part of this.
President Trump’s decision to impose steel and aluminium tariffs is obviously deeply concerning for my constituents and British Steel at Skinningrove. We all deplore them, but as my right hon. Friend has said, we need to work constructively to get them overturned. With that in mind, can she give further details to the House about the precise nature of her discussions with the President on getting them lifted?
Obviously, the UK has been affected by tariffs imposed on the European Union, and we discussed how further dialogue could take place between the EU and the United States to avoid an escalatory tit for tat on tariffs. It is through that dialogue that it will be possible to address the issue of tariffs on steel and aluminium.

Commons ChamberThe action was targeted very carefully on chemical weapons capabilities. It was designed to degrade those capabilities and also to deter the willingness of the regime to use those chemical weapons and to give a message to others about the resolve of the international community to return to a situation in which it is accepted that the use of chemical weapons is prohibited.
In contrast to the hon. Member for Bradford West (Naz Shah), I should like to say that taking action to prevent the gassing of men, women and children will always be done in my name. Does the way in which the Russians and the Syrians are now attempting to cover up their crimes in Syria not speak volumes about what has occurred and the wilful naivety of those who attempt to deny it?
My hon. Friend is absolutely right. As I have set out, attempts are being made to ensure that it is impossible to collect evidence on the ground about what has happened. That speaks volumes about what has been done by the Syrian regime and the position taken by Russia.

Commons ChamberThe hon. Lady has raised a very important point about our emergency services. We have already, in recent years, had a further look at the framework within which they operate and the sort of incidents to which they might need to respond, but we will of course continue to keep this under review.
The attacks on Mr Litvinenko and Colonel Skripal had one thing in common: they were designed not just to kill, but to kill in a particularly terrifying and horrible way. With that dreadful threat in mind, will the Prime Minister ensure that our national defence is in sufficient shape to meet that Russian threat in terms of composition, location and funding?
Yes. As I have said in response to a number of questions, this is a matter of the capabilities that we have across our national security and defence. It is important that we have been conducting, and are continuing to conduct, a number of reviews that go straight to the heart of this matter, to ensure that we have the capabilities that we need across the board.

Commons ChamberWe continue to stand behind all the commitments that we made in December, and my negotiating team will work with the Commission to agree how they should be translated into legal form in the withdrawal agreement. The hon. Gentleman is right: the draft legal text that the Commission has published would, if implemented, undermine the UK common market and threaten the constitutional integrity of the UK by creating a customs and regulatory border down the Irish sea, and no UK Prime Minister could ever agree to it. I will be making it crystal clear to President Juncker and others that we will never do so. We are committed to ensuring that we see no hard border between Northern Ireland and Ireland, but the December text also made it clear that there should continue to be trade between Northern Ireland and the rest of the United Kingdom, as there is today.
When I visited Ben Houchen and Teesport, this was one of the proposals that they did put to me. I am very happy to join my hon. Friend in welcoming the fall in unemployment that we have seen in the north-east, and there are a number of ways in which we are providing that economic growth and ensuring that we see it continuing in the north-east. That is why we are investing £126 million through the Tees Valley local growth deal. My right hon. Friend the Chancellor has confirmed recently that we do remain open to ideas that could drive growth and provide benefits to the UK and its people, so we will keep all these options under consideration.

Commons ChamberI will ensure that the hon. Lady receives a response to her letter. She has raised a particular case in this House. I will need to look at the details of that case and I will respond to her letter.
Last week, Cleveland Potash announced 230 job losses at Boulby mine in my constituency, which is devastating for Loftus and the wider east Cleveland community, where the mine is by far and away the largest employer. Tees Valley Mayor Ben Houchen, the hon. Member for Redcar (Anna Turley) and I all agree that it would be incredibly helpful if some of the funds remaining from the 2015 SSI rescue package could be repurposed to support people leaving Boulby. Will the Prime Minister agree to look into that with the Business Secretary, and will she make a commitment that Government agencies will do everything they can to support people affected by this dreadful news?
My hon. Friend is right to raise this case. It is obviously a worrying time for the workers who are affected by the announcement by Cleveland Potash. We will help people to find other work, and support those affected through the rapid response service of the Department for Work and Pensions. We will co-ordinate with the Tees Valley combined authority to ensure that we work together to make the best possible support available and ensure that it is aligned. The Department for Business, Energy and Industrial Strategy will look at the situation and the specific issue that my hon. Friend has raised.

Commons ChamberWe will be leaving the common fisheries policy—and, as I indicated, the CAP—on 29 March 2019. The arrangements that pertain to fisheries during that implementation period will, of course, be part of the negotiations for that implementation period. Leaving the CFP and the CAP gives us the opportunity, post-implementation period, to introduce arrangements that work for the United Kingdom. The Environment Secretary is discussing with the fishing and agriculture industries what those future arrangements should be.
People in Middlesbrough South and East Cleveland will give a warm welcome to the progress that has been made with the talks, and I thank the Prime Minister for that. They will also have noticed the scarcely concealed disdain from the Opposition for the progress that has been made. Does she agree that we are actually paving the way to delivering precisely what we want, which is good trade access without compromising control of our borders and laws?
My hon. Friend is absolutely right. He puts it succinctly and very well indeed. We want to maintain good trade access, but we also want to be able to take back control of our borders and laws, and that is what we will do.

Lady that I am aware that Michel Barnier is meeting a number of people here in the United Kingdom and elsewhere around Europe to discuss the issues, but the Brexit Secretary has indeed put in place arrangements for meeting the metro mayors to ensure that the interests of the people they represent are taken into account.
Businesses on Teesside will give a warm welcome to the Prime Minister’s announcement that we are closer than ever to a deal, which is obviously great news as it is important that we get a deal as quickly as possible. However, does the Prime Minister agree with me and with so many of my constituents that Labour’s position that no deal is not an option represents not so much negotiation as capitulation?
I absolutely agree with my hon. Friend. It is important that it is clear when we go into the negotiations that we want to get a good deal that is the best deal for both sides. However, if it is necessary—as I have said before—no deal is better than a bad deal.
