I note that the Social Mobility Commission has recorded today that more working- class youngsters are benefiting from higher education than at any point in our history. The Government have invested record amounts in childcare and the early years, and the attainment gap, as the report acknowledges, has actually narrowed. The hon. Lady refers to the education system and the reintroduction of grammar schools, so I refer her to the report commissioned by a Labour council in Knowsley to look at how it could improve educational achievement there. That report said:

“Re-introducing grammar schools is potentially a transformative idea for working class areas”.

Today the BBC World Service announced its biggest expansion since the 1940s, including 11 new services in different languages, bringing the total number of languages covered around the world to 40. Does the Prime Minister agree that this is an excellent example of soft power and a lifeline to many people around the world?

I absolutely agree with my hon. Friend. The service that the BBC provides through its World Service and the independent journalism that that brings to millions of people around the world is very important, including by bringing that to people in places where free speech is often limited. It is important to support the BBC World Service, which is why we are investing £289 million over the next four years so that it can provide accurate and independent news to some of the most remote parts of the world.

The European High Representative has been making a number of visits to countries in north Africa that are either source countries or transit countries for the migration crisis that we have seen in Europe. The right hon. Gentleman is right to say that many people are coming across from Libya into Italy. I am pleased that it was the United Kingdom that was instrumental in getting the United Nations Security Council resolution that has enabled action off the Libyan coast to be taken, as well as rescuing thousands of people. Sadly, people are still dying in the Mediterranean, but the Royal Navy has been involved in the breaking up of boats that have been used by the criminal gangs. This is an ongoing activity, however, and we need to take every step we can to stop this terrible trade in human beings that brings so much misery.

The University of Portsmouth in my constituency depends on an interchange of people and ideas with EU countries and other countries around the world. What action will the Government take to reassure students and academics that the UK universities sector will remain open and inclusive?

We want to ensure that Britain is open for business and that our universities sector is open for those sorts of exchanges. This is precisely what we have done in relation to people coming to the United Kingdom from outside the European Union. I hope that we have given some reassurance to the universities in relation to the arrangements that they put in place with other EU member states prior to our leaving. We have made it clear that when funding arrangements are put in place that meet our priorities and provide value for money, they will continue beyond the point at which we leave.

We want the police to investigate crimes and a tragic death of that sort. I am very sorry to hear of the case that the hon. Gentleman raises. I shall go on to refer to violent crime later in my speech.

Will my right hon. Friend congratulate Hampshire constabulary, which has 96% of police out on the beat rather than stuck in back offices, because of efficiencies and reorganisation which have led to an 11% reduction in crime?

I absolutely do congratulate Hampshire police. I have visited Hampshire police. It is one of the police forces that has been at the forefront of using technology to help it investigate crime—through the body-worn video cameras, for example, and the tough tablets that they have taken out with them. They are also working very closely with the fire service and doing everything to ensure that they have been making savings and improving the service to the public.
