My hon. Friend has referenced the proposals from my hon. Friend the Member for Dover (Mrs Elphicke). I am grateful to the Minister and the Secretary of State for the discussions they have had with me on making modern slavery a specific priority offence, as well as illegal immigration. I think this is very important.

I agree with my right hon. Friend; that is exactly right, and it is also right that we look at including additional offences on the face of the Bill in schedule 7 as offences that will be considered as part of the legislation.

Where this touches on advertising, the Government have already accepted, following the recommendation of the Joint Committee, that the promotion of fraud should be regulated in the Bill, even if it is in advertising. There are other aspects of this, too, including modern slavery and immigration, where we need to move at pace to close the loophole where consideration was to be given to advertising outside of the Bill through the online advertising review. The principle has already been accepted that illegal activity promoted through an advert on an online platform should be regulated as well as if it was an organic posting. That general provision does not yet exist, however. Given that the Government have considered these additional amendments, which was the right thing to do, they also need to look at the general presumption that any illegal activity that is a breach of the safety duties should be included and regulated, and that if somebody includes it in an advert it does not become exempt, when it would be regulated if it was in an organic posting.

We have the common travel area with the Republic of Ireland, but I can assure the hon. Gentleman that we have ongoing discussions with the Irish Government about the arrangements for the external borders in particular of both countries.

On the new secure zone, Border Force officials of course operate in the port, and the area will be—I was going to use the phrase “to one side”—somewhere lorries can be stationed securely, rather than have to queue up on the road. It will be before they get to the juxtaposed controls.

I welcome the Home Secretary’s comprehensive statement and her agreement to meet Kent MPs to discuss the matter further. Has she received an assurance from the French Interior Minister that if more industrial action occurs this summer, swift action will be taken against strikers seeking to enter the tunnel and port site illegally to cause criminal damage, and that they will face prosecution if they do so?

Sadly, the situation we face is that the people smugglers and the human traffickers will try every way possible to ply their trade. That is why it is so important that our law enforcement agencies, working with law enforcement organisations in Europe and elsewhere, are identifying trafficking routes, traffickers and people smugglers and can take action against them.

Does the Home Secretary agree that the scale of the problem yesterday was exacerbated by the French strikers gaining forcible access to the channel tunnel, leading to the closure of services there as well as at the port, and that the French authorities need to do more to secure the channel tunnel at Coquelles? Has she been given any reassurance by the French Interior Minister on that point?

My hon. Friend is right to identify the fact that the problem yesterday was the strike and the damage to the tracks. Lorries and other vehicles were queuing or moving very slowly, which gave the migrants a greater opportunity to try to clamber aboard. I have had discussions with the French Interior Minister, both last night and previously. We are looking at what extra security can be put around Coquelles, in addition to the extra security at Calais. I have been reassured by the French authorities that they intend to ensure a police response is available at the ports, so that we can deal with this problem as it arises.

We are looking at a number of ways of dealing appropriately with those returning from Syria. Part of that will be through measures brought forward in the legislation to which I referred. As the Prime Minister made clear in the House, we are looking at the question of relocation, and at exclusion zones and the extent to which they can be used. We will put Channel and Prevent on a statutory footing, but it is important that we look on a case-by-case basis at what action is appropriate for returning individuals, rather than assuming that one route is always the right way of dealing with them. Of course, in the consultation on the legislation, the right hon. Lady will be appropriately briefed, on Privy Counsellor terms.

T6. Recently, 130 people who are in the asylum system were placed in temporary hotel accommodation in Folkestone, with little or no notice to the local authority. Will the Minister tell me what the Home Office is doing to review the situation to make sure that this type of temporary accommodation is not used in future?

We of course looked very carefully at the arrangements that we would put in place for making information available to voters in the police and crime commissioner elections. Instead of providing a free-post booklet to every household, what we are talking about is providing internet access. However, that does not mean that there will not necessarily be literature going out, because individual candidates will have expenses with which they will be able to make literature available; and indeed, it will be possible, from the internet access, to ask for written copies of the information that is available on the website.

T7. Will the Home Secretary consider producing a wide-ranging study of the effectiveness of community sports programmes run by organisations such as the Active Communities Network in reducing crime and antisocial behaviour, particularly among young people?

I am grateful to my hon. Friend for raising the important role that sports activities can play in ensuring that young people are not drawn into, for example, gang activity. I was pleased to talk personally to the Premier League about its Kickz project, which is an extremely effective programme that I would commend to others.
