The short answer is no, and there is absolutely no reason why they should have done, a point which I can say from my own head and heart fortified in the knowledge that it is also the sound advice of the experienced Clerk of the House, who has been working in the service of the House for 40 years.

On a point of order, Mr Speaker. While the Foreign Secretary is still in the Chamber, I want to ask for clarification. He said from the Dispatch Box during Question Time that the Trump travel ban order would not affect UK passport holders. Is he aware of the case of the teacher from Swansea who has been—[Interruption.] I am giving the Foreign Secretary the opportunity to clarify that he is aware of the matter and that it is in hand.

That is not specifically a matter for the Chair. If the Foreign Secretary wants to respond on the Floor of the House, he is free to do so, but he is under no obligation. I get the impression that the hon. Lady will be contacted.

On a point of order, Mr Speaker. I find myself in the unfortunate position of having to make this point of order, of which I have given prior notice to you and to the right hon. Member for Mid Sussex (Sir Nicholas Soames). I understand that during my response from the Scottish National party Benches to the Foreign Secretary’s statement, the right hon. Member for Mid Sussex, who has always afforded me courtesy and respect, was making “woof, woof-sounding” noises at what I was saying, which of course I find extremely disrespectful. This is an opportunity, through you in the Chair, for the right hon. Gentleman to set the record straight if that is not the case. If it is the case, perhaps you would be able to rule whether that is in order.

Thank you, Mr Speaker.

I congratulate the hon. Member for Wirral South (Alison McGovern) on securing this urgent question and, indeed, on the work she has done to get cross-party support for calling on the UK Government to authorise the airdropping of aid. A quarter of a million people, including 100,000 children, have been trapped in deteriorating conditions in Aleppo’s eastern district since the summer. There are no functioning hospitals; there is no more food. Independent observers have estimated that yesterday alone, at least 219 civilians were killed.

I understand that finding a practical and political solution to this horrific, almost unimaginable situation is complex and challenging. I say to the Minister, however, that no practical challenge should be too tough and no political obstacles too insurmountable to do the right thing by these people whose suffering is growing day by day. Who could fail to be moved by the seven-year-old Bana al-Abed who was tweeting live from Aleppo, asking for help when bombs were falling on her. That is a serious call for help, and we must act. What discussions have taken place with Russia to demand that it sign up now to the agreement brokered by the UN to provide aid? What practical assistance has been offered by UK forces to support the delivery of aid?

Is the Secretary of State aware that the value of exports from the rest of the UK to Scotland is more than £50 billion? That is more than the value of Scotland’s exports to the rest of the United Kingdom. Does the right hon. Gentleman agree that, regardless of any constitutional arrangements that may be made in the future, the trading relationship between Scotland and the rest of the United Kingdom is important to both constituent parts?

On a point of order, Mr Speaker. On 14 September, the Financial Secretary to the Treasury said at the Dispatch Box, in relation to the debacle that is the handling of tax credits by Concentrix, that people who provided information would receive money in their bank accounts within four working days. It came to my attention on 29 September that that had been changed, and it would be two to three weeks before the information would even be looked at. Furthermore, on 4 October I learned that the four-day system was not even in place.

There are people who are suffering, who cannot feed their children and cannot even send them to school because they do not have money for lunch, and who have to leave their jobs because they cannot afford childcare as a result of this absolute mess. My constituents cannot wait until the next questions session for an answer. Can you advise me, Mr Speaker, on what tools I can use to ensure that the Financial Secretary comes to the House and clarifies the Government’s position?

I thank the hon. Lady for giving me notice of her point of order.

What Ministers, and other right hon. and hon. Members, say in the House is, of course, their individual responsibility. If a Minister has inadvertently misled the House, I would expect that Minister to correct the record, and I am sure that the Financial Secretary would do so if she felt this to be the case. She will have an opportunity to hear and study what the hon. Lady has said today.

The hon. Lady asked for my advice on how she could hold Ministers to account for their statements on this matter. The answer is that there are a number of routes that she might usefully follow. However, she may particularly wish to note that a debate on the performance of Concentrix in dealing with tax credit claimants, nominated by the Backbench Business Committee, is scheduled to take place next Tuesday at 9.30 am in Westminster Hall. I confidently predict that the hon. Lady will be in Westminster Hall at that time. Although I will not be chairing the debate, because the Speaker does not chair such debates, I have a keen sense that her chances of being heard on that occasion are pretty high. Meanwhile, she has made her concern clear, and it is on the record. We will leave it there for now.

Last week at the Foreign Affairs Committee Oliver Letwin stated that

“we clearly need a new cadre of highly skilful and highly experienced trade negotiators.”

I hope the Secretary of State sees the irony in the fact that the very best of our trade negotiators are based in Brussels, but can he assure the House that from now on we will indeed bring in the best trade negotiators notwithstanding their nationality?

On a point of order, Mr Speaker. It is a matter of some concern that, given the attack on the airport in Istanbul, we have heard nothing from the Foreign Secretary on what consular help might be available to affected UK citizens, what support services might be available, or even, if any UK citizens have been affected, what that means for security in the region and in the UK. I appreciate that the Government are embroiled in a leadership contest and the Opposition are involved in a leadership challenge, but the people of this country are entitled to have the business of the day continue. Can you advise me, Mr Speaker, on how I can obtain such information? I did not ask for a statement during business questions, because I do not believe that this is a matter for run-of-the-mill weekly business questions. It deserves the urgent attention of the House.

I am grateful to the hon. Lady for her point of order. I am not aware, as things stand, of any imminent intention on the part of a Minister to make a statement on this matter, but I have taken careful note of what she says. I rather imagine that her concern will be shared in all parts of the House. Suffice it to say that I think it not unreasonable to hope—and, perhaps, to expect—that a ministerial statement will be forthcoming early next week. If that proves not to be the case, or if there are those who seek an insurance policy in case it does not transpire, she will be aware of the instruments available to Members who wish to bring urgent matters to the attention of the House.

I am grateful to the hon. Lady for her point of order and for her courtesy in giving me advance notice of its thrust. I also note that she has expressed her disappointment in the Government in very forceful terms. She is most assiduous in pursuing this matter, and I say to her that it is, to put it mildly, regrettable that the Department for Business, Innovation and Skills is late in responding to a request from the Procedure Committee. That should not happen. If there is a Whip on the Treasury Bench, he or she should note that it is frankly unacceptable. If there is not, that message should be relayed to the relevant Whip sooner rather than later. I am sure that the lapse, which will be very unsatisfactory, not least to the Chair of the Procedure Committee, the hon. Member for Broxbourne (Mr Walker), and his colleagues on the Committee, will have been noted on the Treasury Bench. I hope that it will be duly communicated to the Secretary of State for Business, Innovation and Skills.

If the hon. Member for St Albans (Mrs Main) has tabled questions that are orderly—they would not be on the Order Paper unless they were adjudged to be orderly—they should receive replies and quickly. My advice to the hon. Lady is to look for those replies each day from now on. If she does not get them, I rather imagine that she will return to the subject. In the interests of propriety, however, the Department should now provide those answers. Its performance is unsatisfactory. I do not want to use the word “shameful”, but it is unsatisfactory.

On a point of order, Mr Speaker. Yesterday, the House had a comprehensive debate on the Government’s foreign policy and, in particular, its role in arms deals with Saudi Arabia. I put it to the Government that an urgent investigation should take place, following new evidence showing that UK bombs have been used in Yemen. At yesterday’s Foreign and Commonwealth Office questions, the Foreign Secretary stated that

“the Ministry of Defence is urgently investigating the allegations, and I believe there will be an urgent question on this subject shortly.”—[Official Report, 24 May 2016; Vol. 611, c. 395.]

This morning, the Ministry of Defence gave a statement to the BBC World Service that contradicts the Foreign Secretary’s comments yesterday. The MOD statement says:

“We are not launching an investigation, we are seeking urgent clarification from Saudi Arabia as to whether or not these weapons have been used in the recent conflict and that is our usual policy.”

Have either the Foreign Secretary or his office asked you whether he can come to the House to clarify the position?

No, no request to issue a clarification has been made to me. If memory serves me correctly, the line of the Government that no investigation is under way was put by the Defence Secretary in response to the urgent question yesterday—that is my recollection—although, as the hon. Lady says, that is a different stance from that proffered by the Foreign Secretary at oral questions. It is not entirely novel for there to be different statements on the same subject emanating from representatives of different Departments. If a Minister thinks, in the light of the facts, that he needs to correct the record of what he said—I think the hon. Lady has the Foreign Secretary in mind in this context—doubtless he will do so. If he does not, it is presumably because he judges there to be no need. In that situation, the hon. Lady must table questions if she wants further elucidation, but it would be useful to have clarity on the matter.

Successive UK Governments have signed up to a range of EU agreements vital in protecting our environment, upholding workers’ rights, and ensuring an EU-wide energy market. The removal of such environmental controls and statutory maternity pay, for example, would be a backward step. I am sure, therefore, that the Minister will agree that our membership of the EU is vital in promoting the interests of the people of Scotland and across the UK. However, he will be aware that the Justice Secretary said last week that

“our membership of the European Union prevents us being able to change huge swathes of law and stops us being able to choose who makes critical decisions which affect all our lives.”

Can the Minister therefore confirm specifically—[Interruption.]

On a point of order, Mr Speaker. I note that, on the Order Paper today, we have the first instance of English votes for English laws certification from you. I also note that on the notes to the Bill, it states specifically on page 60 that clauses 108 to 110 relate to Scotland, while in the certification they are said to relate to England only. May I request clarification of that apparent anomaly?

I commend the hon. Lady for the predictable application of her beady eye to these important matters, but she should rest content in my own certification decisions. In other words, if there appears to be any conflict between my certificate and what happens to appear in the explanatory notes, she should be content with the former as the definitive guide. Perhaps we can leave it there for now.

Further to that point of order, Mr Speaker. Given that Bills are to be certified at this stage in proceedings, what thought has been given to intimate to Members who may be affected by such certification when there is a difference between what is in the notes and what is in the Bill and the certification, as Members might wish to make representations to you on those matters?

Decisions on certification are what matters. I do not want to anticipate what might be seen to be, or indeed be, contrary elements. The hon. Lady is now well familiar with the geography of the Palace of Westminster. She knows exactly where the Table Office is and, to judge by her general high level of activity in this Chamber, I rather suspect that she makes frequent visits to it. She knows how to go to the Table Office, how to consult the Clerks, and how to consult me. At any rate she can be untroubled on this matter for today and, I hope, in the future. She might not always like the certification decisions, but she need not be in any doubt what they are.

I am very grateful to the hon. Gentleman for giving us the definition of devolution, which of course we understand because we live and breathe it every day. We are grateful none the less for the definition. I would like to remind him that Scottish taxpayers paid more tax per head to the UK Treasury in every one of the last 34 years. I would also like to remind him that the opportunity to devolve powers in relation to English laws comes by virtue of having an English Parliament. I suggest that he is perhaps trying to have his cake and eat it at the same time. There are financial consequences for the people of Scotland of legislation that will be discussed here and that you will term as “English only”, and that is why—

Order. These interventions are, in equal measure, stimulating and a tad over long. I am referring not simply to the hon. Lady, but to a number of others and we must stop a trend developing, much as it is displeasing to interrupt the hon. Lady, whose flow I always enjoy.
