Commons ChamberQuite simply, Iran is a malign influence not just on Yemen but on the entire region. My right hon. and learned Friend is right to point out the manner in which it has helped to create instability in the Red sea. I am afraid that the only language that the Iranians understand is the approach that we have been taking: to show them that there is a red line and they have crossed it.
I completely understand and agree with the need to protect international shipping and maritime security and to ensure the safety of civilians and seafarers in the Red sea. However, some of us are also concerned about a wider escalation in this already volatile region. Will the Defence Secretary outline what steps the Government are taking, diplomatic or otherwise, to stop us being sucked into an escalating regional conflict?
The actions we are discussing are very specific and targeted, as the hon. Gentleman will recognise. They are not open to being repeated unless the attacks on us continue, so they can actually be stopped immediately. In terms of wider diplomacy, which I have gone into in some detail, I have met with Sullivan, Blinken and Lloyd Austin in the States, while the Foreign Secretary has been doing the same with his opposite numbers. As I have just described, I was in the region until this morning, where I was having extensive discussions on how to bring this situation to a conclusion. I am afraid it is not always possible to provide a line-by-line explanation of every single element of those talks, which I appreciate is frustrating for the House, but we are making broad and strenuous efforts to achieve exactly what the hon. Gentleman is looking for.

Commons ChamberDefence assets continue to be ready to supply humanitarian support to the region. As the hon. Gentleman knows, the delivery of aid is impeded by the many challenges around Gaza, but so far we have airlifted 51 tonnes of aid to the country.
As I have said previously, I want to see an end to the violence in the middle east, although I acknowledge that neither Israel nor Hamas agreed to an immediate ceasefire. While negotiations to deliver an enduring peace are ongoing, we must urgently accelerate the delivery of aid via the RAF to alleviate human suffering on the ground. Can the Secretary of State explain why, within two weeks of the earthquake in Turkey and Syria, nearly 100 tonnes of aid was delivered there, yet since the Israel-Hamas war broke out more than a month ago, only 50 tonnes has been delivered by the RAF?
I can. The difference is a war zone. When I said that we had delivered “to the country”, I meant, of course, to Egypt. From there we have to get the aid across the Rafah crossing, which, for all the reasons of complexity, is not always open or available. There are many restrictions to getting that aid in, but I am working very hard on that. The problem is not a lack of resource; we have put in £30 million, more than doubling the existing £27 million, and I can assure the hon. Gentleman that there are further flights leaving later this month.

Commons ChamberOf course, one reason that we have employed tens of thousands more nurses and doctors is to help to relieve the pressure post covid. We all understand that, given what happened with covid and what is now happening with flu, which is the worst it has been for 10 years, we are seeing particularly strong pressures on our hospitals. The point I am making today is that none of this is helped by the uncertainty. It is fine for workers to withdraw their labour—it is obviously a last resort, but we understand it—but please, give us an indication or a guarantee of where the safety level will be, and do so on a nationwide basis. In fairness to the Royal College of Nursing, it has done that. The ambulance unions, I am afraid, have not. We invite them to do so.
The Government’s failed industrial relations approach has led to the worst strikes in decades. Sadly, they have often sought to scupper talks by throwing in last-minute spanners. Now, they propose going from clapping nurses to sacking nurses. The Secretary of State will be aware that the Transport Strikes (Minimum Service Levels) Bill’s impact assessment stated that imposing minimum service levels could actually lead to an “increased frequency of strikes”. What exactly has changed in the past two months since that was published?
First of all, no one is talking about sacking nurses. I have just checked the figures: we have more than 44,000 more nurses since 2010, and more than 34,000 more doctors. There has been a big increase even from 2019. Nothing in the Bill we are announcing today is about getting rid of nurses, any more than any employment contract has to be followed. It is worth remembering that the pay that is on offer is as a result of the independent pay review body—bodies that the unions themselves called to be set up 20 years ago—being put into action.
I have heard union bosses make the point about last-minute spanners, which is completely untrue. I seem to be living rent free in Mick Lynch’s head at the moment—I have not even been close to these negotiations. The deal on the table is the same discussion that has always been there. Rather than parroting those lines, the hon. Gentleman might do better to check the facts and encourage the unions to put these offers to their members.

Commons ChamberMy right hon. Friend is right about the £27.4 billion we are investing in the road investment strategy 2 programme to upgrade and build roads fit for the 21st century. There was very effective lobbying on the roundabout, and I will certainly come back to him in writing to provide more of an update.
I know that you, Mr Speaker, the Secretary of State and the whole House will share my grief about the fatal Stonehaven tragedy and the environmental damage wrought by the Llangennech derailment. It seems that the Government have finally listened to the Labour party and look to be ending their failed franchise model. Given the many billions of taxpayer funds that this will cost, it is simply unacceptable that we have to read about these agreements piecemeal in newspapers. As my hon. Friend the shadow Secretary of State said, perhaps the Secretary of State can enlighten us as to when he will make a full statement to this House outlining the future of rail. Will he also confirm what percentage of contracts, especially for HS2, will be going to UK suppliers?
There is a lot to cover there, but I will try to make it brief. The hon. Gentleman is right about Stonehaven. I went to the scene of the tragedy—I was taken over in a helicopter—and it was like a Hornby train set had been thrown up in the air. Our thoughts and prayers go not only to the three who died, but to those who were injured, the emergency workers and the brave people who rescued others—our thoughts are with them all. The House will have noted that I issued the Network Rail interim report on Stonehaven a week or two back, which comes to some very important interim conclusions. I will update the House further with the full report shortly.
As for the ending of the emergency measures agreements, I hope the House will understand that it is not possible to conduct negotiations with nine different operating companies in public—I cannot do that from the Dispatch Box. As he knows, the EMAs come to an end shortly, so I will of course be coming back to the House. I would disbelieve everything that you read in the newspapers; I do not think I have read a single thing that relates to what is actually happening. I will return to the House in due course to update it on precisely what is happening, but I do not think that the hon. Gentleman can doubt our commitment to rail—the £3.5 billion we have put in so far, and indeed our support for HS2, which he mentions.
