My hon. Friend is a great champion for his constituency and for Cornwall more widely. In many ways, Cornwall is playing a major role in our moves toward net zero, and we in my Department will always be happy to talk to him about that.

I will make more progress before giving way again.

Crucial to this debate is the UK’s global leadership. The UK contributes only about 1% of global emissions, and that figure is falling. We cannot solve the challenge of global climate change just by doing the right thing at home, so we are using our strength to help to transform the world, from doubling our international climate finance contribution to nearly £12 billion to using our £1 billion Ayrton fund to support the world’s most vulnerable—for example, by designing clean stoves for the billions who rely on firewood. In 10 months’ time, COP26 in the fantastic UK city of Glasgow will be a seminal moment for climate action, as well as a massive opportunity for British business—a giant global shop window for the UK’s clean tech prowess, with countries across the world heading home with their pockets crammed full of British ideas, technology and expertise.

The Secretary of State mentioned electric vehicles and charging points, and Slough Borough Council, in my constituency, is leading the way in Berkshire. Although we gratefully receive platitudes regarding the good work of local authorities, what measures will the Government put in place to support excellent councils financially, in addition to those mere platitudes?

There are far too many initiatives for me to talk about now at the Dispatch Box, but one example is the £1 billion that was recently announced for electric charging infrastructure. If the hon. Gentleman writes to me, I shall send him a full submission on the subject.

I am aware of the amendment that seeks to ensure that we can hold individuals to account better than before. I am not aware of the exact progress, but if my right hon. Friend writes to me, I will take the matter up with Ministers on his behalf.

Since 2015, there have been several water-related deaths in my constituency, and I highlighted this worrying issue during Prime Minister’s questions. Tragically, it is also an important matter for others such as my right hon. Friend the Member for Newcastle upon Tyne East (Mr Brown) and my hon. Friends the Members for Washington and Sunderland West (Mrs Hodgson) and for Newcastle upon Tyne North (Catherine McKinnell), whose constituencies have also suffered water-related deaths recently. Will the Leader of the House consider timetabling a debate on water safety education for children and young people so that we can explore the best ways of stopping such devastating incidents occurring again?

Teaching young children to swim and to be water aware is important, and I encourage the hon. Gentleman to seek a Backbench Business debate since it sounds as though several right hon. and hon. Members are concerned about the issue. He did not mention whether those deaths were as a result of accidents or drowning due to someone being unable to swim, but there is a need to teach children about the dangers of quarries, rivers and so on.

I am delighted to join my hon. Friend in thanking all Post Office workers. They do a fabulous job at this time of year. The issue that she raises is very important, especially to rural communities, so I am pleased that the Government announced yesterday that they are committing up to £370 million in new investment in the post office network for the three years from April 2018.

Would the Leader of the House agree to have a debate on a national Sikh war memorial in a prime central location in our capital, to commemorate the extraordinary bravery and sacrifices of Sikh soldiers in the service of Great Britain? That includes both world wars, when more than 83,000 turbaned Sikh soldiers laid down their lives and more than 100,000 were injured. To assist her in that, she may have seen early-day motion 708, which already has the support of more than 150—

Sexual Harassment in Parliament

I can absolutely confirm that all issues involving homophobia, racism, bulling, sexual harassment and so on will be within the scope of the work involved in the creation of an independent grievance procedure. The hon. Lady is exactly right: treating one another with respect throughout our politics is absolutely essential, and we will see what more can be done to ensure that that happens.
