To ask the Deputy Foreign Secretary, if he will take steps with his international counterparts to support the Brazilian government following the dam collapse and floods in Rio Grande do Sul.

I [Minister Rutley] was saddened to learn of the terrible flooding that has ravaged Rio Grande do Sul. I offered my sincere condolences to all those affected by this tragic incident, including the families of those who have so sadly lost their lives. His Majesty's Ambassador to Brazil has also offered condolences to State Governor Eduardo Leite. Through the Start Fund the UK has supported an allocation of £193,000 to provide humanitarian aid in response to the flooding in Brazil. The Start Fund is a pooled fund to which the UK is a major donor.

To ask the Deputy Foreign Secretary, if he will take steps with his international counterparts to support the Kenyan government in managing evacuations near dams and reservoirs due to ongoing flood risks.

Following recent periods of intense rainfall a nationwide assessment of all dams has been conducted with nearly 200 identified as high risk. Government-led search and rescue operations are ongoing with the police, public health officers and others assisting across all emergency locations. In response to the flooding the UK has provided £850,000 to UNICEF to support the provision of cash transfers to nearly 7,000 households in the worst affected counties. UK funding will also deliver urgently needed health, nutrition and sanitation services. We remain in close contact with our Kenyan and international partners on the continuing response.

We continue to work with international partners to hold Iran accountable for its unacceptable human rights record. At the 55th Human Rights Council session, the UK was on the core group for the Iran human rights resolution, which successfully renewed the mandates of the Special Rapporteur and the Independent Fact-Finding Mission on Iran human rights, enabling continued monitoring of abuses against women and girls and religious and ethnic minorities, as well as freedom of expression. We continue to engage with UK-based and international organisations on human rights, including Iranian diaspora organisations. In October 2023, the former Foreign Secretary and Lord (Tariq) Ahmad of Wimbledon hosted a roundtable with women's rights activists, joining them publicly in calling for an end to impunity and violence. Since October 2022, we have sanctioned 94 individuals or entities for human rights abuses, including senior decision makers responsible for enforcing Iran's mandatory hijab law. We continually assess our human rights sanctions regime, and will make further designations where we have the evidence to do so. We will continue to raise human rights issues with the Iranian Government.

The UK works closely with international partners to counter Foreign Information Manipulation and Interference (FIMI) by hostile actors, including with the European Union and with some EU members States. This includes work to identify and respond to the diverse and evolving threat to our democracies from information manipulation. We work closely with countries across Europe to develop effective national security responses to FIMI; enable communication activities to challenge information manipulation; and support independent media and civil society organisations to build resilience to disinformation. We have sanctioned enablers of Russian disinformation and information manipulation including Russia state media and Kremlin-funded information operations globally, including in Europe.

International partners, including in the EU, could be at risk of attempts by foreign states to interfere in elections. Collaboration with international partners, including in the EU, is an essential part of countering these risks. Through the UK's Defending Democracy Ministerial Taskforce, FCDO officials have engaged with partners, including Austria, Romania, and France, to share best practice and identify opportunities for future joint work to build resilience against interference in our democratic processes. FCDO regularly updates to the Taskforce's Ministerial meetings on key risks, learnings, and responses from international elections to inform the UK's election preparations. The UK will continue to engage with international partners.
