Commons ChamberThe UK shared prosperity fund will deliver funding to all parts of our United Kingdom, and our allocation approach gives every region and nation a real-terms match with EU funding. Details are published on gov.uk. We have engaged with the devolved Administrations at all levels on the design of the fund, and their input has helped to inform the most appropriate mix of interventions and local allocations for each part of the United Kingdom.
I respectfully disagree with the hon. Gentleman. If we look at not just the UK shared prosperity fund but the other investment in the Liverpool city region, we will see that this Government are absolutely committed not just to matching but to exceeding the support that was given under the European Union. I am looking forward to visiting the Liverpool city region later this week to discuss with the combined authority Mayor Steve Rotheram and others how levelling up is working on the ground.
The recent Public Accounts Committee report reminds us:
“Economic development is a devolved power”,
but decisions that would previously have been made according to Scottish Government priorities are now
“based entirely on UK Government’s assessment of priorities.”
In short, that is not decentralisation; it is a power grab. What will the Department do to address the PAC’s scepticism about how closely devolved priorities have been accommodated within the shared prosperity fund and other policies?
The hon. Gentleman will, I am sure, be aware that I had the opportunity of speaking to the Scottish Parliament’s Finance and Public Administration Committee, which covers these questions. I was struck by the fact that Scottish National party MSPs and, indeed, a Green MSP were all eager for the UK Government to play an even more assertive role in deploying the levelling-up and UK shared prosperity funds. The rhetoric of a power grab 12 months ago has been replaced by a desire to work constructively. I should note, of course, that the Chairman of that Committee is the partner of his party’s Front-Bench spokesperson here, the hon. Member for North Ayrshire and Arran (Patricia Gibson). Those MSPs are, I think, closer to their communities than distant West—Westminster figures.

Commons ChamberI, too, start by thanking people across the UK who have come forward with incredibly generous offers of accommodation and support for Ukrainians. Of course, we will do what we can to support the initiative. We regret, however, that this is only phase one; things are still not going fast enough. We will continue to argue that the best response available to the Government is to stop asking Ukrainians to apply for visas altogether. On that point, why will people accepted on to the scheme have to apply for a visa as well? Of course, some of them may be able to apply online, but an online process is not necessarily fast.
On sponsorship, we welcome the fact that people with limited leave to remain are now able to be sponsors, but when does the Secretary of State anticipate that charities, churches and community groups will be able to play their part? He explained a bit about the vetting process, but how will sponsors be supported to undertake their role? It is not just a question of cash. What happens if a sponsorship does not work out? What move-on support will be available?
On financial support, will the £350 a month be available to sponsors such as community groups as well as to individuals? Does access to public funds mean full access, including to the housing element of universal credit? Will there be £10,000 of local authority support per person as reported in the press?
What about the most vulnerable people, such as orphans, the elderly and others who will never know about the scheme’s existence, never mind how to apply to it? Can the United Nations High Commissioner for Refugees, for example, refer someone to the scheme or for resettlement? What support would be provided in those circumstances? What discussions has the Secretary of State had with the Scottish and Welsh Governments about their request to operate as super-sponsors? Will he endeavour to make that work?
I thank the hon. Gentleman for his support for the scheme. He made the point about ensuring that we speed up all the security and visa checks as quickly as possible. As I mentioned, my right hon. Friend the Home Secretary has already acted in that regard.
From tomorrow, anyone with a Ukrainian passport will be able to apply online. Thanks to a surge in the number of caseworkers in the Home Office, they should be able to have permission turned around and granted very quickly. A PDF will be sent straight to them and they can then fly into this country to a warm welcome. As a result, the surge of staff in our visa application centres will be able to deal with individuals who, for whatever reason, do not have a passport or the capacity to secure one quickly, which means that we will be able to more quickly process the number of Ukrainians who wish to come here. As was pointed out earlier, 4,000 visas have been granted and the numbers are due to surge this week.
The hon. Gentleman made the point that charities, churches and community groups have all stepped up. We want to ensure that we are working with all of them this week to facilitate their role, not just in matching individual sponsors and Ukrainians who might benefit but in extending the reach of the support we give so that it is not just a roof over someone’s head but the valuable interpersonal support of which so many are capable.
When I was chatting to faith groups earlier today, I had the opportunity to talk to representatives of not just the Ukrainian Churches, but the Church of England, the Church of Scotland and the Roman Catholic Church, including the Roman Catholic bishops in Scotland, all of whom are anxious to ensure that we do everything that we can to help. For individuals who, for whatever reason, find that a sponsorship solution does not work for them, we will ensure that the local government partners and charity partners with whom we are working receive the resource that they require. The £350 is there for individuals, but charities and community groups will have a vital role to play in helping to marshal individual offers.
The hon. Gentleman made a point about unaccompanied minors, orphans and others who need our support. We are working with those on the ground to ensure that we can have the right solution for them.
Finally, the hon. Gentleman asked about working with the devolved Administrations. I was grateful to the First Ministers of Scotland and Wales for their generous offer to act as super-sponsors, and we are doing everything we can to facilitate that. My officials are working with those in the Scottish and Welsh Governments to ensure that we can do that in a way that enables everyone to live up to their responsibilities.

Commons ChamberMy right hon. Friend the Secretary of State for Business, Energy and Industrial Strategy will outline the United Kingdom’s White Paper on the internal market later today. Not only will this approach deliver more powers to the devolved Administrations, as the Prime Minister made clear yesterday, it will allow business and trade across all parts of our United Kingdom to prosper and flourish.
The head of the Vote Leave campaign in Scotland was quite clear about the automatic devolution of powers to Holyrood after Brexit, saying:
“Any repatriated power that isn’t already explicitly denoted as ‘reserved’ in the Scotland Act 1998 is assumed to be the remit of the Scottish Parliament.”
Why is that promise being reneged on by the Chancellor of the Duchy of Lancaster, just as his own promise of migration powers for Scotland is being reneged on?
No promise is being reneged on; a power surge is occurring. Scores of new powers are going to the Scottish Parliament and, as my hon. Friend the Member for Moray (Douglas Ross) pointed out yesterday, no Scottish National party MP, MSP, councillor or activist can point to a single power currently exercised by the Scottish Parliament that is being taken away. There is no power grab; there is simply an example of SNP myth-making, which this internal market Bill finally puts to bed.

Commons ChamberAgain, I stress that we have taken steps to contact hauliers, not just in the UK but in the EU, in order to ensure that they and traders are ready to export; that should significantly reduce the risk of any delays. There are facilities in Kent to ensure that, should there be queueing of any kind, those who are caught in those queues who are hauliers can get the services they need.
The Prime Minister, the Home Secretary and indeed the Chancellor of the Duchy of Lancaster all pledged during the referendum campaign that the rights of EU citizens would be protected automatically after Brexit—in other words, without the need for any application at all. Will he now fulfil that pledge, as recommended by the Home Affairs Committee and the3million, or is he prepared to see tens, if not hundreds, of thousands of EU nationals miss the Government’s deadline and be left without any status in this country at all?
As I mentioned earlier, more than a million people have been granted status. Tens of thousands of people are applying every day, and the process, as far as I know, is working well. The process will continue right up until the end of next year, and we are providing people in this country who are EU nationals with a guarantee of their rights that no other EU nation is matching for UK nationals. It is the most generous offer, and I am delighted that the Home Secretary is presiding over a system that works in the interests of our friends and neighbours.

Commons ChamberI thank my hon. Friend for his campaigning on this issue. It is vital that we do all we can to ensure that our insect population, and in particular our pollinator population, is protected. They are vital to the health of our environment. We are looking closely at the science in this matter.
I made it a priority to engage with the Scottish Government as early as possible and I spoke to the Scottish Government Cabinet Secretary, Fergus Ewing, during my first week in office. We met for follow-up talks at the Royal Highland Show on 22 June. I also met Mr Ewing and representatives of the other devolved Administrations on 25 September, and we are due to meet again in early November.
Since 2013, this Government have short-changed farmers in Scotland of £160 million of CAP convergence money. Will the Secretary of State commit to urgently change how those funds are distributed, not after 2020, but imminently?
I am grateful to the hon. Gentleman for raising that subject. I received a letter from my hon. Friend the Member for Dumfries and Galloway (Mr Jack) on behalf of Scottish Conservative MPs setting out a very constructive suggestion on how to take matters forward. That is proof that having 14 Scottish Conservative Members here is a way of ensuring that the interests of Scotland’s farming and fisheries sectors are better represented than ever before in this House.

Commons ChamberI am grateful to my hon. Friend for those questions. I have stressed to Charlie Taylor that he should consider there to be no limits on his review. I know that my hon. Friend’s points will be well taken by Charlie, and I hope that we will see the fruits of his report in two to three months’ time.
Like all hon. Members, we on these Benches were alarmed to see the reports emerging over the weekend about the Medway secure training centre, so we congratulate the hon. Member for Hammersmith (Andy Slaughter) on raising the issue today and the Secretary of State on his response. Three questions arise. First, will any review of procedures and practices at training centres include not only Medway and not only contracts involving G4S but similar centres including those run by Serco? Secondly, what improvements can be made to the system of inspection to prevent similar incidents from arising in future? Finally, are any procedures—even something as simple as providing a telephone number—available to the children in those centres to allow such behaviour to be drawn to the attention of outside authorities without having to rely on undercover journalists?
I thank the hon. Gentleman for his questions. He is absolutely right: although there is understandable focus and attention on G4S, not least because of some of the mistakes the company has made in the past, what should concern us is the safety of children and young people, rather than the reputation of any particular organisation. There should be no limits on our capacity to investigate wrongdoing, wherever we find it. He rightly says we need to consider and reflect on inspection and monitoring to make sure it is fit for purpose. I have absolute confidence and faith in Her Majesty’s inspectorate of prisons, but we do need always to keep under review the powers available to our inspections.
There is a telephone line that enables people in STCs to call Barnardo’s. Barnardo’s was visiting the site three days a week, but that has now been doubled and its volunteers and professionals visit six days a week. We will, of course, do everything we can do to reassure young people that if they are victims of abuse, they will be heard.
