Obviously, the guidelines are a baseline that we would expect all the national governing bodies to use, but then to go even further. Many of them have professional medical support, but they should still take the issue very seriously because, as the hon. Gentleman rightly points out, they are role models for many organisations. In my meetings with each of them, I will ensure that I keep raising that point.

Nothing will instil confidence in the important message of “If in doubt, sit them out” more than for grassroots players, particularly youngsters, to see elite-level players adhering to the strictest head injury protocols. Sadly, we have seen too many coaches, referees, on-pitch medics and game administrators turning a blind eye, cutting corners and ignoring the protocols. Will the Minister say a bit more about what he is going to do with the governing bodies at professional level to ensure that there is consistency throughout sports, from amateur and grassroots levels right to the very top?

The very publication of the guidelines shows how seriously we are taking the issue. We felt that it was really important to get guidelines out to grassroots sports, given how many millions of people are taking part in them. My right hon. Friend is right that the elite levels of sports also need to lead the way. Good work is going on, but I accept that more needs to be done. I can assure him that I will take the messages from the House today to the governing bodies in my further meetings with them.

Sexism, misogyny or any prejudice has no place whatever in any of our sports. As the hon. Member knows, sport is devolved, but I will reach out to colleagues in the Welsh Government and have a discussion about that. I am absolutely clear that our sports strategy will have inclusion at its heart.

First, may I congratulate you, Mr Speaker, on last month becoming the new president of the Rugby Football League? I suspect that your form of the game will see a big influx of new players as the English Rugby Football Union seeks to rewrite the rules of the union game.

Does the Minister agree that, given 75,000 players, coaches and supporters of the union game have already signed a petition rejecting the new rules, the RFU should think again, work more collaboratively with the grassroots across all the home nations and ensure that all steps taken to improve player safety are consistent and workable and do not lead to a player exodus?

My right hon. Friend raises an important point that a number of colleagues have already raised with me. As he will be aware, national governing bodies such as the Rugby Football Union are responsible for the regulation of their sport and ensuring that appropriate measures are in place to protect participants from harm and serious injuries. I can assure him that we continue to work with sports bodies, including the RFU, to ensure that player safety is prioritised, and I will certainly raise the points he has raised in my next meeting with it.

The hon. Gentleman will know that the Wales & Borders franchise is part of the Government’s commitment to devolving powers, so there is a joint responsibility between the two Governments. If he wants me to make representations on his behalf to the Welsh Government, I would be more than happy to do so.

Has my hon. Friend had the chance to speak to the management of Great Western Railway about the total shambles that was its rail service last Sunday afternoon, when thousands of passengers faced cancelled or disrupted trains due to staffing problems arising from the World cup final? England did not qualify for the final and Wales was not even at the tournament, so it should not have led to meltdown on the rail network last Sunday.

My right hon. Friend raises a very important point. When these services do not run effectively, that has a massive impact on his constituents and all commuters. I would be happy to meet him to discuss this further, so that we can take it up with the people responsible.

Let us not forget that the roll-out of broadband is the responsibility of the Welsh Government. As the hon. Gentleman will know, because we have already had a conversation about this, this could form an important part of the mid-Wales growth deal. That will be incredibly important in making a successful growth deal for the area.

For the households in Pembrokeshire in my constituency that have been told they cannot get broadband, the roll-out coverage is not 95%; it is zero. Will the Minister provide assurance that he will keep working with colleagues in the UK Government and Welsh Government to see that we connect up the whole of Wales?

I absolutely accept that we have to ensure that broadband is rolled out to every part of Wales. Pembrokeshire is equally important, and my right hon. Friend is a big champion of his constituency and area. I am a little bit disappointed in the Welsh Government’s roll-out priorities, but we will continue to work to ensure that we deliver the roll-out that we have promised and envisaged.

I thank the hon. Lady for that very interesting question. This technology is very new, and I confess that I am not an expert on it—the person who is is my noble Friend Lord Freud, who is, of course, in the other place. When it comes to security of claimants’ data, we are absolutely committed to the very highest standards of protection. However, in terms of the wider technology issue the hon. Lady refers to, I look forward to discussing it with her in more detail.

Currently, children under three are not eligible for Motability benefits. However, during my time in children’s hospices, I saw first hand how critical transport is for children with life-limiting illnesses, particularly given all the equipment they need. Will my hon. Friend agree to look at the issue again to see whether these young people can get the support they need?

On the subject of health, there are two apologies that we need to hear from the Opposition today. The first is an apology from the hon. Gentleman on behalf of the Welsh Labour party for the way in which its Ministers in Cardiff have run the Welsh NHS into the ground. The second is from the Leader of the Opposition for his disgraceful and inappropriate suggestion that the NHS should be “weaponised”.

3. What assessment he has made of trends in the level of infrastructure investment in Wales since 2010.
