The hon. Lady might want to ask why her former colleague Alun Michael stood for one of these posts. I think this is bringing accountability to our police service, because everybody knows there is now one person they have to account to. In the past, people did not know how to access their police authorities; they do now.

Q3. When my right hon. Friend visits Yorkshire tomorrow, he will be spoilt for choice by the number of businesses that are investing in creating jobs in Leeds, bringing unemployment in my Pudsey constituency down 55%, in Leeds West down 39%, and in Morley and Outwood down 51%. Does that not show that all parts of Leeds are contributing to the northern economic powerhouse, thanks to this Government’s economic policies?

I am very much looking forward to explaining how our long-term economic plan will really benefit and continue to benefit Yorkshire and north-east Lincolnshire. My hon. Friend is absolutely right: we have got employment up by 114,000 since the election; private sector employment is up by almost 200,000 since the election. [Interruption.]

I thank the hon. Gentleman for once again advertising the fact that this Government are cutting the tax on bingo operators, which is quite right, because their industry was decimated by Labour. I also thank him for drawing attention to the Chancellor’s approach of cutting beer duty because we want to back responsible drinkers, and because we back the pub trade. I am sure that the right hon. Member for Doncaster North (Edward Miliband) enjoys a game of bingo: it is the only time he ever gets close to No. 10. [Laughter.]

Yesterday the all-party parliamentary group on mental health heard a very powerful and moving account of the effects of post-traumatic stress disorder. Will my right hon. Friend join me in paying tribute to Simon and Louisa, who completed an epic run from Leeds to Parliament yesterday to promote their organisation which seeks greater research into the condition? Is it not the case that, as well as being one of the hidden costs of armed conflict, post-traumatic stress disorder affects thousands of people who have been victims of rape, sexual assault and other life-changing traumas?

I am happy to join my hon. Friend in paying tribute to those people, who achieved so much through their run and by raising and highlighting the importance of this issue. Organisations such as Combat Stress do an extraordinary job in our country. We must face up to the fact that because of the conflicts in Iraq and Afghanistan, there will be many more people suffering from post-traumatic stress disorder who will need our help and support not just this year and next year, but long into the future. That is why I think that the Chancellor’s decision to take the money from the LIBOR fines and use it to back military charities, including those that deal with this issue, is very far-sighted.

I thank the right hon. Gentleman for his question. I am sure I speak for everyone in the House in expressing sympathy for the families who found out that terrible news about their loved ones; it must be a time of huge anguish for them. I am extremely sorry that the report was leaked, because it was going to be announced properly on Monday, when there could be a proper statement and explanation of what has gone on. I am sure my right hon. Friend the Secretary of State for Northern Ireland will have listened carefully to what the right hon. Gentleman said about the form of inquiry that needs to be held, but let us first publish the information on Monday, so that everyone can see what went wrong and why it happened.

Q6. From growing up in a council house, I remember well how proud people in my community were to be the first in their family to own their home. Will my right hon. Friend do all he can to give the same opportunity to a new generation of families?

My hon. Friend makes a really important point. The right to buy their council house was a hugely important social and economic change that gave people a stake in their society, a stake in their community and led to a huge improvement in many housing estates up and down the country. It is sad that under the last Government discounts were allowed to go—[Hon. Members: “What are you going to do?”] We are going to increase the discount right away to £75,000, which in some cases will mean a quadrupling of the available discount. There were years of Labour neglect, but two years of a coalition Government and we can get council house tenants buying their homes again.

Over the last 30 years, thousands of vulnerable and disadvantaged children in the UK have been supported through projects funded by Children in Need. Will my right hon. Friend join me in congratulating Children in Need on raising more than £600 million over the years, and will he pay tribute to my constituents, who came together as a town, raised thousands of pounds and welcomed Pudsey bear home for the first time?

I am very glad my hon. Friend managed to get in, and I apologise, Mr Speaker, for almost squeezing him out. It would be a tragedy if we did not have this opportunity to pay tribute to Pudsey and all that Pudsey has achieved over many years.

I very much respect what the hon. Gentleman says, particularly his fitting tribute to the armed forces, but the idea of totally reopening the defence review at a time when our armed forces are engaged and are doing such a fantastic job is the wrong one. The defence review was all about making sure that we have flexible armed forces so that they can be committed to different parts of the world and have the backing they need. It was about getting rid of the main battle tanks in Germany and putting money into the enablers and the forces of the future. Libya shows that it is working, and I think we should stick with it.

Q11. Will my right hon. Friend welcome those campaigning outside Parliament today for high-speed rail in order to bring thousands of much-needed jobs to the midlands and help to address the north-south divide, and will he confirm that it will come to Yorkshire?

I happily confirm all those things. I believe that if we are really serious about rebalancing our economy and ensuring that we get growth across the country, and not just in the south-east, the time for high-speed rail has come. That is why it has my strong support.

I am grateful for the hon. Gentleman’s question, and I have asked for a briefing about this, so I can tell the House what happened. The official rescue team that was sent from the UK, in good time, arrived in good time and has already started work. There was also an extra, independent rescue team that did not have the correct documentation and encountered some problems, but we are doing everything we can to make sure it can get access.

Q8. This week tickets for the London Olympics went on sale. Does my right hon. Friend agree that if the people buying tickets saw an athlete cross the finishing line in first place only to end up on the bronze medal podium, they would demand a refund? Does he agree that that example highlights the absurdity of the alternative vote, and the reason why we need a no vote?

That was an ingenious way of weaving the alternative vote into a question in this House. Clearly there is support for the no campaign on both sides of the House, and I am sure that there are also those who support the yes campaign, so we should have this argument out in the country and make arguments like that. My hon. Friend mentioned the Olympics, and I hope that as many people as possible will be able to get to see the Olympics, which will be a fantastic festival of sport in our country.

Everyone wants to see Vauxhall succeed; it is a very important company, employing many people in this country, not least in the hon. Gentleman’s own constituency. As he knows, a £270 million Government loan guarantee to support GM Europe was announced on 12 March 2010. We are reviewing commitments made since 1 January 2010. Projects that are good value for money and consistent with the Government’s priorities will go ahead. [Interruption.] Let me say to Labour Members who are shouting that we have to be clear that there were spending announcements made by the previous Government before the election that need to be reviewed. To take just one example of one scheme operated by Lord Mandelson’s Department—the so-called strategic investment fund: when we looked at the money provided for specific projects, we found that over two thirds of the constituencies involved were marginal Labour seats. So it is right to examine these, but I say to the hon. Gentleman that proper grants properly made for proper reasons will go ahead; fiddled grants for political reasons should not.

The 16-year-old son of my constituent, Lorraine Fraser, died after a vicious multiple knife attack incident six years ago. One of the murderers is trying to use the law to reduce his tariff after serving only five years, and another avoided conviction altogether by fleeing the country. Will the Prime Minister agree to look into this case on behalf of my constituent and meet her to hear about her plight and about the excellent work she is doing to defeat knife crime in this country?

I hear what my hon. Friend says, and I would be happy to meet him and his constituent. We need to take knife crimes in this country incredibly seriously: there has been a huge increase in the carrying of knives, and we must put a stop to that. On lenient sentences, I am not convinced that the power introduced some 20 years ago to allow the Attorney-General to appeal against lenient sentences is used enough. We need to look at that again and ensure that in cases in which people feel that a lenient sentence has been put in place, there is an opportunity to increase it.
