I think I am going to fail at the first hurdle, Madam Deputy Speaker.

It is a pleasure to speak in this debate on a subject I have had an interest in for a long time, not least since I became a councillor back in 2003. Although I agree with the beginning of the motion, as I do believe that everyone has the right to a decent and affordable home, other parts of the motion are slightly disingenuous in respect of what this Government are achieving. My right hon. Friend the Prime Minister has acknowledged that this country has a housing crisis, but that crisis is down to successive Governments’ chronic lack of investment in the housing that we need.

It is right that we do everything possible to help people fulfil their ambition to become homeowners. I grew up on a council estate in the 1970s and 1980s, and it is fair to say that the early part of that period was an era that silently expected families such as mine just to accept their lot. Chances to improve our lives and move to a different area were extremely limited, but something that changed that and tore up that ethos was Margaret Thatcher’s right to buy policy. That was the first time people on my estate, and the first time in generations that families, were given the opportunity to own their home and enjoy the benefits that many other people had enjoyed in this country. This was not just about the opportunity and dream of owning one’s own home; it also helped significantly with those families’ social mobility. Some may say—I have heard it said today—that this policy is ideologically driven. If that ideology gives families such as mine the opportunity to become homeowners and improve their lives, it is an ideology I fully support. I am glad that this Government have kick-started that policy of right to buy again, so that families on those estates today are given the opportunities I was given. Furthermore, I am delighted that the Government have committed to a like-for-like rebuild for those houses. It is great that the replacement policy is already running at 2:1 in London.

I am proud that more council houses have been built under this Government since 2010 than the Labour party managed to achieve in a full 13 years. Other initiatives such as Help to Buy have also helped. Many of my constituents are now proud to have the family home and security that they want. I am proud, too, that our Help to Buy individual savings account is encouraging people such as my own parliamentary researcher to save up to become homeowners.

The right to buy scheme has now been extended to housing associations, which means that people such as my brothers and their families also have the opportunity to own their home. These schemes provide a real opportunity for young people to enjoy the social mobility from which I was fortunate enough to benefit.

It is important that we strike the right balance with the type of house that we build and where we build it. My hon. Friend the Minister will be fully aware of my concerns about the planning issues in Pudsey. My constituency has contributed greatly to the housing needs of Leeds. Many of the old mills have been rebuilt and used for housing. We have built many thousands of new homes to help supply housing for the Leeds area, but I have significant concerns about Leeds City Council’s local plan. The council has set itself an over-ambitious housing target of 70,000 houses over 14 years, which poses a threat to the green-belt land that makes our city and my constituency great. The land serves as natural boundaries between historic towns and villages and helps to stop urban sprawl. It is important that we do not lose our identity of which so many people are proud. Areas are at risk from the council’s target, and Leeds City Council is currently consulting on the site allocation plan. The response has been huge.

My hon. Friend is absolutely right to talk about green-belt land. Does he agree that green-belt land also plays a key role in driving urban regeneration and in delivering a lot of our brownfield sites not only in Leeds, but in my city of York as well?

I completely agree with my hon. Friend, and I will come on to that point in a minute.

As I was saying, the response to the consultation has been significant. I pay tribute to the neighbourhood development group, Rawdon and Horsforth councils and other community groups that have been helping local people understand these complex matters. What frustrates local people is that these valuable green sites are up for grabs while the brownfield sites in other parts of the city are just left abandoned.

The Chair of the Select Committee is absolutely right. We want to maintain our position as world leaders in this area, and it is important that we do that.

The Government have recognised the link between R and D spending and national productivity, and they have even highlighted science and innovation as a key driver in their plan to make the UK a more productive nation. The spending review therefore gives the Government a real opportunity to invest the resource needed to deliver on that promise, creating a more prosperous nation.

I congratulate my hon. Friend on securing this important debate. He is making a powerful argument. He touched on the important issue of making the UK a more productive nation. The UK population is set to increase by 15% over the next 20 years, and we will need to produce more than 60% more food by 2050. Does he agree that science plays a key role in our agricultural sector in terms of meeting that demand for food and the need to increase production, which has been plateauing for many years? Does he also agree that the Government need to reaffirm their support for the agri-tech sector over the long term?

I am grateful for that intervention. I think I should have applied for a longer debate, given the number of Members who are here. As a fellow Yorkshire MP, and given the importance of the agri-food industry for our county, I certainly agree with my hon. Friend’s points.

Groups such as Universities UK are concerned that, while the Government have made a commitment of capital expenditure for the forthcoming spending period, they have yet to make any commitment of revenue expenditure, which would allow the sector to make the best use of both new and existing facilities and infrastructure. What will we lose if the Government do not maintain their commitment? Frankly, if we have less, clearly we can do less. The UK science sector has been very good at making efficiencies, through equipment sharing and team science, but there is a finite amount of adjustment that it can make, and further cuts will have a damaging impact on the ability of the sector to conduct world-class research.

Absolutely. I hope that the rail link to the airport is the start of a wider connection improvement across Yorkshire. The new rail link is the only option for me, because it offers an opportunity for greater modal shift, which will mean that we are better placed to cope with any future expansion. We need only look at other airports across the country that have direct rail links to see how successful they have been; I am thinking of places such as Manchester airport. A number of rail options are available to us. Some of them are gold-plated, but I would advocate going with a stage 1 approach that links the airport to the existing Leeds, Horsforth and Harrogate line. That would mean that a journey time of as little as nine minutes would be possible from the centre of Leeds, which is a pipe dream for anyone trying to achieve the same journey by road.

I congratulate my hon. Friend on securing this important debate. The rail line he is talking about runs through my constituency, too, which shows how important Leeds Bradford airport is for connecting our region. If we are truly to connect the whole region, it must be through the rail infrastructure, rather than by tinkering with the road infrastructure. That means long-term investment, not short-term investment that means only short-term gains.

I could not agree more. If we were to have such a spur, we could connect Harrogate, York and places much further afield, so that people had a decent transport system that offered a real alternative to those who might be thinking about using the car.

We have to be mindful of costs, and here again there are often great variations. We have all had transport projects in our constituencies and been staggered by the costs that some consultants seem to add. I had a meeting with the airport last week; the Horsforth spur that I suggested would cost some £50 million, and the Harrogate spur would cost an extra £25 million to £30 million. With all the other costs that would be added, the total is some £98 million. I know others have suggested that it would be much more expensive, and I realise that it is a considerable amount of money, but if we are serious about connecting the north, we need to invest and take a long-term approach, as my hon. Friend the Member for York Outer (Julian Sturdy) suggested.

I praise the Government for their investment in the northern hub and the massive electrification programme, but it would be perverse in the extreme not to link one of the region’s largest airports to that new and improved network. When officials and Ministers are looking at the options, they will of course have to consider the cost-benefit ratios, but I hope that they will bear in mind the cost-benefit ratios for the Jubilee line, which were poor at the time but improved significantly once the line was in operation.

I would also argue that the playing field is not level. Traditional DFT assessments of benefits relate to the value of time saved to business and leisure users over a 60-year period, meaning that a highways scheme, such as a new bypass, has a clear and large time-saving value for each road user. In turn, that becomes a large financial benefit in the appraisal. Until recently, there was an assumption that public transport travel was made up of non-working time, so that if there was a shift from using cars to using a new train service, the true value of time saved for business users was not accounted for, and neither was the regeneration or the economic impact of a new rail service. Although that has changed with more recent DFT appraisal methods, the uncertainty over the value attached to working time in the case of rail, and over the economic benefits, means that the value of time benefits for road users will more than likely be more pronounced in any appraisal.

It is imperative that we do not see a rail link in isolation. I have already mentioned the northern hub and the electrification programme, but we must not forget that we also have one of the largest infrastructure projects this country has seen in centuries coming into Leeds within the next 20 years. I am, of course, talking about HS2. What a missed opportunity it would be if people were to get off a brand new, shiny, high-speed rail link in Leeds station—one of the busiest in the country—and discover that they could not get to the airport by train. Even a three-year-old child would not come up with such a hare-brained scheme.

In conclusion, there is much that I welcome: at long last, the Department seems to be taking the issue of surface access to Leeds Bradford airport seriously, for which I am thankful. Nevertheless, this is our opportunity to be ambitious and to get it right, because this is not just about getting passengers to the airport, or the airport wanting to fulfil its expansion plans; it is also about looking after the people I represent, who live in the area. If we were simply to go with the easy option of a new road, I feel sure that within the next 20 years, or possibly even sooner, whoever is representing my seat—I hope it is me—will be calling for another debate asking for a rail link.

The time to do this is now. When the airport talks to airlines about its facilities, the question that is always asked is, “How do people get there?” For too long, it has been by car. A rail link would offer new capacity to deal with a long-standing problem and improve the attractiveness of Yorkshire and beyond, through inward investment. It would help us to cope with new tourists who want to visit the wonderful county of Yorkshire, and would also help us to spread the benefits of HS2 and the northern hub. I plead with the Minister; he could become the greatest living Yorkshireman if he is bold, takes the decision we need, and gives us the rail link that we want.

I congratulate my hon. Friend on securing this debate. He is making an incredibly powerful speech. We know how important fundraising is to the hospice movement. In my constituency, I have been working on and fundraising for Martin House’s “good night’s sleep” appeal, which is sponsored by BBC Radio York. It aims to provide the respite care that parents need—an issue that my hon. Friend touched on at the beginning of his speech. Will he join me in expressing his support for that appeal?

Absolutely. I gave an interview to BBC Radio York this morning, and assured the people involved that we would get a mention of their fundraising efforts into this debate. My hon. Friend has managed to do that, and I am extremely grateful to him for ticking that box for me.

My hon. Friend is making some powerful points. Is there not a big issue with the loss of parking in certain areas because councils are looking to retail their assets and use parking assets to fund council projects? We are losing parking spaces, which is having a big impact on town centres.

I concur. It is important that where there are limited parking opportunities, we do everything possible to ensure that the parking is right for the area. I am delighted that my areas are now introducing time limits. I have one problem with a supermarket in Guiseley, however, that has caused huge problems by not working with the council. I hope that I can use this debate to encourage it to do so.

Finally, I want to talk about empty shops. My hon. Friend the Member for Fylde (Mark Menzies) had a go at charity shops. As someone who used to work for a charity, I found them an invaluable source of income. In some cases, they can bring life and vibrancy to a town centre—it is important to say that—although it might not always be desirable. In Armley, people have used their shops as centres or beacons of art, as a result of which they have not remained empty and unattractive. That has encouraged people to go along and have a better shopping experience.

It is good that we are having this debate, because it shows that we are in touch. MPs get criticised all the time but we are in touch with what is going on and we care about our town centres. We were once described as a nation of shopkeepers, and long may that continue.

I completely agree. When I worked at Martin house, we found that one of the big problems was the travelling distances—some people lived on the coast in Scarborough, for instance. It is very important that families are able to get to a centre quickly, because when a child is sick they want their mum and dad there—and we want that when we are a bit more than a child too. These facilities must be accessible, therefore.

I too congratulate my hon. Friend on securing this important debate for our region. Many of my constituents in York are very concerned about the potential closure, which would mean that they would go to Newcastle, so my hon. Friend makes a good point when he says this is about the whole region. Because of the lack of transport links on the eastern coast of our region, it could be greatly affected by the closure, and I do not think sufficient account has been taken of that.

Given the location of Leeds and the extent of the population all around it, it seems very odd that Leeds is not being considered.
