Commons ChamberImmigration was a key issue in this campaign. I was hoping that the welfare restrictions I had negotiated would help to address that, because people in this country feel a very clear sense that someone should not have something for nothing—that people should pay in before they take out. But clearly that was not enough to reassure people. Also, there has been a lot of immigration from outside the EU over many, many years. People want to see the system brought under control and management, and that is what needs to happen. We need to have a rational debate about it—I think there is a quite a lot of common ground between the two parties—and that is what we should get on with.
The Prime Minister said that a leave vote was like putting a bomb under the economy. Is that part of his long-term economic plan?
Obviously, I said that I thought our economy would be better off if we stayed in. The British people have made a different decision. Now we need to make sure that we do our best to safeguard our economy in the new reality.

Commons ChamberI am delighted with the unemployment performance in my hon. Friend’s constituency. There is a simple point here: we live in uncertain times. We have made good progress on the economy. We should try to take the risks away from that economic performance, and clearly changing our status in such a radical way would be a risk.
We have been enriched by freedom of movement, we have been made safer by co-operation and we remain relevant in global terms because of our seat in the European Union. All of that and more is, unfortunately, now at risk. With that in mind, will the Prime Minister put some punch into a positive fight to remain in Europe? Would it not be ironic if this Conservative Prime Minister left it to the Scottish National party to save Britain from itself?
I hope I have demonstrated today that there is plenty of punch in this campaign, and it will be positive, too. I make no apology for saying that in making a positive campaign about jobs, about business and about competitiveness, we should also examine the alternatives. There is absolutely nothing wrong with doing that.

Commons ChamberThe German Government and the European car lobby see the renegotiation as an opportunity to water down new proposals on emissions standards and type approval. Does the Prime Minister accept that that would be unacceptable to British drivers, and will he ensure that it will not be a bargaining chip in the renegotiation?
There is no connection between this renegotiation and those directives. The only one I can see is the one I made earlier: for the good of our car industry and our consumers, Britain needs to be in the room when these decisions are made.

Commons ChamberI have said what I have said about ground troops, and I do not propose to change that. The motion needs to set out clearly what I am seeking the House’s permission to do. I would want that to be relatively clear and constrained; I would not want people to believe that some sort of mission creep was taking place. I am very happy to listen to people’s views on what the motion should have in it.
The Prime Minister has described Raqqa as the head of the snake but, as the story goes, when you cut the head off a snake, seven new heads grow. How can he ensure that the snake is not in fact a Hydra that will emerge stronger in other parts of the region, such as Libya or Tunisia?
There is a difference between snakes, with which I am quite familiar, and the Hydra of myth and legend. Maybe we need to have a deeper conversation about that. Look, it is not just my view that Raqqa is the head of the snake; it is. That is where the plots have come from, which is why acting only in Iraq and not in Syria is restricting our effectiveness.

Commons ChamberMy hon. Friend makes a very powerful point, and I will look at this very carefully. Let me first express my sympathy to the victim and her family in what is undoubtedly an incredibly distressing case. It is always very difficult to comment on individual cases, because I was not sitting in the courthouse and I did not hear all the points that were made, but the point he makes does seem to be very powerful. A punishment is a punishment, a tag is a tag, and I think he is making a strong case.
Q12. Today’s middle east is increasingly resembling the central Europe of a century ago. Minorities, be they linguistic, religious or sexual, find themselves under more pressure than ever. My constituents, the Scottish National party and I understand the threat posed to these groups by Daesh, but how is the Prime Minister planning to prosecute a bombing campaign that does not alter the demographic map of the middle east, prevent Aleppo from becoming the new Lublin and Mosul the new Budapest?
We will set out the arguments clearly tomorrow, but there is a clear and present danger to the United Kingdom from ISIL, based in Iraq and Syria, planning attacks against our country today. We do not live in a perfect world and we cannot deliver a perfect strategy, but we can deliver a clear, long-term strategy that will work. The hon. Gentleman talks about the lessons we learned from the last century. One of the lessons I would say we should learn from the last century is that when your country is under threat, and when you face aggression against your country, you cannot endlessly sit around and dream about a perfect world—you need to act in the world we are in.

Commons ChamberMy hon. Friend makes an important point that will be debated and discussed a lot in the forthcoming referendum. Obviously, in many cases, people who go to other European states will not get EU citizenship, or citizenship of those states, for many years, so they will not be able to travel freely around the European Union. That is important and we should not mislead people about it. One of the things we want to tighten up in the current rules is the ability of foreign nationals living in other European countries to marry EU nationals and then have access to the UK. We would like that particular judgment to be overturned.
What exactly is this benefits shopping that the Prime Minister speaks of? It is probably the greatest canard in British politics right now, because I do not know what it is and it seems that his European counterparts do not know either. Rather than being driven by the suspicion of Johnny Foreigner that plagues his Back Benchers and, indeed, his Home Secretary, will the Prime Minister stand up for the freedom of movement, which has enriched this country so greatly over the years?
Let me try to help the hon. Gentleman. Of course, there is an issue—a relatively small issue—of people coming to different European countries and claiming benefits to which they are not entitled. That should be, and is being, stopped: it is now not possible to come here and immediately claim unemployment benefit. The bigger problem, which my renegotiation is examining, is that someone who comes from another European country to Britain is able, in the first year, to access in-work benefits of perhaps as much as €10,000 or €12,000. This is about being able to control our own welfare system to reduce the pressures of migration. European leaders and the British people understand that, even if it has not got through to the SNP yet.
