To ask the Chancellor of the Exchequer, pursuant to the Answer of 8 July 2020 to Question 68708, on Local Government Finance: Coronavirus, whether Barnett Consequentials will flow from his Department's covid-19 local authority funding scheme.

Any new funding for the Ministry of Housing, Communities and Local Government will have the Barnett formula applied to it in the usual way.

This would be on top of the £8.9 billion of additional funding that we have already confirmed for the devolved administrations in relation to Covid-19.

The estimated cost of the exemption of Capital Gains Tax on gains on the disposal of a person’s main or only residence was £26.7bn for 2017-18. To ask the Chancellor of the Exchequer, if he will make an assessment of the potential effect of reducing Air Passenger Duty on domestic flights on the UK's carbon emissions.

As announced on 14 January, HM Treasury is undertaking a review of Air Passenger Duty to ensure regional connectivity is strengthened while meeting the UK’s climate change commitments to achieve net zero emissions by 2050.

The government takes its environmental responsibilities very seriously and uses a range of levers at its disposal, including spending, taxation and regulatory policy, to meet its climate and environmental objectives.

The Government takes very seriously the failure of London Capital and Finance (LCF). On 1 April, I wrote to the Chair at the Financial Conduct Authority, Charles Randell, to say I will use powers under the Financial Services Act 2012 to direct the FCA to launch an investigation into the events at LCF and the circumstances surrounding them. This followed a request to me from Charles Randell to launch such an investigation.

Currently, no commemorative coins to mark the UK’s departure from the EU have been minted. However, as is standard procedure at The Royal Mint, a small number of trial coins have been produced. The production of trial coins does not incur any cost to the taxpayer. The commemorative 50 pence coin to mark the UK leaving the European Union will be made available following our departure.

To ask the Chancellor of the Exchequer, with reference to page 75 of the Government's Civil Society Strategy published in August 2018, what the timetable is for the review of Social Investment Tax Relief.

At Budget 2018, the government confirmed it will review the Social Investment Tax Relief in 2019. This is in line with commitments made when the scheme was expanded in 2017. The Call for Evidence will be published in the spring and we will publish a response later this year.

To ask the Chancellor of the Exchequer, what the average cost of processing a gift aid claim on charitable donations was in the last year for which data is available.

The average cost to HMRC of processing a Gift Aid claim based on the data available for the tax year 2017-18 is less than £3 per claim. The total cost of processing Gift Aid claims is less than 0.1% of the total amount of Gift Aid repaid in 2017-18. A Gift Aid claim from a charity or a Community Amateur Sports Club can include any number of individual donations.

The LIBOR grant scheme was closed following the announcement of the final tranche of funding at Autumn Budget 2017. All LIBOR fines received from the Financial Conduct Authority have been committed.
