Commons ChamberThe hon. Gentleman knows that I have been in discussion with the industry. The sector has participated in the development of the path to the decarbonisation of vehicles, and it is important that we are consistent with that. However, part of that process is about recognising that buying a diesel car is a perfectly reasonable choice for many people, but some people have got the wrong impression from the announcement.

Commons ChamberAn analysis of the last Labour Government’s car scrappage scheme revealed that it generated almost 400,000 new sales over a 12-month period at a relatively modest cost. Given the twin challenges of poor air quality and a downturn in the automotive sector, why do the Government not consider a repeat of that strategy?
The hon. Gentleman is very familiar with and experienced in this area, and I understand his point. I would say that the reasons behind this decision and some others have been not so much about demand—in this case—but about an acceleration of a change in technology and how investment can be consolidated, so I am not sure that his proposal is the answer to the reasons that Honda cited, but I take into account the representation he makes.

Commons ChamberI do indeed welcome the representation from my hon. Friend. The automotive sector is one of our most successful, and it is globally admired. Its success depends on having the just-in-time production that makes it so competitive. In my view, it is vital that we pose no threat to that in our new relationship with the European Union.

Commons ChamberBusinesses up and down the country have been very clear: they want an agreement; they want a deal so that they have the certainty to be able to make investments; they want a transition period so that they are able to make the necessary adjustments; and they want frictionless trade. The proposed deal comprises all those qualities, which is why it has had such a warm endorsement. It will give businesses in my hon. Friend’s constituency and elsewhere the confidence to invest.

Commons ChamberOne of the things that we have done to support the nuclear supply chain is to have a continuing commitment to nuclear power in this country, and that will benefit my hon. Friend’s constituents. Through our network of training colleges, we will make sure that we grow the nuclear skills that we need for this industry.
I thought the Minister was a touch complacent in his earlier answer on smart meters given that this will cost the taxpayer £11 billion by the end of the Parliament. What is he going to do about the fact that they do not work when a customer switches supplier?

Commons ChamberIndeed. That is one of the points that my hon. Friend and other colleagues have made, which is why I have responded by saying that we should look again at that funding formula. It was also a point made by Carl Les who, as my hon. Friend knows, is the excellent leader of North Yorkshire County Council, and I am pleased that we have been able to meet his request.
Did the Secretary of State consider including the Chancellor’s social care tax in the calculation of overall council tax income for the core funding settlement, which would make the changes fairer and mitigate the late introduction of the better care fund for low council-tax base authorities such as Birmingham?
The social care precept is recognised across all parties and different types of authorities, even those, including district councils, that do not receive it. Their residents are residents of counties and of metropolitan boroughs, and it is important that funding is there. The combination of the precept and the better care fund provides up to £3.5 billion. I repeat what I have said: the representations that I received before the spending review from the Local Government Association and directors of social services was that they needed £2.9 billion. We have provided £3.5 billion.

Commons ChamberI will indeed. As my hon. Friend knows, I have had a meeting with Lancashire MPs across the House. It is important that that enterprise zone achieves its potential, which means that it must be properly implemented. I am happy to convene the meeting that he suggests.
The Minister will be aware that the National Audit Office says that the original figure claimed for jobs likely to result from these initiatives was 54,000, which was later revised down by the Government to between 6,000 and 18,000. What steps is the Minister putting in place to ensure that there are comparable outcome measures so that these initiatives can be properly analysed and assessed and we have a true picture of what they are achieving?
All the agreements are in the public domain. They are published and on the websites of all the local enterprise partnerships. There is a framework that tracks the implementation of each component of the deal. We have signing ceremonies that commit the local leaders as well as central Government to do what is laid out. But the difference between the growth deals and previous programmes is that the growth deals are in the hands of the local leaders. It is the local businesses that make estimates of the jobs that they are going to create, so it is an estimate not by the Government but by the local business leaders.

Friend has been campaigning for improvements to the Wolverhampton interchange for all the time he has been in the House, and it is a great day for him to succeed in that campaigning. The interchange is supported by businesses locally, and it will mean big advantages not just for Wolverhampton but for the whole of the region because of the connections that will be made—for example, from Wolverhampton to the new HS2 station.
It is fantastic and so unusual to have an opportunity to heap praise on the Minister, but with the general election 303 days away, how much of the £350 million will Greater Birmingham see before the election, and when might we expect our first down payment on Selly Oak’s life sciences park?
I am very grateful to the hon. Gentleman for his kind words—it might strike a different tone if he took his place on the Front Bench. There will be a cheque for £63 million of the funding for Greater Birmingham and Solihull at the beginning of the next financial year, but all the rest will be committed. I am sure he would be delighted to come to the contract signing ceremony; it will be written down, just in case people do not trust us.

Commons Chamber9. What his Department’s estimate is of the likely level of public sector net debt as a share of GDP in 2015-16.
Public sector net debt is forecast to be 85% of GDP in 2015-16, compared with 94% of GDP and accelerating had the policies of the previous Government continued to be pursued.
Let us hope that that estimate proves more reliable than previous efforts. In the interests of transparency, and given tomorrow’s comprehensive spending review, is the Minister now ready to admit that the national debt has risen from £828.7 billion to £1.19 trillion under his watch? If we eliminate the Royal Mail pension fund, as we have been advised to do, and the Bank of England gilts from quantitative easing, is it not true that borrowing in 2012-13 is up, and not down as the Chancellor told this Chamber?
Like you, Mr Speaker, I take a great interest in the hon. Gentleman’s speeches in this House, and I know that he is deeply interested in fiscal policy. Since the beginning of the year, he has spoken 102 times on the subject of public spending cuts, but in each and every intervention he has opposed spending cuts. To cut the debt, we have to cut spending. He should learn that, and the Labour party should as well.

Commons ChamberYes, I do agree, and it will be entirely possible for the empty homes in my hon. Friend’s authority to be considered as part of the contribution to the total.
I am not sure that the Minister entirely succeeded in convincing the House earlier with his answer to the question about the definition of the phrase
“a presumption in favour of sustainable development”.
Given that the interpretation of that phrase will be central to the Government’s ambition to improve the planning process, will the Secretary of State consider providing a clearer definition and placing it in the Library of the House?
As I said before, we have adopted exactly the same definition that applied under the last Government. I have made it clear that if there are discussions to be held on ensuring that everyone understands precisely what is meant, I shall be very open to that, but what is crucial is that we reform planning policy in order to unlock jobs and create homes for the next generation of young people.
