My Lords, I draw attention to my entry in the register of interest.

As the noble Lord, Lord Leigh, told us, this decision represents a significant change in the position adopted by British Governments over many years. It is also a serious departure from long-standing Labour Party policy. Like many others, I worry about the implications of this and the damage that it might do to our relations with a vital ally and many innocent parties. The Foreign Secretary tells us that we cannot outsource our moral responsibilities, so he is taking the decision to act under our global human rights and international humanitarian law. However, unless we are going to see a raft of other measures, that sentiment could have a very hollow ring. What kind of moral responsibility does it show to act in one instance while turning a blind eye in many others?

Like other speakers, I ask my noble friend: if the Government are applying a global approach, can we expect soon to see measures directed at those who seized property and settlements in Northern Cyprus? Will we see real measures to curb the IRGC and the Iran-backed Houthis? Will we see measures against China and the Xinjiang settler organisation—and against Hamas for diverting aid in Gaza? If not, how can our Government avoid the charge that this decision is about acting against and singling out Israel?

Given the uncertainty and potential risks associated with these measures, was the Department for Business, Innovation, Science and Trade fully consulted before they were announced? Can my noble friend say with confidence that the regulations and the planned import ban are compatible with the UK-Israel trade and partnership agreement?
