Commons ChamberI welcome the Secretary of State’s statement. The NHS in Cornwall faces a unique set of circumstances, because we are a rural peninsula with an ageing population. However, the impact of tourism also means that, in terms of pressure on the NHS, it is always winter in Cornwall. Does the Secretary of State recognise the unique challenges we face in Cornwall? Will she or one of her Ministers meet me and other Cornish MPs at the earliest opportunity to discuss what support we can give the NHS, not just to get through this winter but to get ahead of the summer season next year?

Commons ChamberThe one year will be set out in the Bill, which I expect to be published tomorrow. As I have said, Steve Webb—the former Lib Dem pensions Minister, who probably knows more about pensions than any other member of the Liberal Democrat party—has been very public about the fact that this is a pragmatic approach, in effect, and it is not what this was designed for. I also point out that, when I made a similar statement last year, the hon. Member for North East Fife (Wendy Chamberlain), who usually speaks on DWP matters for the Liberal Democrats, asked about what would happen next year and whether we should anticipate that something like this approach might be needed again. That was a fair question, but it was important that we took things one year at a time because we did not know the future impact.
As I have already articulated to the hon. Member for Edinburgh West (Christine Jardine), this will be for one year only. The setting aside of the earnings link is because earnings are built into the Pensions Act. If we had not changed the law last year, we would not have been allowed by law to have increased the state pension at all; it would have been frozen in cash terms. Just as last year we set aside the earnings link to allow the uprating and ensure that state pensions were not frozen, this year we are setting it aside to correct for the fact that we have a statistical anomaly.
It is quite clear that this is one of a number of very difficult decisions that we are having to make, and I think most reasonable people understand the reason: the pandemic and its impact on our economy. We do not do this lightly—we do it with a heavy heart—but it is the responsible thing to do. I have actually had emails from constituents who are pensioners, saying that they should not get an 8% increase this year, because they understand that these are very unique circumstances.
I am grateful that the Secretary of State has confirmed that this will be a one-year change. Will she also lay out what the Government have in place to support the lowest-paid and poorest pensioners at this time?
Before I answer my hon. Friend’s question, I need to correct part of my last answer: the earnings link is not in the Pensions Act, but in the Social Security Administration Act 1992, so apologies for that.
My hon. Friend is right. I am conscious that we want to help our pensioners at this difficult time. I have already referred to some of the benefits that may be available for people to take up where there is a pension already. We have done a significant campaign in the past year to improve take-up of pension credit and we will continue to signpost people accordingly to take advantage of the benefits that are available to some of our poorest pensioners.

Commons ChamberI thank the Chairman of the Work and Pensions Committee for his comments. In answer to his first question, the approach is the same as that taken earlier in the year, using the index of multiple deprivation. A letter should go out to colleagues today setting out the amount of money that every council gets, but, candidly, the right hon. Gentleman can take the amount that was distributed earlier in the year, which was intended to spread over three months from the beginning of August, and divide it by 63 and multiply it by 170.
Yes, of course I congratulate Marcus Rashford. He has shown his passion for wanting to make sure that no child goes hungry. That is a passion that I share, and I think it is a passion that everybody in this House shares, which is why we are working on it right across Government, as we are today. We have been working with other Departments to get this package together—it has not just arrived by magic; it is part of an ongoing plan to support families to support children so that they can do better in life. That is why the package takes a holistic approach, looking at health and education. We will continue to make sure that we have a family strategy—which, again, I am working on with a variety of Departments —to really try to make sure that families, including every child, are well and truly supported.
I thank the Secretary of State for this announcement, which is clearly an extension of our policy of making sure that help is targeted at those who need it most. Will she confirm that we have given the additional funding for this winter to councils because they are best placed to understand the needs of their communities and to get the support to the families that need it most? Does she share my view that this support should not just be used to support those who qualify for free school meals? Many families are not eligible for free school meals and it is important that they get the support that is available as well.
Indeed, my hon. Friend is right. Using councils is probably the best way because they have the variety of information that I referring to earlier, but we can also use social services and health visitors. This goes beyond just children at school, and we need to make sure that all the information is well considered, in the round, so that the children who need help this winter get it.
I am conscious that people have asked why this is going to a variety of councils in the upper tier. It is because those councils generally have a statutory duty towards children. However, the best councils I have seen are working together right across their counties to make sure they make full use of the levers of local government to help children, an aim we share in this House, along with our councillors up and down the country, regardless of what party they represent.

Commons ChamberI have just laid out that we increased the amount of money for discretionary housing payments. I have spoken to Shirley-Anne Somerville, the Scottish Minister, and it is my intention to see her soon, but the hon. Lady knows there are things the Scottish Government can do with the funding they have.
The High Court set out quite clearly that successive Governments had taken a measured approach in recognising the inequality in the state pension age and the need to increase the state pension age. Indeed, it was the Pensions Act 2007 that started the trigger going beyond 65. It is important to recognise that and the efforts made to communicate it, but I can assure the House that, as the hon. Gentleman will be aware, there are record numbers of women in employment. We will continue to support them in fulfilling their careers.
My hon. Friend is right to praise the people who work for the DWP in his constituency. We have more than 4,000 civil servants in service centres nationally and we constantly monitor the volume of work as universal credit grows, but I assure him that sufficient resources will be in place to support those workers in his constituency.

Last weekend more than 35,000 volunteers collected 65 tonnes of plastic waste from 571 beaches across the United Kingdom, organised by Surfers Against Sewage. Will the Secretary of State join me in congratulating and thanking all those volunteers, and does he agree that we now have a grassroots unstoppable people’s movement determined to rid our coast of plastic waste?

Commons ChamberOf course a Church Commissioner would call upon God and the Church of England to inspire us. I am also one of the people who has taken the pledge to try to give up something plastic for Lent. I pledged to carry a water bottle around in my handbag—I am not going to produce a prop, Mr Speaker—and I have had to sacrifice my Marmite in the Tea Room because it is only sold in plastic sachets. We are all looking forward to the proposals from Parliament, because this does matter. The campaigns on passing on plastic and giving up plastic for Lent are partly about behavioural change among consumers. I believe that companies are starting to respond and we are starting to see changes, but the more consumers demand this, the quicker action will happen in the marketplace. I assure the House that this Government will take action.
A deposit return scheme is not just about raising recycling rates; it is also about educating and raising awareness among the public about the need to be responsible. In that vein, will the Minister join me in praising the many towns across Cornwall—Newquay, Falmouth, Penzance, Bude, and many others—that have declared their aims to become single-use plastic free? Does she agree that Cornwall is leading the way in raising awareness of this issue?

Commons ChamberThe Government’s progress on banning microbeads is welcome, but other forms of plastic are polluting our seas, including the 15 million plastic bottles that are thrown away every day. The Cornish-based charity, Surfers Against Sewage, has obtained 209,000 signatures to a petition that calls for a plastic bottle deposit-return scheme. Will the Minister meet me to discuss how we can advance that petition and make progress?
I would be happy to meet my hon. Friend to discuss the matter. As I informed the House at the previous Environment, Food and Rural Affairs Question Time, we are looking at the issue in the context of the litter strategy. Let me take the opportunity to publicise this weekend’s Great British Spring Clean campaign, in which I am sure many hon. Members will be involved. I also want to advertise BBC Suffolk’s “don’t be a tosser” campaign. Frankly, we do not want people who toss litter about to flood our beaches with the plastic bottles that my hon. Friend mentions.

I completely agree. An hon. Member whom I will not name raised that idea with me this morning and I told them off, because it is not acceptable to endorse such a cruel way of tackling the issue.
Hon. Members have referred to gull behaviour and to the fact that the urban gull is starting to display unacceptable characteristics. A build-up of gull populations is often the result of a readily available food supply and the availability of attractive sites for roosting or breeding. Herring gulls and occasionally lesser black-backed gulls roost and nest on buildings, where—as we have heard—they may become aggressive, particularly when incubating eggs and rearing young. Their protective behaviour can result in attacks on members of the public who are in the street or who need access to roofs for maintenance purposes.
I understand that gull behaviour can have a negative impact on people’s lives in coastal towns and cities, including inland—we have heard about Cheltenham, for instance. However, by using common sense, we can deal with the issue effectively through existing legislation and practical local action. I am particularly keen to draw attention to examples of local authorities taking such positive action to manage gulls, but I first want to set the context of the conservation status of gulls.
My hon. Friend the Member for Plymouth, Sutton and Devonport will understand that although lesser black-backed gulls and herring gulls may cause problems locally, there are serious concerns about their conservation status at a national level. As has been pointed out, gulls, like all wild birds, are protected under the Wildlife and Countryside Act 1981. Despite their appearance of thriving in urban areas throughout the UK, breeding populations of the herring gull have declined sharply and populations of the lesser black-backed gull have declined at a number of important sites. The UK herring gull population fell by 55% between 1970 and 2002, despite increases in some urban populations. As a result, the herring gull is listed as a species of principal importance and has been red-listed as a bird of conservation concern, while the lesser black-backed gull is a conservation priority and is amber-listed. The great black-backed gull is a scarce breeding species in England, with a breeding population of less than 1,500 pairs and wintering populations also in decline; it now meets the qualifying criteria for amber-listing as a bird of conservation concern.
Is the Minister aware of a point that I made earlier? Part of the problem is that a gull living in a town has less than half the life expectancy of a gull living in the wild, and that is one of the reasons for gulls’ diminishing numbers. Getting them out of our towns and back where they belong is one way that we can address the declining population.

We are developing a new litter strategy, which may well address this issue. My right hon. Friend the Secretary of State is personally interested in the matter and intends to set up an innovation fund that may explore new ideas to tackle it.
