Commons ChamberI thank the hon. Lady for her question and agree with her. We are doing everything we can talking to allies in the region to put pressure on Hamas to accept a deal and get the hostages released. That is the best and most important way we can move towards the sustainable ceasefire that we all want to see.
I thank the Prime Minister for his statement and the clear leadership he is providing on this important matter. As a beacon of liberal democracy in the region, Israel’s security is our security. It is clear that serious loss of life was avoided at the weekend only because of the effectiveness of Israeli defence mechanisms, supported by the UK and others. Does the Prime Minister share my concern that those calling for an arms embargo against Israel are not only misguided, but risk weakening Israel’s ability to defend itself and encouraging those who wish Israel harm?
As I have said, we stand by Israel’s right to defend itself. It is important that it continues to abide by international humanitarian law—that will always be important to us. We continue to keep all arms exports under review. We have one of the strictest regimes anywhere in the world.

Commons ChamberThe Business and Trade Secretary set out her position explicitly and clearly in the House last week. Since then, and despite some of the claims made by the party opposite, the Department’s permanent secretary has completely refuted the claims that were made. Yesterday, the Post Office’s current CEO and the Department’s director of business resilience also refuted Mr Staunton’s recollection.
Our focus and priority is delivering justice and compensation for those who suffered a historic injustice. We are introducing legislation to right this wrong, and we will make sure that everyone gets the compensation they deserve.
It was great to visit my hon. Friend in his constituency the other week to see the delights of Cornwall. I wish everyone a happy St Piran’s day for next week.
Cornwall has been awarded over £130 million through the UK shared prosperity fund to deliver, I think, a hundred different projects across the county. Funding is confirmed for this spending review period up to the end of March 2025 but, as with all Government funding, decisions regarding the fund’s future are a matter for the next spending review. I assure my hon. Friend that we remain committed to an ambitious levelling-up agenda in Cornwall and across the country.

Commons ChamberIt was this Government that for the first time in the NHS’s history ensured that it had a long-term workforce plan, providing it with record funding so that we could eliminate long waits but also ensuring that it has the money that it needs to train record numbers of doctors and nurses while radically reforming how they work to improve productivity. That is because, the only way we will get everyone the treatment they need is to make sure that the NHS has the fantastic staff it needs, and it is this Government that have put that in place. The right hon. and learned Gentleman talks about records. This is something that no Government have done in the past, and it is something that I am proud we have done. Labour’s record on this issue is clear. It was a “disastrous failure” of workforce planning. Those were not my words. That was the verdict of the Labour-chaired Health Select Committee. It was Labour that did not train the consultants that we need now, that take 13, 14 or 15 years to train. It is this Government that are for the first time making sure that every family will finally have the doctors and nurses that they need.
I thank my hon. Friend for his excellent campaigning on behalf of his constituents. I agree with him that housing must meet the needs of local communities. Our affordable homes programme is delivering hundreds of thousands of homes across the country. Crucially, on this side of the House we believe that local communities must be consulted, in contrast to Labour’s plan for top-down housing targets, concreting over the green belt and destroying our precious countryside.

Commons ChamberAll our economic support now extends all the way through the spring. We will of course have a Budget on 3 March, where we will provide an update on the next stage of our economic response to coronavirus and the economic outlook for the rest of the country as well. On the specific question regarding support for businesses as against those online, the hon. Lady will be aware that this year we implemented the digital services tax for the first time, which collects a levy on online marketplaces. That will collect significant revenue this year. It is a right step and we are working with other countries to put in place a multilateral solution, which is the best long-term way to solve the problem she highlighted.
I thank the Chancellor for his latest announcement on grants, which has been warmly welcomed by the hospitality sector. Can he confirm that the up to £9,000 he has made available is in addition to the up to £3,000 a month that has been made available to businesses that have had to close? He will be aware that businesses in the hospitality sector will continue to face real challenges in the coming months in order to play a part in our recovery. Will he reflect carefully on what further support we might be able to make available to this vital sector in the Budget?
I can confirm that the £9,000 is in addition to the monthly grants of up to £3,000, which means that over the next three months, businesses could receive up to £18,000 of total cash support. I will bear in mind other avenues for future support. As we come out of this, it will be important that the hospitality industry is given every possible chance to succeed and flourish.

Commons ChamberI thank my hon. Friend for his support. He makes an important point: this spending review is about delivering on the British people’s priorities. Yes, we have made some tough choices, but we have done that so that we can continue investing in the things that our constituents value most. I look forward to talking to him further about the bypass and flooding defences that he needs, but, hopefully, with a doubling of our flood defences over this Parliament, it is something that we can make progress on for him.
May I place on record my thanks to the Chancellor for the recent announcement of support for airports, which has been very welcome? I also thank him for the measured and sensible way that he is approaching the unprecedented challenges that we are facing, but may I just raise the challenges facing the hospitality sector, which has been impacted more than any other? Although the Government have provided incredible support in recent months, the sector is facing real challenges this winter with the restrictions that we are placing on it. It says that 94% of businesses in tier 3 will be unviable, 74% in tier 2, and, even in tier 1, 30% of businesses are likely to be unviable. The sector has played an incredible part in our growth and job creation over the past 10 years and wants to continue doing so as we recover from this crisis. Will he please look again at what support we can give to the sector to make sure that it is still around in the spring to help our recovery?
My hon. Friend is, as ever, a passionate champion for the hospitality sector, and he is right to be so. It employs 2 million people, often lower paid, and it has been hit harder than almost anybody by this crisis, which is why, as he acknowledged, we have put in place unprecedented support, from VAT cuts, initiatives over the summer such as eat out to help out, business rates holidays and now cash grants when those businesses are either closed or in tier 2 areas facing restrictions to help get them through the winter. Those grants in general will equate to the rental payment of most of those businesses—we have that information and that is the single biggest fixed cost of hospitality businesses; and, of course, they can furlough their staff. I know that it is difficult, but, hopefully, those interventions will make a difference, because he is right that we want them to be able to bounce back strongly.

Commons ChamberI am pleased to tell the hon. Lady that the business grants schemes that were outlined—up to £3,000 a month for closed businesses and 70% of that for open businesses—have been backdated for those areas that were experiencing heightened restrictions for some weeks and months before the tiering system was introduced. That funding will be backdated, and I believe it will be paid in cash to local authorities next week, with the allocations given this week.
May I again thank the Chancellor for his willingness to be flexible to respond to the changing needs of our economy during this crisis, and for the grants that will be made available to businesses that are forced to close? He will know that there will be many businesses in supply chains that will not be forced to close but whose revenues will be affected. Will he confirm that the money available to local authorities—I believe more than £5 million is coming to Cornwall Council—is specifically to support such businesses, and that local authorities will be able to use their discretion to apply those funds specifically to meet the needs of the local economy?
My hon. Friend is right that, in aggregate, the sum is more than £1 billion for the country with Barnett funding for the devolved Administrations. That can be used at the discretion of local authorities to support their local businesses and local economy over the winter period in a way that they see meets their exact circumstances.

Commons ChamberThe good news is that we already have. The Prime Minister announced it, and I talked about it at the Budget: the affordable homes programme will increase from £9 billion to £12 billion over the next few years, a significant uplift in the amount of new housing delivery—180,000 new homes, from memory. With regard to the benefits of stamp duty, the evidence we have both from economists and HMRC is that the majority of the benefit of a stamp duty cut last time around, in ’08-’09, accrued to the buyers.
As the chairman of the all-party group on hospitality and tourism, I warmly thank the Chancellor for his announcements today: thank you for listening to the sector and for what you have delivered, which will undoubtedly save tens of thousands of jobs and thousands of businesses. The Chancellor has done his bit, and businesses across the country have done theirs in getting ready to make our bars, pubs, restaurants and hotels safe to welcome customers. Does he share my view that what we now need is the British people to do their bit—to get out and spend money in our bars and restaurants—and will he join me in inviting everyone to come to Cornwall this summer?

Commons ChamberRather than commenting on monetary policy, which it is obviously not my place to do, I can tell the hon. Gentleman that we are determined, as I have said, to preserve as much of the productive capacity of the UK economy as we can throughout this crisis. Such interventions will ensure that we can bounce back as strongly as possible and recover as much of our potential output as possible. Hopefully, that will put us in a strong position to carry on delivering on the agenda that we set out at the Budget: spreading opportunity to every part of the country and levelling up through investments in education, infrastructure and ideas.
As has already been highlighted, the tourism and hospitality sector will be hardest hit through this lockdown. As we are unlikely to come out of lockdown soon, the sector will need further support. Will the Chancellor reassure the sector that he will consider further support for tourism and hospitality? Will he reflect in particular on the seasonal nature of the sector? If we cannot reopen fully ahead of the peak summer season, many businesses will in effect lose a whole year’s worth of revenue.
For as long as I have known my hon. Friend he has been an incredible advocate for the small tourism businesses in his constituency, which are a big driver of his local economy. I assure him that I will continue to keep a very close eye on the situation. As we think about exiting from the economic and social restrictions, I will look at the right interventions for every sector.

Commons ChamberWe already took extensive measures last week to strengthen our safety net for vulnerable people. I firmly believe that the best way to help all people through this is to protect their jobs, and that is why the actions we have taken today to support business cash flows provide the best means of doing exactly that.
I warmly welcome the bold and decisive steps that the Chancellor has taken today, which will be welcomed by many businesses in mid-Cornwall, particularly those in the hospitality sector.
I want to raise something that many Members have already raised—the self-employed and small businesses that do not own premises and therefore will not benefit from the measures on business rates and grants. Many people such as taxi drivers, window cleaners, electricians and plumbers have overheads that are not rent, because they are keeping vehicles on the roads. Will he urgently look at what he can do to get cash to those people, so that they can keep their businesses going?
I am happy to look at all the measures that my hon. Friend suggested. The steps we took last week will provide immediate support for those people, and the further measures that are coming will provide a degree of relief for those who have property and small businesses. Of course, they will be able to access the loans that we have talked about, but he is right to highlight the importance of those who are self-employed. They deserve our support, and indeed, last week and this week they are getting it.

Commons ChamberDecisions about local council tax support are rightly for individual local authorities to make themselves; it would not be appropriate for me to dictate to them. The fairer funding formula is designed to determine the equitable nature of funding distributed to all local authorities. The hon. Gentleman will know that the current system dates back to 2013-14, and indeed many elements date back decades before that. We are determined to fix it and bring it up to date.
I thank the Minister for supporting the measures in the Budget exempting public toilets from business rates and providing a commitment to take action regarding second home owners who are avoiding business rates. I very much welcome his words on a fair funding formula, but when the fair funding formula was previously introduced, it was dampened away. Will he make a commitment that rural councils really will see the benefit of a new fairer formula this time?
I pay tribute to my hon. Friend and, indeed, to my hon. Friend the Member for North Cornwall (Scott Mann) for successfully placing in the Budget measures on public toilet relief and second homes. With regard to my hon. Friend’s second point, I am determined to ensure that the new formula is transparent and that all local authorities—not just those in rural areas—have a clearer idea about their allocation under the new formula, and transition to those new allocations in a relatively short timeframe.

Commons ChamberCouncils in rural areas have received a raw deal on local government funding for many, many years, even though the cost of delivering services in rural areas is often significantly higher. Will the Minister assure me that in the local government finance review the true cost of delivering services will be considered and that rural areas get a fair deal?
I know that my hon. Friend is a doughty champion of rural areas. I am delighted to tell him that his point will be exactly considered in the fair funding formula. I am sure that he will be heartened by the local government finance settlement, where we increase rural services delivery grant to its highest ever level.

Commons ChamberWe have gone above and beyond the four-year deal in listening and responding to what the sector wants. That is why last year we allowed increased flexibility in the use of the adult social care precept, and why this year we have proposed additional flexibility on the core council tax referendum principle.
On adult social care, of which we have heard much today, on top of the extra £2 billion announced at the spring Budget last year, we have now announced an additional £150 million extension to the adult social care support grant, and we have increased the rural services delivery grant to its highest-ever level.
We are also building on the highly popular business rates retention scheme. Local authorities estimate that in the year just finishing they will keep about £1.3 billion in business rates growth, and we expect this to be maintained going forward.
The Minister knows that I have raised a number of times the issue of people avoiding paying both council tax and business rates on holiday homes by converting them to business use and enjoying small business rate relief. Councils in tourist areas are losing out from that. Will he commit to trying to close that loophole?
I thank my hon. Friend for his intervention. He rightly points out that he raised this issue in Prime Minister’s Question Time earlier and has made representations to me about it. I am pleased to confirm that my officials and I are looking into the matter. He makes the point well. The existing system does leave some scope for ambiguity, and we will look into that.
The vital funding that comes from business rates retention—over £1 billion—is a direct result of local authorities driving economic growth in their areas, and it is on top of the core settlement funding that we have announced today. Over the long term, local government will be transformed, becoming increasingly self-sufficient with local resources funding local services. But to achieve that, we all know that the funding formula needs to become fairer, more transparent and more responsive to changing demands. Getting it right will of course be a challenge, but the prize if we can do that is a system that will be truly fit for the modern world and allow councils to face the future with confidence.
The business rates retention proposals that we mentioned earlier are a key step in this journey, and we hope to see local authorities retaining 75% of business rates from 2020-21. There is a great deal of enthusiasm across the country for this new model, and I can assure the House that I and my Department are committed to working with the sector to make this a success.
I turn briefly to some of the specific points that have been made. The hon. Member for Sheffield South East (Mr Betts) and my hon. Friend the Member for North Dorset (Simon Hoare) were right to pay tribute to local councillors who have, we acknowledge, made difficult decisions and have done an extraordinary job over the past few years. My hon. Friends the Members for Shrewsbury and Atcham (Daniel Kawczynski), for North Dorset, for Waveney (Peter Aldous), for Redditch (Rachel Maclean) and for Ludlow (Mr Dunne) talked about rural areas and the need for fair funding. I can assure them that we are committed to that. The fair funding review will specifically take a fresh look at how council tax should be taken into account when redistributing income, and relative costs of delivering services will also be considered.
My hon. Friends the Members for Corby (Tom Pursglove) and for Wellingborough (Mr Bone) rightly talked about the role of governance and leadership in local councils. They were followed by my hon. Friend the Member for Newton Abbot (Anne Marie Morris), who rightly said that it is not just about how much, but how it is spent. Unaccompanied asylum seekers and the costs that councils have to bear were raised by my hon. Friend the Member for Corby and the hon. Member for Dover (Charlie Elphicke). I am pleased to announce that the Government have allocated funding from a £29 million pot for exactly that. My hon. Friend the Member for Corby will be pleased to know that Northamptonshire will receive £231,000 from that grant, and the hon. Member for Dover will know that Kent will receive more than £1 million.
Opposition Members talked a lot about whether the funding was fair. They pointed to Knowsley, so they will be pleased to learn that it receives core spending power per dwelling 26% higher than the average. Indeed, across the country, the 10 most deprived local authorities receive core spending power per dwelling 23% higher than the least deprived. We heard a lot from the Opposition about money. Indeed, the hon. Member for Dover put it well: there is no question to which the answer is not more money. We all know where that money has to come from—our hard-working taxpayers. Under the last Labour Government council tax doubled, and that is what we would have to look forward to again.
This is a settlement that honours our commitment to local government—delivering certainty, recognising the challenges and making additional resources available, all while keeping excessive council tax rises in check. It gives councils the resources they need to provide the world-class services that their communities expect and deserve. I commend it to the House.
