I welcome the Prime Minister’s statement. It is right, in an ever-changing geopolitical landscape, that we review and, where possible, strengthen our links with like-minded countries around the world. Will he confirm that this new partnership will help us to continue to protect the rules-based international system in the region? I am thinking particularly of Hong Kong.

What this does is allow the three countries that share very close perspectives on human rights, the rule of law, free trade and international shipping to come together and, above all, to uphold our belief in democracy. We do not wish to be adversarial towards any other global power, but we wish to underscore that we work together to uphold those values, whether in our military co-operation or in technological transfer.

Sadly, the rate of production and export of opium from Afghanistan has been increasing in recent years. I think that the global output is actually now even higher than the figure the hon. Lady suggests. What is needed, of course, is to insist that the Taliban stop this and do not allow Afghanistan to continue to be a narco-state, but the way to fight heroin consumption in this country is to have a strong crime-fighting institution such as the National Crime Agency, and I was privileged to see the United Kingdom’s crime fighters doing fantastic work near Glasgow.

The Prime Minister will be aware that, as a result of the NATO withdrawal from Afghanistan, there is great concern that the terrorist threat to this country has increased. Can he reassure the people of this country that we maintain not only the military capability, but the political will, to take whatever action is necessary against groups such as ISIS-K in order to keep this country safe?

My hon. Friend makes an extremely important point. It is a question that a lot of people will have formed in their minds and which my right hon. Friend the Defence Secretary has answered before; of course we keep those options on the table and of course the Taliban are aware of that.

I salute working family carers and people who look after loved ones, as they have done throughout the pandemic. What we have tried to do, as I have just said, is to look after families through the last 18 months to the best of this country’s ability, supporting them with furlough and with all sorts of schemes, in addition to putting unprecedented sums into social care. But there is nothing any Government could do, and there are no words that I could express, that would be enough to requite the care and love that is given by family carers to those they look after.

We are currently experiencing a housing crisis in Cornwall, where local people are being priced out of the market, whether to buy or rent, by prices being inflated due to the huge demand from people wanting to move to Cornwall to live or buy a holiday home. This is a long-standing problem, but in recent months it has become the worst it has ever been. As the Government bring forward their reforms of the planning system, can my right hon. Friend assure me and the people of Cornwall that this will not be about building lots of homes for wealthy people to buy, and that it will ensure that the people of Cornwall are able to access the homes that they need?

My hon. Friend raises a point that has been raised repeatedly with me in Cornwall, and we are absolutely determined to address the issue in question and to work with Linda Taylor, the leader of the newly Conservative Cornwall Council, to ensure that we build local homes for local people so that young people growing up in Cornwall have the chance of owning their own home.

We did discuss many times over the last few days what has happened in Xinjiang, the suffering of the Uyghurs and particularly the crimes against women that the hon. Lady describes. The difficulty with the UN Security Council approach, as she will understand, is that China is a member.

Cornwall was proud to host the G7. Will the Prime Minister join me in thanking all those who worked so hard to make it a success, including our police, who came from all over the country, Cornwall Council and public health officials, many businesses and volunteers, and the people of Cornwall, who with good humour welcomed the world, despite the inevitable disruption? I know that he is as keen as I am that the G7 leaves a lasting legacy in Cornwall, and I was pleased to show him our ambitions for Spaceport Cornwall. Will he join me in working on and putting the full weight of Government behind enabling us to achieve the ambition of launching satellites from the UK this time next year?

My hon. Friend has been a fantastic campaigner for the Cornish spaceport. I was amazed to see what they have already done and the way it is inspiring young people in Cornwall, and I look forward to working with him on getting a launch before too long.

I thank the Prime Minister for bringing the G7 leaders’ summit to Cornwall this summer. This will put Cornwall front and centre on the world stage as we emerge from the pandemic and give us a great opportunity to showcase all that Cornwall has to offer. It is a great place to visit not just for its amazing food and drink sector, but for the technologies of the future in space and in renewable energy.I know the Prime Minister shares my ambition for the G7 to leave a lasting economic legacy for the people of Cornwall, so to that end, and in the light of the recent progress on lithium extraction, will he work with me to secure a gigafactory for Cornwall so that we can produce the batteries, leave that lasting economic legacy and provide the well-paid jobs for the future that Cornwall needs?

I think Cornwall is the Klondike of lithium, as far as I understand the matter, and I would be delighted to assist my hon. Friend in locating a gigafactory somewhere near Cornwall—I do not want to promise too much at this stage.

Yes. I am acutely conscious that there are no glib, easy answers in this area of public policy, and I happily undertake that the relevant Minister should meet the hon. Lady as fast as possible to understand her concerns and the concerns of her constituents.

Regional airports are going to play a crucial role in our recovery from the pandemic and in levelling up our country, but many of them, such as Cornwall Airport Newquay, have been very hard hit not only because of the lockdown, but because of the demise of Flybe. There is a very real concern that if our smaller airports close at this time, they may never open again, which will make the Government’s levelling-up agenda even harder to deliver. So could my right hon. Friend please ensure that our regional airports get all the help that they need, whether that be through grants or the Government backing more public sector obligation routes, and would he carefully look at reducing air passenger duty, particularly on domestic flights?

Yes. I thank my hon. Friend for sticking up in the way that he does for Cornwall Airport Newquay—a vital airport, which I have happily used many times. We will continue to consider applications for public service obligations on routes into Newquay and elsewhere. We will certainly look at air passenger duty, although it would be wrong of me to make any fiscal commitment at this stage.

If the right hon. and learned Gentleman does not want a statement in the House about an important Whitehall reform, then I think he misrepresents the views of the House. It is important that we should make these statements, and I am very proud of what we are doing.

Anybody who has any experience of the matter will know that at the moment, for the UK overseas, we are less than the sum of our parts. If you travel to important foreign capitals, where we need to make our points to our friends and partners, you have UK diplomats saying one thing and then finding that the message from overseas aid—from UK aid and from DFID—is different. That undermines the coherence of our foreign policy, and the right hon. and learned Gentleman will know that very well. It is absolutely vital that we have a coherent, joined-up message for our international partners, and that we speak with one voice.

At a time when the UK is spending £15 billion on overseas aid—0.7 % of our GDP— I think the British people will want to know what we are doing right now to make that spending more efficient, and they will want to know what we are doing to ensure that the UK is supporting the campaign to develop a vaccine against coronavirus. I am very proud of what the UK is doing. I think it is fantastic that we secured $8.8 billion at the recent summit to develop a vaccine, and I am very proud of the work that DFID is doing. And yes of course we will make sure that we guarantee the DFID budget, but what will now happen within the new Department is that every single person working in that new Whitehall super-Department—the Foreign, Commonwealth and Development Office—will now have all the idealism and sense of mission that comes from DFID, but also the understanding of the need to project UK values, UK policies and UK interests overseas. This is a long overdue reform and the right hon. and learned Gentleman should support it.

I should like to associate myself with the Prime Minister’s comments on Jo Cox and our colleague, the hon. Member for East Dunbartonshire (Amy Callaghan). I very much welcome his statement today. Can he confirm that this is a merger, not a takeover, and that it has the potential to enhance the role of international development in our foreign policy? Will he also confirm that this Government’s commitment to invest in and support the poorest parts of our world remains as strong as ever?

Yes, it certainly does; I am grateful to my hon. Friend. What is actually happening, of course, is that DFID and the FCO are now joining together to become a new Whitehall super-Department for international affairs, which will be of huge benefit to our ability to project Britain’s sense of mission about overseas aid. For too long, frankly, UK overseas aid has been treated as some giant cashpoint in the sky that arrives without any reference to UK interests, to the values that the UK wishes to express or to the diplomatic, political and commercial priorities of the Government of the UK.

Again, I thank the right hon. Gentleman for the spirit in which he asks the question. He will have seen from my earlier answer that what we are indeed doing is advancing the day, on a temporary basis, on which people are eligible for statutory sick pay from the fourth day to the first day. I think that is the right thing. Again, I repeat that we will support business and we will make sure that we keep the economy strong. No one should be penalised for doing the right thing. I am sure that my right hon. Friend the Chancellor will be happy to engage in further conversations with the right hon. Gentleman about the detail of how we propose to do that.

Q8. Tomorrow is St Piran’s day, when Cornish men and women around the world will be celebrating our national saint and all things Cornish. St Piran is also the patron saint of tin mining, but mining is not just something assigned to Cornish history. Is the Prime Minister aware that significant deposits of lithium have been identified in Cornwall, which provides the opportunity of levelling up the Cornish economy and providing the UK with a domestic supply of this critical mineral? Will he commit his Government to enabling Cornwall to make the most of this opportunity, and wish all Cornish men and women a happy St Piran’s day?

This country, as my hon. Friend knows, leads the world in battery technology. It is a wonderful thing that Cornwall indeed boasts extensive resources of lithium, and we mean to exploit them. I know that there is no more passionate champion of Cornwall than my hon. Friend. I wish him a happy Saint Piran’s day—and Kernow bys vyken!

I think I have given this answer a couple of times already. The people of Scotland had the chance to decide, and they decided emphatically in favour of remaining in the UK. That decision should be respected.

I warmly welcome the Prime Minister’s continued commitment to invest and level up across our country. This will be particularly welcome in Cornwall, which continues to be one of the poorest parts of the UK. Will the Prime Minister confirm to the people of Cornwall that we will continue to be at the heart of his Government’s plans to invest in the regions of the country?

Absolutely. I can confirm that. My hon. Friend and I have discussed this issue many times. Not only will Cornwall continue to receive all the cash it gets through the shared prosperity fund, but we will do extraordinary things with infrastructure—the A303, you name it—to improve road and rail transport to Cornwall and the NHS. Truro and Penzance and virtually every hospital in Cornwall—and St Austell—will be there.
