It was this Government that for the first time in the NHS’s history ensured that it had a long-term workforce plan, providing it with record funding so that we could eliminate long waits but also ensuring that it has the money that it needs to train record numbers of doctors and nurses while radically reforming how they work to improve productivity. That is because, the only way we will get everyone the treatment they need is to make sure that the NHS has the fantastic staff it needs, and it is this Government that have put that in place. The right hon. and learned Gentleman talks about records. This is something that no Government have done in the past, and it is something that I am proud we have done. Labour’s record on this issue is clear. It was a “disastrous failure” of workforce planning. Those were not my words. That was the verdict of the Labour-chaired Health Select Committee. It was Labour that did not train the consultants that we need now, that take 13, 14 or 15 years to train. It is this Government that are for the first time making sure that every family will finally have the doctors and nurses that they need.

Q3.   Access to housing that local people can afford is the biggest challenge we face in Cornwall. While we need to build more houses, we need to ensure that they are available and affordable to local people and meet the needs of our rural and coastal communities. Local knowledge, particularly from elected representatives, is an important part of ensuring that we achieve this, yet the Leader of the Opposition has made it clear that his intention is to ignore or override the views of local people in decisions on planning matters. Can the Prime Minister assure me and the people of Cornwall that, under his Government, the views of local communities will play a part in the planning process?

I thank my hon. Friend for his excellent campaigning on behalf of his constituents. I agree with him that housing must meet the needs of local communities. Our affordable homes programme is delivering hundreds of thousands of homes across the country. Crucially, on this side of the House we believe that local communities must be consulted, in contrast to Labour’s plan for top-down housing targets, concreting over the green belt and destroying our precious countryside.

Q12. Following the revelations in the BBC “Panorama” programme, Clinton House in my constituency is now closed. Three further care homes run by the Morleigh Group have now been rated as inadequate by the Care Quality Commission and two others are under inspection. Concerns have been raised about these care homes for many years, and it cannot be acceptable that it took the BBC to provoke the action that was desperately needed. Does the Leader of the House agree that it is now time to urgently review the role of the CQC to ensure that in future concerns raised by residents, families and staff are properly and promptly addressed?

Older and vulnerable people deserve the highest quality care possible. There is no excuse for services that fall short of expectations in the way my hon. Friend has described. The CQC has extensive powers in law to ensure that nobody in the chain of responsibility is immune to legal accountability, and I would expect the CQC to exercise those powers in full in this case. But my hon. Friend has made some criticisms of the CQC and the Government have been looking into ways to improve its processes and increase its efficiency. The Under-Secretary of State for Health, my hon. Friend the Member for Warrington South (David Mowat), is the Minister responsible for community health and care, and he discussed this very issue with the CQC earlier today.

First, every life lost in the way that the hon. Lady talks about is of course a tragedy, and many of these lives have been lost because of drugs, gangs and knife crime. Overall, knife crime has come down over the past few years, which is welcome, but there are still too many people carrying a knife and not recognising that it is not only against the law but an enormous danger to themselves as well as to others. We will continue with our tough approach on knife crime and with the work that we are doing to disband and break up gangs and to try to deal with the problems of drugs. In London we have actually seen an increase in neighbourhood policing, and the Metropolitan police have done a good job of cutting back-office costs and putting police on our streets.

Q10. After many years of neglect under Labour, Cornwall is once again seeing investment in our roads, railways, airport and tourism. Cornwall is ambitious to diversify its economy and become a centre for the UK aerospace industry; indeed, Newquay airport is the frontrunner to be the location of the UK spaceport. Will the Prime Minister please provide an update on the decision for the spaceport, and does he agree that Newquay would be the perfect place for it?

It is good that this Parliament contains such strong voices for Cornwall, speaking up for that county and ensuring that it gets the assistance, resources and help that it needs. I am a strong supporter of Newquay airport, not just as a user but because it provides the opportunity for a hub of great businesses in Cornwall. We want to become the European hub for space flight, which will help to attract further investment in the UK and create jobs. A number of other airports are in the running, and I wish them all well. We aim to launch the selection process next year.
