Commons ChamberThe big society is back, and it is welcome, as are the expansion of the family scheme and the new sponsorship scheme which, as my right hon. Friend will know, I was very impatient to see last week. Certainly the 1,700 of us who stood together in Winchester cathedral on Saturday with our prayers for Ukraine are very appreciative.
The phased response is sensible. We cannot allow the perfect to be the enemy of the good; we have to get this up and running. Is my right hon. Friend working to a trigger or a timeline for when the charities and the church groups can become involved?
That will happen as quickly as possible, not least because of the impassioned advocacy of my hon. Friend.

Commons ChamberTrinity Winchester is not just a homeless shelter or day centre for rough sleepers but provides practical and emotional support to people experiencing the effects of homelessness and vulnerability. Its new Bradbury View accommodation provides homes for people who are rough sleeping repeatedly. The model is unique and I am glad that the Secretary of State has agreed to visit Winchester as soon as we can fix that up—
He is giving me a thumbs up—excellent.
Does the Minister agree that we have to borrow what works—Winchester is happy to show what works in this regard—and then scale it up throughout the country? At the end of the day, it is wraparound care that is going to break the cycle.
Thank you very much for ensuring order, Mr Speaker. The scheme that we are expanding will ensure that we meet the needs of the hour and that all those who need humanitarian resettlement find it. As to the hon. Lady’s point about the steps required to ensure that the assets of oligarchs and others are addressed, the legislation that we are bringing forward will mean that we have the strongest sanctions regime in the world.
I will make two points in response to my hon. Friend. First, I thank his constituents for their amazing work, which reflects the commitment and compassion of many people across the country. The single most important thing that any individual can do at the moment is donate to the Disasters Emergency Committee. It is understandable that people want to see goods of a humanitarian nature flow to the Polish border, but the nature of the support that we need to give means that it is actually more effective to raise money to give to the DEC and others. With respect to the expansion of the humanitarian sponsorship scheme, there are more details to come.

Commons ChamberAbsolutely. The citizens of the beautiful Ards peninsula will continue to enjoy the rights that we uphold as shared UK citizens.
My constituents will be joyed by the changes to the United Kingdom Internal Market Bill, as my right hon. Friend knows. The Joint Committee has clearly done its job and shown that rumours of compromise’s demise are greatly over- stated. The British Government have moved and shown much seasonal goodwill, but does he agrees that this announcement truly works for us all only if it is followed imminently by good news on the wider EU-UK trade deal?

Commons ChamberNo I shall not, and no I will not—however tempting it might be, I will decline on this occasion.
The truth is that, because no deal could ever satisfy everyone, we could spend all our time searching for that elusive perfect deal, but what would that position look like to the country? What would it look like to all those who have sent us here? What would it look like to the constituents of the hon. Member for Salford and Eccles (Rebecca Long Bailey), who voted to leave and expected that vote to be honoured? They voted to put trust in this place; to put trust in Parliament to make a vital decision. If we duck that decision, if we dither and delay, I am afraid that people will feel a sense of depression, dismay and demoralisation because the Parliament that they hoped would keep its promises had chosen once again to duck its responsibilities.
I am also clear that everyone who has spoken in this debate has done so with the best of motives, including my right hon. Friend the Member for West Dorset (Sir Oliver Letwin), a dear and old friend of mine, but one of the things that I would say to him, and to others—
Everybody has their beliefs, and everybody does what they believe to be right, including our right hon. Friend the Member for West Dorset (Sir Oliver Letwin). Were the Bill that follows the meaningful vote to fail, how would the Government avoid no deal before the end of October?
The Government are absolutely committed to ensuring that we have a deal, to ensuring that we obey the law, and to ensuring that we respect the voices of all those in this House. Let me say firmly from this Dispatch Box that this Government are committed to ensuring that we have a deal, and the best way of getting that deal, leaving on 31 October and being able to move on to the other issues, that the people of this country want us to discuss, is by accepting the honourable motives of my right hon. Friend the Member for West Dorset but recognising that, were we to accept his amendment, we would not have a meaningful vote today. That would not unlock the door to a deal being passed. We would have voted, I am afraid, in the terms of the motion, for more delay.

“The Government has permitted EU airlines to continue to fly to and from the UK until 24 October 2020”.
How does the Minister envisage the situation after that, given the point that he has rightly made about business certainty, and what is the position regarding new routes that may be opened up during that time?
I am confident that we will make progress on aviation, but I understand its importance to my hon. Friend and his constituents.

Commons ChamberIt is important to make two points. The first is that Operation Yellowhammer, as I have pointed out, deals with a reasonable worst-case scenario for which mitigating steps have been taken since it was first drawn up. On the second point, of course Government and the Department for Work and Pensions always stand ready, in the event of any change in economic circumstances which has an adverse effect on vulnerable people, to step in and to help. None the less, the steps that we are taking in order to mitigate those impacts will, I hope, ensure that we do not need to intervene in that way.
What assurances has my right hon. Friend been able to give the port of Portsmouth, which is, as he knows, a roll-on roll-off port? He is aware of my concerns about lorries parked on the M27 and the A31 in my constituency in particular. Hampshire County Council has already invested significant amounts of my constituents’ money in preparatory work. Can he reassure me that his Department will see that Hampshire gets its share of this new welcome Government investment to prepare for a no-deal exit if it happens, and, specifically, that the very latest DFT modelling is with the local resilience forum in Hampshire so that it can plan practically and responsibly for whatever scenario comes forth?
My hon. Friend makes a very important point. Portsmouth is one of our most important ports. It is important for a host of reasons—for the commercial life of this nation, for access to medical supplies and, of course, for access to our Crown dependencies and the Channel Islands. It is the case that we need to work closely with the local resilience forum in Hampshire to ensure that it understands what our modelling assumptions are and take appropriate steps. I know that it is the case that both the Secretary of State for Transport and the Secretary of State at the Ministry of Housing, Communities and Local Government have been in touch with the LRF recently, but obviously more work needs to be done.

Commons ChamberI would hope that no one would ignore or patronise the hon. Lady, who had a very distinguished record as a physician even before she came into the House. She speaks with great authority on these issues. Unless I misunderstood it, her point refers to the fact that the Department for Transport has issued a new tender for sea freight. I understand that that tender has been well subscribed, and we should have sea freight in place. We will also have air freight in place, as I mentioned in response to my hon. Friend the Member for Cheltenham (Alex Chalk), to ensure that not just radioisotopes but all medical supplies necessary for the effective functioning of the NHS across the United Kingdom are available. I hope to stay in regular touch with the hon. Lady, because her commitment to the health of our NHS is second to none.
I thank my right hon. Friend for making time to meet me during the recess and for today’s statement. Returning to the issue of medicine supply, one constituent wrote to me recently asking about her epilepsy medication. She said, “If we can’t get it easily, it will tip my life upside down.” She and I, as her MP, do not need ifs and buts or scare stories; we need hard facts. This is not a “nice to have and we’ll do our best to have in the awful event of a no deal Brexit.” This is absolutely critical. We need categorical assurance from the Minister at the Dispatch Box that there will not be a shortage of medicine supply in addition to the shortages there are at the moment—I know that as a former Minister in the Department of Health and Social Care—after Brexit.
My hon. Friend was a brilliant Health Minister and he knows that medical supplies have been termed as category 1 goods. As I mentioned earlier, as well as making sure that we have the freest possible flow across the short straits, there is additional maritime freight capacity and air capacity to ensure that vital drugs will be in place. I can therefore reassure him, his constituent and those living with epilepsy who need that medicine that it will be there.

Commons ChamberAbsolutely. The Chairman of the Home Affairs Committee is right to remind us that prison transfer agreements have not always worked as they were originally envisaged, but my hon. Friend the prisons Minister has been working closely with the Home Office, and there are 50 Polish prisoners whom we hope to expedite when the derogation expires.
While putting a figure on it may not be wise, does the Lord Chancellor agree that if his prison reform policy is successful, its ultimate conclusion must be far fewer people in prison and far better life chances?
My hon. Friend is absolutely right, in two respects. It would be wrong to set an arbitrary target, but we intend to ensure that all our policies work—not just our policies relating to rehabilitation and prisons, but some of the broader policies that were touched on by the right hon. Member for Orkney and Shetland (Mr Carmichael) in respect of young people. If all those policies work and the Government’s broader life chances agenda is implemented in full, we should reduce offending, and also ensure that our society is fairer and more socially just.

Commons ChamberThe problem of gangs and serious youth violence was the subject of discussion between me and Sir Bernard Hogan-Howe only last week. We will do everything we can and report back to the House on what we as a Government, collectively, are doing to deal with these problems.
The Secretary of State knows how much I, and many of my constituents, welcome the Prime Minister’s big speech last month on prison reform. While there is little benefit in trading numbers, does he agree that the logical consequence of rehabilitation that really works is not only fewer victims of crime, but ultimately fewer people locked up in our country, with huge savings?
I applaud my hon. Friend for the work that he did when he served on the Justice Committee in pioneering the case for a transformed approach towards justice. He is absolutely right. If we get prison reform right and get rehabilitation right, crime will fall, individuals will be safer, and of course the number of inmates in our prisons will fall.

Commons ChamberNo. The perfect description of our reform programme is that it is based on social justice and recognises that the strongest systems combine autonomy with stricter accountability. We have introduced stricter accountability through changes both to Ofsted and to league tables. Unfortunately, those on the Labour Front Bench have not endorsed those changes to help drive up standards. They should be listening to outstanding head teachers who have the right idea, such as Dame Yasmin Bevan in the hon. Gentleman’s constituency. The sooner he introduces her to his Front-Bench colleagues, the better for all of us.
Does the Secretary of State agree that it is important that our primary school children are taught by men as well as women, and will he confirm that the number of men training to be primary school teachers is on the rise?

Commons ChamberI am delighted to underline my debt to both Lord Baker of Dorking and my hon. Friend, who was one of the early advocates of free schools and the pupil premium. I am absolutely delighted that this ministerial team is able to take forward proposals that he championed when we were in opposition.
This morning, I visited Harestock primary school in my constituency, where nearly 20% of pupils have a family member serving our country in the armed forces. The Secretary of State knows how warmly I welcome the new school places that the Government have created, but many of the service parents whom I met this morning are greatly concerned about the availability of school places in the system, as families return from Germany over the next few years. Will the Secretary of State work with his colleagues at the Ministry of Defence to see that those families can come home with some confidence in the next two or three years, instead of feeling fear, as they do currently?
I absolutely will. Of course, it is for the best of reasons that 14,000 service personnel are returning from Germany; thanks to the inspirational leadership of Baroness Thatcher and Ronald Reagan, we won the cold war and are able now to welcome back the servicemen of the British Army on the Rhine.
We need to make sure that those who have worn the Queen’s uniform enjoy the best possible education. The service premium and the additional changes that we are making to the admissions code are part of that. Of course, we have to work with the Ministry of Defence to do so, and I will be delighted to work—for many years to come, I hope—with my right hon. Friend the Member for North Somerset (Dr Fox), who is doing such a great job in championing service families and defending the armed forces covenant.

Commons ChamberI very much enjoyed my visit to Gloucester and Stroud on Friday, and the first thing I did when I arrived at the Department on Monday was to instruct my officials to co-operate with Gloucester city council and the Young People’s Learning Agency to ensure that we deal with this issue.
I warmly welcome the Secretary of State’s announcement. Parents in the city of Winchester will have heard his statement loud and clear, despite various other noises going on in the media today. What guidance has his Department issued to local authorities in recent years about the need to keep spare capacity in the primary system?
That is a typically shrewd point from my hon. Friend. One of the problems we inherited is that under the system that prevailed under the previous Government, guidance was given in 2007 to reduce surplus places, particularly in the primary sector, and we now have a basic need problem. It is good that the Opposition now recognise that we should prioritise meeting basic need.
