Having been a Minister of the Crown, I hope that the regulations have been through the right-round process, albeit an accelerated right-round process, but my hon. Friend is absolutely right. It will worry the travel industry that the regulations that have not been subject to a motion today are not being debated in the House—and yes, I am greatly concerned. I have to say that I agree with the Opposition about departure testing. Other countries, such as the Netherlands, have introduced it. I do not think that the Opposition have had an answer from Ministers about why they have not chosen to do the same, and I should like to hear an answer in the Minister’s winding-up speech.

My hon. Friend has touched on an important point about the process within Government to ensure that all aspects are considered. What normally happens is that regulations are thought about and there is a right-round process—which, for the benefit of those listening to the debate, means that all Government Departments have the opportunity to provide an input. One thing we have discovered is that in the case of covid regulations, that right-round process does not operate in the normal way. Through my hon. Friend, I ask the Minister to clarify in her winding-up speech whether, as these regulations were being drafted, other Departments were consulted and given the usual opportunity to provide an input, or whether this was done purely in the Department of Health and No. 10 Downing Street.

I thank my right hon. Friend for his comments, which will have been heard on the Treasury Bench.

I do not understand the timing here. What will we really know in three weeks’ time that we do not know now? This causes me to question the three-week rule. South Africa does not give us the insight into the progress of the virus, and of this variant, that we were able to take from, say, Italy—with a broadly similar European population—this time last year. South Africa has a much younger population, and, sadly, a greatly under-vaccinated population. As we heard from the hon. Member for Central Ayrshire, it was spreading like wildfire among students, who, of course, are younger and fitter and therefore less susceptible to serious illness as a result of this variant.

I do not intend to detain the House for too long, but I have some questions, and I will explain to the Minister why I am raising them now. I think that they are in order. If I understand this correctly, the Government have indicated that, as of 17 May, more international travel may well be possible, subject to a review, and they have indicated that they will give people a week’s notice of those changes. Mr Deputy Speaker, you will have spotted that the date for that announcement to take place is when we are expecting the House to be prorogued before the state opening of Parliament, so this is probably the last opportunity—depending on whether we have Transport questions on Thursday—for Members to ask Ministers questions about the international travel regime before it might change. I happen to think it is important that those questions are asked in the House, rather than simply being left to be asked at a press conference.

Before I set out those questions, however, let me just follow up my question to the right hon. Member for Torfaen (Nick Thomas-Symonds), who opened the debate for the Labour party. He answered one of my questions, when I could not quite work out why Labour had tabled a motion to revoke these regulations. He confirmed that Labour does not intend to press that to a vote, which makes sense, but he did not really deal with the other question I asked or with the companion question that my hon. Friend the Member for Winchester (Steve Brine) asked. I pressed the right hon. Gentleman on how long he felt a tougher regime should be in place, and in answer to me he indicated that it should be dependent on our vaccination roll-out, whereas in answer to my hon. Friend, he seemed to suggest that it would depend on what was going on around the world.

The reason that I am labouring this point—I am going to press the Minister on it as well—relates to what the regime is trying to deliver. If this is about worrying about what is going on in the rest of the world—given that it is entirely possible, even with a fair wind, that we will not have vaccinated the adult population around the world until the end of next year, 2022—this whole travel regime could be in place for the rest of this year and the whole of next year, which has very significant implications. If, however, the regime is to stay in place until we have vaccinated every adult in this country, that would have very different implications, as my hon. Friend the Member for Winchester pointed out, as we will have offered every adult a vaccination by July.

My question to the Minister is: will she set out for the House what the Government’s current thinking is? She has indicated that the regime should stay in place for little while, but I note that the explanatory memorandum to these regulations reminds us that the overall international travel regulations will cease to have effect on 8 June this year. That is not far into the future, so the Government will have to make a decision about whether to allow those regulations to lapse on 8 June, effectively resulting in no controls on international travel or, whether—as I suspect is more likely—to bring in further regulations, in which case they will need to be clear about how long they wish those regulations to remain in place.

The exchange between myself, my hon. Friend the Member for Winchester and the right hon. Member for Torfaen illustrated this question. Is this about how well we have rolled out vaccinations in the UK and therefore protected our population from covid? The Minister will know that we already have in place very good genomic sequencing, and as I understand it, all the manufacturers and developers are ready to tweak the vaccines they have already developed, if the genomic sequencing indicates any need to do so. At the moment, although these variants are called variants of concern, none of them evades the vaccine. My understanding is that the vaccines are effective against all of them, certainly in terms of preventing serious disease, hospitalisation and death. There is, I understand, a question mark about the extent to which the vaccines protect against the South African variant as far as mild disease is concerned, but if it enables mild disease to take hold then I am not sure that is something about which we need to be enormously concerned.

I press that point because if the Government are going to take the view that they are so worried about a potential variant that does not yet exist developing somewhere in the world and undermining the efficacy of our vaccine position, then it seems to me that that means we will have to keep the regulations in place at least until the whole of the world is vaccinated and the virus is driven down to a very low level globally. That may not be until the end of next year, on a best-case scenario. That has really quite dramatic consequences for the airline industry, the travel industry and the 3 million people who work in it, and the freedoms of our population, so if the Minister could say a little bit about that, that would be helpful.

Perhaps it would be helpful if the Government were to say what level of reduced efficacy they would consider to be a cause for concern. Any flu vaccine that I ever purchased when I was doing the Minister’s job had about 60% efficacy. The three vaccines being used at the moment are way ahead of that, so even a reduction in efficacy of 10% would still significantly outpace the flu vaccine we currently roll out. Would it be helpful if the Government said at which level it would drop to where the indicators would flash red?

That is a very good question. More widely, it would be helpful if the Government and their scientific advisers had a slightly better conversation with the public about variants and the impact they may have on vaccine efficacy, rather than this constant—I accept this is not always how they intend it, but it is the way it gets reported—conversation about scary variants or mutants.

Actually, at the moment—I am sure the Minister will correct me if I am wrong—all the variants we are aware of are dealt with by the existing vaccine portfolio to a greater or lesser degree. What we are concerned about is what may come along in the future, but we have a very good system in this country at least. My understanding is that none of the vaccine manufacturers yet feel they have to change the design of their vaccines to deal with any variant we are currently aware of anywhere in the world.

One further point I want to make is that how we name variants—the Kent variant, the South African variant, the Indian variant—is not actually terribly helpful. It gives the impression to the public that the variants only come from specific geographic parts of the world and if only we put in a sufficiently robust border arrangement, we could keep them out. The reality, of course, is that those variants could occur anywhere in the world, including here in the United Kingdom. I think I am right in saying that the best advice that exists is that even an incredibly tough border regime can, at best, only slow the transmission of viruses, rather than keep them out forever. At some point we will have to decide when we will allow travel to get back to normal, which is why I asked whether that would be about how the world is vaccinated or how the United Kingdom is vaccinated. I do not think that question has been sufficiently answered.

Specifically on the regulations, there is reference to the ports by which people are allowed to enter the United Kingdom. I want to ask one or two questions about ports of entry. The Minister answered some of this, in response to the concerns raised by the shadow Home Secretary, when talking about the efforts that Heathrow in particular has put in place to try to keep people separate. However, it is the case, having looked at pictures, and listened to the challenges faced by airport operators and the first-hand testimony of people travelling, that people from different countries, including red list countries and non-red list countries, are kept in airports for significant periods of time in a way that is not particularly well socially distanced. That is clearly a risk, if we then insist that they will have to spend time in quarantine, when they have just spent a considerable period of time next to people from completely different countries.

I mention that because I wonder what plans the Government have in place, as they think about increasing the volume of international travel, to automate the process. The Minister will be aware—I am, as a former Immigration Minister—that one of the ways in which we deal with the volumes going through airports is to have e-gates to automate the process of checking people’s travel documents. In order to deal with a significant increase in volume, the testing information on the passenger locator form will, I think, have to be put into some digital form, if airports are to have any hope of dealing with the volume of passengers. Given a significant increase in passenger volumes, even with an increase in the number of Border Force staff, in no way will airports be able to cope with checking all that information and dealing with the volume of flights without becoming absolutely overwhelmed. If the Government might change the position in just a couple of weeks’ time, will the Minister say how far forward those plans are?

My final point—you will be pleased to know, Mr Deputy Speaker—is about vaccine passports. I am not at all persuaded of domestic vaccine passports. They run a great risk of creating a two-tier society. Also, once we have vaccinated the adult population, in particular with the take-up rate among the groups so far of more than 95%, I am not at all sure what a domestic vaccine passport gets us once we have reached that level of vaccination coverage.

It seems to me that vaccine passports would be a big mistake. As the Paymaster General, who responded to the debate last Thursday, said to me, domestic vaccine passports and international ones are quite separate and should be treated separately, and it would be a mistake to run them together. I was heartened to hear that, and I hope that is the position the Government will stick to.

Internationally, however, some questions arise from the regime put in place here. I am much more relaxed about international vaccine passports than about domestic ones. We have already have precedents—people have to have yellow fever vaccinations to go to specific countries—and of course if a country requires people to be vaccinated to enter it, it is entirely up to it what rules are set for people who want to visit that country.

My first question for the Minister is because I understand that the World Health Organisation states in its most up-to-date policy paper of 5 February—the latest one on its website—that it does not recommend that countries have proof of covid vaccination to exist before they allow people to travel. The reason it sets that out is that it fears that that would in effect incentivise countries that had already had a good roll-out of vaccine to hog the global supplies for themselves, setting up some unfortunate sets of incentives. That is the organisation’s latest position. Will the Minister say whether the British Government will go along with that position?

I have two questions. First, if the UK Government ease up on the travel rules in May, is their position that they will require foreign nationals to be vaccinated before they come to the United Kingdom, or will the Government stick to the testing regime? Secondly, what steps have the Government put in place, working with the International Air Transport Association and other international bodies, for any kind of international vaccine passport? Perhaps the Minister will update the House on the Government’s plans.

I raise that because, if the Government announce a change to the international position in the next couple of weeks, knowing what plans are under way—and, I hope, this House being asked for its authorisation to implement such measures—would be very welcome. With those few questions, I conclude my remarks.

No—my right hon. Friend the Member for Clwyd West referred to that. This was a slide that was leaked to Laura Kuenssberg, the BBC’s political editor, which referred to hospital capacity and how quickly we may find the NHS being overwhelmed. That information was not published by the Prime Minister the following day and turned out not to be correct. I felt that that was very damaging. It was intended to set up a debate, but the data actually did not stand up at all.

The Opposition faced criticism for not asking enough questions. Does my right hon. Friend think that the media asked the right questions or enough questions when incidents such as the one he just mentioned came to light?

No, I do not think that they did entirely. This also highlights the danger of important decisions being announced at press conferences, not in the House. At that particular time, the House was not sitting, but frankly, given the impact of a decision of that magnitude, the House should have been recalled, and it should have been announced in the House to allow us to ask questions, not on our own account but on account of our constituents. I am pleased that subsequently, when proposals for a third lockdown were made in January, the Government learnt from that episode and recalled the House, so that the decision could be announced here, and we were able to ask Ministers questions, albeit with rather a limited amount of time available to do so.

I mentioned the point about trust because there have been stories in the media—the most recent one being yesterday in The Spectator by Isabel Hardman—about the decision that my hon. Friend the Member for Hazel Grove referenced on vaccine passports. There is some suggestion, which I am sure cannot be true, that the Government might attempt to win a vote in the House by linking the case for international vaccine passports, which I think command a large degree of consensus, to the one for domestic vaccine passports. The cases for those are very different and should be set out clearly.

I do not know how Members would vote, but I say gently to the Government that if that were to turn out to be true and they were to win a vote on that basis, it would fracture the trust that many Members have in the Government, and that fracture may not be repairable. That would be very dangerous on a public health matter, where it is so important for the Government to command the trust of the public, particularly when decisions have to be taken quickly with a limited amount of data. It would be helpful if the Minister could confirm that any decisions on international vaccine passports and domestic ones will be set out separately for the House to take. If she were able to say that today, it would get rid of what may turn out to be completely idle speculation by members of the media.

On the core point about data, the House will remember that I and 62 other Members wrote to the Prime Minister on 13 February setting out what we thought was a sensible road map. We said that once the top four groups vulnerable to covid had been vaccinated and their vaccinations were effective by 8 March, we should be able to start unlocking the country. I am pleased that the Government listened to that and kicked that process off on 8 March. We also said that once the top nine groups have been vaccinated and those vaccinations are effective, which they will be by the end of this month, we could relax all restrictions. I will conclude my remarks by setting out where the data sits at the moment and why, although I agreed with the Government when they said “data, not dates”, I share the disappointment of my hon. Friend the Member for Hazel Grove that we seem to be stuck on dates, not data.

We are now in a position where the number of people dying from covid has fallen to around 24 per day, which accounts for around 4% of deaths in England and Wales. That is down from a peak in January of 1,361 per day, which accounted for 45% of deaths—a dramatic reduction. The number of people in hospital has fallen to 2,000 from nearly 40,000. The important thing is that vaccination, which has gone extraordinarily well, with a fantastically high uptake, is breaking the link between cases, deaths and hospitalisations. Since schools have gone back, cases have continued to fall, but even if we were to see cases rising, that would not lead to an increase in deaths and hospitalisations.

I think that the Government could safely go faster. That would have massive economic benefits. As my hon. Friend the Member for Thurrock (Jackie Doyle-Price) said, there has been a big impact on hospitality, and that is important because the job losses have been largely borne by younger people, who are largely not vulnerable to covid but have undergone tremendous sacrifices to their future prospects for the benefit of others. The sooner we can safely reopen the economy, the sooner we can improve the prospects for the younger generation, who have suffered so dramatically from the steps that have been necessary to deal with the impact of covid.

I thank you, Madam Deputy Speaker, and the House staff for ensuring that we were able to be recalled today for the second time in a week to debate these important matters. It is important that this House is at the centre of this debate.

I recognise that the new variant, the significant growth in cases and the resulting pressure on the NHS means that we are in a different position than the one that we faced in November. For that reason, I will not be opposing these regulations, as I did when the Government brought them forward in November. None the less, I do agree with what my hon. Friend the Member for Altrincham and Sale West (Sir Graham Brady) said, which is that running the regulations all the way to the end of March is too far a distance in the future. It seems that the obvious checkpoint for the Government to come back to this House to seek the authority to proceed is the middle of February, when the Prime Minister set a very clear goal to have vaccinated the four first groups that the JCVI set out and when the Government will have to make a decision about whether schools return after the February half-term. It seems to me that that would be the point when the Government should bring that information to the House, set out their proposals hopefully to relax restrictions and to get children back to school, and seek the House’s authority to do so. I suggest that Ministers go away and reflect on that and come back to us next week when the House returns after the recess. I think that that would be welcomed by colleagues.

On the point about schools, I just wonder what my right hon. Friend’s view is on the vaccination of teachers. If keeping schools open is such a priority for the Government, as it is and as it should be, then surely however difficult it is to move that group up the vaccination list, it has to be something that we consider. To open up schools after half-term, it has to be something that we do pretty much pronto.

I understand the point that my hon. Friend is making, and it has been made by others, but I have to say that, for me—obviously, I am not a clinical expert—the JCVI has got it right. No matter how important schools are, the priority must be focused on reducing the number of people who are going to die and the pressure on the health service. Those are the right choices to make. The risk to many teachers—those who are much younger and those who do not have underlying health conditions—is very low. If they are in the high-risk groups with, for example, a serious underlying health condition, they will already be on the list to be vaccinated earlier according to what has been set out. That is the right approach. As soon as we move away from that, every group of frontline workers potentially exposed to the virus will make an argument that they should be higher up the list, and that would not be a sensible way for the Government to proceed, so they should stick to the process set out by the JCVI.

I have two final points. On the vaccination schedule, maximum transparency, as the Prime Minister said, is welcome. In reporting daily vaccination numbers—by daily I assume that we mean seven days a week, not just five—I urge the Government to publish as much information as possible, including by region and by cohort, so that we can see how this is going and which regions of the country are going well. Potentially, we could have some positive competition where people are trying to do better. My own region in Gloucestershire is making good progress, and I would be pleased to see that information in the public domain. The agreed delivery schedule for suppliers ought to be published, as that would give people confidence and we could all focus, putting it in terms that the Prime Minister would use, on getting vaccination done. That should be the nation’s No. 1 goal in the next few weeks.

Finally—and I know that this has been discussed outside the House—vaccinating priority groups does not just reduce the risk of death by a huge amount, by about 80%, but reduces hospitalisations by almost 60%, which reduces the pressure on the national health service. Both those factors mean that once we have vaccinated the first four groups we can be bold about looking forward to relaxing restrictions, and I hope that the Government can come forward at the earliest possible opportunity.

As usual, my right hon. Friend is making a very thoughtful speech. As the Health Secretary said this evening, the vast majority of the big rise in infections yesterday were of the new variant, which logically suggests that the old variant is almost disappearing from the community. We could do with understanding that distinction each day when new data on infections is published.

My hon. Friend makes a good point, because that will help us to understand the extent to which the new variant is spreading across the country; I know that the Government are concerned about that. I suspect, although I do not know—perhaps the Minister could confirm this at the end of the debate—that that was behind the move of significant portions of the country into tier 4.

Given that most of the country is in tier 4 and most of England is now effectively in lockdown, it seems to me that the only measure in terms of closure that remains to the Government is to close schools and colleges—we saw a hint of that this afternoon in what the Secretary of State for Education said. There are not many other measures left to the Government, so if that does not work, they will need to think again.

Finally, let me elaborate on what I said to the Secretary of State earlier about the vaccine roll-out. As the Government have made clear and as I think the Secretary of State said in an interview with Andrew Marr, the areas that have been moved into tier 4, which includes 78% of the country and I suspect by next week will probably include the rest, will basically stay there until we have rolled out the vaccine; the Opposition spokesman, the hon. Member for Nottingham North (Alex Norris), referred to that as well. It therefore has to be job No. 1, not just for the Department of Health and Social Care but for the whole Government, to get the vaccine rolled out as fast as possible.

In my question to the Secretary of State, I said that that meant that the Government need to get to 2 million doses a week. If they do that, we can vaccinate everybody over 65 by the third week of February, which will take nearly 90% of the risks of death and hospitalisation out of the equation. At that point, we should be able to remove restrictions, at least in law, and allow the country to open up again. The Secretary of State appeared to agree—he said that he agreed.

The Government need to put their shoulder to that objective. This has got to be the central task, and the reason for that is the significant cost to businesses. I know that there will be many businesses in my constituency—non-essential retail, personal care services—that will be devastated by the fact that, as of midnight tonight, they are going to have to close. I have had drawn to my attention the devastation in hospitality businesses in tier 2 areas that were preparing for a really busy evening tomorrow, but that, with just 24 hours’ notice, are now going to have to close. They are going to have a huge amount of stock and product that they have bought, which in effect will have to be thrown away. They are not going to get compensated for that, and that economic loss is going to be devastating for many businesses.

Those are the things that I think the Government need to weigh in the balance, and I look forward to listening to the Minister when she winds up the debate in a couple of hours’ time.

A few thoughts occurred to me when I was listening to my hon. Friend the Member for Tiverton and Honiton (Neil Parish) and some of the interventions that I think the BBC board would do well to reflect on.

The first is the question of the licence fee. I have my thoughts, and although I have not reached a conclusion about the licence fee, I can see both sides of the argument. One of the important things for the BBC to reflect on is that if it wants to retain the support of people across the country—although the hon. Member for Glasgow East (David Linden) is no longer in his place, this is a debate that happens in Scotland, Wales and Northern Ireland, as well as in England—it needs to retain the support of people from across the country for a compulsory fee. My hon. Friend the Member for Winchester (Steve Brine) said that if people do not pay that fee, they will go to prison. The BBC does need to think about what it is delivering. If it is not going to deliver anything different from what is available on a purely commercial basis, actually the licence fee is difficult to justify, so that is worth its reflecting on.

I talked about cost in my intervention earlier; that is actually very interesting, and again the BBC should reflect on it. I was looking at an interesting tweet from Chris Mason yesterday about technology. He had the example of a piece to camera that he did for the “Six O’Clock News” yesterday. The camera in question was the size of a highlighter pen, and the monitor used to film it was on his mobile phone. It seems to me that the developments in technology—I know this from interactions I have had with our own journalists from BBC Radio Gloucestershire about some of the technology now—mean that people can do things remotely. We do not have a whole swathe of people turning up; it is an individual, and those individuals do the recording, clip up the programmes and transmit them electronically straight into the studio. Technology should enable the BBC to deliver more local coverage more cost-effectively than ever before.

Of course, the BBC also has more platforms. My hon. Friend the Member for Tiverton and Honiton talked about some well-watched television programmes in our region including “Sunday Politics West” and “Inside Out”. However, it is worth reflecting on the fact that these BBC local journalists not only produce content for BBC local radio, such as the fantastic BBC Radio Gloucestershire, and for television—for example, “Points West”, the evening news in our region, and “Sunday Politics West”—but also generate content for the BBC’s own website. I know that that can be controversial, because many local journalists and local newspapers think that that local content unfairly competes with them, and indeed it does, but we should just think about the fact that if the BBC is producing local content, it is a bit silly if we cannot access it on all the different platforms. The cost of producing regional and very local content is coming down and the number of platforms available for people on which to view that content is going up so people can see that content more effectively. Those are both questions for the BBC to focus on.

The hon. Member for Chesterfield (Mr Perkins) also focused on accountability. This is not just about holding us here in Parliament to account on how we conduct ourselves locally and on our records as parliamentarians; it is also about local government, which he mentioned. It is important to have important local outlets—both newspapers and the BBC—because otherwise our local councils will not be held to account by anyone. Even in the time I have been involved in politics in my constituency, the level of coverage of what goes on in local council chambers has plummeted. We do not get the dedicated local government reporters that we used to get. There may be a big story going on in a local council—for example stories about social care or how we look after people with learning disabilities and how effectively we get them into work—but such local issues are never going to be covered properly by national broadcasters unless we have a truly national scandal. Instead, we have to depend on effective local coverage, which in terms of reach means the BBC.

It is also worth focusing on how many people actually see this content. I may not be completely up to date with the figures, but I remember, on my most recent visit to BBC Radio Gloucestershire, asking about the number of people who listen to its programmes. Its morning breakfast programme, the drive time programme, is listened to by many people in my own constituency as they commute —or at least as they used to commute by car, in the days pre-coronavirus—and in Gloucestershire more people listen to that programme than listen to Radio 4’s “Today” programme. So more people in Gloucestershire listen to that local radio station for their news and current affairs and to hold their democratically elected politicians to account than listen to a national leading broadcast programme.

That is really important, and it says two things to me. First, it says that if we did not have that local programme, we would not be holding local politicians, local business leaders and local decision makers to account. Secondly, the fact that the listening figures are so high suggests that my constituents and other Gloucestershire residents find that content more relevant and more interesting to them than that of the national broadcasting programmes that are available at the same time. If the BBC is thinking about its attractiveness to the public—this comes back to my point about the licence fee—it would do well to reflect on that before it wantonly casts these services aside.

My final point, on the cost-effectiveness of the regional services, is the point I made in my intervention. When I visit Radio Gloucestershire—and also when I visit BBC Bristol when I am there for “Sunday Politics”—I look around the studio and see how the staff have to multi-task to put programmes together. I do not see a lot of fat, a lot of waste or a lot of unnecessary fripperies. I see a very cost-effective operation covering what my hon. Friend the Member for Tiverton and Honiton has described as a big region in the south-west. It is a shame that our colleague from Scotland, the hon. Member for Glasgow East, has gone, because my parliamentary neighbour, my hon. Friend the Member for Tewkesbury (Mr Robertson), is fond of saying—I checked this once, to ensure that it was accurate—that his constituency in Tewkesbury is closer to the England-Scotland border than it is to Land’s End. That just demonstrates the size of one region in England, and it shows the nonsense of suggesting that even that one region can be adequately covered from London, let alone all the regions in England. That is a really important point for the BBC to bear in mind.

Those of us who have had the opportunity to go to BBC HQ at Broadcasting House will have noted the disparity in the resources put into the BBC centrally. I remember having a conversation with the then Prime Minister, David Cameron, who told me that, when he did a press conference, he used to marvel—that is perhaps not the right word—at the number of questions he used to get from different bits of the BBC. Every single BBC programme insisted on sending its own person, rather than there being a single person to ask a question. There would be a question from the “Today” person, a question from the “Newsnight” person and a question from the BBC’s political editor. That did not suggest an organisation that was focused on delivering value for money. The BBC should bear that in mind.

On that point, sort of, has it not been fascinating during the Downing Street press conferences to see the regional reporters ask their questions? They do it with a straight bat, without an agenda and without a tone. They just get to the nub of the question that matters to the people in their area. Has not that just been so refreshing?

My hon. Friend makes a good point. That is absolutely accurate, and the questions from the local journalists are often far more difficult for the Minister to answer because they are focused on the issue at hand. They do not have any of the Westminster aspect to them; they are straightforward questions. Those journalists are doing what journalists should always do, which is to ask us the questions that the listener or viewer at home wants them to ask. The journalist should be putting the question that the person at home, looking at the screen or listening to the radio, has in their head to the people making the decisions. If they are doing that, they are absolutely doing their job properly.

My final point is about some of the subjects covered, which I think the hon. Member for Chesterfield also touched on, as did my hon. Friend for Tiverton and Honiton. I will pick two examples. The first, which was a little while ago—well, it seems like a long time ago, but it wasn’t really—is flooding, which impacted different parts of the country in different ways and was something that sadly we experienced ourselves in my county of Gloucestershire. That is one set of circumstances when local reporting is at its best—when journalists get out into communities and report on the aspects of the issue that really matter to individuals.

I also agree with what the hon. Gentleman said about the coronavirus outbreak, two aspects of which are worth noting. The first is that the huge amount of very locally focused responses in our communities—through local resilience forums, county councils, district councils, volunteers, and town and parish councils—has been covered in local media outlets, including the BBC, in a way that it simply would not have been, and has not been, in national broadcasting.
