I thank my hon. Friend for visiting the HAF programme in his constituency, where he saw first-hand what a brilliant scheme it is, providing healthy meals, enriching activities and Government-funded childcare places for children from low-income families. That is exactly what this Labour Government want to invest in, and we are.

I warmly welcome the statement. Families in Dudley are now benefiting from 30 hours of Government-funded childcare, including new places in school-based nurseries such as at Beechwood Church of England primary school in St Thomas’s, one of the most deprived wards in the borough. Can the Minister set out how this expansion, alongside more support for parents and investment in early years staff, will help children to start school ready to learn and succeed in the future?

It was a real privilege to visit my hon. Friend’s constituency to see at first hand the hard work she is undertaking with school staff and nursery settings. She is absolutely right: our investment in early years will make a huge difference to children’s lives by allowing them to socialise and to develop the skills they need to succeed in life, as well as delivering real benefits for parents across the country, saving them on average £7,500 a year.

Free School Meals

I can assure the hon. Member that it will be for all children in that household. More broadly, we are introducing breakfast clubs, which is a universal offer in every primary school across the country. Other measures in the Children’s Wellbeing and Schools Bill will cap the number of branded items on school uniform, which I think will make a real difference to the money going into parents’ pockets.

I warmly welcome this statement. In my constituency, more than a quarter of all children are living in poverty, so I know that more than 6,000 children in Dudley will now be eligible for free school meals. The extra support will go a long way towards ensuring that our children are eating healthy and nutritious meals to aid their education. Will my hon. Friend assure me that these free school meals will be low in fat, sugar and salt, in order also to help tackle rising childhood obesity?

If we are to get the benefits right on free school meals, we must ensure that the quality of the food is nutritious for all children. As I mentioned in my statement, this is good for attendance, good for behaviour and good for life chances. I hope my hon. Friend will contribute to the work that we will do in revising the school food standards.

T2.   Red Hall primary school in my constituency of Dudley is split down the middle by Zoar Street. The theft of lead from the Victorian roofs, leakages and no real playground do not make an environment for children to thrive. In 2010, the Conservatives shelved the plans to consolidate and repair the school on one side of the road. Will the Minister meet with me to discuss reopening those plans?

This Government have increased capital funding to improve the condition of school buildings to £2.1 billion for the next financial year. This will include funding for Dudley local authority to invest in improving the condition of its maintained schools, including Red Hall primary school. Capital funding and programmes for schools beyond 2025-26 will be confirmed following the spending review. I would be very happy to meet my hon. Friend, who is a real champion for children in her constituency.
